Purpose - This paper explores a new possibility of care ethics for social service. As the needs for care have been growing rapidly in various social fields, 'care' became an important concept in envisioning a welfare state. However, due to the lack of proper ethics and political stance applied to the newly arisen needs and challenges, there exist lots of confusions and difficulties. Research design, data, and methodology - Introducing the feminist ethics of care, this paper examines the relationship of care and justice in social service. As a main research perspective, this study has focused on Kittay's public ethics of care and Tronto's political ethics of care. Results - Drawing on the main research perspective, this study discusses on the necessity of a political conceptualization for an integrative care ethics. In the process, The specialty and professionality of care work as a relational labor was reconsidered. Kittay's care ethics provides a persuasive justification for social support for care workers as well as care receivers, and Tronto's ethics shows us the role of care politics for democratic citizenship. Conclusions - Tronto's ethics of care with Kittay's gives us valuable insights to envision a new public ethics for social service that takes into account both care and justice properly.

본 연구는 사회복지 안팎의 윤리에 대한 관심이 고조되는 현실에서, <사회복지윤리와철학>교과목으로 대표되는 사회복지 윤리교육의 현황과 그 효과성을 조사해 보기 위해 진행되었다. 윤리교육 현황파악을 위해서는 사회복지교육협의회 회원교들을 대상으로 윤리와철학 교과목 개설현황 및 운영 방법을 조사하였고, 윤리교육의 효과성은 윤리적 민감성에 초점을 두어 윤리와철학 교과목 수강 여부와 수강전후의 차이를 비교하였다. 그 결과, 사회복지 제도교육 체제에서 윤리교육에 큰 비중이 주어지고 있지는 않지만, 이런 상황 속에서도 실제 이뤄지는 윤리교육은 윤리적 민감성을 제고하는 효과가 높으며 이는 여타 요인들에 비해 윤리적 민감성에 더 큰 차이를 가져오는 것으로 조사되었다. 이러한 결과는 사회복지 교육에서 사회복지윤리와철학 교과목의 위상 강화와 사회복지윤리와 관련된 인력 양성 및 연구의 필요성을 제시해 주는 것이다.

본 연구는 사회보장정보시스템을 통한 데이터감시를 사례로, 사회복지영역의 정보화를 둘러싼 윤리적 쟁점들을 짚어보는 데 그 목적이 있다. 2015년 정부는 차세대 사회보장정보시스템을 개발하면서 정보시스템을 통한 부정수급 적발과 사각지대 발굴기능을 강화할 계획이라고 밝혔다. 그러나 부정수급과 사각지대를 조사하기 위해서는 취약계층에 대한 데이터감시가 불가피하다. 이에 본 논문은 데이터 감시를 둘러싼 논쟁들을 살펴보고, 이어서 사회보장정보시스템을 활용한 데이터감시가 어떤 윤리적 문제점을 안고 있는지 프라이버시, 정확성, 소유권, 접근성의 이슈를 중심으로 구체적으로 분석했다. 나아가 데이터감시를 넘어 정보화 시대에 사회복지가 고민해야할 본질적인 윤리적 딜레마들을 살펴본 후, 시론적 수준에서나마 윤리적 난제들을 개선하기 위한 방안을 제안해보고자 했다.

Science in the 21st century does not consider participants' welfare, safety and human rights in clinical studies, but modern science puts economic profits in its priority. This leads to a growing concern about social responsibility and professionalism ethics of companies, sponsors and scientists. Specifically, there is no way to control conflicts of participants' welfare with economic profits, leading to simply relying on individual ethics, social responsibilities and audit. This paper helps relevant agencies and people involved understand conflict of interest. Also this study presents the guidelines as well as independence, autonomy, ethical imagination and phronesis required for scientists.

본 연구는 사회복지 행정영역에서의 윤리적 딜레마에 관한 연구를 통해 사회복지사들이 겪고 있는 윤리적 딜레마 상황에 직면하여 바람직한 의사결정을 도출해낼 수 있는 방안을 모색하고자 한다. 사회복지 전문직에 있어서 윤리 문제의 중요성을 인식하고 사회복지 윤리강령을 제정하는 한편, 사회복지학 전공 교과 과정에 '사회복지윤리와 철학'을 개설하여 윤리적 문제를 주요 이슈로 다루어 왔다. 하지만 실천, 교육현장의 변화와 욕구에도 불구하고 사회복지학계의 이론적이고 실천적인 관심은 매우 부족했다. 사회복지 실천 현장에서 여러 가지의 윤리적 문제 중에서 사회복지사들에게 가장 부담으로 작용하고 있는 것은 바로 윤리적 의사결정이라고 할 수 있다. 따라서 사회복지 실천 현장에서 전문가로서 역할을 수행하기 위해서는 윤리 문제의 중요성에 대하여 인식을 전화하고 윤리적 딜레마 상황을 고려하여 올바른 의사결정을 내릴 수 있는 윤리적 방법과 절차를 모색해야 하는 필요성이 제기된다. 본 연구에서는 사회복지실천 현장에서 이루어지고 있는 다양한 윤리적 딜레마에 관한 연구를 통해 슈퍼비전 과정에서 윤리적 민감성에 대한 이해와 슈퍼비전 전문가의 양성 방안도 고려할 수 있을 것이다.

