An exact quantum mechanical theory is employed to treat predissociation process of the $A^2{\Sigma}^+$ state of OH. The widths and positions of the lower (v= 2 and v= 3) rovibrational levels are calculated. Energy shifts of the resonances from the zeroth order (pure Hund'scase (b)) positions are shown to be small for N $\leq$ 10, indicating that the $A^2{\Sigma}^+$ state can be described as case (b) very well for low N. Due to the differential interactions of the $A^2{\Sigma}^+_{1/2}$ and $A^2{\Sigma}^+_{-1/2}$ states with $X^2II$and $2^2II$ states, small splittings between the $F_1$ and $F_2$ levels are predicted. Calculated lifetimes of the resonances agree with experimental results reasonably well.
This study intended to present a new direction of differentiated and innovative furniture design for small living space overcoming the uniformity of conventional small living. In order to achieve these goals, a new piece of furniture with multi functions useful for such small space has been designed and explained in this study. This new type multi-functional furniture can be utilized as kitchen, dining table, home bar or office stand depending on the user's necessity. In particular, it provides more adaptability to changing life and spatial availabilities for small living space in terms of space division, separation and fusion features. Based on the needs of small living space brought by social changes, the conventional concept of small living space, which divides space by partitions or walls, should be changed into flexible perception of space. Also, this research proposed the features of furniture design for functional shifts in terms of its functional, structural, and systematical aspects. In this respect, space can be regarded as a variable place and the image of space can be differently appreciated by means of shift, functional transition and mobility. That is, small living space can be perceived as kitchen, living space or working space at the same time. In conclusion, the versatile use of limited space can be a solution to the issues related to small living space; the convertible and movable furniture called F4 Island presented in this study can transform such spatially limited space into a space with multiple functions to meet the requirements of its residents.
Several isotopomers of cyclooctanone were prepared by selective deuterium substitution. Intrinsic isotope effects on $^{13}C$ NMR chemical shifts of these isotopomers were investigated systematically at low temperature. These istope effects were discussed in relation to the preferred boat-chair conformation of cyclooctanone. Deuterium isotope effects on NMR chemical shifts have been known for a long time. Especially in a conformationally mobile molecule, isotope perturbation could affect NMR signals through a combination of isotope effects on equilibria and intrinsic effects. The distinction between intrinsic and nonintrinsic effects is quite difficult at ambient temperature due to involvement of both equilibrium and intrinsic isotope effects. However if equilibria between possible conformers of cyclooctanone are slowed down enough on the NMR time scale by lowering temperature, it should be possible to measure intrinsic isotope shifts from the separated signals at low temperature. $^{13}C$ NMR has been successfully utilized in the study on molecular conformation in solution when one deals with stable conformers or molecules were rapid interconversion occurs at ambient temperature. The study of dynamic processes in general requires analysis of spectra at several temperature. Anet et al. did $^1H$ NMR study of cyclooctanone at low temperature to freeze out a stable conformation, but were not able initially to deduce which conformation was stable because of the complexity of alkyl region in the $^1H$ NMR spectrum. They also reported the $^1H$ and $^{13}C$ NMR spectra of the $C_9-C_{16}$ cycloalkanones with changing temperature from $-80^{\circ}C$ to $-170^{\circ}C$, but they did not report a variable temperature $^{13}C$ NMR study of cyclooctanone. For the analysis of the intrinsic isotope effect with relation to cylooctanone conformation, $^{13}C$ NMR spectra are obtained in the present work at low temperatures (up to $-150^{\circ}C$) in order to find the chemical shifts at the temperature at which the dynamic process can be "frozen-out" on the NMR time scale and cyclooctanone can be observed as a stable conformation. Both the ring inversion and pseudorotational processes must be "frozen-out" in order to see separate resonances for all eight carbons in cyclooctanone. In contrast to $^1H$ spectra, slowing down just the ring inversion process has no apparent effects on the $^{13}C$ spectra because exchange of environments within the pairs of methylene carbons can still occur by the pseudorotational process. Several isotopomers of cyclooctanone were prepared by selective deuterium substitution (fig. 1) : complete deuterium labeling at C-2 and C-8 positions gave cyclooctanone-2, 2, 8, $8-D_4$ : complete labeling at C-2 and C-7 positions afforded the 2, 2, 7, $7-D_4$ isotopomer : di-deuteration at C-3 gave the 3, $3-D_2$ isotopomer : mono-deuteration provided cyclooctanone-2-D, 4-D and 5-D isotopomers : and partial deuteration on the C-2 and C-8 position, with a chiral and difunctional case catalyst, gave the trans-2, $8-D_2$ isotopomer. These isotopomer were investigated systematically in relation with cyclooctanone conformation and intrinsic isotope effects on $^{13}C$ NMR chemical shifts at low temperature. The determination of the intrinsic effects could help in the analysis of the more complex effects at higher temperature. For quantitative analysis of intrinsic isotope effects, the $^{13}C$ NMR spectrum has been obtained for a mixture of the labeled and unlabeled compounds because the signal separations are very small.
Purpose: Support policies for small and medium-sized retailers (SMSRs) have been promoted in various ways over the past 20 years, but they are generally regarded as unsuccessful. The purpose of this study is to analyze the process and impact of policy changes, identify the reasons for the lack of success, and explore policy alternatives. Research design, data and methodology: This study explored major policies in various categories such as the retail industry, traditional markets, and Micro-Enterprises from the mid-1990s to the present. It also analyzed the short- and long-term impacts of major policies at the retail format level like SMSRs, using data from Statistics Korea's service industry survey. Results: This research found that sudden shifts in policy philosophy conflicted with the existing market structure and reduced the effectiveness of policies. It also found that policies aimed at improving competitiveness at the SMSRs-level had some effect, while polices aimed at supporting expenses at the individual store-level were difficult to achieve their intended purpose. Conclusions: The failure of the policy to support SMSRs is fundamentally due to the late response and conflicts between policies. It was also not successful due to the policy's focus on individual store-level expenses and maintaining employment rather than structural improvements of SMSRs format.
