As the rate of the elderly is proportionally increasing in society, the demands of this group and the services pertaining to them is increasing. The demand for improved services is in relation to national income, the development of medical techniques and the interests of elderly. Therefore, the demand for aged social welfare facilities and management of them is increasing. This paper will focus on the types and states of aged social welfare facilities under the revised aged social welfare law in 2008. Following this research, The Social Welfare Corporation is the highest management level. To date the establishment of more infrastructure has increased rapidly, since 2000. There are many small facilities and a few large facilities.

Owing to the increase of the aged, a positive analysis was carried out for developing the aged volunteering program. This study aiming at planning for the aged volunteering activation, desirable leasure activity in the dimension of social welfare, by assaying the real states of the aged making the use of the leasure and especially aiming at surveying the aged need in relation with the aged volunteering activity on which to present the revolving method and qualitative advance. The method of study was interview the aged over 60 with the questionnaire of the general features of the participants, the motive, the career, the participation method, the satisfaction degree, the cost necessity, the participation degree, the pre-education, and the desirable program of the volunteering and what is got from the volunteering, etc. The collected data were statistical-processed through Spss Win (Ver 8.0) and chi-square verified. As the result of this study, there are the needs for developing various program, the motivation for the participation and maintenance, and the suitable places for volunteering. The poly-dimensional social welfare approaches are presented for the above needs.

The scale and the extent of a aging of population of a rural are more serious than those of a urban in China. However, the welfare policy and the service for the aged in the rural are inferior. China established the different systems of social welfare policy for the city and the rural and has administered it since the china was established. Owing to an open-door policy(opening of a reform) the gap between the two got more deeply distinguished. Accordingly. the striking difference is shown in a living environment and a quality of life of the cities and the rural. I made clear the difference of services for the aged in the rural and the urban examining daily lives, medical industry, recreation systems and so on and analyzing their sources. In addition, I proposed the ways to establish synthetic social welfare policy of the urban and the rural.

This study is looking to do a new model which overcomes emotional isolation phenomenons of aged people through using an advanced technology in our community approaching an aging society. Senior welfare has been oriented to economically, medically supported welfare model so far. An ageing society going on, even if the scale of welfare cost is bigger and bigger, the level of satisfaction has been decreasing. This is the fact that the expansion of economical support for the aged in emotional alienation is not only a solution for them suffering from emotional isolation phenomenons, which requires a new model for senior welfare. Above all, because the senior welfare oriented to economically, medically supported welfare model can not be continued any more, a new model is required to be sustainable in national finance. This study has a purpose that recovers emotional life of the aged, improves their quality of life, and offers emotional welfare model to be sustainable economically.

An aging society in which the proportion of the aged of a society is growing faster than the of the young is becoming an worldwide phenomenon owing to low birth rate, the upgraded medical art and so on. Korea is one of the most rapidly aging societies in the world today. Since aging society is totally different from the traditional society in the many field, potential problems must be expected and countermeasure must be considered. One of the potential problems it may cause is the issue of supporting subject of the aged. Parent-supporting and welfare for the aged become important social issues. Especially the supporting of the aged woman is more important issue because of their longer average life than man and their exposure to sexual discrimination and their welfare is very important issue of social welfare system. Accordingly the purpose of this study is to present the practical counter measure to the supporting of the aged woman. These studies can be divided into traditional approach which insists on the family supporting and modern approach which asserts government(or social) supporting. Comprehensive literature study reveals that both of government and family are responsible for the supporting of the aged woman.

A person's residence is the primary environment which affects physical and emotional-gratification. Residential environments are very important to a person's quality of life. Because the age of society has rapidly increased, we must take a profound interest in the welfare and residences of the aged. While the government has begun to prepare for an aging society, the residential environments of the aged has not been fully considered. Because the welfare of the aged begins in the house, the term 'residence for the aged' is not limited to the physical space. Because residences for the old aged are included in various social policies such as family relations, social security, health care, safety etc, relevant policies for these residences must be prepared as rapidly as possible. This study-focused on both the importance of residences for the aged and the residential desires of the aged, and aims to propose planning criteria for the residences of the aged.

Background and Aim : As the aged society is coming, people pay attention to it and the government is also increasing subsidy into the welfare of the aged. As a branch of social welfare, community welfare is familiar and close to local residents. We could open up a new field in community welfare for oriental medicine and oriental medical doctor(OMD). Materials and Method : Analyzing the worts of community welfare center, we tried to find ways for OMDs to take part in there. We focused m community care and home care service of community welfare center and community health center. Result : Free oriental medical services are offered in many places, but a lot of them are temporary and hard to continue due to financial problem and lack of specialist. Local residents want to know about oriental medicine but few OMDs are willing to participate, thereforen, unqualified lectures of such as hand acupuncture, moxibustion, meridian massage prevail among them. This leads to illegal oriental medical services in the name of volunteer medical work. Conclusion The system is needed that local OMD association take part in community welfare of oriental medical service and care with community welfare center and community health center. Local volunteer medical services and researches of medical policy can help increase the chance for OMDs to go into social welfare system of the aged.

