Attribute Set Based Signature Secure in the Standard Model

  • We introduce attribute set based signature (ASBS), a new cryptographic primitive which organizes user attributes into a recursive set based structure such that dynamic constraints can be imposed on how those attributes may be combined to satisfy a signing policy. Compared with attribute based signature (ABS), ASBS is more flexible and efficient in managing user attributes and specifying signing policies. We present a practical construction of ASBS and prove its security in the standard model under three subgroup decision related assumptions. Its efficiency is comparable to that of the most efficient ABS scheme.

Evaluation of the Policy Effects of Free Trade Agreements: New Evidence from the Korea-China FTA

  • Purpose - The policy implications of free trade agreements have traditionally been a matter of debate among economists. The official signing of the Korea-China Free Trade Agreement provides economists with a quasi-natural experiment to analyze the FTA's policy effects. This article aims to more accurately understand the impact of Korea's FTA accession on the macro economy. Design/methodology - This study adopts the counterfactual method based on panel data to find common factors in the generation process of macro data to fit the counterfactual path, to accurately evaluate the effect of the macro policy. Findings - Our research results show that the signing of the Korea-China FTA has a relatively significant short-term positive effect on Korea's economic growth. On average, Korea's real GDP growth rate has increased by 2.1%. This study finds evidence in support of FTA signing not having a significant impact on Korea's GDP growth in the long run. Additionally, we evaluated the impact of the FTA on Korea's imports and exports and found that it had a significant positive impact in the short term, but the trade effect of the FTA is significantly affected by the external macro-environment. Originality/value - First, this study uses macro panel data at the national level to examine the impact of the Korea-China FTA on Korea, and more accurately describes the policy effect of the FTA. Second, our empirical results show that the Korea-China FTA policy impact is subject to occasional changes in the external environment, such as the geopolitical conflict (crisis) between Korea and China, and the US-China trade war. Finally, the analysis shows that the short-term effect of FTA is significant but the long-term is uncertain, which provides empirical evidence for the debate on whether joining FTA can promote national economic growth.

  • In a biometric signature scheme, a user's biometric key is used to sign the document. It also requires the user be authenticated with biometric recognition method, prior to signing the document. Because the biometric recognition is launched every time the signature session started, it is not suitable for electronic commerce applications such as shopping malls where large number of documents to sign are required. Therefore, to commercialize biometric based signature schemes, the new proxy signature scheme is needed to ease the burden of the signer. In the proxy signature scheme, the signer can delegate signing activities to trustful third parties. In this study, the biometric based signature delegation method is proposed. The proposed scheme is suitable for applications where a lot of signing are required. It is consisted of biometric key generation, PKI based mutual authentication, signature generation and verification protocols.

  • Domestic industries are facing the open era as a result of signing the Korea-U.S. FTA with no exception to the financial industry. The FFA between two countries is expected to produce pros and cons for domestic financial industry. Therefore, it is very important to minimize the shock caused by opening our financial market and to adopt the advanced financial tools actively. Signing the Korea-U.S. FTA and enforcing the Integration Law of Capital Market are leading a big crisis to the Savings Banks which have been shrinking under the dramatically changing domestic financial environment since the financial crisis. To cope with financial globalization, Korean Savings Banks are demanded to build up their concrete identity and reposition their status. This is related to shaping the long-term position of domestic financial industry. Therefore, the Savings Banks must take the growth strategy for their survival, and it is an inescapable choice. Several options are available: big scale operation and diversification of business functions, reinforcement of local-focused mediating function of funds, establishment of strategic alliance with other financial firms, reinforcement of risk management system and core competence, nourishment and employment of professional manpower, and active deregulation and policy support. When the Savings Banks are refurbished as an independent local bank performing the central role of local finance, the bright future can be their destiny under the enormously changing global financial environment. Also, two more conditions need to be satisfied: to establish horizontal networks among local banks directed by cooperative Korea Federation of Savings Banks to reverse the weak scale position, and to satisfy their own peculiar niche market with internal countermeasure to face global financial networks.

Analysis of Gender Chapters in Five Free Trade Agreements and Its Lessons for Korea

  • Purpose - This paper attempts to compare five free trade agreements with gender chapters ratified by Chile and Canada and derives lessons for Korea in terms of gender-aware trade policy. While Chile and Canada have three and two FTAs with gender chapter respectively, Korea has none so far, although it has already ratified an FTA with the two countries. Design/methodology - This study first investigates all the gender-provisions with the gender chapters, conducts a comparative analysis on the five chapters as well as a case study of one target FTA's implementation and achievements, and finally suggests policy implications for Korea's trade administration as well as trade-related agencies. Findings - According to the analysis, there are three phases in terms of advancement in gender-related trade policy. As Chile is in phase two and Canada is in phase three, Korea remains in phase one. It has a ministry related to gender within the government, but not within the OMT. It has statistics on female business, but not of women traders. It has a few gender-related provisions in its FTAs, but not a gender chapter. In this sense, new mandates related to gender-aware trade policy for OMT, KITA, and KOTRA should be provided to realize the concrete economic benefits resulting from empowering women traders and policies promoting them. Originality/value - Existing studies only focus on introducing gender-related international commitments and Korea's participation in them. This paper is the first attempt to compare actual gender chapters of five FTAs ratified by two countries with the most advanced gender chapters in the world. To gain benefits from the positive gender impact of trade agreements, negotiating and signing gender responsive FTA with future partners is one of the most efficient, as well as inclusive, trade policies urgently needed for Korea.

