공간정보기업의 해외진출 체감 경쟁력과 국가 지원정책간의 연관성 분석 (A Study on Relationship between National Policy Support and Recognized Competitiveness of Spatial Information Company)

  • 해외 경쟁력이 낮은 국내 공간정보기업은 이를 극복하기 위해 정부에 적극적인 지원을 요청하고 있다. 이것은 기업의 경쟁력 강화를 위한 지원요청과 정부의 정책 사이에 인과관계가 있다는 가설에 근거하고 있다. 본 연구는 이러한 인과관계를 밝히기 위해 구조방정식모형을 이용해 공간정보기업의 해외진출 체감 경쟁력과 국가의 지원정책 사이의 연관성을 분석하고자 한다. 본 연구에 의하면 기업들이 해외진출을 위하여 정부에 요구하는 것은 기업들의 낮은 국제경쟁력 강화를 보완하는 활동에 유의한 연관성을 갖지 않는 것으로 조사되었다. 즉, 국가가 기업의 해외진출 경쟁력을 강화하기 위하여 지원하는 정부 보조금, 세제혜택, 국가인증, 정보채널 등의 정책들은 기업들의 낮은 해외경쟁력을 극복하는데 도움을 주지 못하는 것으로 밝혀진 것이다. 이런 조사결과를 근거로 할 때, 기업들과 정부 모두 해외진출 경쟁력 강화를 위해 현재 극복해야 하는 약점을 정확히 파악하고, 어떤 정책이 효과적인가에 대하여 좀 더 면밀히 검토한 후에 상호 필요한 정책과 지원을 추진할 필요가 있다고 하겠다.

입지 경쟁력과 공간상호작용 모형의 유의성 검정 (A Study on the Significance of Spatial Interaction Model from the Urban Competitive Point of View)

  • This study aims at finding relationships between the competitiveness of cities and the size or distance of them, based on some premises; (1) the competitiveness can be measured on the interval-ratio level, that is, factor scores, (2) a hypothesis that the spatial interaction model is valid for the relationships can be generally accepted. Based on the general recognition a research hypothesis that the more is the population or the nearer is the distance from a central city the higher is the competitiveness score is constructed. According to the premises 5-factor scores and composite score are calculated by means of regression method, and the scores are regressed on cities' populations and distances from Seoul city. Using bootstrapping method for the tests of significance is effective due to small sample of 21 cities. Results of the analyses show that most aspects of the hypothesis should be rejected or adjusted. Scores on Health-welfare factor, public service factor, and commercial vitality factor have no relation to the cities' sizes or distances. But the results also find the facts that the strong (negative) relationships exist between (1) educational base factor score and population, (2) density factor score and distance. Although this study improves systematic and analytic understanding of spatial interaction patterns, the understanding should be invalid for the general context because it has used the data on 21 cities in the capital region at the time of 2009.

Innovation Policies and Locational Competitiveness : Lessons from Singapore

  • The relationship between innovation policies and locational competitiveness has emerged as an important area in the analysis of economic development, reflecting both the centralisation and decentralisation of globalising economic activities. The underlying spatial and institutional components are subject to a pattern of cumulative causation in which strategic interventions of policy actors exercise a decisive role in shaping competitive advantages, while promoting interactions with local and foreign partners both from the private and public sectors. The Singaporean development experience illustrated these strategic interdependencies of innovation policies and locational competitiveness. Based on her role as a manufacturing and service hub, Singapore is viewed as an infrastructural nodal point which is interconnected to global production networks. Paralleling efforts in the domain of technological innovation, Singapore's policies for locational competitiveness aim at an adaptive harmonisation of the needs of international investors with local developmental objectives. This orientation characterises also current efforts in promoting Singapore as a knowledge agglomeration with a distinct science base, expanding R&D operations and an innovation-driven pattern of economic development. In conclusion, the locational rationale of Singapore's innovation policies provides lessons for dealing with the spatial and institutional implications of technological globalisation.

A Study on Using U-Service to Strengthen Urban Competitiveness

  • 본 연구에서는 유시티의 U-서비스와 도시경쟁력 평가지표의 상호 연관성을 찾고 있다. 연구결과 U-서비스가 빈도에 차이를 보이지만 6개의 도시유형별로 도시경쟁력 강화 수단으로 활용되고 있다. 특히 안전 건강, 활력(경제)도시형에서 적절한 U-서비스 활용은 도시경쟁력 강화에 기여할 수 있는 빈도가 높다. 다음으로 도시경쟁력 평가항목 중 공동항목과 문화도시형에서는 U-서비스가 도시경쟁력 강화에 상대적 기여도가 낮다. 이는 도시의 정책을 평가하는 항목으로 구성되어 있는 공동항목이 도시의 물리적 시설 지능화를 통해 U-서비스를 구현하는 유시티 성격에 부합되지 않는 것이다. 반면 문화도시형과 관련된 U-서비스는 상대적으로 서비스개발이 미약하기 때문이다. 본 연구를 통해 U-서비스는 도시 경쟁력 강화에 활용될 수 있음을 확인할 수 있었다.