According to the statistics, Korea is expected to reach a super-aged society in 2025. In preparation for an aging society, The government is making efforts to improve in social activity and welfare for the elderly people. But in case of people who live in urban-rural mixed cities, They can not benefit from traffic convenience that is essential in social activities. For example, surveys and interviews show that, The dwellers(65+ of some urban-rural mixed cities) have many restrictions on social activities because of mobility disadvantage. Therefore, We propose that expansion for the people who need to use the voucher taxi, Increase of the public bus service and rebuilding of the bus stop terminal. We are looking forward to this study will be used as basic data for transportation policy of urban-rural mixed cities across the country.

평균수명의 증가 및 출산율의 저하와 함께 수반되는 급격한 인구고령화는 단기간에 우리나라의 경제 사회 문화 전 분야에 걸쳐 중대한 변화를 야기하고 있다. 단순히 노인의 비율이 늘어나는 것뿐만 아니라 평균수명이 계속해서 증가하여 많은 국민들이 장기간의 노후생활을 영위해야 하는 상황이다. 이와 같은 배경에서 노인들이 인간으로서의 존엄과 가치를 유지하면서 품위 있게 인생을 마무리할 수 있도록 노인복지 관련법제의 역할과 기능이 특별히 강조될 수밖에 없으며, 사회보험 및 공공부조와 기능적 연계성을 토대로 사회복지서비스를 목적으로 하는 노인복지법의 역할도 점차 중요해지고 있다. 노인복지법은 노인을 위한 사회복지서비스의 내용을 제시하고 있는데, 그중에서도 소득보장, 보건의료서비스, 요양 및 주거복지를 중심으로 하는 복지조치 그리고 일자리 등 사회참여지원 등을 핵심요소로 하며, 그와 같은 복지서비스의 유기적 결합을 통하여 노인이 살아가는데 적합한 생활조건을 실현할 수 있게 된다. 이를 위하여 노인복지법은 기초노령연금법과 노인장기요양보험법 등 관련법제와 밀접한 규범적 네트워크를 형성하면서 효율적인 노인복지시스템을 구축하게 된다. 그러나 우리 현행 노인복지법 및 관련법제는 21세기의 고령사회, 장수사회를 대비하는데 여전히 미흡하다고 하지 않을 수 없다. 노후소득보장과 다양하고 수준 높은 노인의 사회참여의 결합, 보건 의료와 요양의 효율적 연계 및 국가 또는 지방자치단체의 비용부담수준, 복지조치의 효과성 제고를 통한 품위 있고 존중받는 노인복지의 실현을 위해 더 많은 노인들을 포괄할 수 있는 다양하고 구체적인 개선방안이 마련되어야 할 것이다.

Considering the characteristics of the Korean family which maintain a close connection with their patients from the moment of their falling sick to hospitalization to discharge, the family is the most important environmental factor of the social supporting system, and is the important object of the client as well as activity system. The medical social work intends to meet the practical needs of aged chronic patients, providing them and their family with a professional human service. The end of this study is to find out the hardships of both the aged chronic patients and their family as well as their needs for the social welfare service, and to search out the way of comprehensive social work service. The summary of the analysis of the survey is as follows: 1. The needs of aged chronic patients are divided into those of the solution of the problems of falling ill, social welfare program and discharge. Those needs arc affected by the various factors of the types of hospitals, the patients' age, the kinds of insurance, and the supporting systems, etc. Accordingly, the assessment of the needs of the patients are asked to be done comprehensively in accordance with the kinds of diseases and social environments. 2. The importance of the family to the aged chronic patients is evident. The family plays a decisive role in the patients' hospitalization and discharge, the family being an important supporting system and making it necessary to take an approach to client system. The family has difficulty in getting connection of community resources, in adapting to social life after the patient's discharge, and in paying the treatment. The family suffers the secondary hardships more than the burden of the treatment expenses. 3. For this reason various interventions are needed to reduce the stress caused by supporting and nursing patients. Thus the social welfare service for the aged chronic patients and their family needs the following prepositions: 1. It is the characteristics of the aged chronic patients that they need continuous care and that the strengths of the patients and their family cannot be too much emphasized, and that comprehensive assessment based on the connection 'with the community and the mutual interchange 'with the environment, is much emphasized. 2. The family of the aged chronic patient is a resources system as well as a client one. 3. Another characteristic of the aged chronic patients is that with the resources connection in mind, it needs an active intervention of social workers in the community. With these prepositions considered, the development of practical social work service for the aged chronic patients is thought urgently needed.
