Seismic risk management has two main technical aspects: to recommend the construction of high-performance buildings and other structures using earthquake-resistant designs or evaluate existing ones, and to prepare emergency plans using realistic seismic scenarios. An overview of seismic risk assessment methodologies in Croatia is provided with details regarding the components of the assessment procedures: hazard, vulnerability and exposure. For Croatia, hazard is presented with two maps and it is expressed in terms of the peak horizontal ground acceleration during an earthquake, with the return period of 95 or 475 years. A standard building typology catalogue for Croatia has not been prepared yet, but a database for the fourth largest city in Croatia is currently in its initial stage. Two methods for earthquake vulnerability assessment are applied and compared. The first is a relatively simple and fast analysis of potential seismic vulnerability proposed by Croatian researchers using damage index (DI) as a numerical value indicating the level of structural damage, while the second is the Macroseismic method.
In recent years, some studies have identified and quantified factors that can increase or decrease the seismic vulnerability of buildings. These modifier factors, related to the building characteristics and condition, are taken into account in the vulnerability assessment, by means of a numerical estimation resulting from the quantification of these modifiers through vulnerability indexes. However, views have differed on the definition and the quantification of modifiers. In this study, modifier parameters and scores of the Risk-UE Level 1 method are adjusted based on the Algerian seismic code recommendations and the reviews proposed in the literature. The adjusted modifiers and scores are applied to reinforced concrete (RC) buildings in Boumerdes city, in order to assess probable seismic damage. Comparison between estimated damage and observed damage caused by the 2003 Boumerdes earthquake is done, with the objective to (i) validate the model involving influence of the modifier parameters on the seismic vulnerability, and (ii) to define the relationship between modifiers and damage. This research may help planners in improving seismic regulations and reducing vulnerability of existing buildings.
Seismic vulnerability assessment is a useful tool for rational safety analysis and planning of large and complex structural systems; it can deal with the effects of uncertainties on the performance of significant structural systems. In this study, an efficient dynamic reliability approach, probability density evolution methodology (PDEM), is proposed for seismic vulnerability analysis of earth dams. The PDEM provides the failure probability of different limit states for various levels of ground motion intensity as well as the mean value, standard deviation and probability density function of the performance metric of the earth dam. Combining the seismic reliability with three different performance levels related to the displacement of the earth dam, the seismic fragility curves are constructed without them being limited to a specific functional form. Furthermore, considering the seismic fragility analysis is a significant procedure in the seismic probabilistic risk assessment of structures, the seismic vulnerability results obtained by the dynamic reliability approach are combined with the results of probabilistic seismic hazard and seismic loss analysis to present and address the PDEM-based seismic probabilistic risk assessment framework by a simulated case study of an earth dam.
One of the most important and challenging steps in seismic vulnerability and performance assessment of highway bridges is the determination of the bridge component damage parameters and their corresponding limit states. These parameters are very essential for defining bridge damage state as well as determining the performance of highway bridges under a seismic event. Therefore, realistic damage limit states are required in the development of reliable fragility curves, which are employed in the seismic risk assessment packages for mitigation purposes. In this article, qualitative damage assessment criteria for ordinary highway bridges are taken into account considering the critical bridge components in terms of proper engineering demand parameters (EDPs). Seismic damage of bridges is strongly related to the deformation of bridge components as well as member internal forces imposed due to seismic actions. A simple approach is proposed for determining the acceptance criteria and damage limit states for use in seismic performance and vulnerability assessment of ordinary highway bridges in Turkey constructed after the 1990s. Physical damage of bridge components is represented by three damage limit states: serviceability, damage control, and collapse prevention. Inelastic deformation and shear force demand of the bent components (column and cap beam), and superstructure displacement are the most common causes for the seismic damage of the highway bridges. Each damage limit state is quantified with respect to the EDPs: i.e. curvature and shear force demand of RC bent components and superstructure relative displacement.
Bridges are lifeline and integral components of transportation system that are susceptible to seismic actions, their vulnerability assessment is essential for seismic risk assessment and mitigation. The vulnerability assessment of bridges common in Pakistan is very important as it is seismically very active region and the available code for the seismic design of bridges is obsolete. This research presents seismic vulnerability assessment of three real case simply supported multi-span reinforced concrete bridges commonly found in northern Pakistan, having one, two and three bents with circular piers. The vulnerability assessment is carried through the non-linear dynamic time history analyses for the derivation of fragility curves. Finite element based numerical models of the bridges were developed in MIDAS CIVIL (2015) and analyzed through with non-linear dynamic and incremental dynamic analyses, using a suite of bridge-specific natural spectrum compatible ground motion records. Seismic responses of shear key, bearing pad, expansion joint and pier components of each bridges were recorded during analysis and retrieved for performance based analysis. Fragility curves were developed for the bearing pads, shear key, expansion joint and pier of the bridges that first reach ultimate limit state. Dynamic analysis and the derived fragility curves show that ultimate limit state of bearing pads, shear keys and expansion joints of the bridges exceed first, followed by the piers ultimate limit state for all the three bridges. Mean collapse capacities computed for all the components indicated that bearing pads, expansion joints, and shear keys exceed the ultimate limit state at lowest seismic intensities.

