Two-dimensional shallow water model based on the cut cell and the adaptive mesh refinement techniques is presented in this paper. These two mesh generation methods are combined to facilitate modeling of complex geometries. By using dynamically adaptive mesh, the model can achieve high resolution efficiently at the interface where flow changes rapidly. The HLLC Reimann solver and the MUSCL method are employed to calculate advection fluxes with numerical stability and precision. The model was applied to simulate the extreme urban flooding experiments performed by the IMPACT (Investigation of Extreme Flood Processes and Uncertainty) project. Simulation results were in good agreement with observed data, and transient flows as well as the impact of building structures on flood waves were calculated with accuracy. The cut cell method eased the model sensitivity to refinement. It can be concluded that the model is applicable to the urban flood simulation in case the effects of sewer and stormwater drainage system on flooding are relatively small like the dam brake.

Quantum beam technology has been expected to develop breakthroughs for nanotechnology during the third basic plan of science and technology (2006~2010). Recently, Green- or Life Innovations has taken over the national interests in the fourth basic science and technology plan (2011~2015). The NIMS (National Institute for Materials Science) has been conducting the corresponding mid-term research plans, as well as other national projects, such as nano-Green project (Global Research for Environment and Energy based on Nanomaterials science). In this lecture, the research trends in Japan and NIMS are firstly reviewed, and the typical achievements are highlighted over key nanotechnology fields. As one of the key nanotechnologies, the quantum beam research in NIMS focused on synchrotron radiation, neutron beams and ion/atom beams, having complementary attributes. The facilities used are SPring-8, nuclear reactor JRR-3, pulsed neutron source J-PARC and ion-laser-combined beams as well as excited atomic beams. Materials studied are typically fuel cell materials, superconducting/magnetic/multi-ferroic materials, quasicrystals, thermoelectric materials, precipitation-hardened steels, nanoparticle-dispersed materials. Here, we introduce a few topics of neutron scattering and ion beam nanofabrication. For neutron powder diffraction, the NIMS has developed multi-purpose pattern fitting software, post RIETAN2000. An ionic conductor, doped Pr2NiO4, which is a candidate for fuel-cell material, was analyzed by neutron powder diffraction with the software developed. The nuclear-density distribution derived revealed the two-dimensional network of the diffusion paths of oxygen ions at high temperatures. Using the high sensitivity of neutron beams for light elements, hydrogen states in a precipitation-strengthened steel were successfully evaluated. The small-angle neutron scattering (SANS) demonstrated the sensitive detection of hydrogen atoms trapped at the interfaces of nano-sized NbC. This result provides evidence for hydrogen embrittlement due to trapped hydrogen at precipitates. The ion beam technology can give novel functionality on a nano-scale and is targeting applications in plasmonics, ultra-fast optical communications, high-density recording and bio-patterning. The technologies developed are an ion-and-laser combined irradiation method for spatial control of nanoparticles, and a nano-masked ion irradiation method for patterning. Furthermore, we succeeded in implanting a wide-area nanopattern using nano-masks of anodic porous alumina. The patterning of ion implantation will be further applied for controlling protein adhesivity of biopolymers. It has thus been demonstrated that the quantum beam-based nanotechnology will lead the innovations both for nano-characterization and nano-fabrication.

