Strategic Environmental Assessment for the Master Plan of Tonkin Gulf Coastal Economic Belt Development: Lesson Learnt

  • Methodology and application of Strategic Environmental Assessment (SEA) for policies, plans, and programs are still new approach in Vietnam. With a support from Vietnam-Swedish Project (SEMLA) and Ministry of Natural Resources and Environment (MONRE), SEA for the Tonkin Gulf Coastal Economic Belt Development Plan was conducted in 2008. Lessons obtained from this SEA may contribute to improving methods and practicing SEAs for regional development. The main lessons summarized in this paper are: (i) close cooperation between the planning and environmental teams from the beginning phase of a master plan; (ii) SEA should focus not only on impacts to the natural environment but also on main issues of socio-economic aspects; (iii) approaches and methods used in SEA should be appropriate to properly predict the impacts at regional-levels and cumulative impacts; (iv) a good SEA study may be achieved when detailed data on the environment and socio-economy of the study area are available and have active engagement of stakeholders, including project affected sectors, ecologists, planners, policy makers, etc. This paper is useful for whom, those work in SEA in regional development.

부산 연안역에서의 국지풍모델을 이용한 이류확산 수치모의 (Numerical Simulation of Advection and Diffusion using the Local Wind Model in Pusan Coastal Area, Korea)

  • The two-stage numerical model was used to study the relation between three-dimensional local wind model, advection/diffusion model of random walk method and second moment method on Pusan coastal area. The first stage is three dimensional time-dependent local wind model which gives the wind field and vertical dirrusion coefficient. The second stage is advection/diffusion model which uses the results of the first stage as input data. First, wind fields on Pusan coastal area for none synoptic scale wind showed typical land and sea breeze circulation, and convergence zone occured at 1200LST in northern of domain, in succession, moved northward of domain. Emissions from Sinpyeong industrial district were trasnported toward the inland by sea breeze during daytime, and reached the end part of domain about 1800LST. During nighttime, emissions return to sea by land breeze and vertical diffusion also contributes to upward transport. In order to use this model for forecast of air pollution concentration on the Pusan coastal area, it is necessary that computed value must be compared with measured value and wind fields model must also be dealt in detail.

황해 동부해역 표층퇴적물의 중금속 농도 분포 (Distribution of Heavy Metal Concentrations in Surface Sediments of the eastern Yellow Sea)

  • 황해 동부해역 표층퇴적물의 중금속 분포 특성을 파악하기 위하여 입도, 유기탄소(TOC)와 함께 중금속 원소들(Cu, Pb, Zn, Cd, Cr, Mn, As, Ni, Co, Li, Fe, Al)의 농도를 분석하였다. 연구결과에 따르면, 일부 정점에서 Pb, Mn, As를 제외하면 모든 중금속 농도의 분포는 입도 및 TOC의 분포와 유사하게 황해 중앙해역에서 상대적으로 높고, 한국 연안으로 갈수록 감소하는 경향을 보였다. 입도와 중금속 농도간의 관계를 통하여 대부분의 금속은 입도가 세립할수록 농도가 높게 나타나는 일반적인 경향을 보였다. 그러나 일부 정점에서 Pb은 조립질 퇴적물에서의 암석기원(feldspar) 영향, Mn은 생물기원($CaCO_3$) 영향, As는 중광물(pyrite) 특성에 따라 분포 양상이 다르게 나타났다. 과거에 조사한 자료(2000년)와 비교했을 때, 황해 동부해역에서 지난 15년 동안의 추가적인 중금속 농축은 없었고, 투기해역에 대한 저질환경은 과거에 비해 크게 개선되지 못한 것으로 나타났다. 연구해역 내 모든 중금속의 농도는 한국과 중국에서 규정하고 있는 최소기준(TEL, MSQ-1)보다 낮았지만, 농축지수(enrichment factor; EF), 농집지수(geo-accumulation index; $I_{geo}$), 생태위해성지수(ecological risk index; ERI)는 Cu, Pb, Zn, Cr이 황해 중앙해역에서 상대적으로 높게 나타났다.

