  • As Korea becomes a multi-cultural society, Korean government ministries are enforcing various multi-cultural services. Especially, Ministry of Culture, Sports and Tourism, which is in charge of public libraries, is operating multi-cultural services for cultural diversity. The trends in the research on the multi-cultural services in public libraries, however, are rather on adaptation of the multi-cultural people in Korea than on the cultural diversity. In this exploratory study, we investigated the perception of local residences on multi-cultural library services with several in-depth interviews with the local residences not only for the adaptation but also for the cultural diversity. The results shows that they tended to regard public libraries as an institution of local life-long education, and then they think public libraries can take a role for coping with social adaptation and prevention of social problems in terms of multi-cultural population. Based on the results, public libraries would better consider to inform their roles in this multi-cultural society to their local residences based not only on adaptation but also on cultural diversity. For this, the libraries would develop programs, in which both multi-cultural and non-multi-cultural people can be participated, to encourage communication between them.

Based on the data gathered, the interrelationship between their career pattern inclination and its influential factors were examined through hypothesis testing. Major findings of the survey are outlined in the following: 1). Female librarians' career patterns were classified into five categories with the group represented as Categories-2 (single; wishes to continue working after marriage; places an emphasis on the sense of occupational accomplishment and social prestige) accounted for the highest proportion$(33.4\%)$. 2). The result of the hypothesis testing revealed that there is no significant relationship statistically between social factors(parents' socio-economic status, etc.) and female librarians' career patterns. So the hypothesis concerning social factors were rejected. 3). At the moment Libraries are providing online resources and services for education activities. Moreover, libraries are applying outlets of social media such as Facebook as well as Instagrams to preview their services and procedures. Librarians with the assistance of promising tools and technology like analytics software are capable to accumulate more online information, analyse them for incorporating worth to their services. Thus Libraries can employ big data to construct enhanced decisions concerning collection developments, updating public spaces and tracking the purpose of library book materials. Big data is being produced due to library digitations and this has forced restrictions to academicians, researchers and policy creator's efforts in enhancing the quality and effectiveness. • In most countries, public libraries are knowledge information centers, complex cultural spaces, lifelong learning facilities, and third places for local residents. The social homage spoken on the premise of this identity and socio-cultural role is the knowledge and information agora, cultural infrastructure, living room in the city, and the university of the people. However, if there is a significant gap between public libraries regardless of country or region, it will inevitably lead to information gaps, regional gaps, and cultural inequality and cultural welfare gaps among local residents. This study is regarded as the essence of regional cultural facilities and premised that the regional gap in public libraries is a factor of regional cultural gaps. Based on this premise, the gap between the location quotient, input indicators, and output indicators of public libraries of regional governments in Korea and basic local governments in the Gyeongbuk region was analyzed. And this study derived core elements through correlation and regression analysis of input and output indicators of all public libraries nationwide, developed a management model for each indicator, and suggested a plan to resolve the relative gap for public libraries by city and county in Gyeongbuk.

  • This study investigated and analyzed the degree to which the '3rd Library Comprehensive Development Plan' established in Korea is related to the UN SDGs agenda, including whether the library does business or services related to the UN agenda. As a result, first, IFLA welcomed the UN 2030 Agenda by supporting the UN 2030 Agenda, that is, by presenting the library's specific implementation strategy to achieve the 17 goals of the SDGs. Second, all 14 Core tasks of the '3rd Comprehensive Library Development Plan' were found to be closely related to UN SDGs. Among them, it was analyzed that the convenience of access to user information, including the linkage of library information services, and the strengthening of library services tailored to the life cycle were most strongly related to this agenda. The results of this study are expected to help the community, government, local governments, and the public to appreciate the social contribution and value of the library.

  • This study examines the establishment of Sea-po (서포) in the opening period of Korea at the end of the 19th century. The role they played, the particular situations and their geographical characteristics are researched, The earliest sea-po was Koh-je-hong sea-po, which was established in Taekwang-kyo at the end of 1880s. Around 1905, a specialised book distribution system was set up with establishement of Chu-han-yung book store, Kim-sang-man book store, Jesuit book store, Tae-dong su-si, Kae-myung sea-kwan, Tong-wha seo-kwan. The owners of the seo-pos were pioneers in introducing modern culture with nationalistic consciousness, although they were primarily businessmen and their social origins varied. The primary role of seo-pos was selling a variety of books but some combined printing and publication of books as well. It seems that publication business took roots around 1908, though it is difficult to know the accurate dates of first attempts. Some sea-pas offered book rental services for poor people who could not easily afford to purchase books. A certain amount of deposit had to be paid to benefit from the services. Jesuit Bookstore in Pyungyang had a library facility with a large stock or books in the same building open to public for free. These sea-pas started mainly in Seoul and Pyungyang, which were traditional centers for economic and cultural affairs. Early introduction of foreign cultures and commercial developments in these areas contributed to the establishment of sea-pos. The sea-po which took charge of book distribution in the provinces was set up around 1906. One of the important findings of this study is that the geographical distribution of sea-po shows the following three characteristics. First is that the area such as Seoul, Taegu and Chunju were the traditional centers of publishing culture from which Panggak-bon(방각본) emerged. Second characteristic is Pyungyang and the surrounding Pyungbuk province, and harbors like Inchon and Pusan, which had the benefits of early spread of modem cultures. Third characteristic is Kaesung and the surrounding Hwanghae province which bridged Pyungyang and Seoul. The reception of foreign cultures stimulated the commercial spirits traditionally attributed to Kaesung to establish sea-pas most actively.
