외부비용을 포함한 적정통행료 산정 수단에 관한 연구 (Study on Computation of Optimal Tolls When Externalities Exist)

  • It is well known that market transactions do not lead to social optima when externalities exist. Given that previous studies such as RICARDO-AEA(2014) have identified various types of external costs, we must take their magnitudes, or externalities in general, into account in order to make toll prices to achieve social optimum. Little has been done on estimation of externalities in road uses in Korea, to the best of our knowledge. We suggested to use the contingent valuation method (CVM) to estimate overall social benefits and applied it to estimation of benefits of road kill prevention as a pilot study. Our empirical model has considered heteroskedasticity explicitly and its estimation result was that individual drivers were willing to pay 147 KRW on average in addition to current toll prices for prevention of road kills. We provided general discussions of externalities in road use and various internalization measures.

Evaluating the social benefit of providing marketing information of livestock products

  • In Korea, the industry and marketing of livestock has grown because of increases in consumers' income and changes in food consumption trends. Livestock production and consumption increased tenfold from 1970 to 2018, and this rise will continue. However, the quality of marketing information for Korean livestock has remained low. The Korea Institute for Animal Products Quality Evaluation (KAPE) operates programs that provide marketing information on livestock, but the social benefits of these programs have not been objectively evaluated. The purpose of this study was to estimate the social benefit of the programs offering marketing information on Korean livestock. Survey and analysis using an economic model (double-bounded dichotomous choice contingent valuation model), revealed a few findings. First, the users of the marketing information programs offered by KAPE recognized the value of these programs and demonstrated their willingness to pay for this marketing information. Second, the social values of the programs offering marketing information on livestock were estimated as 1.1 billion won (marketing information on main livestock) or 5.3 billion won (price information on poultry), and these social values were 2 or 6 times greater than the cost to operate the programs for offering information. Finally, the program that provides marketing information on domestic livestock provides sufficient social benefits, so KAPE should expand these programs.

시스템다이내믹스 기법을 이용한 건강도시화 정책의 사회적비용 절감효과 분석 (Applying System Dynamics Model to Estimate the Effects of Healthy City Policies on Reducing Social Cost)

  • The purpose of this paper is to estimate effects of healthy city policies on reducing social costs. The analyses were dune at the cities, counties, and communities levels in 2009, and covered Seoul Metropolitan Area(SMA). For estimation of reducing social costs, it developed a system dynamics(SD) model that analyzed causal relationships between physical inactivity rates, the number of deaths, medical expenses, and total social costs. Simulation period of SD was from 2009 to 2030. Three alternatives were proposed with combinations of length of bike lanes, number of bus routes, crime rates, self-reported good health status rates, and obesity rates. The total estimated cost of physical inactivities from 2009 to 2030 was 31.9 trillion won from the future forecast without policies. As a result of simulations with three alternatives, there were economic benefit approximately from 119.7 billion won to 1.16 trillion won. This study contributed to better understanding the economic benefits of healthy cities that were associated with design of built environment and physical activity. It also emphasized the importance of healthy cities planning as one of national welfare polices.

생태계서비스 가치평가를 활용한 예비타당성조사 편익분석 개선 방향 연구 - 장항습지복원사업 사례를 중심으로 - (A Study on Improving the Estimation of Social Benefits Using the Economic Valuation of Ecosystem Services in Preliminary Feasibility Analyses for Ecological Restoration Projects - Focused on the Case of Janghang Wetland Restoration Project -)