Seismic risk management of the built environment is integrated by two main stages, the assessment and the remedial measures to attain its reduction, representing both stages a complex task. The seismic risk of a certain structure located in a seismic zone is determined by the conjunct of the seismic hazard and its structural vulnerability. The hazard level mainly depends on the proximity of the site to a seismic source. On the other hand, the ground shaking depends on the seismic source, geology and topography of the site, but definitely on the inherent earthquake characteristics. Seismic hazard characterization of a site under study is suggested to be estimated by a combination of studies with the history of earthquakes. In this Paper, the most important methods of seismic vulnerability evaluation of buildings and their application are described. The selection of the most suitable method depends on different factors such as number of buildings, importance, available data and aim of the study. These approaches are classified in empirical, analytical, experimental and hybrid. For obtaining more reliable results, it is recommends applying a hybrid approach, which consists of a combination between methods depending on the case. Finally, a recommended approach depending on the building importance and aim of the study is described.
This paper discusses a mechanical model for the vulnerability assessment of old masonry building aggregates that takes into account the uncertainties inherent to the building parameters, to the seismic demand and to the model error. The structural capacity is represented as an analytical function of a selected number of geometrical and mechanical parameters. Applying a suitable procedure for the uncertainty propagation, the statistical moments of the capacity curve are obtained as a function of the statistical moments of the input parameters, showing the role of each one in the overall capacity definition. The seismic demand is represented by response spectra; vulnerability analysis is carried out with respect to a certain number of random limit states. Fragility curves are derived taking into account the uncertainties of each quantity involved.
This paper approaches the issue of seismic vulnerability assessment strategies for facade walls of traditional masonry buildings through the development of a methodology and its subsequent application to over 600 building facades from the old building stock of the historic city centre of Coimbra. Using the post-earthquake damage assessment of masonry buildings in L'Aquila, Italy, an analytical function was developed and calibrated to estimate the mean damage grade for masonry facade walls. Having defined the vulnerability function for facade walls, damage scenarios were calculated and subsequently used in the development of an emergency planning tool and in the elaboration of an access route proposal for the case study of the historic city centre of Coimbra. Finally, the methodology was pre-validated through the comparison of a set of results obtained from its application and also resourcing to a widely accepted mechanical method on the description of the out-of-plane behaviour of facade walls.
There is an ever-increasing demand for assessment of earthquake effects on transportation structures, emphasised by the crippling consequences of recent earthquakes hitting developed countries reliant on road transportation. In this work, vulnerability functions for RC bridges are derived analytically using advanced material characterisation, high quality earthquake records and adaptive inelastic dynamic analysis techniques. Four limit states are employed, all based on deformational quantities, in line with recent development of deformation-based seismic assessment. The analytically-derived vulnerability functions are then compared to a data set comprising observational damage data from the Northridge (California 1994) and Hyogo-ken Nanbu (Kobe 1995) earthquakes. The good agreement gives some confidence in the derived formulation that is recommended for use in seismic risk assessment. Furthermore, by varying the dimensions of the prototype bridge used in the study, and the span lengths supported by piers, three more bridges are obtained with different overstrength ratios (ratio of design-to-available base shear). The process of derivation of vulnerability functions is repeated and the ensuing relationships compared. The results point towards the feasibility of deriving scaling factors that may be used to obtain the set of vulnerability functions for a bridge with the knowledge of a 'generic' function and the overstrength ratio. It is demonstrated that this simple procedure gives satisfactory results for the case considered and may be used in the future to facilitate the process of deriving analytical vulnerability functions for classes of bridges once a generic relationship is established.
The effects of past earthquakes have demonstrated the seismic vulnerability of confined masonry structures (CMSs) to earthquakes. The results of experimental analysis indicate that damage to these structures depends on lateral displacement applied to the walls. Seismic evaluation lacks an analytical approach because of the complexity of the behavior of this type of structure; an empirical approach is often used for this purpose. Seismic assessment and risk analysis of CMSs, especially in area have a large number of such buildings is difficult and could be riddled with error. The present study used analytical and numerical models to develop a simplified nonlinear displacement-based approach for seismic assessment of a CMS. The methodology is based on the concept of ESDOF and displacement demand and is compared with displacement capacity at the characteristic period of vibration according to performance level. Displacement demand was identified using the nonlinear displacement spectrum for a specified limit state. This approach is based on a macro model and nonlinear incremental dynamic analysis of a 3D prototype structure taking into account uncertainty of the mechanical properties and results in a simple, precise method for seismic assessment of a CMS. To validate the approach, a case study was considered in the form of an analytical fragility curve which was then compared with the precise method.
