A Multi-Criteria Spatial Decision Support System for Smart Hydrogen Energy Plant Location Planning in the Gangwon-Do Region, South Korea (강원도 지역 스마트 수소에너지 플랜트 입지계획을 위한 다기준 공간의사결정 지원 시스템 연구)

  • This paper presents a GIS-based site suitability analysis for a smart hydrogen energy plant in the Gangwon-Do region, South Korea. A GIS-based multi-criteria decision analysis (MCDA) was implemented in this study to identify the most suitable sites for the development of smart hydrogen energy plants. The study utilizes various spatial data layers, including hydrogen generation potential and climatic conditions, environmental and topographic conditions, and natural catastrophic conditions, to evaluate the suitability of potential sites for the hydrogen energy plant. The spatial data layers were then used to rank and prioritize the sites based on suitability. The findings revealed that 4.26% of the study area, or 712.14 km2, was suitable for constructing smart hydrogen energy plants. Some regions of Cheorwon-gun, Chuncheon-si, Wonju-si, Yanggu-gun, Gangneung-si, Hoengseong-gun, and near the coastal region along the east coast were found to be suitable for solar and wind energy utilization. The proposed MCDA provides a valuable tool for decision-makers and stakeholders to make informed decisions on the location of smart hydrogen energy plants and supports the transition to a sustainable and low-carbon energy system. Decision-makers can use the results of this study to select suitable sites for constructing smart hydrogen energy plants.

A Study on the Spatial Characteristics of the Outpatient Department in the Women′s Hospital - Focused on the Outpatient - (여성 전문병원 외래부의 공간특성에 관한 연구 - 환자관점을 중심으로 -)

  • Recently, the Korean medical system changed with diversification & specialization and the field of medical service is also specialized in these days. And healing environment is proposed as a general concept in the hospital architecture. There is a trend that a establishment of women's hospital is increasing as specialized type. In difference from general hospital, they are providing specialized and integrated services in response to the women's disease and demand. Particularly, Outpatient department space in women's hospital has been changed in terms of area, shape and program. However, there used to be not enough research efforts of responding these changes. This study includes the Outpatient department of s women's hospital in the form of small and medium sized building over a certain level in Korea. And the methods of the study adopted the theoric examination based concept and features of women's hospital, the abstraction of distinctions in the Outpatient department through the analysis of the drawing, and the analysis of distinctions in the Outpatient department of women's hospital with the structural space classified and the analysis of space relation. Therefore, the purpose of this is to study investigates and analyzes the spatial characteristics of the Outpatient department space in women's hospital through a analysis of case study. To conclude, the space composition can be classified into the entry space, the clinic space for patients, the support space of patients' check-up, the reception and waiting space, the rest and convenience space, and the link space in the Outpatient department of women's hospital. The level space can account for the waiting space type, the clinic office type, the type based on the relation between the waiting room and the clinic office with its features. As a result, the results will be applied for the planning & design for the future women's hospital.

