Sequence Analysis of CO1 Genes of Fishery Resources from the Yellow Sea (eDNA 분석을 위한 황해 주요 수산자원의 CO1 염기서열 분석)

  • Ocean change due to anthropogenic activities and climate change are causing a decline in coldwater fish species and emergence of subtropical fish species in Korean waters. Therefore, environmental change-dependent time-space distribution of fishery resources in Korea, which has a big fisheries industry, needs to be investigated. Environmental DNA (eDNA) metabarcoding is an environmentally noninvasive method for understanding the spatiotemporal distribution of marine organisms at high spatial resolution. The highly variable cytochrome oxidase-1 (CO1) gene is used in eDNA studies for species identification across diverse taxa. However, it exhibits genetic differences depending on geographical distribution. For improving the accuracy of eDNA research, the CO1 database should be expanded by incorporating sequence information for individuals inhabiting the Korean seas. Here, 106 biological samples from the Yellow Sea were identified morphologically and their nucleotide sequences were compared with those in the GenBank. Most sequences were 100% identical with those in the GenBank. In most samples, the morphological and molecular identification results were consistent, indicating the utility of CO1. However, some nucleotide sequences differed from those in the database. Amino acid sequences translated from nucleotide sequences with less than 97% similarity showed high similarity to the amino acid database, indicating intraspecies variation due to "silent mutations". These results highlight the need for a sequence database of fishery resources in Korean coastal waters to improve the reliability of eDNA studies using CO1. However, because of the same CO1 sequences in several species, genetic markers need to be developed and the database should be supplemented with more sequences for reliable high-resolution eDNA studies.

A Comparative Study between Space Law and the Law of the Sea (우주법과 해양법의 비교 연구)

  • Space law(or outer space law) and the law of the sea are branches of international law dealing with activities in geographical ares which do not or do only in part come under national sovereignty. Legal rules pertaining to the outer space and sea began to develop once activities emerged in those areas: amongst others, activities dealing with transportation, research, exploration, defense and exploitation. Naturally the law of the sea developed first, followed, early in the twentieth century, by air law, and later in the century by space law. Obviously the law of the sea, of the air and of outer space influence each other. Ideas have been borrowed from one field and applied to another. This article examines some analogies and differences between the outer space law and the law of the sea, especially from the perspective of the legal status, the exploration and exploitation of the natural resources and environment. As far as the comparisons of the legal status between the outer space and high seas are concerned the two areas are res extra commercium. The latter is res extra commercium based on both the customary international law and treaty, however, the former is different respectively according to the customary law and treaty. Under international customary law, whilst outer space constitutes res extra commercium, celestial bodies are res nullius. However as among contracting States of the 1967 Outer Space Treaty, both outer space and celestial bodies are declared res extra commercium. As for the comparisons of the exploration and exploitation of natural resources between the Moon including other celestial bodies in 1979 Moon Agreement and the deep sea bed in the 1982 United Nations Convention on the Law of the Sea, the both areas are the common heritage of mankind. The latter gives us very systematic models such as International Sea-bed Authority, however, the international regime for the former will be established as the exploitation of the natural resources of the celestial bodies other than the Earth is about to become feasible. Thus Moon Agreement could not impose a moratorium, but would merely permit orderly attempts to establish that such exploitation was in fact feasible and practicable, by allowing experimental beginnings and thereafter pilot operations. As Professor Carl Christol said until the parties of the Moon Agreement were able to put into operation the legal regime for the equitable sharing of benefits, they would remain free to disregard the Common Heritage of Mankind principle. Parties to one or both of the agreements would retain jurisdiction over national space activities. In so far as the comparisons of the protection of the environment between the outer space and sea is concerned the legal instruments for the latter are more systematically developed than the former. In the case of the former there are growing tendencies of concerning the environmental threats arising from space activities these days. There is no separate legal instrument to deal with those problems.

Prevailing Subsurface Chlorophyll Maximum (SCM) Layer in the East Sea and Its Relation to the Physico-Chemical Properties of Water Masses (동해 전역에 장기간 발달하는 아표층 엽록소 최대층과 수괴의 물리 화학적 특성과의 상관관계)

