The Study of Seafarers Education System for the Sea Power in Korea (해양력 강화를 위한 우리나라의 선원양성에 관한 연구)

  • This paper investigates university-level curriculum by comparing education systems among maritime universities, fishery universities and naval academy. It was found that maritime university programs are full of effective courses related to the concept of Sea Power along with the duties of maritime officers. It is recommended that more interest be paid to on the increase of national sea power by renovating current educational systems and adding more national supports by providing additional maritime policies to establish sustainable development goals for Sea Power.

Perception of Ship's Movement in Docking Maneuvering using Ship-Handling Simulator

  • Recently it is coming to be hish reality on visual system in ship-handling simulator depending on the technical development of 3D computer graphics. Even with high reality, it is possible that visual information presented seafarers through screen or display is not equivalent to the real world. In docking maneuvering, visual targets or obstructs are sighted close to ship's operator or within few hundred meters, so it might be possible to affect visual information such as the difference between both eyes' and single eye's visual sight. Because it is not possible to perceive of very slow ship's movement by visual in case of very large vessels, so the Doppler Docking SONAR and/or Docking Speed and Distance Measurement Equipment were developed and applied for safety docking maneuvering. By the way, the simulator training includes the ship's maneuvering training in docking, but in Ship-handling Simulator and also onboard, there are some limitations of perception of ship's movement with visual information. In this paper, perception of ship's movement with visual system in Ship-handling Simulator and competition of performances of visual systems that are conventional screen type with Fixed Eye-point system and Mission Simulator. We got some conclusions not only on the effectiveness for visual system but also on the human behavior in docking maneuver.

Enabling Vessel Collision-Avoidance Expert Systems to Negotiate

  • Automatic vessel collision-avoidance systems have been studied in the fields of artificial intelligence and navigation for decades. And to facilitate automatic collision-avoidance decision-making in two-vessel-encounter situation, several expert and fuzzy expert systems have been developed. However, none of them can negotiate with each other as seafarers usually do when they intend to make a more economic overall plan of collision avoidance in the COLREGS-COST-HIGH situations where collision avoidance following the International Regulations for Preventing Collisions at Sea(COLREGS) costs too much. Automatic Identification System(AIS) makes data communication between two vessels possible, and negotiation methods can be used to optimize vessel collision avoidance. In this paper, a negotiation framework is put forward to enable vessels to negotiate to optimize collision avoidance in the COLREGS-COST-HIGH situations at open sea. A vessel vector space is defined and therewith a cost model is put forward to evaluate the cost of collision-avoidance actions. Negotiations between a give-way vessel and a stand-on vessel and between two give-way vessels are considered respectively to reach overall low cost agreements. With the framework proposed in this paper, two vessels involved in a COLREGS-COST-HIGH situation can negotiate with each other to get a more economic overall plan of collision avoidance than that suggested by the traditional collision-avoidance expert systems.

  • The purpose of this study was to find out knowledge, attitudes and practice-behaviors related Health Management of Seafares'. The subjects of this study were 516 Seafares' who took education in Korea Institude of Maritime and Fisheries Technology. this questionnaire was focused on finding the basic data for health management of Seafares'. The collected data were analyzed by SPSS package. The results were as follows: 1) The higher age, married life, religious belief, duty position, and embarkation carrer are, the higher knowledge-degree. And the higher age, married life, religious belief, embarkation carre and duty time are, the higher attitude-degree and practice -degree(p < 0.05).

  • To ensure safe port operations around the world, it is important to solve mooring problems. In particular, the many ports that face open seas have difficulties with long-period waves. As a countermeasure, the installation of a breakwater is proposed for mooring safety. However, this often cannot be put into practice because of financial issues. Instead, port terminals control berthing schedules with weather forecasting. However, mooring problems remain unsolved, because of inaccurate wave forecasting. To quantify the current situation, numerical simulations are presented with ship motions, fender deflections, and rope tensions. In addition, novel simulations for mooring ropes are proposed considering tension, friction, bending fatigue, and temperature. With this novel simulation, the optimal mooring method in terms of safety and economic efficiency was confirmed. In terms of safety, the optimal mooring method is verified to minimize dangerous mooring situations. Moreover, the optimal mooring method shows economic benefits and efficiency. It can help to reinforce the safety of port terminals and improve the efficiency of port operations.