본 연구에서는 한국의 사회복지사들의 윤리의식이 어떻게 형성되어 있으며, 어떤 윤리적 행동을 하고 있는지를 클라이언트와의 "이중관계"에 대한 신념과 경험을 중심으로 살펴보았다. 이중관계에 대한 사회복지사의 윤리적 신념과 경험 정도, 인구사회학적 특성 및 조직의 특성에 따라 사회복지사의 신념과 경험에 차이가 있는지를 알아보는 것이 본 연구의 목적이다. 이를 위하여 전국 사회복지기관에 종사하고 있는 현직 사회복지사를 대상으로 설문조사를 실시하여 회수된 379부를 분석하였다. 분석결과, 사회복지사들은 신념에 있어서는 이중관계에 대해 다소 허용적인 측면을 갖고 있으나, 실제 경험적으로는 윤리적인 경향을 갖고 있는 것으로 나타났다. 인구사회학적 특성 및 소속된 기관의 특성에 따른 사회복지사들의 윤리적 신념과 경험의 차이는 연령, 결혼여부, 종교유무, 윤리교육 여부에 따라서는 차이가 나타나지 않았다. 그러나 성별, 교육수준, 경력, 기관형태, 업무형태, 직위, 사회복지사로 재직하면서 윤리에 대한 교육이나 훈련을 받은 경험과 기관의 윤리기준 유무, 주요 서비스 대상 등에 있어서는 유의미한 차이가 나타났다. 이와 같은 결과를 토대로 사회복지 윤리교육에 대한 실천적 함의를 논의하였다.

본 연구는 사회복지과목 이수 대학생의 인권감수성 수준을 파악하고 인구사회학적 요인, 인권관련 교육경험에 따른 차이를 검증하고자 S사이버대학교에서 사회복지과목 수강중인 251명의 성인학습자를 대상으로 이루어졌다. 주요 연구변인의 현황을 파악하기 위하여 빈도분석, 분산분석을 실시하였다. 학생들의 인권감수성은 5점 척도 기준에서 2.70으로서 중간 정도수준이었으며, 이주노동자의 노동권과 장애아동의 교육권에 높은 인권감수성을 나타냈다. 전공유형, (사회복지)윤리과목 수강여부에 따라 인권감수성에 차이가 있었는데, 사회복지계열 전공 학생과 (사회복지)윤리과목 수강한 경험이 있는 학생의 인권감수성이 높았다. 또한 인권감수성 척도의 에피소드별로 인권감수성 수준에 차이가 있었다. 이러한 연구결과를 바탕으로 인권전문직인 사회복지사를 교육함에 있어 수업에서의 학생 권리 존중, 직간접적으로 인권갈등사례를 학습하면서 인권의식을 함양하는 교육방법의 필요성, 수업과정에서의 자기반성적 과정의 필요성, 학생들의 상황과 특성에 맞는 인권교육의 필요성을 제안하였다.

This discovery-oriented study explored 31 social workers' perceptions of discrepancies between explicit and implicit rules in their work places that are supposed to affect the quality of social work services, and identified eight categories of dilemmas: (a) confused accountability or purpose, (b) ambiguous principle, (c) improper authority, (d) confused role of social workers, (e) conflict between ideal and reality, (f) confused work ethics, (g) confused boundary of workers' rights, and (h) binds. These eight categories revealed the real philosophy and purposes of social work agencies, work ethics and values prevalent among social work agencies, agencies' orientation toward clients, and the conditions of social support from the society in large. Instead of searching for discrete variables as separately responsible for inefficient social work services, this approach probed malfunctioning implicit rules in a holistic context to see if inefficient or ineffective provision of social work services is a logical response to a much larger and deeper nexus. Insight into discrepant rules does not solely ensure the improvement of social work practice in the field, particularly if their identification is simply used as another opportunity to blame and avoid self-responsibility. However, such discrepancies between implicit and explicit rules are real enough to the staff workers and agency administrators that they may want to begin the dialogue of contradictory rules as a way of sanctioning discussion of previously forbidden topics. This study provided the ground-work for the dialogue.

이 글에서는 북구 복지국가 모델이 경제적 인센티브와 윤리-규범의 문제로 인하여 장기적으로 지속가능하기 어렵다는 경제학적 논리를 비판적으로 검토하였다. 형평을 목적으로 하는 정치적 기획인 복지국가의 주된 경제적 기능은 위험에 대한 사회적 보호 즉 보험 기능이다. 복지국가는 사적 보험의 실패를 극복하여 인적자원과 혁신 투자를 촉진하는 효과를 가지지만, 기여와 분리된 조세 기반의 보편적 복지와 시장에서의 임금평등을 추구하는 복지국가는 잠재적으로 인센티브의 문제를 가질 수 있다. 그러나 스웨덴과 같은 북구 복지국가는 고용 중심의 제도 배열, 노동윤리와 급여규범 유지에 기여하는 제도 정책의 설계 운영, 격차 축소의 인센티브 메커니즘 형성, 교육에 대한 공적 투자와 사회보장과의 정합성 구축 등을 통해 이를 극복할 수 있었다. 북구 복지국가 모델은 인센티브-규범의 문제가 이론과 논리의 문제가 아니라 제도와 정책으로 대응가능한 현실의 문제를 보여주는 현실적 사례라고 할 수 있다.

This study aims to analyse the consumer and regional dwellers preferences of nonghyup influenced by contributions of socio-economical using ordered logit model. The survey data were obtained from 225 adults in Chungnam province, cross sectional data in 2007. This paper especially estimates the impact of socio-economic characteristics, such as sex, occupation, school career, and emotional and subjective recognition of contributions of regional socio-economical and culture development, social welfare, It also examines the impact of recognition of cooperational level with local government's policy, customer satisfaction ratings, degree of business ethics. The main results are as follows; the consumer and regional dwellers preferences of nonghyup is not affected by sex, occupation, school career. But the consumer and regional dwellers preferences of nonghyup is influenced by emotional and subjective recognition of contributions of regional socio-economical and culture development, social welfare, It also influenced by emotional and subjective recognition of policy cooperation level with local government, customer satisfaction ratings, degree of business ethics.
