Conceptualization of Defense Industrial Security in Relation to National Security (국가 안보와 연계한 방위산업 보안 개념 정립)

  • In order to protect the advancement of defense technology that has a tremendous e?ect on both the national security and the economy, the Republic of Korea established the Defense Technology Security Act in 2015. As the new enactment brought changes to the landscape of the defense industry and defense industrial security, a new examination of the concept of the defense industrial security has now become necessary. Even after taking into consideration the undisclosed nature of defense industrial security research, and the fact that only the limited number of firms participates in the subject matter, scientific studies related to the topic have not been active. However, with the new enactment of the Defense Technology Security Act, it is necessary to expand the scope of security and to redefine the concept of defense industrial security. In this paper, we analyzed the research works on related technology protection policies and our environment of the defense industry in order to conceptualize defense industrial security. The established concepts are expected to provide a systematic way to protect the confidential and defense technology.

  • In modern society, a social economic change is brought about, because time space limitation regarded to be restrictive in times past was overcome owing to its rapid development on the basis of IT technology. The creation of new knowledge became the basis of competitiveness of nations and companies. As competition intensifies among nations and countries in relation to the development of core technology, companies make investment with placing much weight on the development of new technology, but on the other hand, technology leakage incident continuously occurs due to a lack of understanding to protect technology. This is the largest cause of impeding the competitiveness of nations and companies. And now, it is urgent to take security measures against this. Therefore, this paper analyzes institution and system weakness in the physical security area in the integrated security environment, and then identifies all problems about this, and proposes a plan for solving these.

  • Nuclear Power Plant Instrumentation and Control System(NPP I&C) which is used to operate safely is changing from analog technology to digital technology. Ever since NPP Centrifuge of Iran Bushehr was shut down by Stuxnet attack in 2010, the possibility of cyber attacks against the NPP has been increasing. However, the domestic and international regulatory guidelines that was published to strengthen the cyber security of the NPP I&C describes security requirements and method s to establish policies and procedures. These guidelines are not appropriate for the development of real applicable cyber security technology. Therefore, specialized cyber security technologies for the NPP I&C need to be developed to enhance the security of nuclear power plants. This paper proposes a cyber security technology development system which is exclusively for the development of nuclear technology. Furthermore, this method has been applied to the ESF-CCS developed by The KINCS R&D project.

A Study on the Development Plan of Smart City in Korea

  • Purpose: This study analyzes advanced cases of overseas smart cities and examines policy implications related to the creation of smart cities in Korea. Research design, data, and methodology: Analysis standards were established through the analysis of best practices. Analysis criteria include Technology, Privacy, Security, and Governance. Results: In terms of technology, U-City construction experience and communication infrastructure are strengths. Korea's ICT technology is inferior to major countries. On the other hand, mobile communication, IoT, Internet, and public data are at the highest level. The privacy section created six principles: legality, purpose limitation, transparency, safety, control, and accountability. Security issues enable urban crime, disaster and catastrophe prediction and security through the establishment of an integrated platform. Governance issues are handled by the Smart Special Committee, which serves as policy advisory to the central government for legal system, standardization, and external cooperation in the district. Conclusions: Private technology improvement and participation are necessary for privacy and urban security. Citizens should participate in smart city governance.

The Current State of Cyber-Readiness of Saudi Arabia

  • The continuous information technology and telecommunication (ICT) developments inspire several Saudi Arabia citizens to transact and interact online. However, when using online platforms, several people are likely to lose their personal information to cybercriminals. In the survey, 553 Saudi Arabia citizens and 103 information technology (IT) specialists confirm the expansion of digital economy and the need for smart cities with various services, including e-commerce and solid cyber security. 96.6% of the participants believe Saudi Arabia is digitalizing its economy; yet, 33.3% of the participants believe that residents are uninformed about living and operating in smart cities. Several people (47.29%) with medium internet speed are more aware about smart cities than those with fastest internet speed (34%). Besides, online transactions via credit cards subjected 55.5% of the participants to privacy and security issues. These findings validate the essence of cyber security awareness programs among Saudi Arabia citizens and IT professionals to boost public trust and acceptance of cybersecurity frameworks.

  • Recently, many countries are developing and investing in various homeland security technologies against terrorism. The importance of homeland security has been growing because of nuclear weapon threat from North Korea, the burning of cultural assets, and violence crimes. Therefore, in this paper, we have described and analyzed the trends related to homeland security technology. The main techniques toward homeland security are aggregation technology, integration technology, collaboration technology, categorization technology, intelligence technology, and mining technology. Those are likely to become the growth potentials until fade out of threat. Therefore, we require more government policies to support a budget enlargement.

  • This study aims to suggest an implementation methodology of security module for data integrity of mobile internet terminal. This is based on the WTLS(Wileless Transport Layer Security) of WAP Protocol. This security module is expected to achieve central role in conversion of wireless internet environment and emphasis of encryption technology and safe and calculable wireless communication environment construction.

  • This study researched into the method that allows only the certified user and computational engineer to possibly use network resources and computing resources by implementing the system of the intensified certification and security based on LDAP(Lightweight Directory Access Protocol) directory service, that copes with incapacitation in security program due to making the security program forcibly installed, and that can correctly track down the industrial-technology exporter along with applying the user-based security policy through inter-working with the existing method for the protection of industrial technology. Through this study, the intensified method for the protection of industrial technology can be embodied by implementing the integrated infra system through strengthening the existing system of managing the protection of industrial technology, and through supplementing vulnerability to the method for the protection of industrial technology.

  • Recent, Secure the small and medium-sized enterprises from advanced and intelligence cyber threat, 24 hours of prevention, detection and analysis is essential. Small and Medium Business monitoring center is operated by government financial support to protect and prevent these threats. Currently it provides security to about 900 small and medium-sized enterprises. This paper studies abnormal and attack packets from small and medium-sized businesses[enterprises] which is monitored by Small and Medium Business monitoring center and provides improvement of security control for small and medium-sized enterprises.
