해양수산부는 2014. 4. 16. 발생한 세월호 전복사건 이후 안전관리 부실 문제가 제기되어 법과 제도를 강화하였다. 그럼에도 불구하고 내항 여객선에서는 최근 5년 동안 매년 평균 약 13건의 충돌·접촉·좌초사고 발생하고 있다. 특히 해양안전심판원의 재결에 따르면, 항내에서 조선 중 발생한 여객선 사고의 주된 원인은 대부분 선장의 부적절한 조선 또는 부주의라고 판단하였다. 이에 본 논문은 항내에서 발생한4건의 여객선 해양사고를 분석한 후 선장의 부적절한 조선 등 행위에 기여한 환경적·제도적·물적·인적 요인에 대해 상세히 살펴보았다. 그결과 다음과 같은 기여 요인들이 확인되었다. 첫째 환경적인 요인으로서 선회장의 크기가 기준을 충족하지 못한 사례가 확인되었다. 둘째 제도적인 요인으로서 VTS관제가 적절히 지원되지 않았고, 선장이 안전한 항내 조선을 위한 교육이 부족하며, 최신화된 해도가 제공되지 않았다. 셋째 물적요인으로서 선장이 Wing bridge에서 접·이안 조선 중 실시간으로 속력을 확인할 수 있는 속력계가 설치되어 있지 않았다. 그리고 인적요인으로서 선장이 적절한 선교자원을 지원받지 못하였고, 적절한 항해계획이 수립되지 않았다. 이에 본 논문에서는 선장의 안전한 항내 조선을 위해 기준에 맞는 선회장을 확보하는 것과 선장이 선박조종 시뮬레이션 교육을 이수하도록 하는 것 등을 개선방안으로 제시하였다.
디지털 선박은 자율운항 제어 시스템(Intelligent Navigation System), 선박자동식별 시스템(Automatic Identification System), 위성통신망 원격제어 시스템(Integrated Maritime Information Technology)을 기반의 One-man Bridge 시스템을 갖는 차세대 선박을 나타낸다 INS 시스템에서는 선박의 항해와 관련된 기능을 수행하며, 최적항로 계획, 좌초 및 충돌방지 기법, 경제적 운항, 엔진통합제어, 내항성 성능평가 등의 기능이 디지털 GIS(Geographic Information System) 기반의 환경에서 제공된다. AIS 시스템은 선박과 선박간 또는 선박과 관제소간에 선박의 항해 관련 정보를 주기적으로 전송하여 충돌 방지를 기능을 제공하며, IMIT 시스템은 선박내의 통합 플랫폼을 제공하여 선내 네트워크 통합 솔루션을 제공한다. 또한, IMIT 시스템은 위성통신(INMARSAT, OrbComm, 해양관측위성)을 통해 선박과 관제소와의 데이터 송수신을 지원하여, 관제소에서 선박의 항해 상태를 감시하고 선박에 해양 환경정보, 조선소에서의 선박관련 정보 등을 제공하는 기능을 갖는다. 본 논문에서는 디지털 선박의 전체적인 시스템 구현방안과 세부 시스템별 구현방안에 대해 소개하며, 디지털-lT 기반의 차세대 선박에 대한 방향을 제시하도록 한다.

In this paper, the ergonomic principle and concept will be established and the conceptual bridge design based on the ergonomic studies pertaining to bridge design undertaken by IMO and ISO will be introduced. In particular, this study has looked into the applicability of ergonomic design concept on coastal ships and proposes new bridge design to make good contribution to the prevention of marine accidents in the coastal sea.
The wheelhouse front glass of a Fore-Bridge-Ship (Ro-Ro Ship) was broken by the shipping of water in rough seas, and then the flooding of seawater into the wheelhouse caused the uncontrollable condition of the ship. The hull which was entered into the floating condition rolled severely, and the heavy rolling caused secondary damage such as the collapse of a lot of cargo. It was an incredible accident because the height of bow freeboard was about 2.5 times higher than the standard height of minimum bow freeboard regulated by the International Load Line Convention(1966). And it would be also difficult for navigators to imagine a great deal of seawater flooding into the wheelhouse because the front glass was positioned at about 20m height above the sea surface. In this paper, we carried out the evaluation for the safety navigation of the Fore-Bridge-Ship numerically against ship's speed and encountering angle to the wave in each sea state of rough sea, by using the integrated seakeeping performance index (ISPI) which is able to evaluate synthetically the safety operation of ships. And then the problem on the application of the past criteria proposed as the safety navigation of a merchant ship was clarified by inquiring the dangerousness of the shipping of water at her bow deck, which caused the breakage of the wheelhouse front glass.
