Legal Issues and Implications in relation to the Charter in the WCPFC CMM (중서부태평양수산위원회(WCPFC) 보존관리조치에서 용선에 관한 법적 쟁점 및 시사점)

  • Since many RFMOs have been established, various measures to protect small island developing States have been enacted. WCPFC CMM 2017-01 also enacted various measures for that purpose. However, it is notable that CMM 2017-01 has enacted a measure in a manner to reduce benefits of the small island developing States in relation to the vessel charter scheme, although it has made another exception. This study aims to draw implications in establishing Korea's fisheries policy and making an appropriate strategy of the fisheries industries in Korea, through analyses of the charter issue in the WCPFC CMM 2017-01. This paper examines an issue of the vessel charter scheme in the WCPFC CMM 2017-01 comparing with the flag of convenience issue. It concludes that it is recommended to further restrict the application of the vessel charter scheme in the WCPFC CMM 2017-01 and to repeal it ultimately. Finally, this paper draws implications for the Korean government to participate in the WCPFC in a manner to reflect its positions and to harmonize interests of the fishing States and the small island developing States, considering various joint venture business with such States. It further draws implications for the fisheries industries in Korea to actively participate in the WCPFC to maximize their interests.

Function of Motion Detection for Small-Size Vessel using Smart Phone (스마트폰을 이용한 소형 선박용 모션 감지 기능)

  • In the coastal area, many kind of vessels are operating and exposed to the various marine accidents. In particular, small-size vessels, which are not equipped with the safety equipment, are in the defenceless state to the marine accidents such as the accident according to vessel's own state caused by the diverse reasons and the collision with the neighborhood vessels and objectives. So it is necessary to resolve these situations through the inexpensive equipment. This paper implements the function that can detect vessel's own motion using Smart Phone. if the motion is over the threshold value assigned, this function decides that the current situation is dangerous for this vessel. So this function informs Smart Phone's ower in the vessel and the control center of this situation. This function can be applied to small-size vessels, such as fishing boating, passenger ship, and leasure boat, which have few the safety equipments, and then improve vessel's safety navigation.

  • In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. Each local government has attempted to reorganize existing harbors and to develop new harbors, taking into consideration the decline in the number of fishing vessels and the expansion of maritime leisure activities. Estimation of a 9.77 G/T Small Fishing Vessel's Operating Performance Depending on Forward Speed Based on 3-DoF Captive Model Tests (9.77톤급 소형어선의 3자유도 구속모형시험을 통한 선속 별 운항성능 추정)

  • In this study, a mathematical model of a 9.77 G/T small fishing vessel was established based on captive model tests. The powering and manoeuvring performances of the vessel in the harbor and coastal sea were focused on, so captive model tests were conducted up to the full-scale speed of 8 knots. Propeller open water, resistance, and self-propulsion tests of a 1/3.5-scaled model ship were performed in a towing tank, and the full-scale powering performance was predicted. Hydrodynamic coefficients in the mathematical model were obtained by rudder open water, horizontal planar motion mechanism tests of the same model ship. In particular, in static drift and pure yaw tests which were conducted at a speed of 2 to 8 knots, the linear hydrodynamic coefficients varied with the ship speed. The effect of the ship speed on the linear coefficients was considered in the mathematical model, and manoeuvring motions, such as turning circles and zig-zags, were simulated with various approach speeds and analyzed.

  • In order to reduce the risk of deaths from hypothermia at sea, this paper suggests the performance criteria of life rafts for small fishing vessels less than 20 m in length. In our country, the life rafts are not used and have no performance criteria. This research compared the performance criteria of the domestic, foreign, international standards, and the performance comparison between foreign life rafts and the user-friendly valise prototype(2 & 4 persons) which is developed by this study. As a result, it is considered to be appropriate that ISO 9650-1 can be applied to the life rafts for offshore fishing vessels while a milder criteria can be applied to the life rafts for coastal fishing vessels.

A Study on the Stability Criteria of Small Vessels (소형선박의 복원성기준 연구)

  • In order to ensure safety of small vessels, the amended Ship Safety Act will come into force on 4th. Nov. 2007. This study is performed to suggest the stability criteria of fishing vessels and cargo ships of 12m in length and over but less than 24m in length which will be new object of amended Ship Safety Act. We have analyze the dimensions of domestic small vessels and the casualty reports of capsizing accidents. According to the analyzed result, 58 ships that are in the range of the dimension are modeled and the stability calculation has been carried out. The Stability for the 58 ships has been analyzed by comparing the result that applied the selected standard in the national standard to the stability calculation. Based on the regression analysis of the model ship's allowable transverse metacentric-heights under several stability requirements, stability criteria for small fishing vessels and cargo ships are proposed.

