한국에서의 환경오염에 의한 위해성관리의 종합적 접근방법 (Cross-media Approaches to Risk Management of Environmental Pollution in Korea)

  • Nevertheless the serious environmental pollution in Korea has been discussed in concern with health effect, the significant effect are not determined easily. Toxicological method has been used to establish safe levels of exposure for environmental pollutants to have threshold health effect below which significant effects are unlikely to occur. However the conventional method cannot to establish safe levels of exposure for non-threshold pollutants have been used to express comprehensive pollution degree, not in detailed toxic effects. Acceptable exposure or risk levels are decides by policymakers who consider descriptions and estimates of risks together with social and economic benefits. This paper focuses on the concept development of risk assessment and describes some risks of environmental pollution based on the surveyed date in Korea. The current concepts of risk assessment in policy descisions can be explored and areas for possible improvement, given current scientific knowledge are identified. The experience of foreign countries can provide a realistic basis for evaluating the existing data of environmental pollutants. To improve the environmental quality, risk regulation should be managed as soon as possible in Korea.

  • To improve safety management of railway and cope with the factors to threat technical and social safety, we need to establish railway safety management system based on analysis of hazards and assessment of risk for railway system. So we have to conduct PHA(Preliminary Hazard Analysis) first to understand weak points and factors to possibly threat safety using analysis of related data such as past accident/incident data and safety regulation and classification standards of hazards/causes of railway accidents. Therefore in this research, we led types/dangerous events/causes of risks/factors of risks from hazard log developed based on railway accident classification and hazards of railway accident. PHA model for domestic railway system will be used in risk analysis and risk assessment of railway accident.

The Mental Health of Ethnic Minority Youths in South Korea and Its Related Environmental Factors: A Literature Review

  • Objectives: With increasing concerns for the rapidly growing minority population in South Korea, this literature review addressed a range of mental health risks among multiethnic youths (MY) in South Korea by 1) comparing mental health outcomes with those of native-born youths and 2) identifying multiple layers of relevant environmental factors, from family and school relationships to culture. Methods: We reviewed 54 studies that fulfilled specific inclusion criteria. Results: Multiple common risk/protective factors, including family separation, family relationship quality, parental socioeconomic and mental health status, social relationships at school, and cultural acceptance, were noted. Conclusion: In general, empirical evidence indicates that minority youths have relatively heightened risks for emotional and behavioral problems. Future studies must elucidate the complex interplay between multiple risk and protective factors and the long-term adaptation and mental health service utilization of MY.

장기적 관점에서 본 사회변화와 사회보험의 과제 (Long-Term Perspectives on Social Changes and Issues in Social Insurance)

  • This paper investigates the long-term social changes and the emerging issues in social insurance that such changes will entail, It does not attempt to resolve the conflict between neo-liberal reforms and neo-corporalist reforms. Nor does it confine itself to proposing the options to secure the financial stability of social insurance schemes. The aim of this paper lies in anticipating various problems that result from social development, analyzing the impacts of these problems on social insurance schemes, and delineating the solutions to these problems. This paper is comprised of three parts. First, it describes the expected long-term changes in society and the ensuing problems. Second, it asks whether these problems can be solved with increased public expenditures. For this purpose, an analysis of the trend in the expenditures by welfare states is attempted. Third, it summarizes the issues in social insurance and presents the possible solutions to the problems. In the chapter that deals with social changes and social problems, various aspects are reviewed, including the globalization process, the development of It industries, the uncertainty in the classification of incomes, the widening gap in earnings due to the bio-economy, and the relation between social insurance schemes and the tax system. It is concluded that there are limits to the role that increased public expenditures can play to solve the social problems. This paper argues for a structural change in the social insurance system. In every social insurance scheme, the state should foe-us its effect on the provision of basic protection against social risks for the whole population. At the same time, the state should improve the financial stability of the scheme and avoid large-scale deficits.

Examining Factors that Determine the Use of Social Media Privacy Settings: Focused on the Mediating Effect of Implementation Intention to Use Privacy Settings

  • Social media platforms such as Instagram and Facebook lead to potential security risks, which consequently raise public concerns about privacy. However, most people rarely make active efforts to protect their personal data, even though they have shown increasing concerns about privacy. Therefore, this study examines the factors that determine social media users' behavior of using privacy settings and testifies the existence of privacy paradox in such a context. In addition, it investigates the mediating effects of implementation intentions on the relationship between intentions and behaviors. In the study, we collected data through questionnaires, and the respondents were undergraduate and graduate students in South Korea. After a pilot test (n = 92) and a set of face-to-face interviews, 266 usable responses were retrieved for data analysis finally. The results confirmed the existence of the privacy paradox regarding the use of social media privacy settings. And the implication intention did positively mediate the relationship between intention and behavior in the context of social media privacy settings. To the best of our knowledge, our study is the first in the information privacy literature to introduce the notion of implementation intention which is a much more powerful explanation and prediction of actual behavior than the (behavioral) intention.

