Health care has two different facets. One is commodity and another is a right of human being. Health care as a commodity is utilized by demand approach in market. Demand is determined by economic factors such as price and income. From the last third of the 19th century until the early 1920s, priority of sickness insurance was replacing the income that workers lost as a result of illness and injury. By the 1920s, the capacity of applied biological and medical science was remarkably developed. Development of medical science stimulated the cost of medical care, and the burden of increased medical care cost required new role of medical care security system. In 1942, Beveridge report was published in United Kingdom, and health care was considered as a right of human being. In 1948, United Nations declared heath care as a right in the Universal Declaration of Human Right. In most countries introduced new medical care security policy based on health care as a right. The viewing health care as a commodity must be shifted toward need based care as a right. Need were understood to rest on demographic, epidemiological, scientific, and medical knowledge factors. Bring needed care to the population could best be achieved institutionally by a hierarchy of provider organizations, guided by planning bodies, which would provide comprehensive benefits. In Korea, health care in social health insurance (SHI) is considered as a commodity not a right. However, health policies under SHI must be need approach based on health care as a right. Mismatch between health policies and ideology of SHI made big troubles. It is important to realize ideology of SHI for good health policies.
Migration studies that assume that decision making is done on an individual basis is overlooking the importance of the family factor. Considering that must people belong to families, it is more appropriate to view migration decision from the perspective of the family. This study analyzes the household migration decision whereby the alternatives are to stay, 10 undertake family migration or to undertake single migration of a member. In developing a conceptual model of household migration decision, it is assumed that the household's objective is to maximize household income which is a function of individual members' earnings. The benefits and costs of household migration and individual migration are identified and the household chooses the migration strategy that maximizes expected household income. When household members have conflicting earning prospects in the potential destination, the household considers single migration of the member with the best earning potentials. However, lone migration by a household member involves cost of family separation which is both monetary and psychic, and this study shows that lone migration is undertaken only when its net gains to the family are greater than the separation cost of the family. The major benefit of choosing single migration is the retention of home base in the place of origin which can serve as an insurance against the uncertainty of obtaining a job in the destination, the benefit that is unavailable in family migration. The conceptual analysis shows how a household's migration decision would depend on its members' economic roles and prospects in the destination. Besides the economic variables, social and life cycle variables of the family translate into separation costs and benefits of migration. This study indicates that one - earner family in low economic status but with good earning prospects and high separation costs is more likely to choose family migration over single migration.

Objectives: An objective of this study was to perform a risk assessment and social cost-benefit analysis for revising permissible exposure limits for seven substances: Nickel(Insoluble inorganic compounds), benzene, carbon disulfide, formaldehyde, cadmium(as compounds), trichloroethylene, touluene-2,4-diisocyanate. Materials and Methods: The research methods were divided into risk and hazard assessment and cost-benefit analysis. The risk and hazard assessment for the seven substances consists of four steps: An overview of GHS MSDS(1st), review of document of ACGIH's TLVs (2nd), comparison between international occupational exposure limits and domestic permissible exposure limits(3rd), and analysis of excess workplace and excess rate for occupational exposure limits based on previous work environment measurement data(4th). Total cost was estimated using cost of local exhaust ventilation, number of excess workplace and penalties for exceeding a permissible exposure limit. On the other hand, total benefit was calculated using the reduction rate of occupational disease, number of workplaces treating each substance and industrial accident compensation. Finally, the net benefit was calculated by subtracting total cost from total benefit. Results: All the substances investigated in this study were classified by CMR(Carcinogens, Mutagens or Reproductive toxicants) and their international occupational exposure limits were stricter than the domestic permissible exposure limits. As a result of excess rate analysis, trichloroethylene was the highest at 11%, whereas nickel was the lowest at 0.5%. The excess rates of all substances except for trichloroethylene were observed at less than 10%. Among the seven substances, the total cost was highest for trichloroethylene and lowest for carbon disulfide. The benefits for the seven substances were higher than costs estimated based on strengthening current permissible exposure limits. Thus, revising the permissible exposure limits of the seven substances was determined to be acceptable from a social perspective. Conclusions: The final revised permissible exposure limits suggested for the seven substances are as follows: $0.2mg/m^3$ for nickel, 0.5 ppm(TWA) and 2.5 ppm(STEL) for benzene, 1 ppm(TWA) for carbon disulfide, $0.01mg/m^3$(TWA) for cadmium, 10 ppm(TWA) and 25 ppm(STEL) for trichloroethylene, 0.3 ppm(TWA) for formaldehyde, and 0.005 ppm(TWA) and 0.02 ppm(STEL) for toluene diisocynate(isomers).

A stochastic expected cost model has been suggested by combining the nonlinear cumulative damage model with the expected cost model together which can be useful for doing the preventive optimal-maintenance of the armor units of rubble-mound breakwaters. The suggested model has been satisfactorily calibrated by comparison of the results from others models, also the sensitivity analysis has been carried out in detail under the variation of the associated parameters with the model. The optimal repair times can be directly evaluated by minimizing the expected cost rates that depend on the social importances, damage intensity functions and resistance limits. Finally, the present cost model has been straightforwardly applied to the armor units of rubble-mound breakwaters. Based on the assumption of turning the damaged structure back to the state as good as new after repairs, the required optimal repair times and magnitudes can be determined quantitatively in terms of the optimum balance between the costs and benefits on the preventive maintenance.

