A Study on the Countermeasure of Traffic Terror (대중교통테러의 대응방안)

  • Traffic terror is one of the terror types subject on transportation means. However, unlike the aircraft or ship, there is no case of negotiating with passengers as hostage but to unconditionally attack that the human casualty would be much greater. In act, the terror on subway or bus would have much bigger damage than the terror on aircraft or ship. Because of such fact, there is a need for full preparation thereto, however, there is no preparation of advance preventive measure, particularly, when comparing to the cases involving aircraft. In addition, the passengers who use railway and others in the position of citizens do not have any defense mechanism against any terror activity to make the problem even more serious. Therefore, in order to prevent traffic terror, the first thing is to implement the identity confirmation of passengers, followed by the through search of cargos of the passengers, supplement the capability against the terror by the security team members, strengthen the responsive capability of citizens, thorough check on facilities, expansion of social security network and others. All terrors are within the reach of our neighborhood at the time when we neglect it, and the most secured and safe way to prevent the terror is to check and prepare at all times beginning from our familiar facilities or means.

A Study on the Social Security for Seafarers of Maritime Labour Convention, 2006 (2006년 해사노동협약상 선원 사회보장에 관한 연구)

  • The General Conference of International Labour Organization adopted the Maritime Labour Convention, 2006 which created a single, coherent instrument embodying as far as possible all up-to-date standards of existing international maritime Conventions and Recommendations in its Ninety-fourth session on 23 February 2006. This Convention prescribes the social security for seafarers in the Regulation 4.5 in the Title 4. Regulation 4.1-Medical care on board ship and ashore and Regulation 4.2-Shipowner's liability are related to social security for seafarers. For the purpose of ratifying this Convention in our country, first of all, it is necessary to review the domestic laws and regulations concerned whether they fulfill or not the requirements of the Convention and have to make preparation insufficient sections. Therefore, this paper aims to find out different regulations between the domestic law and the Convention, as to be able to accept the requirements regarding the social security of the Convention, also suggest the solution on problems derived in this process.

  • The shipboard working environment of coastal patrol ship is very inferior to the ground working environment and it cause the avoidance of shipboard working and the aging of crew. Especially the noise in ship cause on occupational shipboard working hardness of hearing. Hence to reduce the shipboard working fatigue is necessary by the security of the comfortable shipboard working environment and residence environment. in this paper, firstly we evaluate the shipboard working by suing the measurement results of the evaluation results of the shipboard working environment.

  • In this study, the scope of previous logistics security were focused only on port and ship. Because of it now extends to the overall (export and import) supply chain areas and in regards with supply security programs in the international level, it reviewed supply chain security programs categorized them into 'ships and port security system', 'container screening system', 'logistics chain authorization system' which are expanded to be adopted in the international level. The major features of those programs are summarized as in building risk management system, providing information ahead, selectivity test and benefits to AEO authorized companies in the customs administration level. The government and companies which are to ensure supply chain security and trade facilitation in order to cope actively with international customs administrative atmosphere need to do the followings : First, they need to build an intra-government integrated supply chain security and make efforts to conclude AEO MRA in order to increase trade competitiveness among major trading countries. Second, they need to build supply chain risk management system in order to enhance management performance through overseas market and company level strategy to obtain and maintain AEO authorization in the company level.

  • Currently, the ship's passage planning relies on the navigator officer's knowledge and empirical methods. However, as ship autonomous navigation technology has recently developed, automation technology for passage planning has been studied in various ways. In this study, we intend to generate an optimal route for a ship based on Q-learning, one of the reinforcement learning techniques. Reinforcement learning is applied in a way that trains experiences for various situations and makes optimal decisions based on them.

  • The development of Information and Communication Technology facilitates exchange of information and communication between system in ships or between ships and land facilities, thereby improving the efficiency of their work. However, these changes in the working environment of companies and ships increased the likelihood of cyber security incidents occurance like unauthorized access to company and ship systems or infection of malicious code, which results in significant safety, environmental and business damage to company and ships. Therefore, a cyber-risk-based approach was required to identify and respond to an increasing cyber threats. In this paper, the analysis of maritime cyber security status and guidelines for establishment of maritime cyber security system are provided.

  • Systematic performance evaluation of the Defense Acquisition Program is very important, since they are directly related to national security. In this paper, we reviewed various performance evaluation models from a methodological perspective for pragmatic performance evaluation, and the limitations of each model. In order to evaluate the performance of the Defense acquisition program efficiently, especially for the Naval ship Projects and considering their unique characteristics, both various stakeholders' participation, standard indicators for performance measurement, and tailoring them considering the projects' circumstances are necessary. We also propose indicators, contents, and detailed criteria example for the Requirements management. This approach enables a pragmatic and consistent evaluation of defense projects, and through this, meaningful insights could be acquired with accumulate data.

  • As a means of helping ships navigate safely, navigational aids in operation in the maritime envirionment require periodic management, and due to the nature of the environment, it is difficult to visually check the exact state. As a result, the smart navigation aid system, which improves route safety and operational efficiency, utillizes expertise including sensors, communications, and information technology, unlike general route markings. The communication environment of the smart navigation aid system, which aims to ensure the safety of the navigators operating the ship and the safety of the ship, uses a wireless communication network in accordance with the marine environment. The ship collects the information necessary for the maritime environment on the land and operates. In this process, there is a need to consider the wireless communication security guideline. Basically, based on IHO S-100 a standard for facilitating data exchange and SECOM, which provides an interface for safe communication. This paper research a security system for safe communication in a maritime environment. The security system for the basic interface based on the document was presented, and there were some vulnerabillties to data exchange due to the wireless communication characteristics of the maritime environment, and the user authetication part was added considering the vulnerability that unauthorized users can access the service.