해외투자(海外投資)와 지속가능발전 원칙 - 프로젝트 파이낸스의 적도원칙(赤道原則)을 중심으로 - (How to Reflect Sustainable Development, exemplified by the Equator Principles, in Overseas Investment)

  • Today's financial institutions usually take environmental issues seriously into consideration as they could not evade lender liability in an increasing number of cases. On the international scene, a brand-new concept of the "Equator Principles" in the New Millenium has driven more and more international banks to adopt these Principles in project financing. Sustainable development has been a key word in understanding new trends of the governments, financial institutions, corporations and civic groups in the 21st century. The Equator Principles are a set of voluntary environmental and social guidelines for sustainable finance. These Principles commit bank officers to avoid financial support to projects that fail to meet these guidelines. The Principles were conceived in 2002 on an initiative of the International Finance Corporation(IFC), and launched in June 2003. Since then, dozens of major banks, accounting for up to 80 percent of project loan market, have adopted the Principles. Accordingly, the Principles have become the de facto standard for all banks and investors on how to deal with potential social and environmental issues of projects to be financed. Compliance with the Equator Principles facilitates for endorsing banks to participate in the syndicated loan and help them to manage the risks associated with large-scale projects. The Equator Principles call for financial institutions to provide loans to projects under the following circumstances: - The risk of the project is categorized in accordance with internal guidelines based upon the environmental and social screening criteria of the IFC. - For Category A and B projects, borrowers or sponsors are required to conduct a Social and Environmental Assessment, the preparation of which must meet certain requirements and satisfactorily address key social and environmental issues. - The Social and Environmental Assessment report should address baseline social and environmental conditions, requirements under host country laws and regulations, sustainable development, and, as appropriate, IFC's Environmental, Health and Safety Guidelines, etc. - Based on the Social and Environmental Assessment, Equator banks then make agreements with borrowers on how they mitigate, monitor and manage the risks through a Social and Environmental Management System. Compliance with the plan is included in the covenant clause of loan agreements. If the borrower doesn't comply with the agreed terms, the bank will take corrective actions. The Equator Principles are not a mere declaration of cautious banks but a full commitment of lenders. A violation of the Principles in the process of project financing, which led to an unexpected damage to the affected community, would not give rise to any specific legal remedies other than ordinary lawsuits. So it is more effective for banks to ensure consistent implementation of the Principles and to have them take responsible measures to solve social and environmental issues. Public interests have recently mounted up with respect to environmental issues on the occasion of the Supreme Court's decision (2006Du330) on the fiercely debated reclamation project at Saemangeum. The majority Justices said that the expected environmental damages like probable pollution of water and soil were not believed so serious and that the Administration should continue to implement the project seeking ways to make it more environment friendly. In this case, though the Category A Saemangeum Project was carried out by a government agency, the Supreme Court behaved itself as a signal giver to approve or stop the environment-related project like an Equator bank in project financing. At present, there is no Equator bank in Korea in contrast to three big banks in Japan. Also Korean contractors, which are aggressively bidding for Category A-type projects in South East Asia and Mideast, might find themselves in a disadvantageous position because they are generally ignorant of the environmental assessment associated with project financing. In this regard, Korean banks and overseas project contractors should care for the revised Equator Principles and the latest developments in project financing more seriously. It's because its scope has expanded to the capital cost of US$10 million or more across all industry sectors regardless of developing countries or not. It should be noted that, for a Korean bank, being an Equator bank is more or less burdensome in a short-term period, but it must be conducive to minimizing risks and building up good reputation in the long run.

새로운 사회적 위험구조에 의한 OECD 국가의 사회지출구조 변화 (The Changing Social Expenditure Structure of OECD Countries on A New Social Risk Structure)

