A Study on Risk Analysis of Marine Accident for Sea Trial Ships (우리나라 시운전 선박의 해양사고 위험성 조사 분석 연구)

  • Approximately 4,000 vessels including sea trial ships per day are passing, entering or departing from Korea coastal waterway. Sea trial ships have erratic navigating patterns such as quick turning, crash stop and do not communicate with other vessels in appropriate time, so sea trial ships are often to expose dangerous situation such as collision in heavy traffic area. To identify the sea trial vessel's risk factors, this paper surveyed marine traffic volumes for 7 days in Korea harbour & coastal waterway, and it analyzed marine accident rate and intended to identify the risk degree of passing vessels. After that, this researched how many sea trial ship's traffic and what is the sea trial risk among sea trial items. We also conducted survey questionnaire and identified risk factors of sea trial ship. So this paper aimed to enhance the safety of korea coastal waterway to prevent sea trial ship's marine accident.

A Study on the Effect of Designated Domestic Traffic Separation Scheme(TSS) -Focused on the Marine Casualty & the Marine Traffic Flow- (국내 통항분리수역 설치 효과에 관한 연구 -해양사고 및 해상교통흐름을 중심으로-)

  • The "ship's routeing" system was adopted by IMO and has been operated on the major sea routes of all over the world for the prevention of marine casualty and the improvement of marine traffic flow. Thereupon, also in Korea, the "Hong-do" and "Bogil-do" sea routes on southern coast were designated to mandatory sea area by traffic separation scheme(TSS) in 2003, and the "Geomun-do" sea route on southern coast was designated in 2005. But there were few or no studies on the effect of designated traffic separation scheme in Korea. For this reason, in this paper, we evaluated the contribution of traffic separation scheme to the prevention of marine casualty and the improvement of marine traffic flow after designation of domestic traffic separation scheme using data of the marine casualties and ship's tracks from AIS information. The results of evaluation showed that on the contrary, the cases of marine casualties were increased on some sea routes and regular traffic flows were disturbed by some vessels after designation of traffic separation scheme. For the safer and better sea routes, alternative ideas such as reposition of ship's routing on "Hong-do" and "Bogil-do" sea areas were suggested.

The Clinical Studies for the effects of MyoFascial Releasement on Patients with Nuchal Pain Caused by Traffic Accidents (교통사고로 유발된 경항통 환자의 근막이완술의 효과에 대한 임상적 연구)

  • Objectives : The purpose of this study is to find out the effects of myofascial releasement on nuchal pain caused by traffic accidents. Methods : The 30 patients were divided into 2 groups : group A was treated except myofascial releasement and group B was treated with myofascial releasement. Both group were treated with acupuncture treatment, physical theraphy and herbal medication. Patients were evaluated by McGill Pain Questionnaire-Short Form(SF-MPQ), Visual Analogue Scale(VAS), Pain Disability Index(PDI) and Neck Disability Index(NDI). Results : 1. Both Group were significantly decreased in affective of SF-MPQ, VAS, after 10 times of treatment. 2. Group B compared with the Group A was significantly decreased in affective of SF-MPQ, NDI and PDI after 10 times of treatment. Conclusions : We found out that myofascial releasement is considered to be effective and useful on nuchal pain caused by traffic accidents.

  • At recently, Oil spill accident of large size oiler that happen domestic and outside the country is occured to social impact us as well as economical damage in sea environment. Also, because spread extent of pollution accident is reaching harbor, bay and close water areas, as necessity that traffic control ships are sea place. VTS is changing to concept that control space is magnified gradually. Our country is operated to 14 harbors which is control center. But abroad is operating coastal VTS that do main waterway and coastals to authority dimension. Therefore, necessity that traffic density of ship manages high coastals and ship traffic of waterway to our country is risen. This paper is execute sea traffic survey at Mokop sea areas and sea casualty occurs. It proposal that coastal VTS center field of most suitable and position of radar site.

  • Many ships' collision accidents occur due to unlawful action at sea. And also at shore traffic, many car collision accidents occur due to unlawful action. Therefore In this study we analyzes actual collision accidents at sea with the regards of liability. and search and analyze similar car collision accidents at shore traffic to compare it with the ship collision. In result, this study suggests the liabilities of the two different types accidents are needed to change more reasonable liability apportionment.

  • In adjacent sea areas of Yeosu, there are many crossing traffics between eastbound and westbound vessels. Traffic congestion is increasing in sea area of east Sori island and near Yokji Island. In this research, we established TSS near Yeokmando Areas and new recommended route which connected to Seopdo west recommended route to reduce meeting traffic between eastbound vessels and westbound vessels.

  • In adjacent sea areas of Yeosu, there are many crossing traffics between eastbound and westbound vessels. Traffic congestion is increasing in sea area of east Sori island and near Yokji Island.   • Korea has very strong shipbuilding industry in the world, so many new ships are constructed in Korean shipyards. These built vessels are carrying out sea trial at sea before delivering to shipowner, and sea trial ships cause navigation risk to other passing vessels to accomplish sea trial tests as quick turning, zigzag maneuvering and crash astern etc. in traffic congestion conditions. It occurred more than 1 collision accident related sea trial for recent 5 years. It has been increased about 30% of risk because of navigation of sea trial vessel by marine traffic flow simulation. This paper analyzed marine traffic density surveyed by AIS data for 7 days, and investigated position of marine accidents for 5 years in Korean coastal waterway, it established the sea trial prohibition areas as 10/100 level of total marine traffic volume, which is considered no danger for ship operator. This analyzed maritime safety law for setting of the prohibition waters to propose the basic legal system. It makes contribution to marine pollution prevention by setting of the sea trial prohibition water to improve the ship's navigation safety.

  • Incheon International Airport is becoming a hub in the Northeast Asia region since its opening in 2001. Along with an increasing volume of air traffic, demands for airspace are also increasing significantly. In particular, air traffic delays have been growing rapidly due to an increasing volume of air traffic, specially flying to Europe through China. And therefore, there should be an alternative protocol to prevent flight delays. The main purpose of this study is to review current West Sea Airways of G597/Y64 which contains highly potential problems and to evaluate the efficacy of double-tracked airways in the west sea area.

Effect of Maritime Traffic Control Radar Interference by a small number of Wind Turbines (소수의 풍력발전기에 의한 해상관제 레이더 간섭 영향)

  • This paper presents a methodology to analyze the interference of maritime traffic control radar by wind turbines installed in the sea, and the interference result of the maritime traffic control radars by a small number of wind turbines installed in sea near Gunsan port (Gunsan vessel traffic services). A ray based electromagnetic analysis software is used to analyze the interference. The geographic information system map containing altitude data, drawing of wind turbines, and sea with waves are imported to the software to analyze the effect of the terrain and the wind turbines. According to the analysis, a small number of wind turbines, not large scale wind farms, has no severe impact on the operation of the radar.
