This paper is to analyze the size of Busan Metropolitan City Office of Education Special Account and Educational finance Changes based on the welfare types from 2009 to 2013. It also identifies the impact on welfare finance education programs that target low-income students. The size of Education welfare finance was increased to 355.3 billions (2013) from 90.9 billions (2009), with the last 5 years average annual growth rate as high as 41.9%. But there has been relative decrease in the size of selective welfare budget for low income students such as tuition assistance & IT support to low-income and vulnerable groups, rural schools support to improve facilities, education welfare priority program. The finding suggests that the size of selective welfare budget should not be decreased due to universal education welfare policy. If it is to expand the universal education welfare, then there should be redesigning of local educational finance and further revenue for local education finance to keep the budget for the education welfare target groups.

In the rapidly changing era of knowledge revolution, user-centered IT services are emerging as a very important component of modern business. However, in order to lead IT services into success, traditional capabilities and competences are not good enough. Development of IT services involve service planners and designers as well as traditional systems developers. This detailed segmentation of job and corresponding competences among involved in IT service development brings in new type of conflicts and contradictions that may require special attention for IT services to be properly development and implemented. This study aims to explore and define competences and roles of newly emerging job groups in IT services: planners, designers, and developers. In order to identify underlying competences of these emergeing groups, two stage interviews were conducted. At the first stage, general competence framework is developed across these groups with different skills for similar competence catogories. Using the categories developed at the first stage, members of each groups were asked to rate and assess the competences of other groups. Comparisons of these reciprocal assessment revealed the conceptual differences and biases across these groups. Detail differences are discussed and implications are discussed.
Purpose: The purpose of this research is to identify stress, depression and sleeping of mothers with children who have received the special education in the elementary, middle and high school and to find out the relationship among stress, depression and sleeping. It will be provided as the basic information for development of nursing intervention. Methods: This research was carried out from November 18th to November 27th, 2009 through questionnaire about the stress, the depression and the sleeping. The subjects of investigation were 94 mothers with children who have received the special education in elementary school, middle and high school. Results: There is correlation between the psychological and physical stress of the mothers; correlation between the stress and the depression; inverse correlation between the stress and the sleeping; and inverse correlation between the depression and the sleeping significantly in statistics (p<.001). Mother group in elementary school has mild depression and the other variables in all groups of mothers are included in normal range. Conclusion: It is necessary to do the comparative study for stress, depression and sleeping of mothers with children who have received the special education in elementary school, middle and high school and to make the research for the development of optimized nursing intervention program for reducing depression for the subjects.
The compressive behavior of special-shaped concrete filled tube (CFT) mega column coupled with multiple cavities is studied by testing six columns subjected to cyclically uniaxial compressive load. The six columns include three pentagonal specimens and three hexagonal specimens. The influence of cavity construction, arrangement of reinforcement, concrete strength on failure feature, bearing capacity, stiffness, and residual deformation is examined. Experimental results show that cavity construction and reinforcements make it possible to form a combined confinement effect to in-filled concrete, and the two groups of special-shaped CFT columns show good elastic-plastic compressive behavior. As there is no axial bearing capacity calculation method currently available in any Code of practice for special-shaped CFT columns, values predicted by normal CFT column formulas in GB50936, CECS254, ACI-318, EC4, AISCI-LRFD, CECS159, and AIJ are compared with tested values. The calculated values are lower than the tested values for most columns, thus the predicted bearing capacity is safe. A reasonable calculation method by dividing concrete into active and inactive confined regions is proposed. And high accuracy shows in estimating special-shaped CFT columns either coupled with multiple cavities or not. In addition, a finite element method (FEM) analysis is conducted and the simulated results match the test well.
The concentrations of major volatile organic compounds (VOCs) were measured using a passive sampler in the leather industries, Shihwa and Banwol industrial complex. The leather industries were classified into four groups in raw materials and main product. The concentrations of total VOCs measured in process for ${\ulcorner}$ manufacture of reconstituted leather and special treated leather${\lrcorner}$was highest. The main VOCs measured in the leather industries was found to be toluene with a average concentration of 1,200 ppb. The major group selected in the leather industries was divided into three groups by the fingerprint analysis and the principal component analysis. The major VOCs in the groups classified by fingerprint analysis were found to be dependent on the characteristics of raw materials and main products.
The purposes of this study were to analyze the work patterns of selected hospital foodservices by Work Sampling methodology, and to investigate the relationship among operational factors affecting productivity. The hospitals were classified into 3 groups by the percentage of patient meals, and the percentage of special patient diet, and the menu items of patients meals. The groups clustered were characterized by productivity. Work Sampling methodology was utilized to analyze the work patterns of hospitals with selected 3 hospitals to investigate the productivity the productivity and labor times used in each work functions. Productivity index analyzed by Work Sampling were 10.36 min/meal, 10.95 min/meal, and 12.19 min/meal, respectively X, Y, Z hospital. Z hospital was significantly different from time used in direct work function and delay. Direct work function time was the highest, delay the lowest in Z hospital. The relation between the results of Work Sampling and the productivities of 3 groups showed not by delay but direct work function in the classification used in this study.
The purpose of this study was to improve menu management of welfare institutions for mental-disorders. Special objectives were: to analyze dietitians' special considerations for menu planning in the view of nutrition, recipients' food preferences, and foodservice management; and to interprete menus by food groups and food costs. An open-ended questionnaire was developed and sent to 55 dietitians of welfare institutions for mental-disorders by a fax. Dietitians were asked to write their special considerations for menu planning relating to the nutrition, recipients, and menu management. A total of 46 dietitians responded to the questionnaires. Also, 32 weekly menus were sent to analyze in this study. Results of this study showed that dietitians considered specially energy, proteins, vitamins, minerals, and fats for recipients's health conditions and daily RDA. However, dietitians wanted more information about right menu plan manuals for psychiatric patients. Analysis of weekly menus showed that milk and milk products were th most insufficient serving food group in these institutions. Also, snacks (p<0.05)and milk products (p<0.05) serving was significantly affected by higher food costs. The results implicated that future research on menu development should be necessary for nutritional balanced meal services in welfare institutions.
Purpose: This study was done to examine the effects of oral care with essential oil in improving the oral health status of hospice patients with terminal cancer. Results: The score for subjective oral comfortness and objective oral state were significantly higher in the experimental group compared to the control group. The numbers of colonizing Candida albicans significantly decreased in the experimental group compared to the control group. Conclusion: Oral care with essential oil could be an effective oral health nursing intervention for hospice patients with terminal cancer.