선택실험법을 이용한 해역수질 속성의 비시장적 가치 추정: 인천특별관리해역을 중심으로 (Using a Choice Experiment to Measure the Non-market Value of Sea Water Quality with a Focus on the Incheon Special Area Management Plan)

  • 인천연안은 인천광역시, 경기도 김포시 시흥시 안산시 일대로, 양식장에서 발생하는 쓰레기, 어업활동 후 버려진 어구 어망, 육상에서부터 한강을 타고 흘러오는 쓰레기 때문에 인천연안의 해양생태계의 변화가 우려되고 있다. 인천연안이 심각하게 오염되자 해양수산부는 인천연안을 특별관리해역으로 지정하여 해양환경 자산인 해역수질을 보존하고 있다. 이러한 배경 하에서 본 연구는 인천연안 해역수질의 비시장 가치를 선택실험법(choice experiment)을 이용하여 평가한다. 이를 위해, 전국 1,000 가구를 대상으로 면대면 설문조사를 실시하였고, 속성 각각의 한계지불의사액(MWTP, marginal willingness to pay)을 추정한다. 인천연안 해역수질의 속성별 가치(가구당 연간 한계지불의사액)를 추정한 결과, 가구당 연간 해역수질 1 %p 개선의 MWTP는 75원, 동물종의 다양성 증가의 MWTP는 135원, 식물종 다양성 증가의 MWTP는 309원, 해양쓰레기 1 %p 저감의 MWTP는 72원으로 나타났다. 모든 추정결과는 유의수준 1 %에서 유의한 것으로 나타났다. 본 논문의 주요 결과는 정책당국에 해양환경 관리정책 수립과 평가에 유용하게 활용될 수 있다.

Species Composition and Spatial Distribution of Euphausiids of the Yellow Sea and Relationships with Environmental Factors

  • We investigated species composition and spatial distribution of the euphausiid community in the Yellow Sea and identified the relationship with environmental factors (temperature, salinity, chlorophyll $\alpha$, nitrate, phosphate, and silicate) using bimonthly data from June, 1997 to April, 1998. The environment varied during the sampling period. In warm seasons, thermocline was well developed rendering lower temperature and higher salinity and nutrient concentrations in the bottom layer. During cold seasons the water column was well mixed and no such vertical stratification was noted. Horizontal distribution of temperature, however, differed slightly between near-coast and offshore areas because of the shallow depth of the Yellow Sea, and between southern and northern areas because of the intrusion of water masses such as Yellow Sea Warm Current and Changjiang River Diluted Water. Four euphausiid species were identified: Euphausia pacifica, E. sanzoi, Pseudeuphausia sp. and Stylocheron affine. E. sanzoi and S. affine were collected, just one juvenile each, from the southern area in June and December, respectively. Pseudeuphausia sp. were collected in the eastern area all the year round except June. E. pacifica occurred at the whole study area and were the predominant species, representing at least 97.6% of the euphausiid abundance. Further, the distribution pattern of the species was varied in regards to developmental stages (adult, furcilia, calyptopis, egg). From spring to fall, E. pacifica adults were abundant in the central area where the Yellow Sea Bottom Cold Water prevailed. Furcilia and calyptopis extended their distribution into nearly all the study area during the same period. From late fall to winter, adults were found at the near-coastal are a with similar pattern for furcilia and calyptopis. The distribution pattern of E. pacifica was consistent regarding temperature, salinity, and three nutrients during the sampling period, whereas chlorophyll $\alpha$ showed a different pattern according to the developmental stages. The nutrients should indirectly affect via chlorophyll $\alpha$ and phytoplankton concentration. With respect to these results, we presented a scenario about how the environmental factors along with the water current affect the distribution of E. pacifica in the Yellow Sea.

