In the recent International Maritime Organization's (IMOs) Maritime Safety Committee's 93rd session, the International Chamber of Shipping and International Parcel Tankers Association addressed marine fuel oil quality problems: increasing diluents in marine fuel oil, ignition in engine rooms due to the low flash point of fuel oil, and marine fuel oils that can damage marine engines. To deal with these marine fuel oil quality problems, the International Maritime Organization secretariat appointed the worlds marine fuel oil monitoring institute and constituted a correspondence group to determine the fuel oil quality required by MARPOL Annex VI regulation 14.8 (sulfur content less than 0.5%). In this study, basic research that can help with responding to marine fuel quality issues and the IMO's work is conducted. In order to perform this basic research, the off-spec ratio related to the fuel oil quality standard (ISO 8217:2012), density distribution tendency, gross specific energy, and correlation between components in the fuel oil are analyzed through actual marine fuel oil (residual marine fuel) data from the Port of Singapore.
The purpose of this paper is to show the clustering trend and the empirical comparison and to choose the clustering ports for 3 Korean ports(Busan, Incheon and Gwangyang Ports) by using the Fuzzy(Average Index Transformation) DEA and Cross-efficiency models for 38 Asian ports during 11 years(2001-2011) with 4 input variables(birth length, depth, total area, and number of crane) and 1 output variable(container TEU). The main empirical results of this paper are as follows. First, clustering results by using Fuzzy(AIT)DEA show that 3 Korean ports[Busan(56.29%), Incheon(57.96%), and Gwangyang(66.80%) each]can increase the efficiency. Second, according to Cross-efficiency model, Busan(Hongkong, Kobe, Manila, Singapore, and Kaosiung etc.), Incheon(Aquaba, Dammam, Karachi, Mohammad Byin Oasim and Davao), and Gwangyang(Damman, Yokohama, Nogoya, Keelong, Kaosiung, and Bangkok) should be clustered with those ports in parentheses. Third, when both Fuzzy(AIT)DEA and Cross-efficiency models are mixed, the empirical result shows that 3 Korean ports[Busan(71.38%), Incheon(103.89%), and Gwangyang(168.55%) each]can increase the efficiency. The efficiency ranking comparison among the three models by using Wilcoxon Signed-rank Test was matched with the average level of 66%-67%. The policy implication of this paper is that Korean port policy planner should introduce the Fuzzy(AIT)DEA, and Cross-efficiency models with the mixed two models when clustering is needed among the Asian ports for enhancing the efficiency of inputs and outputs. Also, the results of SWOT analysis among the clustering ports should be considered.

Highly concentrated sunlight obtained from a solar concentrator mounted on a solar tracker can be divided into the infrared and visible region before it is actually applied. That is, solar rays are directed toward a unit optically separating sunlight into the infrared and visible region by a hot mirror as they impinge on the surface of a secondary reflector. The Infrared rays can be utilized for thermoacoustic applications while visible rays can be utilized for indoor lighting. This work introduces the separation of two different kinds of light; sunlight and artificial light. As for the artificial light, its wavelength extended from 400m to 720m for the visible region and 620m to 940m for the infrared region. Comparatively, a series of tests performed on sunlight revealed its separation in the visible region from 460m to 680m whereas from 620m to 940m for the artificial light.
The purpose of this study is to compare and analyze the effects of the educational context variables on 8th-grade science achievement of 5 top performing countries(Korea, Singapore, Taiwan, Hong Kong and Japan) in TIMSS 2015. TIMSS 2015 science data and questionnaire results were used for fitting Hierarchical Linear Model (HLM) in this study. According to the results, such student-level variables as home resources for learning, students' interest in science learning, valuing science, Students' Educational Expectations gave significant influence on the science achievement of Korean students. School-level variables including Student Economic Background, and School Emphasis on Academic Success gave significant influence on the science achievement of Korean students. Comparing 5 countries, home resources for learning, students' interest in science learning, Students' Educational Expectations gave significant influence on the science achievement in all 5 countries. At the school level, Student Economic Background is statistically significant in explaining students' science achievement gap in all countries except Japan, and Teaching Limited by Student Needs gave significant influence on the science achievement in all countries except Korea. Discussed in the conclusion are ways to improve middle-school science teaching and learning including reducing the education divide among socioeconomic status, teaching innovation for competency education, inquiry and reinforcement of lab activities in science classes, and so on.

Background: Oversight on the bioethical compliance of national R&D projects or research personnel is currently conducted exclusively by IRB (Institutional Review Board) within the relevant research institute. Considering current state of affairs in Korea, there is an imperative to establish a national oversight system for bioethical compliance, conduct comprehensive oversight on bioethical compliance of national R&D projects, and enhance subject protection system. Methods: We examined opinions from researchers and IRB personnels regarding ethical oversight system on R&D projects. Additionally, we looked at IRB assessment by KAIRB (Korea Association of Institutional Review Board) in order to identify status and problems with current IRB system in Korea. Assessment was also done for four other countries (US, UK, Germany, Singapore) through in-person visits as well as surveys in writing for a total of 6 months (2012.12.1~2013.5.31). The research comprised of two aspects: system management and R&D project audit. Based on this, we examined current status and problems of the existing system in Korea and made recommendations for improvement. Results: Regulatory objectives and backgrounds of biomedical researches are different from each country due to different characteristics of bioethical oversight system. This shows that each country sets up its own regulations and procedures to fit each situation. Bioethical compliance oversight system greatly varied between the countries. From this study, it can be seen that improvement of existing procedures and oversight system or establishment of new ones are essential in Korea. Conclusion: In terms of system management, a dedicated government organization need to be established for bioethical compliance, subject protection, IRB inspection, training, evaluation, and certification of systems, and also support for IRB e-system. Regarding R&D project oversight, it is essential to confirm IRB review results before start of a research, to conduct a review on ethical aspects of research plans, and to carry out continued oversight on bioethical compliance through interim reports.