Recently, small and medium-sized hospitals which are located in rural areas have many difficulties in securing high quality nurses. That is because working environments for nurses in small and medium-sized hospitals in rural areas are poor compared with those of big hospitals in urban. As a result, the migration of nurses from small and medium-sized hospitals in rural areas to big hospitals in urban is continuously happening. In general, big hospitals provide nurses with high level of salary and fringe benefits. To prevent the migration of nurses, chief executive officers of small & medium hospitals in rural areas have been interested in improving nurses' working conditions including wages. Also, they have raised nurses' salary and improved working conditions. But, basically these individualized efforts have some limit. In connection with this, medical interest groups have produced various voices in terms of interpretation and solutions for these issues. However, from the future perspectives, it seems evident that two approaches for both manpower supply and demand plans of nurses are necessary. They should contain not only accurate estimation of the supply-demand of nursing manpower but also the improvement of working conditions and wages of nurses. Estimation of nursing manpower supply-demand depends on the standards and criteria being used. Supply and demand may be met or not in accordance with the points emphasized on the decision. In the articles, issues regarding nursing manpower, levels of salary, other working conditions and social support system for child care are discussed. According to Joe's report (2005), most health institutions did not meet the guidelines of nurse staffing in Medical Law. The wages of nurse vary on every hospital and there is a big difference in wages' range. The average starting salary for a nurse is 22 million won a year. In case of tertiary hospitals, it reaches up to 30 million won a year. Nurse as a profession should have a strong responsibility and should take care of the patients for 24 hours with three working shifts. Also, most of them are female who have the burden of child rearing. Therefore, it is suggested to increase the salary, to provide comfortable working conditions, and to have social support system for nurses with household affairs.

This study aimed to examine the effect of self-leadership, organizational commitment, nursing work environment on clinical competency of nurses in small and medium-sized hospitals. The participants were 123 nurses working shifts at three small and medium-sized hospitals in Daejeon city and Chungcheongbuk-do. Data analysis were performed by using descriptive statistics, t-test, ANOVA, Pearson's correlation coefficients, and multiple regression analysis. The results showed that organizational commitment and self-leadership were significant predictors of clinical competency, and the overall model explained 15.4% of the variance. Therefore, it is necessary to develop and implement programs aimed at enhancing organizational commitment and self-leadership of nurses working in small and medium-sized hospitals to improve their clinical competency.
The ablation dynamics and cluster formation of $C_n^+$ ions ejected from 355 nm laser ablation of a graphite target in vacuum are investigated using a reflectron time-of-flight (RTOF) mass spectrometer. At low laser fluence, odd-numbered cluster ions with $3{\leq}n{\leq}15$ are predominantly produced. Increasing the laser fluence shifts the maximum size distribution towards small cluster ions, implying the fragmentation of larger clusters within the hot plume. The temporal evolution of $C_n^+$ ions was measured by varying the delay time of the ion extraction pulse with respect to the laser irradiation, providing significant information on the characteristics of the ablated plume. Above a laser fluence of $0.2J/cm^2$ , large cluster ions ($n{\geq}30$) are produced at relatively long delay times, indicating that atoms or small carbon clusters aggregate during plume propagation. The dependence of the intensity of ablated $C_n^+$ ions on delay time after laser irradiation shows that the most probable velocity of each cluster ion decreases with cluster size.
Elderly patients with acute subdural hematomas have higher mortality and lower functional recovery rates compared with those of other head-injured patients. Early and widely surgical decompression and active intensive care represent the best way to assist these patients. However, abrupt decompression of the hematoma can lead to brain disruption and secondary ischemia in the brain surrounding the craniectomy site. Acute brain swelling and brain extrusion, which take place shortly after decompression, can lead to a catastrophic situation during the operation due to the impossibility of appropriate closure of the dura and scalp. To avoid the deleterious consequences of disruption of brain tissue, we have adopted multiple fenestrations of the dura in a mesh-like fashion and gradual release of subdural clots through the small dural openings that are left open. This is especially important in cases in which there are massive amount of subdural hematomas with small parenchymal lesion and severe midline shifts in elderly patients. Further clinical experiences should be conducted in a more selected series patients to estimate the impact of this technique on morbidity and mortality rates.
An equalization algorithm is proposed to guarantee a stable performance in fast fading channels for digital television (DTV) systems from the advanced television system committee (ATSC) standard. In channels with high Doppler shifts, the conventional equalization algorithm shows severe performance degradation. Although the conventional equalizer compensates poor channel conditions to some degree, long filter taps required to overcome long delay profiles are not suitable for fast fading channels. The Proposed sparse equalization algorithm is robust to the multipaths with long delay Profiles as well as fast fading by utilizing channel estimation and equalizer initialization. It can compensate fast fading channels with high Doppler shifts using a filter tap selection technique as well as variable step-sizes. Under the ATSC test channels, the proposed algorithm is analyzed and compared with the conventional equalizer. Although the proposed algorithm uses small number of filter taps compared to the conventional equalizer, it is stable and has the advantages of fast convergence and channel tracking.
