국내 하수처리장 관리대행 현황 및 제도 개선 방안 (The Investigation and Improvement plan of Contracting-out municipal wastewater treatment plant system in Korea)

  • 하수처리장 운영 시장 규모는 전세계적으로 증가하고 있는 추세이다. 이에 하수처리장 관리 대행 제도는 국내 하수처리장의 효율적인 운영을 위해 도입되었지만 지속적으로 개선의 필요성이 제기되고 있다. 본 연구에서는 하수처리장 관리 제도의 활성화를 위해 현행 하수처리장 운영비용 현황 조사 및 개선 방안을 연구하였다. 하수처리장 용량이 클수록 하수처리단가가 감소하는 하는 경향을 보였다. 전체 하수처리장 운영 단가는 공기업이 가장 저렴하였지만, 유사 하수 처리장(유사 용량, 유사 공법, 유사 운영 기간)의 운영비용을 비교하였을 경우 민간 기업이 가장 저렴한 것으로 나타났다. 하수처리장 관리 및 운영 관계자들과의 면담 조사 결과 관리대행업자 선정 및 운영 비용 산정 방법 개선이 필요하다는 의견이 제시되었다. 본 연구는 하수처리장 관리 대행 활성화를 위한 방안 제시를 위한 기초 자료로 활용 될 수 있을 것으로 판단한다.

직업성 전자장 노출과 백혈병 발생에 관한 메타분석 (Relationship between Occupational Electromagnetic Field Exposure and Leukemia : A Meta-Analysis)

  • Objectives : This study uses meta-analysis methodology to examine the statistical consistency and importance of random variation among results of epidemiologic studies of occupational electromagnetic field exposure and leukemia. Methods : Studies for this meta-analysis were identified from previous reviews and by asking researcher active in this field for recommendations. Overall, 27 studies of occupational electromagnetic field exposures and leukemia were reviewed. A variety of meta-analysis statistical methods have been used to assess combined effects, to identify heterogeneity, and to provide a single summary risk estimate based on a set of simiar epidemiologic studies. In this study, classification of exposure metircs on occupational epidemiologic studies are reported for (1) job classification (20 individual studies); (2) leukemia subtypes (13 individual studies); and (3) country (27 individual studies). Results : Results of this study, an inverse-variance weighted pooling of all the data leads to a small but significant elevation in risk of f 1% (OR=1.11, 95% CI : $1.06\sim1.16$) among 27 occupational epidemiologic studies. Publication bias was assessed by the 'fail-safe n' that may be not influence for all combined results exception a few categories, ie, 'power station operators' and 'electric utility workers' by job classification on occupational study. And ail combined odds ratio results were similar for fixed-effects models and random-effects models, with slightly higher risk estimates for the random-effects model in situations where there was significant heterogeneity, ie, Q-statistic significant (p<.05). Conclusions : We found a small elevation in risk of leukemia, but the ubiquitous nature of exposure to electromagnetic fields from workplace makes even a weak association a public health issue of substantial power to influence the present overall conclusion about relationship between electromagnetic fields exposure and leukemia.

인 처리시설 시운전 및 정상운전 자료 비교·분석 연구 (A Comparative Study on Start-up and Normal Operation Data for Phosphorus Removal in WWTPs)

  • This study aimed to obtain quantitative data for WWTP operators in phosphorus removal process. This was done by reviewing and comparing phosphorus removal efficiency(%), coagulants dosage(Al/P and $Al_2O_3$(mg/L)), sludge production($kg/m^3$), and operation cost($won/m^3$) of start-up and normal operation data. Phosphorus removal efficiency of all tertiary treatment process was up to 70 ~ 89 % in start-up and normal operation. Average molar ratio(Al/P) was similar as 5 in both operations, but average coagulants dosage (mg/L) of start-up (8.5 mg/L) was higher than normal operation (6.2 mg/L). Average operation cost was higher for start-up ($33.6won/m^3$) than normal operation ($28.4won/m^3$), while electricity cost required for the normal operation ($9.0won/m^3$) was higher by $3.5won/m^3$.

  • 최근 들어 빈번히 시도되고 있는 제로레이팅에 대한 규제 여부가 이슈화 되고 있다. 각국 규제기관들이 제로레이팅에 대해 일관된 규제방향성을 보이기보다는 국가별로 다양한 스펙트럼을 보여 주고 있기 때문이다. 이와는 대조적으로 이들은 제로레이팅이 망중립성 규제와 관련이 높다는 인식은 공통적으로 갖고 있다. 제로레이팅과 망 중립성 규제 관계에 대한 해외의 활발한 논의에 반해 국내에서는 관련 연구나 논의가 전무하다. 이에 본 연구는 제로레이팅에 대한 망 중립성 규제의 정당성을 확인하고자 하였다. 세부적으로 규제 시각과 방향성 설정 관련한 논의의 단초를 제시하기 위해 제로레이팅 속성과 기존 트래픽관리규제와의 관계, 제로레이팅 허용 찬반 주장, 해외 주요국 규제기관의 정책결정 내용을 제시하였다. 본 연구결과가 제로레이팅에 대한 정부차원의 정책수립에 참고자료로 활용될 수 있고, 사업자 입장에서는 대응방안을 마련하기 기초자료로 활용될 수 있을 것이다.