The purpose of this study is to promote the activation of creative problem - solving education in Korea through the case of countries leading education for creative problem solving in order to overcome the limitation of creative problem solving education in Korea. Based on 5 success factors by our cases of United States, Singapore, and Dublin City University in Ireland, we focused on the cases and extracted five key characteristics of creative problem solving education. The university should be able to provide various information gathering and theoretical knowledge for problem definition as well as continuing guidance and mentoring, rather than one-time teaching, in the form of teaching-student cooperative learning paradigm. Second, the class should be a team - based learning team which is a key factor in overseas universities' policy, so as to be able to identify differentiated, new ideas and creative problem solving methods based on knowledge and experience sharing. The creative problem solving method derived from education could be able to collect, organize, and apply to the field continuously and comprehensively about the learning process of the individual. Evaluation of curriculum should be based on characteristics of school and characteristics of students. The results of creative problem-solving education should be evaluated in order to continuously develop and create value in addition to the outcomes of the class. Therefore, it is necessary to develop an evaluation process for each university. The university should try to make creative problem solving education create value through specialization of university. Based on this, we propose a creative problem solving education framework.
A shift of first fowering date (FFD) of spring blossoms (cherry, peach and pear) over the northest Asia under global warming is investiaged using dynamically downscaled daily temperature data with 12.5 km resolution. For the study, we obatained gridded daily data with Historical (1981~2010), and Representative Concentration Pathway (RCP) (2021~2100) 4.5 and 8.5 scenarios which were produced by WRFv3.4 in conjunction with HadGEM2-AO. A change on FFDs in 21st century is estimated by applying daily outputs of WRFv3.4 to DTS phonological model. Prior to projection on future climate, the performances of both WRFv3.4 and DTS models are evaluated using spatial distribution of climatology and SCR diagram (Normalized standard deviation-Pattern correlation coefficient-Root mean square difference). According to the result, WRFv3.4 and DTS models well simulated a feature of the terrain following characteristics and a general pattern of observation with a marigin of $1.4^{\circ}C$ and 5~6 days. The analysis reveals a projected advance in FFDs of cherry, peach and pear over the northeast Asia by 2100 of 15.4 days (9.4 days). 16.9 days (10.4 days) and 15.2 days (9.5 days), respectively, compared to the Historical simulation due to a increasing early spring (Februrary to April) temperature of about $4.9^{\circ}C$ ($2.9^{\circ}C$) under the RCP 8.5 (RCP 4.5) scenarios. This indicates that the current flowering of the cherry, peach and pear over analysis area in middle or end of April is expected to start blooming in early or middle of April, at the end of this century. The present study shows the dynamically downscaled daily data with high-resolution is helpeful in offering various useful information to end-users as well as in understanding regional climate change.
Difficult ground conditions (e.g., fault zone and mixed grounds) are highly probable to appear in subsea and urban tunnels because of the shallow working depth and alluvial characteristics. TBM usually experienced decrease of penetration rate and increase of downtime when it meets these difficult ground conditions. The problems are usually caused by the adverse geological conditions, and it is preferable to determine the optimal operational parameters of TBM based on the previous operational data obtained while excavating a preceding tunnel. This study carried out for efficient TBM excavation in fault zone and mixed grounds. TBM excavation data from the tunnel site in Singapore and the characteristics of the TBM excavation data was analyzed. The key operational parameters (i.e., thrust, torque, and RPM), penetration rate, and downtime were highly influenced by the presence of fault zones and mixed grounds, and the features was discussed. It is expected that the results and main discussions will be useful information for future tunneling projects in similar geological conditions.
The purpose of this paper is to show the clustering trend by using the context-dependent and measure-specific models for 38 Asian ports during 10 years(2001-2009) with 4 inputs and 1 output. The main empirical results of this paper are as follows. First, clustering results by using context-dependent and measure-specific models are same. Second, the most efficient clustering was shown among the Hong Kong, Singapore, Ningbo, Guangzhou, and Kaosiung ports. Third, Port Sultan Qaboos, Jeddah, and Aden ports showed the lowest level clustering. Fourth, ranking order of attractiveness is Guangzhou, Dubai, HongKong, Ningbo, and Shanghai, and the results of progressive scores confirmed that low level ports can increase their efficiency by benchmarking the upper level ports. Fifth, benchmark share showed that Dubai(birth length), and HongKong(port depth, total area, and no. of cranes) have affected the efficiency of the inefficient ports.
The development of ocean industries is an existing and important problem for South Korea, which is mostly surrounded by sea and has a long coastline along three seas. It is necessary for researchers to make efforts to enhance its cost and time competitiveness, because many ocean-based activities have been carried out in harsh physical conditions when compared with land-based ones. One of these efforts to improve efficiency is to operate an Offshore Supply Base (OSB), which is a basic infrastructure required to develop ocean industries effectively. For this reason, the construction and operation of OSBs have become an issue in Korea. The relevant research is limited. Nevertheless, there are a few reports published by Korean research institution. They focus on promoting ocean industries and only mention the necessity of OSB as a promotion tool for the industries. This study on the other hand, addresses various issues on the construction of OSBs in Korea and suggests implications for them. To examine the conditions on the construction of OSBs in Korea, we conduct case studies of Houston and Singapore, the representative regions where a massive OSB has been constructed and operated. In addition, we use Analytic Hierarchy Process (AHP) to evaluate the relative priorities of the services provided by OSBs if constructed in Korea.