  • This study is to propose the ecosystem service valuation method as a complementary or alternative tool to overcome the limitations of the contingent valuation method(CVM), typically used to assess social benefits in preliminary feasibility studies. With an increasing interest in natural and environmental restoration projects, we assessed social benefits with theses CVM and ecosystem service valuation method from a case of Janghang wetland restoration project and compared the extent of the two social benefits. For quantitative evaluation of ecosystem services, the biophysical quantity for each ecosystem service indicator was calculated and then converted into currency (KRW) units to estimate the economic value of ecosystem services. The four ecosystem regulating service indicators were selected including greenhouse gas capture/storage, air pollution, water quantity and quality regulation. The amounts of CO2 sequestration and storage as a ecosystem's greenhouse gas regulating service in the study area were 73.04 tCO2/yr and 5,867.53 tCO2/yr respectively. The reduction of SO2, one of air pollutant gases by ecosystems was calculated to be 180.27 kg/yr, the reduction of NO2 to be 378.90 kg/yr, and the reduction of fine dust (PM10) to be 9,713.92 kg/yr. The amount of freshwater regulating service by the ecosystem was estimated to be 459,394,319ℓ/yr, and the amount of nitrogen in freshwater removed by the ecosystem was 78.00kg/yr. Study results show that the benefits derived from the CVM were KRW 227.8 billion over the 30-year analysis period and those from the ecosystem service valuation method were KRW 41.4 billion for regulatory services and KRW 148.8 billion for cultural services, totaling KRW 189.5 billion. With KRW 184.8 billion of the total costs, the benefit/cost ratio using the CVM was 1.23 and that with the ecosystem service valuation method was 1.03. This study implications include that the CVM and ecosystem service valuation method can be applied together to assess and compare social benefits for natural and environmental restoration projects.

가로림만 조력발전 사업관련 수산부문 수익사업 도출과 편익 분석 (Benefit Analysis and Profit Business of Fishery Sector about Tidal Power Plant in Garolim Bay)

  • While promoting a variety of projects by using sea space, there has been a lot of social controversy among the stakeholders based on the results of the analysis. In particular, the benefits of fisheries sector were over-estimated and occurred a lot of opposition from fishermen and environment groups. In order to this solve, we have been studied focussed such as excavation of new projects, the method and result of the estimated benefits for fisheries sector. With regard to the tidal power plant of Garolim, we came up with five kinds of problems such as doing not reflect of the cost of the initial investment, over unit production, over unit price, excessive selection of breed, issues of cost of production in benefits study of fisheries sector derived previously. In order to these problems, we have derived new profitable projects based on the initial materials such as improvement of raising breed, discharge project of fingerlings and a small sea ranch project. As a result, previous study was analyzed in 30.2 billion won(1993), 54.8billion won(2009), but this study was estimated to 26.4 billion won and differences of benefits amount were occurred. In a previous study was calculated benefits by simple method, but this study came up with new projects for fisheries sector and because we estimated benefits considering new project. The method for benefits calculations for fisheries sector was not attempted in previous studies and in this study, we approached for the first time Also, in this study suggested new method to increase incomes fishermen such as development of suitable ranch breeding for the marine environment, ranch license(limited license), development of fisheries resources and the operation of fisheries facility. In the future, we hope to be helpful for the same field of study.

Economic Analysis of Foldable Containers on the Jeju-Mokpo Container Route

  • Shipping containers promote rapid development of the transport industry, and generate economic and social value. However, problems often occur due to imbalance in dynamics between exports and imports, container relocation, traffic congestion, and general shipping network designs. So, efficient and cost-effective cargo management has become crucial for the Jeju Island - Mokpo container route (JMCR) in South Korea. Dozens of recent studies reveal that collapsible or foldable containers, may become an innovative solution to problematic issues within the shipping industry. The major purpose of this study is to discuss conditions required for successful commercial application of foldable containers, based on a cost-benefit analysis precisely for the JMCR. Findings reveal usage of foldable containers can be cost-effective, if containers make a "FULL<->EMPTY" route. To the contrary, a "FULL<->FULL" route can drastically increase expenditure. However, economic analysis of actual figures for 2010-2015 indicate that benefits for Mokpo - Jeju direction are significant to cover losses on the Jeju - Mokpo line. Seasonal patterns and mixing percentages of foldable and standard containers on the route, may also produce cost-effective solutions. Sensitivity analysis reveals that benefits from using foldable containers, depend mostly on empty container shares in addition to various extra costs.