The study examined the current status and the use of electronic publishing files to produce a bibliographic database. In particular . it examined the problems faced in the production of KoreaMed, an abstract database of Korean medical journals. The methodology of KoreaMed to utilize the computer files which was produced in the process of publication of a print journal is found to be very effective. It assures the accuracy of data, accelerates the input speeds, and reduces the input costs. However, such a project can not be accomplished to a satisfactory level without the cooperation of the publishers involved. It turns out that many small publishers and academic societies hardly have saved the electronic publishing files of previous issues. Besides, it is hard to maintain the right channel to receive the files continuously. The input and processing of special characters are very delicate problems. In addition, the diversity of layout and formats of journals, of the electronic publishing software used, and of the storage media, makes the utilization of the electronic publishing files a very complex process. In order to operate the KoreaMed system more efficiently by requiring the publishers to submit XML files which meets the standard of the KoreaMed, it is necessary to educate and train personnels of journal publishers for the management of electronic publishing files.
In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. Each local government has attempted to reorganize existing harbors and to develop new harbors, taking into consideration the decline in the number of fishing vessels and the expansion of maritime leisure activities. Projection-based augmented reality (AR) system refers to the system that accurately project high quality virtual information at the user-specified area by using the projector. Most of projection-based AR systems use the display device to support high quality and wide screen for increasing the user-immersion. Furthermore, they are implemented on the desktop environment due to the computational complexity. However, these projection-based AR systems are not suited as a mobile system and thus it may be inconvenient in the user point of view. Fortunately, Miniaturization of projectors and improved capacity of the mobile processor allowed the mobile AR system to be convenient. The limitation of established mobile AR system is that it uses small display screen which does not support high-resolutions and thus it may reduce the user-immersion into the system. In this paper, we propose portable projection-based display system, which overcomes the limitations of both projection-based and mobile-based AR systems. We have conducted the user evaluation to verify the effectiveness and the utmost capacity of the system.
Based on the data obtained under the China-Korea joint project (1997-2001) and historic observations, the distribution, transportation and sedimentation of sediment in the southern Yellow Sea (SYS) are discussed, and the controversial formation mechanism of muddy sediments is also explored. The sediment transport trend analysis indicates that the net transport direction of sediment in the central SYS (a fine-grained sediment deposited area) points to $123.4^{\circ}E,\;35.1^{\circ}N$, which is a possible sedimentation center in the central SYS. The sediment transport pattern is verified by the distribution of total suspended matter (TSM) concentration and ${\delta}^{13}C$ values of particulate organic carbon (POC), the latter indicates that the bottom water plays a more important role than the surface water in transporting the terrigenous material to the central deep-water area of the SYS, and the Yellow Sea circulation is an important control factor for the sediment transport pattern in the SYS. The carbon isotope signals of organic matter in sediments indicate that the Shandong subaqueous delta has high sedimentation rate and the deposited sediments originate mainly from the modern Yellow River. The terrigenous sediments in deep-water area of the SYS originate mainly from the old Yellow River and the modern Yellow River, and only a small portion originates from the modern Yangtze River. The analytical results of TSM and stable carbon isotopes are further confirmed by another independent tracer of sediment source, polycyclic aromatic hydrocarbons (PAHs). Five light mineral provinces in the SYS can be identified and they indicate inhomogeneity in sources and sedimentary environment. The modern shelf sedimentary processes in the SYS are controlled by shelf dynamic factors. The muddy depositional systems are produced in the shelf low-energy environments, which are controlled by some meso-scale cyclonic eddies (cold eddies) in the central SYS and the area southwest of the Cheju Island. On the contrary, an anticyclonic muddy depositional system (warm eddy sediment) appears in the southeast of the SYS (the area northwest of the Cheju Island). In this study, we give the cyclonic and anticyclonic eddy sedimentation patterns.
To meet needs of R&D application reinforcement on geoscience and mineral resources area, we suggest public R&D institute's strategies and system for the application including supplement of technology licensing office (TLO). We review the former studies on technology transfer successfulness criteria and difficulties from the viewpoint of korean small&medium size firms and public R&D researchers, and then benchmark a japanese public R&D institute of industrial science and technology, which was newly integrated and developed with Geological Survey of Japan (GSJ). Application analysis index and the reinforcement strategy hierarchy for R&D project are established on geoscience and mineral resources area, and applied on the prioritized research projects of KIGAM. Empirical investigation was carried out on KIGAM researchers with practical studied analysis on questionnaire and intensive interview. Result of the analysis is identified and compared with the case in Japan. It is shown that KIGAM researchers feel their technology transfer activities are not yet integrated with TLO and commercialized R&D are not cooperated with them. This study proposes industrial cooperation coordinators in the categorized R&D divisions of public R&D institute based on the different R&D characteristics and needs in R&D application strategies.
Korean domestic electricity market is saturated through trying to find ways to overcome the limitations of the domestic electricity industry with overseas electricity markets. Korean electricity industry in the overseas market in order to pursue continuous growth, competitive and aggressive investment in overseas market is promoting. This paper attempts to apply input-output analysis to estimate the role of coal thermal power plant sector exports national economy. More specifically, this study shows what national economy effect of production-inducing effect, value-added inducing effect, and employment-inducing effect are explored with demand-driven model. After define coal thermal power plant sector what small sized of Input-Output table 168 sectors among 17 sectors, this study pays particular and close attention to coal thermal power plant sector by taking the sector as exogenous specification and then investigating economic impacts of it. This study uses coal thermal power plant exportation case of Vietnam project, production-inducing effect, value-added inducing effect, and employment-inducing effect are 2,853 billion won, 973 billion won and 14,761 persons, respectively.

The purpose of this study is to examine the effects of park type and inner elements of parks on the number of walking days of walking out of Ulsan Metropolitan City, And to make policy suggestions for them. The elderly people aged 65 and 1,274 persons or over in Ulsan Metropolitan City were selected as the subjects using the raw data of the 2015 community health survey. A multilevel analysis was conducted using a hierarchical linear model to find out the factors affecting the number of days of walking according to the level of regional level factor according to the five wards of Ulsan Metropolitan City. The number of walking days increased with the number of sports facilities and the number of walking days decreased with the number of amusement facilities mainly used by children. In the case of Jung-gu in Ulsan, the number of walking days was low even though the number of parks and the area of the park were large, In the case of Buk-gu, the number of walking was high even though the number of parks and the area of the park were small. Elderly people in Jung - gu, Ulsan metropolitan city are expected to need a health promotion project to promote walking, and it is necessary for seniors in Buk - gu, Ulsan Metropolitan City to make a good walking environment.

In case of the Sea Areas Utilization Consultation about fishery harbor facilities there has been problems excepting a mooring facility and having the same scope of business subject with harbor, while those scale are different. In this study, we analyzed the 17 cases of the statements for Sea Areas Utilization Consultation according to the development projects of fishery harbors for 2013-2014 and suggested the improvement way to go. First, it is needed to reassess the scope of business subject about fishery harbor because the environmental effects about the development projects for the fishery harbor are not considered separately by facilities, development project for the fishery harbor. Therefore, the reassessment about them are needed surely. Second, the adjustment of the range about fishery harbor facilities on the Sea Area Utilization Consultation is needed because in case of most small fishery ports, the sizes of those facilities are less than the boundary area ($50,000m^2$). Last, consultation subjects shall be more clear in order to protect confusions-related with applying for the Consultation on Utilization of Sea Areas. A new rule for clarifying consultation on business subjects is needed in order to reduce the unclarity and the confusions from being occurred by difference between 'occupancy or use permit of public waters' and 'exclusion of application' and business subjects according to the Public Waters Management and Reclamation Act and the Marine Environment Management Act, respectively.
