Application of newly conceptualized Anti-Splash Devices designed for COT vent pipes were studied on a P/V valve located on the upper deck of an oil carrier vessel. Anti-Splash devices are used in the shipbuilding industry in order to avoid oil overflow and spray accidents caused by excess pressure and vacuum condition in the cargo oil tanks. These conditions are caused by the transverse and longitudinal sloshing forces that arise from ship motion during sea voyages. The main issue with existing Anti-Splash device model is flux at the outlet of the Anti-Splash Device, and so, new conceptual models for the Anti-Splash device were developed and compared to existing Anti-Splash device model using CFD analysis. Transient analysis was used to capture the flow and velocity of each model and a comparative analysis was performed between old and new-concept models. This data was used to determine the optimal design parameters in order to develop an optimized Anti-Splash Device. A Factory acceptance test was performed on the new-concept models in order to verify the performance and efficiency against their design requirements and other criterion. The final step performed was to apply the optimized Anti-Splash Device models for COT vent pipes to an actual vessel and verify performance through a seawater cargo operation during a sea voyage as per the ship owner's request. The patent for the aforementioned device was obtained by the Korean Intellectual property Office dated Dec. 18th,2014.

Objectives: The purpose of this study was to investigate the status of asbestos-containing materials (ACMs) used on ships and to consider measures for preventing worker exposure to asbestos fibers. Methods: A total of 17 ships including 16 ships under repair and a ship under construction at shipyards in Korea were investigated. Bulk samples were collected from suspected ACMs on engine exhaust pipes, boiler steam pipes, generator exhaust pipes, and etc. in ships in order to identify the presence of ACMs. Types and contents of asbestos were determined using polarized light microscopy (PLM). Results: ACMs were found from 14 ships out of 17 ships investigated. Only chrysotile asbestos was found from all samples. ACMs were mainly found from samples collected at the exhaust pipes of the engine, generator and incinerator, and boiler steam pipes where exhaust gases or steam of high temperature pass through. In most cases, types of ACMs were asbestos-containing fabrics such as asbestos tape. Friable ACMs were also found in some cases. Use of ACMs on ships was relevant to built time and owner of the ships rather than type and tonnage of the ships. Conclusions: ACMs were found from most ships built prior to 2000s. Therefore, measures for preventing asbestos-related diseases such as preparation of asbestos map on the ship and installation of warning signs, hazard communication with workers (ship-repairing workers, engine room workers and etc.), and follow-up for worker's health management are needed.

For the preliminary stages of ship design it is necessary to develop a basic design, which specifies the main particulars of the vessel. based on the requirements given by the owner. An efficient design enables the shipyard to make a rough estimate of the construction costs and to put forward a favourable quote during the call for tenders. The parametric determination of the main particulars of the vessel involves the application of empirical formulae. These formulae have been created after detailed tests and research by maritime research institutions and researchers had been carried out. Here, the design of a medium sized Bulk Carrier (26000t dwt) with a service speed of 17 knots for carrying rice and rock phosphate has been illustrated. Medium sized Bulk Carriers (25,000t dwt - 50,000t dwt) are in steady demand among small shipping companies. They have a size advantage, in that port size restrictions do not affect their design tremendously. Nevertheless, structurally. they are one of the most difficult to build. During design, the rules of the maritime regulatory bodies were strictly adhered to.