  • 본 연구는 1980년 이후 후기산업사회의 경제 사회구조의 변화로 인해 새로운 사회적 위험이 등장하면서 이에 대한 복지국가의 정책적 전환을 실증적으로 분석하고 있다. 새로운 사회적 위험구조로서 세계화, 탈산업화, 인구고령화, 여성의 고용률, 그리고 아동인구의 비중이 소득보장지출과 사회투자지출로 구성된 사회지출구조를 변화시켰는지를 분석하였다. 이를 위해 1997-2007년까지 OECD 회원국을 대상으로 패널데이터를 구축하고 패널교정표준오차를 고려한 로지스틱 회귀분석을 사용하였다. 그 결과, 무역개방도, 여성의 사회진출, 아동인구의 비중이 사회투자 확대를 중심으로 한 사회지출 구조변화에 영향을 미치고 있는 것으로 나타났다. 즉, 무역개방도가 높을수록, 아동인구비율이 감소할수록, 그리고 여성 고용률이 증가할수록 소득보장지출보다는 사회투자지출 증가가 더 큰 것으로 분석되었다. 탈산업화와 인구고령화는 사회지출 구조변화에 유의미한 영향을 미치지 않는 것으로 나타났다. 이러한 결과는 새로운 사회적 위험구조에 대해 선진복지국가의 복지체계가 소득이전 중심의 정책에서 고용을 통한 생산적 사회정책으로의 완전한 전환을 의미하지는 않지만, 전체적인 방향 전환은 어느 정도 이루어지고 있음을 나타낸다고 할 수 있다.

  • 높은 불확실성을 특징으로 하는 탈추격 단계에서는 기술위험의 가능성도 높아진다. 온라인게임은 새로운 기술 수명주기를 창조한 탈추격형 혁신의 결과물이다. 하지만 온라인 게임 중독이라는 부작용이 나타나면서 셧다운제 도입이 결정되었지만 규제 찬성과 반대집단간의 논란은 계속되고 있다. 기술위험은 사회적 맥락과 조건의 영향을 받는다. 온라인게임 중독을 초래한 사회기술적 취약성은 역설적이게도 우수한 정보화 인프라와 정보통신기기의 확산이었다. 기술위험의 원인이 된 취약성은 위험을 무시하는 발전주의 사고에 의해 더욱 강화되었다. 온라인게임 중독과 같은 기술위험을 해결하기 위해서는 우선 기술혁신의 편익과 기술위험 간의 딜레마를 인지해야 한다. 딜레마 인식의 실패는 사회적 비용을 유발하며 문제해결을 위한 노력을 어렵게 한다. 탈추격단계로의 진입에 따라 기술위험은 더욱 증가할 것이라는 점에서 이런 딜레마를 인지하고 교정책임의 적절한 부과, 해체와 재규정을 통한 딜레마의 관리, 토론장치의 설계, 사회적 책임과 경제적 성공의 연결 등을 통해 기술혁신의 책임성 확보를 위한 해결책의 모색이 필요하다.

Work-Related Well-Being in the Zimbabwean Banking Sector: A Job Demands-Resources Perspective

  • Background: Research on the impact of psychosocial risks on well-being at work remains scarce in low- and middle-income countries, especially in the banking sector. This study sought to examine the relationships between job demands, job resources, well-being, job satisfaction, and work engagement in the Zimbabwean banking sector. Methods: An online survey was administered to 259 employees from five banks. Hierarchical multiple regression tested the relationships between job demands (quantitative demands, emotional demands, work pace, and work-family conflict), job resources (possibilities for development, social support from colleagues and supervisors, quality of leadership, and influence at work), well-being, work engagement, and job satisfaction. Interactions between all variables were tested. Results: Job demands were negatively related to well-being, work engagement, and job satisfaction. Job resources had positive relationships with the same. Work pace had positive relationships with well-being and work engagement. Influence at work moderated the relationship between emotional demands and work pace with well-being. Possibilities for development moderated the relationship between work-family conflict and well-being. Work-family conflict moderated the relationship between social support from colleagues and job satisfaction. Emotional demands, work pace, and quantitative demands moderated the relationship between influence at work with job satisfaction and work engagement. Conclusion: Job demands should be reduced where possible in order to enhance employee well-being, work engagement, and job satisfaction. The job resources that should be availed to facilitate a positive psychosocial work environment in the banking sector include social support from supervisors, influence at work, and possibilities for development.

주민참여와 보건정책 - 보건교육 및 행태론의 새로운 접근 - (Community Involvement and Health Policy - New Approach to Health Education and Behavioral Science -)

  • Since it was found out that the degree of medical contribution to health was timid. the direction of health policy studies has been focused on the personal health behavior. Participation in health has been closely related to the behavior. Those who have insisted on the new direction believe that the health policy laying stress on low cost and personal responsibility can avoid the pathology of medical policy and medical crisis. Participation in health has been very important method of changing health behaviors. It is certainly important to change bad health behaviors. But there is no deliberation of social structure here. Most health behaviors are the adaptation to social structure. The attempt to change the established adaptation behaviors without considering social structure is difficult to succeed. It is little meaningful to say the importance of the health behavior to those who have no choice but to be ill due to the poor environment and health risks. What can guarantee the real direction of community participation at least is the consciousness and behaviors of people's right.