동해구외끌이중형저인망에 의한 동해 중남부 해역 저어류의 종조성 및 군집구조 (Species Composition and Community Structure of Demersal Fish Caught by a Danish Seine Fishery in the Coastal Waters of the Middle and Southern East Sea, Korea)

  • We examined the species composition and community structure of demersal fish in the middle and southern coastal waters of the East Sea of Korea by surveying a commercial Danish seine fishery from 2010 to 2013. We considered the waters north of $37^{\circ}N$ as middle and those south of $37^{\circ}N$ as southern waters. A total of 79 demersal fish species belonging to 18 families were collected. Of these, 59 species (77.6%) inhabited only the East Sea as opposed to the West and South Seas of Korea, and most were resident species. The species and biomass were similar between the two portions of the study area. The sandfish Arctoscopus japonicus (78.0%) and the blackfin flounder Glyptocephalus stelleri (65.1%) were the most common species and accounted for the most biomass in the middle and southern waters, respectively. Fish were most abundant at shallow depths (50-100 m) in the middle portion of the East Sea. Using a cluster analysis, we divided the species composition and community structure at the sampling stations into three groups: middle portion (group A), deep area of the southern portion (group B), and shallow areas of the southern portion (group C). A. japonicas and G. stelleri were dominant in groups A and B, while G. stelleri and Clupea pallasii were dominant in group C.

Evaluatinon of the Surface Water in Southwest Area of Vietnam

  • This study surveys the surface water environment in Southwest sea areas of Vietnam in order to evaluate the current environment. It collects and analyzes experimental results of programs, scientific subjects, and international projects relevant to ecological areas and coastlines of Kien Giang province. The methods analyzed and discussed by specialists are evaluated according to pollution coefficients established by the World Health Organization (WHO), sampling methods, and case study analyses. Comparison between the scale of pollution levels and the surface water quality in experimental areas of Long Xuyen Quadrangle shows a light-moderate pollution level. In Ca Mau Peninsula, the surface water source is only slightly polluted. Sea areas and islands are also light-moderately polluted. Computing results from water quality indices (WQI) show the level of pollution in experimental sites. Activities such as constructing infrastructures for tourism, exploiting minerals, and increasing population accelerate environmental pollution by deteriorating inherently sensitive ecosystems like corals, sea grass, mangrove swamps, and Melaleuca forests. Surveying and evaluating the present situation of surface water are fundamental solutions for environmental protection in the Southwest sea areas of Vietnam.

해상교통안전진단제도와 해역이용협의제도간 연계성에 관한 연구 (A Study on Connectivity between Maritime Traffic Safety Audit Scheme and Sea Area Utilization Impact Assessment)

  • 본 연구에서는 선박항행이 허용되어 선박이 다니는 공유수면의 일정부분을 바다골재채취구역으로 하는 골재채취업에 대한 법적근거, 해상교통안전진단제도와 해역이용 협의 및 평가제도의 평가에 대한 중복성 및 양 제도간 적용 우선순위 등의 문제점으로 사업자에게 시간적 경제적 부담을 가중시키고 있으므로, 문제점 해결을 위한 개선방안을 제시하였다. 해양수산부에서 해사안전법과 해양환경관리법을 담당하고 있으므로 업무 협조체계를 유지하여 각각의 제도 평가위원회에 상호 전문가를 포함하는 방안과, 법률을 개정하여 근본적으로 해결하는 방안이 있다. 이를 통하여 해양에서 발생하는 사고의 개연성을 감소시키고 해양환경을 보호하는 방법이 될 것이다.

서남권 다도해 해역의 해양레저 기반여건분석 (Analysis of Marine Leisure base condition for the Archipelago at the Southwest Sea Area)

  • 본 논문에서는 해양레저를 즐길 수 있는 천혜의 자연조건을 가진 서남권 다도해 해역의 해양레저 기반여건 분석에 관하여 논의한다. 먼저 국내 해양 레저와 요트 산업의 현황과 문제점에 대하여 분석하고 개선 방안을 제시한다. 특히 환경 친화형의 마리나 시설을 서남권 다도해 해역에 적용하여 그 타당성을 분석한다.
