Protection activity is divided by the security measures of preventive action and immediately protective reaction in case of emergency situation. The purpose of this study is to emphasis the importance of prevention when providing security for protectees. What I suggested in this thesis is summarized below. Chapter I which sets out purpose, concept, general remarks are followed 3 steps for conducting security action by Chapter II. Chapter III concerns the classification, security technic of preventive action. Classified involving security information, security action, security measures. It is followed site survey, security plan, detailed procedures, coordinative meeting, previous security action, protective action, review meeting by protective technic. Chapter IV consider effective counter plan method of preventive action. Chater V, conclusion.

This paper presented the development plan of voltage security on-line monitoring system (VSECOMs). VSECOMs consists of voltage security monitoring system and data management system. VSECOMs has the function of bus voltage watch. voltage stability analysis, and voltage security assessment. EMS data on-line acquisition, PSS/E file conversion, and overall data management. VSECOMs is designed with client/server structure. We will seek stable operation of KEPCO's power system by installation of VSECOMs in EMS of KEPCO.

이 연구는 신변보호사 자격제도의 발전을 위하여 그 동안 실증적으로 연구되어지지 않았던 신변보호사 자격시험 응시자들을 대상으로 신변보호사 자격시험 응시 중 자격제도에 대하여 갖고 있던 인식을 조사한 연구이다. 이를 통하여 신변보호사 자격시험에서 나타난 제 문제들을 질적분석 방법을 이용하여 파악하였다. 연구 결과는 다음과 같다. 첫째, 신변보호사 실기평가위원의 기술평가 능력 향상 모색이다. 둘째, 영상판독 시스템의 도입이다. 셋째, 모든 자격시험 점수 및 이의제청 내용 공개화이다.

This paper analyzed four different perspectives on health care reform in Korea in terms of the basic values, formulated problems and reform plans, implementation methods, and supporting groups. The medical security plan was insisted by social security specialists and social activists focusing on the integration of medical insurance coops in order to enhancing equity and right of the people. However, its perspective was limited to promoting security instead of reforming health care system. The government proposed the health care reform plans in 1994 and in 1997, focusing on promoting efficiency by remedying many problems in health care delivery system. However, its implementation was not successful due to the lack of organizational and financial supporters. Recently, two opposite proposals were issued. The market reform plan paid attention to revitalizing the market function to promoting efficiency by allowing hospitals to treat private patients instead of applying the medical insurance regulation. The government reform plan focused on intensifying governmental planning and intervention in the health care sector in order to removing inefficiency and promoting equity with the supports of social activists and labor unions. Finally, this paper proposed an alternative plan to promote harmonious social relationship between actors in the health care system.

This research deals with the PLAN's capabilities and its implication for regional security, and suggests some measures for maritime security cooperation among regional states. China has began to focus its national strategy more on 'rising as a new maritime power' since the 18th Party Convention in November 2012. Chinese new strategy aims at building a strong navy, contributing economic prosperity and national security, and thus elevating its prestige in international society. Most of all, building a strong navy is the foremost task at this time, and that is why the PLAN has the priority for military modernization. Chinese new maritime strategy could cause naval arms race in East Asia and aggravate maritime territorial disputes among concerned parties. It is the time for regional states to discuss some measures to build confidence, such as arms control of naval weapons, establishment of multilateral maritime security mechanism, and foundation of regional security regime, thus enhancing regional maritime cooperation.

본 논문의 목적은 전문대학 정보보안과의 운영방안을 제안한다. 이러한 목적을 달성하기 위해 첫째, 정보보호 전문인력 양성의 필요성을 살펴보고, 둘째, 국내 전문대학 중 정보보안과를 운영하고 있는 7개 전문대학의 현황 및 교파과정을 분석하고, 셋째, 전문대학 정보보안과가 직면하고 있는 문제점을 극복하기 위한 운영방안에 대해 제안한다.

이 연구의 목적은 최근 항공기내 불법방해행위의 증가추세와 IS(Daesh)의 테러위협 등으로 항공보안이 위협받는 상황에서 항공기내 보안을 책임지는 항공기내보안요원제도의 문제점을 확인하고 그 개선책을 제시하는 것이다. 이를 위해 언론보도 및 법령에서 발견된 항공기내보안요원제도의 문제점을 기반으로 미국의 연방 Air Marshal 제도와 국내 유사제도를 기반으로 그 정책적 제언을 제시하였다. 정책적 제언은 첫째, "항공운송사업자의 항공기내보안요원 등 운영 지침"의 개정 및 "국가기술자격"제도에 관련 자격증을 신설 방안, 둘째, 항공기내보안요원의 국가공무원화 방안, 셋째, 청원경찰제도 활용 방안으로 구분된다. 이 연구는 항공보안 관련 정보에 대한 접근성의 제한이라는 점에서 연구의 한계를 보이지만, 2017년 문재인 정부의 "국정운영 5개년 계획" 상의 "공공부문 일자리 창출"과 "국가의 공공서비스 강화", "안전사고 예방 및 재난 안전관리의 국가책임제 구축" 등 국정과제와 그 괘를 함께 한다는 점에서 시의성을 지닌다는 점과 관련연구가 많지 않으므로 향후 항공보안 관련 논의를 이끌어 갈 수 있다는 점에서 에서 그 연구의 의의를 지닌다.

