Social welfare centers and residential care facilities where provide the socially disadvantaged with proper social services, face financial difficulties. This is because not only of the lack of governmental support, but also of social welfare centers and residential care facilities' lack of skills in developing abundant resources from the private sector. In this context, this study tried to find factors affecting resource mobilization of the social welfare facilities to devise policies in resource development. Mail survey was conducted with the structured questionnaire. Employees in charge of community resource development were asked to answer the questionnaire. The study population were welfare centers and residential care facilities. A total of 293 community welfare centers and 632 residential care facilities responded to the survey. The response rate was about 62%. The dependent variables of the study were the amount of resource mobilization in the year 2001 which was measured as the number of donors, the total amount of donation, and estimated amount of gift-in-kind. Three types models were constructed per each welfare institution. Independent variables were selected based on the previous research findings: community environment factor, structural factor, and resource development factor. Multiple regression was utilized to analyze the data. The resource development factor turned out to be significant variable in various models. In the models of donors, the amount of donation, and the amount of gift-in-kind (except for the welfare center model), at least one out of six variables of the resource development factors was significant welfare center. Welfare centers which establish the resource development department or hire employees to take care of resource development, utilize computer softwares to file donors, and utilize donor management programs, have more donors and/or donations than their counterparts. In addition, residential care facilities located in urban area have more donors and donations, and among residential facilities those for the disables, those with longer history and more employees, receive more donations than their counterparts. As for the gift-in-kind model, the welfare centers located in high income area and residential care facilities for the elderly, children and mentally retarded receive less gift-in-kind than their counterparts Based on the above findings, this study suggested that to mobilize resources the welfare centers as well residential care facilities need to have community resource development department or resource development staffs, adopt computer software to systematically organize donors, and utilize donor mobilizing and maintaining programs.

The purpose of this study is to take a closer look at the child-rearing experiences of a two married individuals who were both raised in a child care institution after they had been separated from their parents. Data was collected from a husband and wife who had grown up together in the same child care institution, and in-depth interviews were conducted on them. The research method was analyzed by a qualitative case study. According to the results, the following main themes were extracted from the experiences of the child-rearing couple : 'A family made to escape loneliness', 'Childbirth that started without preparation and fell into the swamp of child rearing', 'Faced reality, regret, and reflection', and 'Finally regaining strength because of the responsibility to be a parent'. The couple married with vague fantasies and without any preparation to escape from the terrible loneliness. Like the marriage, the couple subsequently did not have a specific plan for childbirth. Later, it proved difficult to raise children who did not receive enough information or education, and the couple became exhausted. After the child entered the day care center, the couple experienced a sense of regret and was forced to reflect as they faced a child who resembled their negative appearance. The couple also reported that they felt deeply responsible for their parents even though they did not grow up with any form of parental care. Based on these findings, this study suggested a social welfare intervention plan which could have helped the married couple grow up in the child care institution.

This study attempts to determine the strategy to improve the quality of staff supervision by exploring the experiences of the staff supervision in community welfare centers. For this purpose, multiple case study was performed by conducting in-depth interviews with 10 supervisors for the analysis data and analyzing the resulting themes. The key subjects from their experience were 'Supervisors recognize and prepare the supervision as Challenge and Aspiration', 'Supervision leaves only chaos and frustration', and 'Inspiration from the supervisor and infinite effort result in fruit'. Based on these results, this study suggests the following practical suggestions for the educational, administrative and supportive functions of Supervision. First, educational functions should be proposed as an extension of supervisor's education opportunities and manuals related to educational growth of supervision. Second, the administrative function should be changed to evaluate social welfare institution's evaluation framework so as to evaluate the supervision internal regulation and supervision according to it and various supervision models should be developed. Third, supportive supervision function that can be encouraged for supervisees should be enhanced. This study was meaningful because it presents specific suggestions for supervisors and supervisee's relation and situation in the community welfare center through the qualitative research method.
This is a case study with the objectives of performing an in-depth investigation of the development process, outcome, and the factors related to the development process of Jinggomdari-the self-help group for divorced single parents at Wolgye social welfare center. Document review, in-depth interviews of the member/practitioner/middle manager, and participatory observations were performed and qualitatively analyzed. The results showed that the development process of Jinggomdari consisted of 4 phases including initiation, formation of basis, growth, and expansion/independence. Two categories including 'nurturing abilities and growth as an individual or within families or communities' and 'beyond Jinggomdari, into society', 6 subcategories, and 31 concepts were derived as the outcome. In terms of the factors related to the development process and outcome, 6 categories including 'members participating with sympathy despite various issues', 'outstanding and stabilized leadership', 'commitment of the practitioners showing utmost efforts despite shortcomings', 'effective functions as the hub supporting the low-income divorced single parents families based on the institution's firm determination', 'mixed group showing cautious but synergistic effects', 'dilemma of managing the low-income divorced single parents self-help group and lack of manual for management', 20 subcategories, and 61 concepts were derived. Management issues concerning low-income divorced single parents' self-help group was discussed based on these results.