The purpose of this paper is to find the relations between the virtual reality created by the ship´s bridge simulator (simulator) at Radar Navigation Experiment and Research Facility in Kobe University of Mercantile Marine (KUMM) and the observer´s response to it. In short, we analyze the observer´s heart rate variability (R-R interval) in navigational condition seasick impression by simulator occurred, and present the R-R Interval and the stress of observer with SNS and PNS calculated by STFT. 이 논문은 기적음이 선박 선교에 전달되는 음향전달특성의 측정기술에 관한 것이다. 실습선 ‘새누리호’를 대상으로 선교 내부에 전달되는 기적음을 선교문 개폐상태에 따라서 B&K 2260D으로 측정한 후, B&K 7830소프트웨어를 이용하여 주파수특성을 축출하였다. 측정한 주파수 특성을 이용하여 주파수 샘플링에 의한 FIR 필터 설계법으로 128차 FIR 필터를 구축하였다. 그리고, 기적원음과 FIR 필터의 콘볼류션 연산으로 실험음을 생성한 후, 6단계 평가지표를 이용하여 측정한 음향전달특성을 평가하였다. 평가결과, 실험음이 실제 선교에서 듣는 음과 '유사함'을 나타내는 A/sub s/=3.3∼4.7로 나타나서 본 연구에서 개발한 기법이 선교의 음향전달특성 측정기술로서 유효함을 확인하였다.
항해장비의 성능이 고도화되고 있으나 해기사의 항해기기 운용능력, 즉 해양사고 저감을 위한 항해사의 위험 예견 능력과 회피의무의 중요성은 지속적으로 증대되고 있다. 이 능력과 의무는 항해사의 인지능력으로도 표현할 수 있다. 해기능력이 상이한 각 선교팀이 선박 조종시뮬레이터로 인명구조조선을 실시하여 나타난 선박의 항적을 기반으로 인지상황 발생 초기대응별 사례를 분석하고, 단계별 항적, ROT 값 등 분석 자료를 인지교육모델, 해기사의 상황인식평가 기초자료로 활용하고자 한다.
The Incheon Bridge, which was opened to the traffic in October 2009, is an 18.4 km long sea-crossing bridge connecting the Incheon International Airport with the expressway networks around the Seoul metropolitan area by way of Songdo District of Incheon City. This bridge is an integration of several special featured bridges and the major part of the bridge consists of cable-stayed spans. This marine cable-stayed bridge has a main span of 800 m wide to cross the vessel navigation channel in and out of the Incheon Port. In waterways where ship collision is anticipated, bridges shall be designed to resist ship impact forces, and/or, adequately protected by ship impact protection (SIP) systems. For the Incheon Bridge, large diameter circular dolphins as SIP were made at 44 locations of the both side of the main span around the piers of the cable-stayed bridge span. This world's largest dolphin-type SIP system protects the bridge against the collision with 100,000 DWT tanker navigating the channel with speed of 10 knots. Diameter of the dolphin is up to 25 m. Vessel collision risk was assessed by probability based analysis with AASHTO Method-II. The annual frequency of bridge collapse through the risk analysis for 71,370 cases of the impact scenario was less than $0.5{\times}10^{-4}$ and satisfies design requirements. The dolphin is the circular sheet pile structure filled with crushed rock and closed at the top with a robust concrete cap. The structural design was performed with numerical analyses of which constitutional model was verified by the physical model experiment using the geo-centrifugal testing equipment. 3D non-linear finite element models were used to analyze the structural response and energy-dissipating capability of dolphins which were deeply embedded in the seabed. The dolphin structure secures external stability and internal stability for ordinary loads such as wave and current pressure. Considering failure mechanism, stability assessment was performed for the strength limit state and service limit state of the dolphins. The friction angle of the crushed stone as a filling material was reduced to $38^{\circ}$ considering the possibility of contracting behavior as the impact.
본 논문은 선박비상조명용 디지털 전원장치의 개발에 관해 연구하였으며, 비상조명용 전원장치는 비상급전시스템, 반 브리지 인버터, 형광램프 기동회로 및 마이크로프로세서 제어시스템 등으로 구성되어 있다. 실험을 통하여 기존의 아날로그형 비상급전시스템에 비해 신속하고 안정된 전력이 공급되고 있음을 확인하고, 인버터의 펄스주파수 가변에 의한 조명제어가 잘 이루어지고 있음을 확인한다.
This paper describes on the measurement of the deck vibration produced by the main engine vibration of stern trawler MIS SAE-BA-DA (2,275GT, 3,600PS) while the ship is cruising and drifting. The obtained results are as follows; 1. The deck vibration level was the highest point at vertical line which pass main engine and the lowest point at vertical line which pass top bridge while the crusing. 2. The vibration source level of the main engine, screw shaft and screw propeller were respectively 110, 90 and 80% while the crusing. 3. The main deck vibration pressure level at the check points 2, 20, 30, 40, 60, 70, 80, 86m from the bow to stern was respectively 9, 8, 7, 10, 22, 45, 18, 23%. 4. The frequency distributions of the main engine, screw shaft, screw propeller vibration were from 3Hz to 10KHz, predominant frequency was 1KHz, each vibration accelration the highest level were respectively 1.3, 0.8, 0.5mm/$S^2$. 5. The predominant frequency distributions of the main deck, second deck, bridge deck and top bridge deck's vibration were from 10 to 30Hz, and each vibration accelration level were respe¬ctively 0.7, 0.05, 0.07, 0.04mm/$S^2$.