  • 본 연구는 경상북도를 사례로 1990년대 말부터 추진한 재래시장 활성화 정책의 효과를 평가해보는데 주된 목적이 있다. 재래시장 활성화를 위해 추진한 시장의 시설현대화와 경영현대화사업의 효과에 대한 정성적 평가결과, 각각 그 효과는 미약한 것으로 나타났다. 이것은 기존의 재래시장 활성화 정책이 재래시장의 공간경쟁력 강화에 대한 고려가 부족하였기 때문으로 보인다. 이에 본 연구에서는 재래시장의 공간경쟁력을 강화하는데 역점을 둔 대안적인 재래시장 활성화 정책을 모색 제안하였다.

신도시의 경쟁력 모형 설정에 관한 연구 (A Study on the Establishment of New Town Competitiveness Model)

  • This study aims at understanding both the mechanism of new town's competitiveness and its normative pursuit. For the purpose the study steps as follows; (1) Defining operationally cities' competitive power by means of analytic interpretation of substantial nature involved in the preceding studies, (2) Finding some lessons for the desirable development suggested from the history of new town construction in England, France and Japan, where the spatial needs for solving urban problems were exploded after the Second World War, (3) Focusing to agendas regarding development, for example, sustainable development, (4) Recognizing differences between competitiveness of cities and that of new towns and finally (5) Building the model of new town competitiveness, which explains what makes the competitiveness and what kind of effort are necessary for acquiring the advantage. As the result of the process this study concludes that the competitiveness is caused by, or composed of 4 factors. They are Self-sufficiency, Identity, Innovativeness and Sustainability. This frame can be named SIIS-model of new town competitiveness. But there should be contingent and elastic approach in adaptation of these factors to a specific new town, considering its own goal, scale and other situation. The model established in this study is expected to be a analytical frame for the follow-up studies on finding problems and seeking directions of new town development in our country.

가상체험을 이용한 경주 월성지구의 경관이미지 및 시각적 특성분석 (Analysis of Landscape Image and Visual Characteristics of Wolseong District Using Virtual Walkthrough)

  • A well-maintained landscape can increase the competitiveness of a city. Gyeongju which is the famous ancient capital of Korea, has numerous historical resources. However, the disharmony between the historical landscape and the surrounding landscape weakens the competitiveness of the city. At present, most landscape analysis methods mainly focus on plans, photos, and animation, which have certain limitations in the expression of landscape spatial scale and materials. This study aimed to use the virtual walkthrough method to take the Wolseong District of Gyeongju historical areas as the object in order to evaluate the landscape visually. Compared with planar landscape analysis methods, such as photos and videos, the virtual walkthrough method is more immersive and intuitive to experience the spatial scale. The study results revealed images, visual characteristics, and visual influence factors of the landscape, which provide essential data for the construction and improvement of landscapes in similar historical areas in the future.

  • 본 연구는 U-City 경쟁력의 개념 및 U-City 관련 지수의 연구동향을 파악하여 U-City 경쟁력 지수의 개발방향을 제시하는데 목적이 있다. 이를 위해 먼저 정보화시대, 미래도시, U-City의 개념을 관련문헌을 토대로 파악하고, U-City경쟁력의 개념을 제시하였다. 다음으로 U-City를 비롯한 미래도시 관련 지수의 연구동향을 파악하여 U-City 경쟁력 지수 개발에의 시사점을 도출하였다. 마지막으로 U-City 경쟁력지수 개발 절차와 각 단계에서의 유의점을 제시하였다. 연구결과 U-City 경쟁력은 거주민의 요구사항에 대한 신속한 대응 및 도시공간 관리의 효율성을 극대화할 수 있는 ICT, U-City 인프라, U-City 서비스, U-City 관리 능력을 의미하며, 이를 측정하기 위해 평가체계의 마련, 평가지표의 선정, 표준화, 지표별 가중치 산정, 평가모형 설정의 개발절차가 필요한 것으로 파악되었다.

  • Korean government has implemented policies to strengthen the competitiveness of small and medium sized cities. However, since it is often difficult to enhance the competitiveness through individual projects, many local governments in metropolitan areas are working together to pursue local growth. On the other hand, small and medium sized cities that are not included in metropolitan areas due to their spatial limitations have difficulties in implementing effective growth policies. Given this background, the purpose of this study is to identify the functional correlation based on urban interactions and develop functional econometric model for the economic growth of small and medium sized cities. This study uses spatial econometrics models and functional weight matrix to identify the effects of functional networks on small and medium sized cities. The results show the effect of functional networks on the growth of small and medium sized cities and provide policy implications for regional spatial planning that addresses effective management of small and medium sized cities.

  • This paper aims to draw out the practical lessons for City Brand as aspect of urban spatial by urban regeneration project in Korea. Image of the City and City Brand is the most important element for the competitiveness of modern cities. This paper discusses the guide line or strategy of City Brand, its current status in Korea. It also examines the present Urban Regeneration in Korea, identifies the problems encountered in implementation, and suggests the solutions for strengthening urban competitiveness such as a City Brand. Also it emphasized that well planned invisible and physical environments, including story and land-mark facilities, are also crucial in making City Brand more attractive and competitive.