Impact of Foreign Direct Investment and International Trade on Economic Growth: Empirical Study in Vietnam

  • The study aims to assess the impact of foreign direct investment (FDI) and international trade (export and import) on Vietnam's economic growth for the 2000-2018 period. Secondary data is taken from the General Statistics Office of Vietnam. Ordinary least-square method is used in analyzing the impact of FDI, export and import on economic growth of Vietnam. Empirical test results show that FDI and international trade are related to Vietnam's economic growth. However, each economic variable has a different impact. FDI has a positive and statistically significant influence on economic growth of Vietnam. Export also has positive and statistically significant impact to the economic growth, while import has a negative but not statistically significant effect. The result is useful for the policy makers of Vietnam on foreign economic relations. In order to improve the effect of FDI and international trade on growth of the economy, the government of Vietnam should: (1) continue applying preferential policies to attract FDI; (2) select foreign investors aiming to quality, efficiency, high technology and environmental protection; (3) continue pursuing export-oriented policy; (4) enhance the added value of exported goods and control the type of imported goods; (5) further liberalize trade through signing and implementation of international trade commitments.

The study on the Ways to Invigoration of Small Business Logistics by using Multilateral FTA (물류중소기업의 TPP 활용방안에 관한 연구)

  • Recently, it's a trend that the third party outsourcing logistics will be increased a logistics flow from law material to final products. The government also works on promoting logistics company as securing the expertise for strengthen logistics industry and secure competitiveness. Nevertheless, logistics market have been divided by polarization between small logistics company and major company. Also a labor who work for logistics is being caused by worsened working conditions. That is one of results of the survey. Almost 50% of response are they have not been aware of FTA and have not known to need the FTA. Many respondents said that entering the overseas logistics or a new way like FTA will be difficult to take part in. Therefore I suggest several examples in this paper to encourage a vitalization of small logistics company through the multilateral FTA. Now our country needs to make an effort to maximize connections between multilateral FTA and policy effect by signing FTA with many countries and extending Economic territory. This effect can completely cope with the improvement of economic interests, establishing regional integration strategy and change of global supply chain. Therefore, a small business logistics have to make their competitiveness & a new dealing market in the future.

  • Bunker oil is an essential expense, and it is a high cost in ships' operations. Therefore, it forms an important part of the work shipowners do to minimize losses during operations. With bunkering disputes consistently occurring, bunker surveyors could be employed by shipowners through them and bunker survey companies signing a contract for a bunker surveyor service. Bunker surveyors could play the role of independent contractors and issue statements of fact in relation to bunkering. However, it would be impossible for bunker surveyors to immediately resolve a bunkering dispute since their role and the legal status is not clear while bunker surveys are being conducted on ships. Thus, this study sets out to define the legal status and liability of bunker surveyors and to seek an additional role for them when bunkering disputes occur.

Europe's Space Exploration and Korea's Space Exploration Strategy from the Perspective of Science and Technology Diplomacy (과학기술외교 관점에서 바라본 유럽의 우주탐사와 우리나라 우주탐사전략)

  • Space exploration is an area where international cooperation takes place more actively than any other space activities such as Earth observation, communication and navigation. This is because a country cannot afford a huge budget to have full infrastructure for deep space exploration, such as a heavy launch vehicle, communication and energy infrastructure, and human habitats, and has learned that it is not sustainable. Korea expressed its willingness to join humanity's epic exploration journey by signing the Artemis Accords in 2021 and launching Danuri lunar orbiter in 2022. The beginning of space exploration means that Korea's space activities have expanded beyond the stage of focusing only on technology development to set norms necessary to accompany other countries and cooperate diplomatically to solve exposed problems. This paper analyzed European space policy and space exploration, which are most actively participating in the Artemis Program and exerting diplomatic power in the space field, from the perspective of science and technology diplomacy. The suggestions for Korea's space exploration strategy from the perspective of science and technology diplomacy were drawn by examining the international cooperation strategies in Europe's space activities ranging from space policy, space strategy, and space exploration program to project units.

A Case Study on HathiTrust as a Sustainable Cooperative Model of Digital Repositories (디지털 리포지터리의 지속가능한 협력 모델로서 하티트러스트 사례 연구)

  • A great number of institutions around the world have been building digital repositories to communicate scholarly information. Meanwhile, digital repositories have been struggling with how to preserve increased volume of digital contents for the long term and how to build a sustainable information environment. The HathiTrust partnership was established to meet the need of a sustainable collaborative model of digital repositories in research libraries, mainly in North America, and has been expanded globally by signing with other libraries around the world. This paper is dealt with the establishment, operation and policy, construction status, and user service of the HathiTrust. The results presented in this paper include the benefits and potential opportunities of the HathiTrust as a participating member. Partnership in HathiTrust would allow each member institution to provide more cost-effective operations, shared management and long-term preservation of digital content, ease of copyright management, and increased accessibility. In the future it is expected to provide a shared storage of printed materials and to facilitate a big data research center.