  • To understand the scales of the spatial distribution and temporal duration of the subsurface chlorophyll-a maximum (SCM) observed in the Ulleung Basin of the East Sea, we analyzed physical and chemical data collected during the East Asian Seas Time-series-I (EAST-I) program. The SCM layer occurred at several observation lines from the Korea Strait to $37.9^{\circ}N$ in the Ulleung Basin during August of 2008 and 2011. At each observation line, the SCM layer extended from the coast to about 200 km off the coast. The SCM layer was observed between 30 and 40 m depth in the Ulleung Basin as well as in the northwestern Japan Basin along $132.3^{\circ}E$ from $38^{\circ}N$ to $42.3^{\circ}N$ during July 2009, and was observed around 50 m depth in the northeastern Japan Basin ($135-140^{\circ}E$ and $40-45^{\circ}N$) during July 2010. From these observed features, we hypothesize that the SCM layer observed in the Ulleung Basin may exist in most of the East Sea and may last for at least half-year (from the early May to late October). The nutrient supply mechanism for prolonged the SCM layer in the East Sea was not known, but it may be closely related to the horizontal advection of the nutrient rich and low oxygen waters observed in the Korea Strait between a 50 m depth to near the bottom. The prolonged development of the SCM layer in the Ulleung Basin may result in high primary production and would also be responsible for the high organic carbon content observed in the surface sediment of the region.

  • Laver io one of the most necessary and seasonal items in Korean food from oldtimes. Laver is lagely eaten in dried form, and its supply depends entirely upon culture weeds. The history of laver culture in Korea about sixty or seventy years is older than in Japan. Significance of laver culture is divided into two aspects, one is food supply in the nation, and the other is export to other countries. Houses engaged in laver culture are about foully thousands, and laver production in 1972 is estimated as 1, 3 bitten sheets. (1 sheet is a dried laver of 20 cm sq, in the shape of paper) Especcially meaning of layer production is the concentration of labour input, and systematic management of labour. From around 1920, the method of laver culture was introduced by Japanese Imperialism for mono culture in shallow seas, and mass products of laver is provided to Japan market, DOMESTIC MARKET Fundamental consume function calculates at below, $D_{(68_71)}$=16354 $Y^{0.471}$ $P^{-1.0662}$ where D is total layer demand, Y income variable, P price variable. It means income elasticity is 476. in the whole country, and price elasticity is 1, 07. But generally income elasticity is higher in urban area than in rural area, as shown at 1, 3 in Seoul city. But the recent improvement of laver culture techniques, the production of seeds and freezing storage of seeds has been stabilized. Futher new culture farms have been developed by means of break- water fences or by floating culture method. These improvements have been backed up with increased demand of laver products. Import quantity and price of Korean laver products are restrained by three organizations, that is producer, distributor and consumer. This relationship calculated by regression equation shows that import is influenced only producer organization, at the sacrifice of consumer profit. For increase to export of laver products, we urgently require to open foreign trade of laver products for Japanese consumer, .and Japan has political responsibility to solve Korean laver structure. But with long run timeseries, as regards Japanese production and import quantity, importing function shows increasing trend as below, 250 million sheets <3, 947.1674+0.005 $L_{g}$ >) 600 million sheets where $L_{q}$ is relative production quantity of laver in Japan. Mineralogical Characteristics of Marine Sediments Cores from Uleung Basin and Hupo Basin, East Sea (동해 울릉분지와 후포분지 해양 퇴적물 코어의 광물학적 특성)

  • This study was carried out in order to investigate the mineralogical characteristics of the core sediments (03GHP-02 and HB13-2), obtained from the Ulleung Basin and Hupo Basin, Korea. The results on mineral compositions, clay mineral compositions, and the total contents and sequential extraction of different fractions of the phosphorus in core samples showed that those values are different in two cores and also at different depths. In both samples, mineral compositions were the same, composed mainly of quartz, microcline, albite, calcite, opal A, pyrite, and clay minerals (illite, chlorite, kaolinite, and smectite). However, the sample from Hupo Basin contains more opal A. Both samples, especially the ones from Hupo Basin contains more smectite than those reported from East Sea, indicating the influence of paleo-Hwangwei River and the Tertiary Formation of Korea Peninsula. For the samples from Uleung Basin, at 0.7-3.5 m range in depth, the low content of opal A and the low illite crystallinity index can be inferred to indicate the relatively cool climate, corresponding to the ice age. Also, the content of total phosphorus was low in those samples. It was reported that East Sea at that time was isolated from the neighboring seas due to the decrease of the sea level, and as a result, the influx of sediments was supposed to be little through the strait and rivers. For the samples from Hupo Basin, there is no significant changes in clay mineral composition and the distribution of phosphorus with increasing depth. This little change can be interpreted to indicate that the sediments comprising the core might be deposited in a relatively short period of time or deposited in sedimentary environment in which there's no significant changes in sediment supplies. The values of crystallinity index of clay minerals are high in those samples, indicating that it was relatively warm during that time. Although the increase of fluctuation pattern can be observed, showing that the climate of this period often changed, it is supposed that it was generally warm.