웨이브렛 영역의 BDIP 및 BVLC 특징과 WPCA 분류기를 이용한 질감 분류 (Texture Classification Using Wavelet-Domain BDIP and BVLC Features With WPCA Classifier)

  • 본 논문에서는 웨이브렛 영역의 BDIP(block difference of inverse probabilities)와 BVLC(block variance of local correlation coefficients) 특징, 그리고 WPCA(whitened principal component analysis) 분류기를 이용한 질감 분류 방법을 제안한다. 제안된 방법에서는 먼저 질의 영상에 웨이브렛 변환을 적용한다. 그런 다음 웨이브렛 영역의 각 부대역에 BDIP와 BVLC 연산자를 적용한다. 이어서 각 BDIP, BVLC 부대역에 대하여 전역 통계치를 계산하고 그 결과들을 벡터화하여 특징 벡터로 사용한다. 분류 단계에서는 얼굴 인식에 주로 사용되는 WPCA를 분류기로 하여 질의 특징 벡터와 가장 유사한 학습 특징 벡터를 찾는다. 실험 결과 제안된 방법은 3가지의 실험 질감 영상 DB에 대하여 낮은 특징 벡터 차원으로 매우 우수한 질감 분류 성능을 보여준다.

The Aspects, Reasons and Outcomes of an Unmanned Air Vehicle Crash Caused By Engine Failure

  • The Unmanned Air Vehicle (UAV) systems are indispensable tools of air surveillance and reconnaissance nowadays. Via this systems, hazardous end risky intelligence gathering activities are handled easily. Although they are named as "Unmanned" the UAV systems are commanded by pilots/operators. So, because of weather conditions, enemy attacks etc. as well as pilot error it is possible to face with sudden Round per Minute (RPM) drops and subsequently engine cut/stop during a mission flight at high altitudes. In this case, there are some very urgent decisions to make and rapid "emergency procedure" steps to take in a very short time before Line of Sight (LOS) is lost. The time before crash and the distance to landing air base need to be calculated, the Return Home route need to be checked and the landing/crash side need to be determined. Therefore it is a vital necessity that UAV pilots have some extra qualifications like being determined, well instructed and trained, experienced apart from operating ability. Within this scope, for an education process of a UAV pilot experience sharing and lessons learned are as important as simulators even more. By means of lessons learned it is possible to find out the reasons, mistakes and prevent the likely UAV accidents. In this study it is told about a real UAV crash, experienced of the pilot, the dos and don'ts and the difficulties. Thus it is aimed to help the people who can experience the same or similar situations in future.

"Inclined Keel" 을 이용한 컨테이너선의 추진효율 향상 (Efficient Propulsion of a Container Ship Using the Inclined Keel Concept)

  • Ever increasing fuel prices and environmental concerns are forcing commercial vessel operators and designers to re-assess current vessel designs with an emphasis on their propulsion systems. The most important parameter determining propulsive efficiency is the diameter of propeller. Many investigations have been carried out to adapt a large and slow turning propeller known as one of the most robust and effective way of achieving high efficiency in ship propulsion system. However, for the same vessel a further increase of propeller diameter would require the modification of the aft end while still paying attention to the hull clearance to prevent excessive propeller excited vibrations. In order to take the advantage of this approach small workboats (e.g. tug boats, fishing vessels etc.) operate in service with a significant increase of aft draught and hence resulting "inclined keel" configuration can be observed. Although it is not unusual to see large vessels sometimes to operate with stern trim to improve their operational performance and fuel efficiency, it is rare to see a such vessel purposely built with an inclined keel feature to fit a large diameter propeller for power saving. This paper investigates the application of the inclined keel configuration to a 3600TEU container vessel with the aim of fitting an 11 % larger diameter propeller (and hence resulting 17.5 % lower rpm) to gain further power saving over the similar size basis container ship with conventional "level keel" configuration.