A study on the improvement for expertise of the Korean fishing vessel officer license examination (전문성 향상을 위한 어선항해사 면허시험 개선 방안)

  • In this study, an improvement plan was derived by statistically analyzing the system and current status of tests in Korea and survey of seafarers perception in order to improve the expertise of the Korean fishing vessel officer examination. Recently, about 70% of marine accident occurs from fishing vessels. Therefore, it's necessary to improve the examination to reduce marine accidents. As a result, it was identified that an average of 29,265 applicants have applied over the past four years, and among them, 1,833 people have applied for fishing vessel licenses, accounting for 6.3% of the total. According to the result of explanation and response of 115 people, they responded that practical utilization was low, each operation waters has different requirements and it's necessary to improve the contents of the questions for the specialty subject. In addition, inappropriate questions were found in previous exams. To reduce marine accidents caused by human error and to improve the professionalism of fishing vessel officers, it is necessary to adjust the test criteria and ratio with characteristics of fishing vessels and in the long run, institutional improvements such as the distinction between test subjects and licenses are needed.

Effects of improvement of fishing operating system on a coastal improved stow net fishing vessel on the work safety and workload of seafarers (연안개량안강망어선의 조업 시스템 개선이 선원들의 작업 안전과 작업부하에 미치는 영향)

  • This paper is the result of a comparative analysis of crew members' workloads using the EMG and OWAS methods according to the fishing process before and after the improvement of the operating system of the experimental vessel, with the aim of improving operational efficiency and safety work of coastal improved stow net fishing vessels. The target crew members were three people with at least five years of experience on board the same fishing vessel as the experimental vessel. After improving the operating system, such as installing a power block crane and two capstans, change the location of the ball-roller, the time required for setting and hauling work decreased (p < .01), and the evaluation results by OWAS showed that the overall workload for setting and hauling net work decreased. The results of muscle activity analysis showed a decrease in lashing anchor work (p < .01) in the case of hauling net and in anchor dropping work in the case of setting net (p < .001). It is judged that the use of ball rollers in net handling has been reduced; consequently, work safety has been improved.

  • In the era of autonomous ships, artificial intelligence technology will be able to provide a more advanced immersive experience by combining AR and VR. Immersion technology can provide a real-like experience and sensibility by dazzling the five senses of the user. In autonomous operation through VR or AR, it is necessary to provide a natural environment in which seafarers can immerse themselves in navigation and interact with virtual ships. In this study, in preparation for the era of autonomous ships, what are the key characteristics that seafarer can realize immersive user experience during autonomous navigation through VR or AR.

A Preliminary Study on Direct Ethanol SOFC for Marine Applications

  • This research presents an innovative integrated ethanol solid oxide fuel cell (SOFC) system designed for applications in marine vessels. The system incorporates an exhaust gas heat recovery mechanism. The high-temperature exhaust gas produced by the SOFC is efficiently recovered through a sequential process involving a gas turbine (GT), a regenerative system, steam Rankine cycles, and a waste heat boiler (WHB). A comprehensive thermodynamic analysis of this integrated SOFC-GT-SRC-WHB system was performed. A simulation of this proposed system was conducted using Aspen Hysys V12.1, and a genetic algorithm was employed to optimize the system parameters. Thermodynamic equations based on the first and second laws of thermodynamics were utilized to assess the system's performance. Additionally, the exergy destruction within the crucial system components was examined. The system is projected to achieve an energy efficiency of 58.44% and an exergy efficiency of 29.43%. Notably, the integrated high-temperature exhaust gas recovery systems contribute significantly, generating 1129.1 kW, which accounts for 22.9% of the total power generated. Furthermore, the waste heat boiler was designed to produce 900.8 kg/h of superheated vapor at 170 ℃ and 405 kP a, serving various onboard ship purposes, such as heating fuel oil and accommodations for seafarers and equipment.

  • This paper investigates the mandatory minimum requirements for certification of officers in charge of a navigational watch on ship specified in the international convention of STCW. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. The paper suggests adjustment of the evaluation range, increment of evaluation items, diversification of evaluation types, differentiation of certification-related education by officer's commissioning program in order to improve the PQS system.