The purpose of this study was to investigate institutionalized adolescents'perception of meaningful persons and to analyze the features of their interpersonal relationships. 9 middle school students of 3 child welfare facilities were observed and participated in depth-interviews. Results indicate that there is a difference in adolescents'family image according to their experience before institutionalization. They want care-givers of institution to offer more emotional support to them. And they perceive much social support from other adolescents who're living with them. But, the findings suggest that their peer relationships have some limitations because of institutionalization itself and various restriction on their behaviors. Lastly, they want more intimate relationship with supporters in addition to financial sponsorship. In conclusion, institutionalized adolescents'interpersonal relationships are related closely to the environmental properties. Therefore, concerns should be directed toward improving the quality of social and psychological environment of institutions. And various programs should be provided to support institutionalized adolescents'social development.
The physical and psychological weaknesses of delinquent adolescents increase the possibility of socialization and the possibility of social exclusion. Therefore, this study aims to clarify the characteristics of the social exclusion through the Q methodology and to suggest policy and practical intervention directions. For this purpose, 36 statements about social exclusion were conducted through 15 prejudicial adolescents with the prior cooperation of the institution and the consent of the subjects. As a result of the analysis, four types were derived. Type 1 can be named as social disconnect type 'Type 2 is total type', type 3 is 'poverty type' and type 4 is 'service type'. Based on this, it can be said that the characteristics of social exclusion of juvenile delinquents are complexity, inclusivity, individuality, universality.
This study was to examine the effects of individual and environmental character among adults with intellectual disabilities on self-determination and to address issue of self determination in practical terms. This study was analyzed by the Structural Equations Models with 219 individuals with intellectual disabilities in residential home in the Metropolitan area, the Yeongnam area, the Honam area. The results showed that individual factors such as adaptive behavior and provider-user relationship recognition, and environmental factors such as institution size and institution location were directly affected to the self-determination of them. The opportunity was a full mediating effect in this process. In conclusion, this study stated how importance of the consumerism. Also it was suggested that some practical strategies to improve their self-determination in changing residential environment and support methods of the service in way to emphasis their opportunities.
This study aimed to introduce the main concepts of Supported Living(SL) model, very few of which have discussed in the context of S. Korea, explore the potential to employ SL model, and draw the implication for social welfare for people with developmental disabilities(DD) in S. Korea. For this purpose, this study presented the developmental background, main concepts, and principles of SL model, compared SL with supported housing and explained the features of SL model. Additionally, this study reviewed SL schemes in the UK and Australia to understand how SL schemes impact the lives of people with DD. Furthermore, this study addressed the contents of SL manuals used in the UK and Australia and identified the core aspects of SL practice. Based on the findings, this study highlighted the importance of SL as the conceptual model for independent living of people with DD and discussed the implication of SL model in S. Korea in terms of the national institution for people with DD, service agencies, and service users. This study focused on the SL model as a conceptual model for the independence of people with DD, potentials to employ SL model, and its implication for social welfare for people with disabilities in S. Korea. SL model and its application showed that SL model is effective and flexible in supporting the independent living of people with DD. Findings and implications regarding SL model could be the basis for the development of the Korean supported living system to improve the independent living of people with DD.
Purpose: The purpose of this study was to compare the antioxidant level, serum cholesterol and skin ${\beta}$-carotene, of female elderly who had been living more then 10 months in institutions which offered either vegetarian or non vegetarian diet. Methods: Total of 110 female elderly, 56 from institution serving vegetarian diet and 54 from nonvegetarian diet, were recruited from institutions located in S and N city in Korea. ${\beta}$-carotene level was measured on their palm using Pharmanex Biophotonic Scanner and annual health evaluation data was utilized for the analysis of serum cholesterol. Results: The subjects on a vegetarian diet had a significantly higher level of phosphorus, carotene, and folic acid. The elderly who were living in an institution offering a vegetarian diet had a lower level of serum cholesterol and higher level of skin ${\beta}$-carotene, compared to those living in an institution offering a non-vegetarian diet. Conclusion: This study reveals that a vegetarian diet is beneficial in increasing skin ${\beta}$-carotene level, decreasing serum total cholesterol level. The skin ${\beta}$-carotene measurement appear valuable as a bio-marker of antioxidant intake. Further study on antioxidant food and effective serving strategy for elderly are recommended.
This study discusses the institutional change of Chinese early childhood education quality assurance institution (ECEQAI) from the three dimensions of the perspective of historical institutionalism of that refer to the external environment, dynamic mechanism containing with nation-market-society, and the invisible ideology of the institutional change. Chinese ECEQAI was divided into five historical periods, which were 17 years after the founding of China (1949-1966), the Great Cultural Revolution (GCR) period (1966-1976), the early stage of Reform and Opening-up (RO) (1976-1995), the social change period (1995-2010) and the new period (2010-now). This study also concludes five separate change models for Chinese ECEQAI that correspond to the five periods. The first was a compulsory and gradual institutional change model influenced by the Soviet model and dominated by national power. The second was compulsory and radical change model controlled by the counter-revolutionary group. The third was a compulsory and gradual institutional change model dominated by national power. The fourth was induced and gradual① institutional change model driven by market power and forced by society power. The fifth was a compulsory and gradual institutional change model led by national power and forced by society power. Finally, the future change direction of China's ECEQAI was further pointed out, that was the government-leading and tend to balanced three-pole power model of "Nation-Market-Society", as well as the "three-pole power relationship" of indepth communication and positive interaction.