Improving Accident Tolerance of Nuclear Fuel with Coated Mo-alloy Cladding

  • In severe loss of coolant accidents (LOCA), similar to those experienced at Fukushima Daiichi and Three Mile Island Unit 1, the zirconiumalloy fuel claddingmaterials are rapidlyheateddue to nuclear decay heating and rapid exothermic oxidation of zirconium with steam. This heating causes the cladding to rapidly react with steam, lose strength, burst or collapse, and generate large quantities of hydrogen gas. Although maintaining core cooling remains the highest priority in accident management, an accident tolerant fuel (ATF) design may extend coping and recovery time for operators to restore emergency power, and cooling, and achieve safe shutdown. An ATF is required to possess high resistance to steam oxidation to reduce hydrogen generation and sufficient mechanical strength to maintain fuel rod integrity and core coolability. The initiative undertaken by Electric Power Research Institute (EPRI) is to demonstrate the feasibility of developing an ATF cladding with capability to maintain its integrity in $1,200-1,500^{\circ}C$ steam for at least 24 hours. This ATF cladding utilizes thin-walled Mo-alloys coated with oxidation-resistant surface layers. The basic design consists of a thin-walled Mo alloy structural tube with a metallurgically bonded, oxidation-resistant outer layer. Two options are being investigated: a commercially available iron, chromium, and aluminum alloy with excellent high temperature oxidation resistance, and a Zr alloy with demonstratedcorrosionresistance.Asthese composite claddings will incorporate either no Zr, or thin Zr outer layers, hydrogen generation under severe LOCA conditions will be greatly reduced. Key technical challenges and uncertainties specific to Moalloy fuel cladding include: economic core design, industrial scale fabricability, radiation embrittlement, and corrosion and oxidation resistance during normal operation, transients, and severe accidents. Progress in each aspect has been made and key results are discussed in this document. In addition to assisting plants in meeting Light Water Reactor (LWR) challenges, accident-tolerant Mo-based cladding technologies are expected to be applicable for use in high-temperature helium and molten salt reactor designs, as well as nonnuclear high temperature applications.

"Inclined Keel" 컨테이너선의 조파저항 최소화를 위한 선형최적화 (Minimization of Wave-making Resistance for "Inclined Keel" Containership)

  • Ever increasing fuel prices, almost doubled in the last three years, and global pressure to reduce their environmental impact have been enforcing commercial vessel operators and designers to re-assess current vessel designs with emphasis on their propulsion systems and operational practices. In this paper the "Inclined Keel Hull (IKH)" concept, which facilitates to use larger propeller diameter in combination with lower shaft speed rates and hence better transport efficiency, is explored for a modern 3600 TEU container vessel with the aim of fitting an 13 % larger diameter propeller (and hence resulting 20% lower rpm) to gain further power saving over the similar size basis container ship with conventional "level keel" configuration. It appears that successful application of the "inclined keel Hull" concept is a fine balance amongst the maximum gain in propulsive efficiency, minimum increase in hull resistance and satisfaction of other naval architectural and operational requirements. In order to make the concept economically more viable, this paper concentrates on the fore body design with the possible combination of increase of volume in its fore body to recover the expected volume loss in the aft body due to the space for larger propeller and its low wave-making resistance to minimize the efficiency loss using a well-established optimization software.

시간간격을 고려한 시간관계 규칙 탐사 기법 (Discovering Temporal Relation Rules from Temporal Interval Data)

  • 데이터마이닝은 대용량 데이터베이스에 내재된 유용한 지식을 탐사하는 기술로 정의된다. 데이터마이닝에 대한 연구가 진행되면서 순차 패턴, 유사 시계열 탐사, 시간 연관규칙 탐사 등과 같이 시간 값을 가진 데이터로부터 지식을 탐사하고자 하는 시간 데이터마이닝에 대한 연구가 수행되었다. 그러나 기존 연구는 트랜잭션의 발생 시점만을 가진 데이터를 다루고 있으며 시간 간격을 가진 데이터는 거의 고려하고 있지 않다. 실세계에서는 환자의 병력, 상품 구매 이력, 웹 로그 등과 같은 시간간격을 가진 다양한 데이터가 존재하며 이로부터 여러 유용한 지식을 찾아낼 수 있다. Allen은 시간간격 데이터 사이에 발생할 수 있는 시간 관계와 시간 관계를 구할 수 있는 시간간격 연산자를 정의하였다. 본 논문에서는 Allen의 정의를 기반으로 시간간격 데이터로부터 시간관계 규칙을 효율적으로 탐사하기 위한 새로운 데이터마이닝 기법을 제안하였다. 이 기법은 발생 시점을 가진 시간 데이터를 시간간격 데이터로 요약하여 일반화하는 전처리 알고리즘과 시간간격 데이터로부터 시간관계 규칙을 생성하는 규clr 탐사 알고리즘으로 구성된다. 이 기법은 기존 데이터마이닝 기법에서 찾지 못하는 유용한 시간 규칙을 탐사할 수 있다.