Catch state of demersal fish resources at the coastal waters off Goheung (고흥 연안 저서 어족자원의 어획실태)

  • The purpose of this study was to identify the state of demersal fish resource catch by small trawlers, which live in the southern waters off Goheung. We investigated the results of catch of sample fishing vessels, and performed fishing experiments using the actual fishing operation vessels from early November in 2002 till end of October in 2003. The daily amount of catch per vessel of the 35 small trawlers selected as sample vessels was the highest in summer seasons(June and July) as 70kg and the lowest in winter seasons(January and February) as 45kg and Octopus minor occupied as 17 to 30kg nearly 30% of the total catch. Additionally the catch of Octopus minor per vessel, per dragging hour ranges 3 to 6kg, which is the highest in March and June and the low in January to February, April to May and September. In the fishing experiments using small trawler, during the study period, a total of 75 fish species were collected. The number of individuals by species consisted 58.2% in Shrimps, 17.8% in Fish, 2.3% in Cephalopod. Of these, Parapenaeopsis tenella was the highest in 29.2%, Squilla oratoria and Crangon hakodatel was 14.6% respectively and Octopus minor was 0.2% of the total number of individuals. As far as the appearance number of individuals by month was concerned, February was the highest and then May, April and June followed in order, and October showed the lowest. Additionally the monthly catch per dragging was the lowest in December to January as 20kg and the highest in July as 160kg. Specially, Octopus minor was caught throughout the year regardless of season and the catch was the highest at the period from March to June. When looking into the body mean length of dominant fishes caught, we could observe the followings; Trachurus japonicus 8.9cm, Cynoglossus robustus 10.8cm, Muraenesox cinereus 15.3cm, Setipinna taty 10.3cm, Amblchaeturichfhys hexanema 9.3 cm and Collichthys niveatus 8.9cm, most of which were in their immaturity when they were caught.

  • In this paper, we study the fishery detection system for protection of an aquamlture farm. The FDS(fishery detection system) will be recognize a robbing vessel with real time and variance the position of aquaculture farm. We try to develop the F-AIS(Fishery Automatic Identification System) which am be detect approaching object to aquaculture farm and distinguish our fishing boot from thief vessel. The F-AIS with low price and wideband responsibility am be adopt to the FDS, i. e. the identification for a small-sized fishing boots.

Roll Damping Moment of a Small Fishing Vessel by Free Rolling Test in Waves (파랑중 자유 횡동요 시험에 의한 소형어선의 횡동요 감쇠모멘트에 관한 연구)

  • The roll damping characteristics of the three models of a 3ton class fishing vessel, that is the bare hull, hull with bilge keels, and hull with bilge keels and a central wing are investigated by the free roll tests in head waves in a towing tank with the variations of the forward speed, initial angle and OG. The wave length variations are also included. The experimental results are compared with the numerical results of mathematical modellings by the energy method for these three models and the energy dissipation patterns are also compared. The roll damping speed increases, the effect of the waves on the roll damping of the models with the additional devices is negligible due to the much increased damping caused by the lift increase.

A Study on the Accuracy of the Loran-C Fix of Korean Chain in Korean Southeast Coast (한국 동남연안에서의 로란 C 한국체인의 측위정도에 관한 연구)

  • The accuracy for determining fishing ground and for setting fishing gear location, and the repeatability of ship position vary depending on fishing methods. Especially, Loran-C has been served to give fisherman highly accurate ship's position, and a number of fishing vessel are equipped with it's receivers. In this paper, in order to evaluate the accuracy of Loran-C fix of Korean chain in Korean southeast coast, the authors examined and analyzed the data of the receiver of Loran-C(LC 90, Furuno) and GPS(AccNav $Sport^{TM}$, Eagle) measured automatically and continuously for 2 seconds at interval of 5minutes during 2hours from $11^{th}$ to $21^{st}$, July, 1996 at six observed points, that is, Pusan, Wolnae, Pangojin, Chongja, Kampo and Kuryongpo in Korean southeast coast. As the result obtained, Loran-C signals showed little fluctuation with good reprodutibility. Good stability of Loran-C signals was indicated by the small value of the standard deviation 0.064~0.094$\mu\textrm{s}$. Although determination of the observed position could not be completely accurate, the extent of the error was estimated smaller than 0.35 nautical mile.