The social welfare service is expanding to different field as the social welfare budget is increasing. By this opportunity, it needs to make clear of the basis of argument that the necessity of development of korean government's support and aid by social policy should be worked. Welfare economics perspective, this study used by the operating expenditure in welfare facilities for the elderly old people to effect social benefits to be gained, in other words, business value analysis. Local elderly people, provide opportunities to participate in the economic activities of the family welfare services offered to attainment of the elderly welfare policy, and provide disease prevention and health promotion opportunities, to enhance the satisfaction of life, including a wide range of impact will cause. In this study, elderly people use the welfare facilities for the elderly when they get the benefits by applying the AHP analysis techniques operating value was calculated. Elderly Welfare Center operated by the result of applying P senior welfare center Case of the metropolitan area value was estimated 248.4 billion won. Contribute to the effects caused by the cost factor of the analysis was 23.1% of the total 57.3 billion won. Independence elements 57.6 billion (23.2%), the analysis of the therapeutic elements 133.4 billion (53.7%) of the net was. Objectives : The purpose of this study is to review and summarize about occupational medicine and to applicate the occupational medicine to oriental medicine. Methods : We investigated several books, articles and related internet sites to know occupational medicine's present conditions in Korea and other countries, and researched the plan on oriental medical participation in the industrial health. Results and Conclusion : The conclusions are as follows, 1. Recent years, industrialization has changed working environment and health condition in workplace, so industrial health service has became important part. 2. Occupational medicine has the purpose of protection. prevention, fitness, health management, medical treatment. rehabilitation, and primary medical service. The range of occupational medicine is enlarged mental, social good health and social, economical production capacity recently. 3. After research each country's occupational medicine, we can know the purpose is same, but the system and work contents are different one another. 4. Oriental medical participation in the industrial health has various benefits, satisfaction of workers, efficiency of cost, and increasing rate of medical treatment through the western and oriental medical cooperation.
Knowledge sharing has many benefits; however, employees are generally reluctant to share their knowledge with co-workers. This reluctance can be attributed to the facts that sharing knowledge involves the threat of losing personal competitiveness and the codification of knowledge for sharing requires additional effort. This study explains why employees engage in knowledge sharing despite the threat and cost of sharing knowledge. Specifically, it examines the effects of the quality of co-worker exchange (CWX) on knowledge sharing and the moderating effect of learning goal orientation on the relationship between CWX and knowledge sharing. Data from 186 individuals indicate that there is a positive relationship between CWX and knowledge sharing, and that this relationship is strengthened when learning goal orientation is low rather than when it is high. The theoretical and practical implications of the findings are also discussed.
The choice of big public investment project needs an appropriate feasibility analysis before it is implemented, bemuse a rot wisely chosen one would bring about big and longrun societal costs. But the feasibility analysis for the big public investment project in Korea has been done without linking the economic benefits and environmental damages. Consequently social conflicts arose frequently during and after project implementation, owing to such concerns asincreasing costs and serious ecological damages. The recent social conflict over the Saemangeum Project is a typical case. This reclamation project began in 1991 and finished 60% of the whole process in 1999, when its feasibility was again assessed under the public pressure by the joint assessment team consisting of both citizen's and government's professionals. Even the assessment report by this joint team could not show the convincing results owing to the improper assessment procedure and failure to set proper feasibility criteria. This paper pointed out the limitations of our current procedure of feasibility assessment and identified the concrete problems that atosee during the recent reassessment process of the Saemangeum reclamation project by the joint team. In order to improve the current problem-ridden practices, it is concluded by the policy recommendation for establishing a right feasibility assessment procedure for the public investment projects.
Considering above, It might be efficient that medical disputes would be settled by the intervention, the agreement, and the administrative relief that reflect mediators' opinion, who have rich social experience as well as specialized knowledge. Therefore, KCA needs to strengthen its function of mediation and improve relevant systems to become an effective settlement institution. And although Oriental medicine disputes have mainly given ex post facto explanations so far, administrative efforts such as policy development or legislation should be made for the high quality of Oriental medical services offered because an efficient way saving social or economic costs caused by the dispute would be precautionary measures. The traditional Oriental medicine is featured with the lack of baseline examination, the uncertainty of medical mistakes, the difficulty in clarifying and proving facts, the hardship of injury conformation and causality because of the characteristics of Oriental medicine, and the relative lightness of physical damages. Actually, there has been few legal settlements in Oriental medical disputes since the compensation, itself, compared to the lawsuit cost, is relatively much lower without practical benefits.

Reunification, (considered a 'bonanza'), is often expected to bring economic and social benefits as well as solutions to the population aging problem; consequently, the study on the population structure of North Korea is salient. This paper reviews and talks on the North Korean population and implications. In view of reliability and consistency, the North Korean population appears at an explicit change compared to the past, and shows significant differences from the South, implying that it needs significant resources to integrate during reunification. Therefore, it is opportune to discuss the North Korean population prior to the clamor for the reunification.