The International Labour Organization adopted the Maritime Labour Convention, 2006 on 23 February 2006. This convention contains the regulation about social security for seafarers in the Tittle 4. For the purpose of ratifying this Convention in our country, it is necessary to examine the domestic law and regulation concerned whether it fulfills or not the required conditions of the Convention Therefore, this paper aims to find the difference between the domestic law and the convention, also suggest the way to solve the problems.
The United Nations General Assembly adopted the United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea(hereinafter referred to as "The Rotterdam Rules") on 11 December 2008. Rotterdam Rules aims to create a contemporary and uniform law providing for modern door-to-door container transport including an international sea leg. but not limited to port-to port carriage of goods. The structure of the liability regime in Rotterdam Rules are globally close to that of the Hague-Visby Rule even though it differs from that of the Hague-Visby Rules in some significant aspects. The Rotterdam Rules are very long. Therefore the Rotterdam Rules will be difficult to understand for even the skilled ship operator or owner or charterer or shipper or consignee or receiver because they are so complicated. This paper only seeks to highlight the salient features of the liability and limitation of liability regime under the Rotterdam Rules. It is expected that the harmonization and modernization of the international legal regime. coupled with the bold attempt to balance the carrier and cargo interests should lead to an overall reduction in transaction costs. increased predictability and greater commercial confidence for international business transactions.
In all cargo cases one of the first things the person handling the claim must do is decide who is potentially liable as a carrier of the goods. This issue arises because bills of lading often do not identify the carrier. The "carrier" could be the shipowner or the charterer or both. The issue of the identity of the "carrier" is a question of fact. The question to ask in each case is who undertook or agreed to carry and deliver the goods. The answer to this question will largely depend on the facts. The shipowner is almost always liable as a carrier under Common law provided there is no demise charter of the ship. The more recent case law, however, suggests that in the usual situation both the charterer and shipowner will be liable. Accordingly, both the owner and charterer should be put on notice of any claim and, in the event an extension of suit time is required, the extension should be obtained from both. An alternative method by which the charterer can avoid liability is to insert and 'Identity of Carrier' clause in the bill of lading.

Nowadaty, To keep pace with the mass transportation carried out by vessels in the international trade, the Korean government is trying to make a rapid progress to be a higher ranked shipping country to the world through the shipping increase. For the effective management of international trade by vessels and the safe operation of vessels, it is indispensable for ships radio communication to be effective and smooth. Therefore, to enhance the efficiency of ships radio communication is one of the primary factors to be solved for the econimics of shipping management. The reserch area is not only limited to the ships radio communication on the North Pacific Ocean but limited to the ships radio communication which is one of the chiefest methods of communications. From the research for the efficient methods of ships radio communication, the following results are obtained. (1) The operator on ships radio communication should have the knowledge of specific know-how and wide experience in the operation of ships radio communications. (2) The operator should abopt the radio propagation prediction made by the Ministry of Communications to use the best ionosphere reflection in the short wave communications. (3) The increase the radio officer of 1 to 2 in order to contrive the safety at sea and to keep the ships radio communication fare low. (4) The owner should pay their attentions to the education and employment of radio officer. (5) The authorities concerned on the ships radio communication should estabilish the effective and consistent policy for the ships radio officers.

Vessels in the world merchant fleet generally operate in either liner or bulk trade. The supply and the demand trend of general cargo ship are both on the ebb however those trend of tankers and containers are ins light ascension. Oil tankers are so far the largest single vessel type in the world fleet and the tanker market is often cited as a texbook example of perfect competition. Some shipping statistics in recent years show that there has been a radical fluctuation in spot charter rate under easy charter's market. This implies that the proper scheduling of tankers under spot market fluctuation has the great potential of improving the owner's profit and economic performance of shipping. This paper aims at developing the TS-DSS(Decision Support System for Tanker Scheduling) in the context of the importance of scheduling decisions. TS-DSS is defined as a DSS based on the optimization models for tanker scheduling. The system has been developed through the life cycle of systems analysis design and implementation to be user-friendly system. The performance of the system has been tested and examined by using the data edited under several tanker scheduling has been tested and examined by using the data edited under several tanker scheduling scenarios and thereby the effectiveness of TS-DSS is validated satisfactorily. The authors conclude the paper with the comments of the need of appropriate support environment such as data-based DSS and network system for successful implementatio of the TS-DSS.

Regarding the ocean carrier's responsibility for damage indemnification, both his or her duty of care and reason of legal exemption have been considered important. The International Convention for the Unification of Certain Rules relating to Bills of Lading also provides that the ocean carrier indemnifies for the loss or damage of freight on the basis of the principle of liability with fault. In other words, the carrier assumes responsibility only for the loss or damage of freight which is under his or her control and whose safety must be carefully maintained by him or her. The carrier's duty of care which is required for freight safety in accordance with the convention is associated with two themes, seaworthiness of vessel and freight itself. To make ocean freight shipping effective necessities the seaworthiness of the ship that will conduct the shipping service under its responsibility. This will ultimately lead to making the service impressive to the shipper as freight owner. Thus the purpose of this study is to contribute to more reasonable shipping by the shipowner or the carrier who needs to ensure seaworthiness of vessel, and prevent unseaworthiness that may be incurred in accordance with freight characteristics. For the purpose, this paper reviewed the meaning of seaworthiness of vessel through a juridical approach to its causal relationship with ocean freight shipping.