  • 국토기본법과 국토의 계획 및 이용에 관한 법률은 국토의 지속 가능한 발전을 위한 정책 및 계획을 규정하고 있다. 이를 효율적으로 달성하기 위한 수단으로GIS를 기반으로 공간의사결정 지원체계 구축에 대한 수요가 높아지고 있다. 이는 그 동안 행정업무를 위한 자료관리 중심의 정보화에서 공간자료분석을 기반으로 한 정보화에 대한 새로운 수요라고 할 수도 있다. 그러나 국토공간계획을 지원하기 위한 의사결정지원체계를 성공적으로 구축하기 위해 해결해야 할 많은 과제들이 있다. 본 연구는 국토공간계획을 위한 의사결정지원체계를 구축하는데 장애가 되는 과제를 파악하고, 해결방향을 제시하는데 목적을 두고 있다. 이를 위해 전문가를 대상으로 한 델파이 조사를 실시했다. 본 연구는 공간의사결정지원체계의 설계 및 개발에 영향을 미치는 주요 요인을 중심으로 research questions를 가지고 접근했다. 시스템 설계 관점에서 처리결과에 영향을 미치는 요인으로 입력되는 자료와 지식, 분석처리하는 방법, 인터페이스 등을 중심으로 research question을 설정했다. 시스템 개발과 관련하여 개발도구 확보, 이해관계자 참여 방안, 시스템의 지속성 확보 등을 중심으로 research questions를 설정했다. 마지막은 향후 공간의사결정 지원체계의 연구 및 개발을 효율적으로 수행하기 위한 파트너쉽에 대한 research question이다. 지금까지 국내에서 공간의사결정지원체계 구축과 관련해 기초적인 이론이나 방법론에 대한 연구가 미흡했다. 대부분 외국의 연구 및 개발사례를 소개하는 수준에 불과하다. 특히 공간의사결정지원체계를 구축하거나 운용하는 기반기술인 개발도구에 대한 기술수준이 상당히 미흡하다. 조사결과에서 공개소프트웨어 도입에 대한 필요성 강조가 이를 반증하고 있다. 또한 시민사회의 성숙, 다양한 사회단체 출현 등으로 국토공간계획 과정에 이해관계자 참여정도가 질적 양적으로 높아질 것으로 예상된다. 그러나 이에 대응하기 위한 기술, 기법 등에 대한 연구는 매우 미흡하고 단편적으로 관련 기술을 소개하는 정도이다. 국토공간계획 및 정책과 관련한 다양한 문제해결을 위한 공간의사결정지원체계를 구축하기 위해서 장기간에 걸긴 단계적 접근이 필요하다. 국토공간계획은 우리나라만의 자연 환경 및 인문환경의 특성이 반영되어야 할 것이다. 이를 위해 우리의 개발방법론, 우리의 기술이 개발되어야 하며, 이를 체계적으로 구현할 수 있는 협력체계 구축이 필요하다.

  • Tsunami happens rarely enough to allow a false sense of security, but when they do occur, there may be just minutes or hours for people to reach a safe location. Natural disasters like tsunami are inevitable and it is almost impossible to fully recoup damages caused by the disasters. However, it is possible to minimize the potential risk by developing early warning strategies. GIS modelling with its geoprocessing and analysis capability can play a crucial role in efficient mitigation and management of disaster. This study aims at developing integrated spatial information system processing model supporting tsunami evacuation action planning using geo-information technology such as GIS. The integration process classified into four phases. And in each phase, required input data and GIS processes are decided. The main effort in minimizing casualties in tsunami disaster is to evacuate people from the hazard area before tsunami strikes by means of either horizontal or vertical evacuation. The study provides essential spatial information for local decision making related with people's evacuation in tsunami-prone areas based on a modeling approach transferable to other coastal areas.

Planning of Alternative Forest Road Network Using GIS (GIS를 이용한 대안별 임도노망의 계획에 관한 연구)

  • This study was aimed at suggest a proper planning method to select a optimal forest road network in mountains forest using GIS(Geographic Information System). To examine the field applicability, the method was applied to the National Forest at Mt. Kumsan in Namhae-gun, Gyungsangnam-do. The main results from altogether six alternative road route plans were derived from these criteria obtained the alternative route plan No.2 has two layout criteria, longitudinal gradient and earth work volume, and it showed similar pattern of existing forest road network which was designed mainly ground slope and longitudinal gradient. The alternative route plan No.6 has four criteria, longitudinal gradient, earth work volume, investment effect and landscape impact. It was different for the lowest forest road density among the alternatives and the pattern of the forest road layout was radial form, which was also quite different to other alternatives. For optimal forest road network planning, GIS provide the efficient and resonable solutions for decision making to provide the support for evaluation about various alternative road networks. If detailed inventory and relevant data are provided and also clear and objective indicators for evaluations are set up, it could be applied to preliminary analysis and detail planning stage to prevent undesirable effect such the land slide and soil erosion due to inadequate planning for forest road network.

  • In this study, the specialized marine industry in the area (Incheon) of the case study was identified and the issues related to the current status of marine space utilization were diagnosed. Marine space utilization was selected as the specialized marine industry activity in Incheon through the location quotient index analysis of the marine industry in the target area. A case review of the Yeongheungdo demonstration area and diagnosis of issues in the marine energy development sector with the lowest degree of specialization was conducted, to solve field problems such as overlapping problems in marine-use zones and civil complaints between stakeholders. It was concluded that it is necessary to prepare a policy decision support system based on objective and quantitative grounds.