국제민간항공기구(ICAO)에서는 글로벌항공보안계획(GASeP)을 수립하여 체약국들에게 첨단 보안체계로의 전환을 요구하고 있다. 본 논문에서는 국내외 첨단 항공보안 정책 및 첨단 기술을 식별·조사하고 우리나라에 첨단 보안체계를 구축함에 있어 발생되는 문제점 원인을 분석하였다. 이를 통해, 국내 공항 등급별 효과적인 첨단 보안장비 구축방안을 제시하였으며, 첨단 항공보안체계 도입을 위한 신규 기술기준의 수립 범위를 식별하고 첨단 보안장비를 원활히 운영 할 수 있도록 기술유지 관리를 위한 운영검증 평가 항목을 도출하였다.

지금 전 세계는 보안이 강화된 Hard-Target(국가시설물 이나 군사시설)에 대한 테러보다는 뉴테러리즘의 등장에 의한 보안이 허술하며 접근이 용이하고 많은 민간인들이 모여 있는 Soft-Target(상업시설, 호텔, 교통시설 등)에 대한 무차별적인 테러의 공포에 휩싸여 있고, 경호대상자가 임석하는 행사는 초고층건물의 저층 혹은 고층에 위치한 장소에서 이루어지고 있는데, 이에 따른 여러 가지 위해상황에 대비한 경호적 대응방안을 준비하지만 특히 화재에 대한 대비책은 철저하게 사전 계획과 현장이 확인되어 실제 화재상황에 즉각적 대응으로 피해를 최소화할 수 있도록 완벽한 대책이 수립되어야 한다. 첫째, 경호요원은 화재와 관련된 기본적인 지식을 소유하고 있어야 하며, 바쁜 행사일정 속에서도 직무관련 교육을 주기적이고 지속적으로 시킬 수 있는 배려와 교육프로그램이 필요하다. 어느 조직이건 조직구성원의 능력은 기본적인 개인자질뿐만 아니라 조직이 지속적인 교육프로그램을 개발하고 조직구성원에게 끊임없이 교육을 실시할 수 있도록 여건을 조성해 주고 배려해 줌으로서 향상될 수가 있다. 둘째, 행사관련 여러 유관부서와의 유기적인 협조체제를 구성하고 유지하여 효율적인 지휘 통제를 실시하여야 한다. 경호행사는 어느 한 부서 혹은 기관의 노력만으로 완벽하게 이루어지는 것이 아니라는 것을 반드시 인식하여야 한다. 셋째, 초고층건물 내에서 행사가 인지되는 시점부터 대통령경호실로부터 부여받은 경호지침을 기본으로 관할 소방서에서는 화재예방활동에 중점을 두고, 화재진압대책, 피난 구조대책 등이 포함된 소방안전 대책활동 계획을 수립하고 시행하여야 한다. 넷째, 관할 소방서의 소방안전대책 활동계획을 바탕으로 하여 소방 자체의 사전 안전활동에 대한 재점검을 실시하고 화재진압 및 피난 구조계획에 대한 현장검증을 통해 실질적인 경호적 대응방안을 최종적으로 마련한다. 다섯째, 대통령경호실은 수립한 최종적인 초고층 건물 화재대비 경호행사에 동원된 모든 유관기관에 정보공유를 해야 한다. 정보공유가 되지 않은 상황에서 화재 발생시 각 유관기관들이 하나의 구심점 없이 우왕좌왕한다면 많은 혼란과 피해를 초래할 수 있기 때문이다.

21세기 사회에 진입하면서 시민의 안전한 삶을 위협하는 범죄와 테러같은 위험요인들이 증가하고 있다. 따라서 개인의 생명, 신체, 재산 등의 아전의 욕구는 증가 할 수 밖에 없다. 국가중요시설은 적의공격으로부터 파괴되거나 기능이 마비가 될 경우에 국가적으로 중대한 영향을 미치는 시설을 말하며, 특수경비원들이 담당하고 있는 국가중요시설은 적 또는 불순분자, 테러리스트들의 제일의 공격목표가 될 수 밖에 없기 때문에 우리나라에서는 경비가 강화외도 있는 실정이다. 본 연구의 특수경비제도의 현황과 문제점을 검토해보고 발전방안을 모색해보는데 연구의 목적을 두고 있다. 특수경비제도의 발전은 한국 민간경비산업의 발전으로 이어지기 때문에 특수경비제도의 발전을 위해서는 이 분야에 근무하는 경비근무자들의 근무환경개선, 유능한 자원의 확보, 보수의 현실화, 전문자격증제도의 검색시스템의 개선을 행함으로써 한국민간경비산업의 발전에 가속도를 붙일 수 있을 것이다.