도시권 지하철.전철의 운행평가 분석 (The assessment analysis of rail transit operation in Seoul metropolitan area)

  • This study investigates the one-year performance of the Seoul Metropolitan Rail Transit(SMRT) operation. It intends to provide a basic understanding for railway operation in Seoul Metropolitan Area and thereby for making rational transport policy. The paper is conceptually comprised of four sections; analysis of passenger travel characteristics; SMRT costing and traffic cost function: its operating characteristics in terms of finance and utilization; primary social benefits of SMRT and suggestions. In the first year of operation (1974), the average daily traffic was about 335,000, After the drastic increases of fare in both Subway and KNR rail-lines, the travel volume has been cut by almost 10 percent, though most pronounced on intra-Subway line. The spatial distribution of passengers indicates that travelers use the SMRT line mainly for uninterrupted direct travel toward the CBD. In the prospective costing, the opereting expenses are divided into three groups; those which vary directly with volume; those partially variable with volume; and those entirely unrelated to volume change, With this information, cost function was derived for varying schedules of operation. Primary social benefits of the SMRT are assessed, though preliminary. Account should be taken of the nature of common costs of the SMRT in fare-rate making, especially when much of the operating expenses are accounted for by the fixed costs such that the revenue may not readily turn into break-even. The accounting results of the one-year operation coincide reasonably well with the prospective costing estimates. According to the findings of this annd another travelers' behavior studies, managerial effort would bring more revenue gain to the SMRT than fare increase does, not to speak of greater social benefits by so doing.

약제의 신규등재 절차와 급여기준 관리 (New Drug Listing Process and Reimbursement Standard Management)

  • The Ministry of Health and Welfare of Korea has implemented various social security programs to ensure a basic standard of living and raise overall quality of life for all citizens. The Korean social security system provides social insurance, public assistance, and social welfare services. To achieve adequate drug benefits, the Drug Management Department of Health Insurance Review and Assessment Service (HIRA) implement drug management duties including drug listing, upper price limit setting, scope of benefits, and post-factum management. When a manufacturer or an importer wants to apply for National Health Insurance (NHI) coverage of the drug that has obtained safety and efficacy approval, the pharmaceutical benefit assessment committee of HIRA evaluates the drug's clinical efficacy and cost-effectiveness to determine whether or not to include the drug into the benefit package. The benefit standards for a listed drug (ingredient) are set either for the whole permitted range or a part of range with conditions. To increase the coverage rate for new drugs, the listed drugs are regularly reviewed for their value. The status of listed drugs can be adjusted or eliminated from the benefit package if the clinical efficacy turns out to be insignificant. Therefore, through these pharmaceutical management procedures, high-quality drugs are provided at reasonable prices, which save healthcare expenditure by price determination and selective coverage in consideration of economic evaluation.

제품군 디자인에서 공통속성의 활용이 사회적 효용에 미치는 영향 (Effects of Commonality Strategy in Product Line Design on Social Welfare)

  • Commonality strategy is a popular design practice in designing a product line as it enables the firm cost saving and simplification in design, manufacturing, and distribution processes. However the issue of commonality has been mostly analyzed from a profit maximizing firm's perspective and, to our knowledge, there is no literature that deals with the issue from a different perspective. in this paper, we consider the issue of commonality strategy from a social welfare maximization perspective, and argue that commonality strategy used in designing of public goods can bring certain benefits not just for a firm but also for consumers, i.e., for society as a whole. While we assume certain cost saving in production process due to economies of scale under commonality strategy, we conceptualize two different effects of commonality strategy, utility effect due to cost saving and weighted-averaging effect, and show how these two effects interplay to determine the design of common attribute and desirability of commonality strategy. We also discuss how the implementation of commonality strategy differs under different objectives of a product line designer : social welfare and firm's profit maximization.

비주거용 소비자 전력요금최소화 목적 BESS 최적운영 및 경제성 평가 (Electric Bill Minimization Model and Economic Assessment of Battery Energy Storage Systems Installed in a Non-residential Customer)

  • This paper presents optimal operational scheduling model and economic assessment of Li-ion battery energy storage systems installed in non-residential customers. The operation schedule of a BESS is determined to minimize electric bill, which is composed of demand and energy charges. Dynamic programming is introduced to solve the nonlinear optimization problem. Based on the optimal operation schedule result, the economics of a BESS are evaluated in the investor and the social perspective respectively. Calculated benefits in the investor or customer perspective are the savings of demand charge, energy charge, and related taxes. The social benefits include fuel cost savings of generating units, construction deferral effects of the generation capacity and T&D infra, and incremental CO2 emission cost impacts, etc. Case studies are applied to an large industrial customer that shows similarly repeated load patterns according to days of the week.
