우리나라의 과학기술은 선진국 수준에 이르고 있지만, 이를 뒷받침하는 표준/규격 분야는 그 수준에 못 미치고 있다. 이를 극복하기 위해서 본 연구에서는 미국 규격체계의 발전 동향과 우리나라의 국가표준(KS, KlCS) 및 국내민간 규격체계에 대해서 살펴보았다. 이를 바탕으로 국내 국방 표준/규격 체계의 현 실태를 분석하고 3가지 측면에서 개선방안을 제시하였다. 첫째, 국방표준 분류체계 분야에서는 국방 분야에서 표준, 규격, 핸드북을 명확하게 정의하고 국방 표준과 국방 핸드북의 제정대상을 식별하였다. 둘째, 국방표준 제정절차 분야에서는 민간주도(상향식)형의 표준/규격 제정절차를 제시하였고, 마지막으로 '국방규격작성 표준지침' 분야에서는 국방 표준, 규격, 핸드북의 표기법 및 현재 도면번호 체계의 한계를 극복할 수 있는 개선안을 제시하였다.

Purpose: The purpose of this study is to research the revision efficiency of the referenced specifications/standards for raw and subsidiary materials in the field of national defense. Methods: Firstly, it was carried out to investigate the all of the Korean military drawings and establish the database for specifications/standards referenced in the field of national defense. Secondly, it was reviewed the validity of referenced specifications/standards of raw and subsidiary materials. Finally, proposal documents were made for invalid referenced specifications/standards of raw and subsidiary materials in order to suggest alternative specifications/standards. Results: All of the specifications/standards referenced in the Korean military drawings were 11,924 kinds and raw and subsidiary specifications/standards were 2,711 kinds. The proposal documents for revision of invalid referenced specifications/standards were suggested and approved by the military procurement standardization committee of DAPA (Defense Acquisition Program Administration). Therefore, the revision process of 472 kinds of referenced specifications/standards and 160,177 papers of the Korean military drawings were finished. Conclusion: Based on the results of this investigation, it could be significantly reduce to administrative costs and efforts through revision of referenced specifications/standards instead of conventional engineering change.

This paper is to introduce guidelines for application, inclusion, reference and adoption of standards and specifications. International standards such as IEC 60300-3-4, ISO/IEC Guide 50, ISO/IEC Guide 51, IEC 81714-3 and ISO/IEC Guide 21-1, 2 are considered. This paper is to discuss guide to the specification of dependability and environmental requirements and guidelines for safety inclusion in standards, and guidelines for standards developers to address the needs of older persons and persons with disabilities, etc.

본 연구에서는 외국의 국방표준화 정보관리 발전동향을 살펴보고 우리나라 현 실태를 분석한 후 민수-국방분야에 공통 적용가능한 규격/표준 공통 분류목록의 제정과 이를 바탕으로 한 표준화 정보기반 통합DB의 구축 및 국방표준화 정보체계의 구축방안을 제시하였다. 규격/표준 공통 분류목록은 국방규격과 한국산업표준의 그룹핑을 통해 표준화 대상식별에 관한 보다 효과적인 방법을 제시하였으며, 표준화 정보기반 통합DB 구축을 통해 규격/표준과 다양한 정보들과의 상호참조 기반을 제공하였고, 표준화 정보체계를 통해 민수-국방분야 전반에 걸친 규격/표준정보 활용의 토대를 제시하였다.

Well-established standards and specifications for medical devices not only provide clarity and consistency in licensing processes but also secure device safety and effectiveness. This study reviewed regulatory standards and specifications for veterinary medical devices in Korea based on data obtained through analyses of those medical devices. General standards for electromechanical, electromagnetic, and biological safety and individual standards for 76 electric and 70 general medical device products have been established by the Korean Ministry of Food and Drug Safety. However, the first standards and specifications for veterinary medical devices were established in March 2000 for two products (disposable needle and syringe). Similar to the large number of standards for medical devices, there have been general standards for safety and individual standards for 72 veterinary medical devices (27 electric medical devices, 12 non-electric medical devices, 10 medical supplies, and 23 other types) established since 2014. These new standards considered, among other aspects, the devices' applications, usage characteristics, and industrial environment. To date, the establishment of standards and specifications for veterinary medical devices remains limited. This study suggests that improvements should be made to the regulation of general and individual standards associated with various veterinary medical instruments, supplies, and in vitro diagnostic medical reagents.

This paper introduces determination rules for specifications of quality characteristics and dependability requirements. This study also presents guidelines for various inclusions in standards such as environmental aspects, safety aspects, third-party certification systems, medical devices, and the needs of older persons and persons with disabilities.

In this study it compares a Japanese standards which is most similar contents with domestic standards related with the light weight aggregate concrete and derives the fundamental data from the results so that it will be able to refer at maintenance of standards or specifications in future. The case of domestic is the actual more insufficient condition which is described in the standards and the specifications than Japanese standards. For the production of he domestic light weight concrete the development of general standards and construction guides and control of water content ratio of the light weight aggregates become accomplished rightly in quality of construction site.

The bridge across Chambal River consists of two approach bridges and a cable stayed bridge with concrete girder and pylon. And the main bridge has been designed mainly based on AASHTO LRFD. This article covers design specifications from AASHTO LRFD, which are applied to load combinations and structural verification. And it also covers local standards applied in definition of loads such as live load, wind load, temperature, etc. In addition, the difference between applied design specifications and Korean standards is mentioned in this article briefly.

Design of main and crescent bridges in Palm Jebel Ali, Dubai, is based on AASHTO LRFD. Additional standards and reports are also considered to reflect regional conditions. In addition, JAFZA's Bridge Design Guideline is reviewed for their approval. This article focuses on modified design requirements such as load and durability fit to the middle east area. Technical specifications are mentioned briefly.

군수제품 생산업체 및 조달업체를 대상으로 국방규격 및 인용표준 규격에 대한 활용실태와 내용에 대한 유효화(최신화) 확인 방식에 대한 설문조사를 실시하였다. 각 업체별로 보유 또는 활용하고 있는 표준 규격 수를 살펴보면, KS, 국방규격, 미국 군사규격의 순으로 많이 보유하였으며, KS 구입을 위해서는 연간 40만원을, 해외 표준 규격 구입을 위해서 연간 133만원을 지불하는 것으로 조사되었다. 한편, 해외 표준 규격은 언어적인 문제, 정보 접근방식의 모호성, 표준 관련기관의 부재 등으로 인해 KS나 국방규격에 비해 상대적으로 수동적으로 최신 정보를 얻고 있었다. 또한, 설문대상 업체에서는 국방규격 정비(인용규격 최신화 및 KS 부합화) 및 관련 DB 검색 서비스 제공에 대한 요구도가 매우 높아, 보다 효과적인 국방규격 통합 관리시스템 마련이 시급한 것으로 조사되었다.