  • After 1960 forest and ecosystem are rapidly destroyed by industrialization and urbanization. Accordingly, studies that produce vegetation map continue for forest and ecosystem management. Since 1986 national natural environment survey is being conducted in Korea. Also, vegetation information is managed properly through forest geospatial information service(FGIS) of the Department of Environment when NGIS project was promoted since 1995. But it provide dominant species information based on text. In particular, some vegetation information dose not provide to end-user. Therefore, we suggest construction method of vegetation information management system based on GIS to solve the problem. Also, we suggest connection method of related system for an accurate analysis, planning and decision-making support.

Introduction and Evaluation of the Pusan National University/Rural Development Administration Global-Korea Ensemble Long-range Climate Forecast Data (PNU/RDA 전지구-한반도 앙상블 장기기후 예측자료 소개 및 평가)

  • The National Institute of Agricultural Sciences (NAS) operates in-house long-range climate forecasting system to support the agricultural use of climate forecast data. This system, developed through collaborative research with Pusan National University, is based on the PNU/RDA Coupled General Circulation Model (CGCM) and includes the regional climate model WRF (Weather Research and Forecasting). It generates detailed climate forecast data for periods ranging from 1 to 6 months, covering 20 key variables such as daily maximum, minimum, and average temperatures, precipitation, and agricultural meteorological elements like solar radiation, soil moisture, and ground temperature-factors essential for agricultural forecasting. The data are provided at a daily temporal resolution with a spatial resolution of a 5km grid, which can be used in point form (interpolated) or averaged across administrative regions. The system's seasonal temperature and precipitation forecasts align closely with observed climatological data, accurately reflecting spatial and topographical influences, confirming its reliability. These long-range forecasts from NAS are expected to offer valuable insights for agricultural planning and decision-making. The detailed forecast data can be accessed through the Climate Change Assessment Division of NAS.

  • U-City law was enacted U-City construction to support efficiently. But U-City planning system is not set. And detailed instructions are not also available. In particular, U-City data is not available and specific plans and instructions. Therefore, in this research, "U-City Law" by the state and local governments need to establish in the U-City Comprehensive Plan and the U-City master plan to be included in U-City data management was presented matters. U-City comprehensive plan provides the direction of the U-City master plan. Detailed action task are (1) U-City data management standards for the establishment of cooperation and sharing (2) Establishment of U-City data processing and activation (3) U-City data distribution system infrastructure (4) Establishment of data quality and price. U-City master plan is based on the U-City comprehensive plan. And U-City master plan for the data managements are (1) U-City data on the production plan (2) U-City data on the collection plan (3) U-City data on the processing plan (4) U-City data on the activation plan (5) U-City data on the distribution plan.

Land Cover Change and Urban Greenery Prediction in Jabotabek by using Remote Sensing

  • The tremendous growth of population and physical development in the largest urban agglomeration in Indonesia -the Jakarta Metropolitan Region, also known as Jabotabek (Jakarta, Bogor, Tanggerang, Bekasi)- has created many environmental problems, such as land use conversion, increasing urban temperature, water and air pollution, intrusion of seawater, and flooding. These problems have become more serious as the urban green space (trees, shrubs, and groundcovers) has decreased rapidly with the urbanization process. Urban green space directly benefits the urban environment through ameliorating air pollution, controlling temperature, contributing to the balance of the hydrological system, and providing space for recreation and relaxation. Because there is little hard data to support the claim of decreasing greenery in Jabotabek, it is necessary to measure the amount of urban green space. The paper describes the spatial analysis of urban green space within Jabotabek through the use of a geographical information system (GIS). We used GIS and remote sensing to determine land cover change and predicted greenery percentage. Interpretation of Landsat data for 1972, 1983, 1990, and 1997 showed that Jabotabek has experiences rapid development and associated depletion of green open space. The proportion of green open space fell by 23% from 1972 to 1997. We found a low percentage of urban green space in the center of Jakarta but a high percentage in fringe area. The amount of greenery is predicted by the Ratio Vegetation Index (RVI) model: predicted greenery (%) = [146.04] RVI - 134.96. We consider that our result will be useful for landscape planning to improve the environment of Jabotabek.