Environmental and Ecological Consequences of Submarine Groundwater Discharge in the Coastal Areas of the Korea Peninsula (한반도 연안 해역에서 해저 지하수 유출의 환경 생태학적 중요성)

  • Recognition has emerged that nutrient inputs from the submarine discharge of fresh, brackish, and marine groundwaters into the coastal ocean are comparable to the inputs via river discharge. The coastal areas of the Korea peninsula and adjacent seas exhibit particular importance in the role of submarine groundwater discharge (SGD), in terms of the magnitude of SGD and associated continental material fluxes. For example, in the southern sea of Korea, SGD transports excess nutrients into the coastal regions and thus appears to influence ecosystem changes such as the outbreak of red tides. Around volcanic island, Jeju, which is composed of high permeability rocks, the amount of SGD is higher by orders of magnitude relative to the eastern coast of North America where extensive SGD studies have been conducted. In particular, nutrient discharge through SGD exerts a significant control on coastal ecosystem changes and results in benthic eutrophication in semi-enclosed Bang-du bay, Jeju. In the entire area of the Yellow Sea, tile submarine discharge of brackish groundwater and associated nutrients are found to rival the river discharges into the Yellow Sea, including those through Yangtze River, Han River, etc. In the eastern coast of the Korea peninsula, SGD is significantly higher during summer than winter due to high hydraulic gradients and due to wide distribution of high permeability sandy zones, faults, and fractures. On the other hand, in the estuarine water, downstream construction of the dam in the Nakdong River, SGD was highest when the river discharge was lowest (but water level of the dam was highest). This suggests that even though there is no visible freshwater discharge into this estuary, the discharge of chemical species is significant through SGD. On the basis of the results obtained from the coastal areas of the Korea peninsula, SGD is considered to be an important pathway of continental contaminants influencing tidal-flat ecosystems, red tides, and coral ecology. Thus, future costal management should pay great attention to the impact of SGD on coastal pollution and eutrophication.

A Study on Piracy Matters and Introduction of the Privately Contracted Armed Security Personnel on Board Ships (해적사건 대응을 위한 무장경비원제도 도입방안에 관한 연구)

  • Piracy is a worldwide issue, but the deteriorating security situation in the seas off Somalia, the Gulf of Aden and the wider Western Indian Ocean between 2005 and 2012 and in the increasing number of attacks in the Gulf of Guinea are a major problem. The depth of concern for the problem internationally is amply demonstrated by the levels of co-operation and coordination among naval and other forces from several countries that have assembled in the west Indian Ocean region and the Gulf of Aden to escort ships carrying humanitarian aid to Somalia and to protect vulnerable shipping. Notwithstanding this unprecedented effort, the vast sea area in which the pirates now operate makes it difficult to patrol and monitor effectively, particularly with the limited resources available. More resources, in the form of naval vessels and aircraft, are needed and at every opportunity the IMO encourages Member Governments to make greater efforts to provide the additional naval, aerial surveillance and other resources needed through every means possible. IMO provide interim guidance and recommendations to be taken into account when considering the use of PCASP(privately contracted armed security personnel) if and when a flag State determines that such a measure would be lawful and, following a full risk assessment, appropriate. The interim guidance and recommendations of IMO are not intended to endorse or institutionalize the use of armed guards. Therefore, they do not represent any fundamental change of policy by the Organization in this regard. It is for each flag State, individually, to decide whether or not PCASP should be authorized for use on board ships flying their flag. If a flag State decides to permit this practice, it is up to that State to determine the conditions under which authorization will be granted. Therefore, Korea should be introduced rationally PCASP for safe shipping. PCASP on board ships is much the same to special guard personnel of security services industry act. Act plan of Oceans and fisheries ministry on PCASP collides with special guard personnel system of National Police Agency. Rather than new law making, PCASP regukations have to be included in security services industry act. Management Agency of PCASP is to not Oceans and fisheries ministry, but Central Headquarters Korea Coast Guard of Public Safety and Security Ministry because of specialty and closely connection.

Comparison of Multi-Satellite Sea Surface Temperatures and In-situ Temperatures from Ieodo Ocean Research Station (이어도 해양과학기지 관측 수온과 위성 해수면온도 합성장 자료와의 비교)

  • Over the past decades, daily sea surface temperature (SST) composite data have been produced using periodically and extensively observed satellite SST data, and have been used for a variety of purposes, including climate change monitoring and oceanic and atmospheric forecasting. In this study, we evaluated the accuracy and analyzed the error characteristic of the SST composite data in the sea around the Korean Peninsula for optimal utilization in the regional seas. We evaluated the four types of multi-satellite SST composite data including OSTIA (Operational Sea Surface Temperature and Sea Ice Analysis), OISST (Optimum Interpolation Sea Surface Temperature), CMC (Canadian Meteorological Centre) SST, and MURSST (Multi-scale Ultra-high Resolution Sea Surface Temperature) collected from January 2016 to December 2016 by using in-situ temperature data measured from the Ieodo Ocean Research Station (IORS). Each SST composite data showed biases of the minimum of 0.12℃ (OISST) and the maximum of 0.55℃ (MURSST) and root mean square errors (RMSE) of the minimum of 0.77℃ (CMC SST) and the maximum of 0.96℃ (MURSST) for the in-situ temperature measurements from the IORS. Inter-comparison between the SST composite fields exhibited biases of -0.38-0.38℃ and RMSE of 0.55-0.82℃. The OSTIA and CMC SST data showed the smallest error while the OISST and MURSST data showed the most obvious error. The results of comparing time series by extracting the SST data at the closest point to the IORS showed that there was an apparent seasonal variation not only in the in-situ temperature from the IORS but also in all the SST composite data. In spring, however, SST composite data tended to be overestimated compared to the in-situ temperature observed from the IORS.

Comparison of Sea Level Data from TOPEX/POSEIDON Altimeter and in-situ Tide Gauges in the East Asian Marginal Seas (동아시아 주변해역에서의 TOPEX/POSEIDON 고도 자료와 현장 해수면 자료의 비교)

  • In an effort to assess the reliability of satellite altimeter system, we conducted a comparative analysis of sea level data that were collected using the TOPEX/POSEIDON (T/P) altimeter and the 10 tide gauge (TG) stations in the satellite passing track. The analysis was made using data sets collected from marginal sea regions surrounding the Korean Peninsula at T/P cycles of 2 to 230, which correspond to October 1992 to December 1998. Because of strong tidal activity in the study area, treatment of tidal errors is a very critical step in data processing. Hence in the computation of dynamic heights from the Tn data, we adapted the procedures of Park and Gamberoni (1995) to reduce errors associated with it. When these T/P data were treated, the alias periods of M$_2$, S$_2$, and K$_1$ constitutions were found at 62.1, 58.7, and 173 days. The compatibility of the T/P and TG data sets were examined at various filtering periods. The results indicate that the low-frequency signal of Tn data can be interpreted more safely with longer filtering periods (such as up to the maximum selected values of 200 days). When RMS errors for 200-day low-pass filter period was compared among the whole 10 tidal stations, the values spanned in the range of 2.8 to 6.7 cm. The results of correlation analysis at this filtering period also showed a strong agreement between the Tn and TG data sets over the whole stations investigated (e.g., P values consistently less than 0.0001). According to our analysis, we conclude that the analysis of surface sea level using satellite altimeter data can be made safely and reasonably long filtering periods such as 200 days.

Spatio-temporal Distributions of Phytoplankton Community in the Coastal Waters of Gogunsan Islands(CoWGIs), West Sea of Korea (고군산군도 해역의 식물플랑크톤 군집의 시·공간적 분포 및 출현 환경특성)

  • This study examined the spatio-temporal distributions of the phytoplankton community in the coastal waters of Gogunsan Islands (CoWGIs), West Sea of Korea, from January to September 2011. A total of 104 species of phytoplankton belonging to 56 genera were identified. This was low compared to the surrounding seas of the West Sea. In particular, diatoms and dinoflagellates comprised 60.5% and 34.6%, respectively, and it was most diverse in autumn. The standing crops fluctuated from $9.6{\times}10^4cells/L$ to $1.0{\times}10^7cells/L$. This was high in winter and summer and low in spring and autumn. The seasonal dominant species were Skeletonema costatum-like species, Thalassiosira nordenskioeldii, Dactyliosolen fragillisimus, and Chaetoceros debilis in winter, Guinardia delicatula in spring, Eucampia zodiacus, Cylindrotheca closterium, Ch. debilis, and Ch. curvisetus in summer, and S. costatum-like species, Ch. debilis, Ch. curvisetus, G. delicatula, and Leptocylindrus danicus in autumn. The total number of autochthonous and tychopelagic species was 39 species. This showed a 1/3 (33.3%) decrease compared to the 1980's. The chlorophyll a concentration fluctuated from $3.82{\mu}g/L$ in autumn to $13.36{\mu}g/L$ in summer. The bio-oceanographic characteristics of the CoWGIs based on principle component analysis (PCA) showed that it was dominated by the Saemangeum water mass in the high temperature season and by the Geum River water mass in the low temperature season. In other words, there has been a conversion to a closed inner bay followed by the dramatic progress of eutrophication, even in the CoWGIs after completion of the Saemangeum embankment.
