A Study on the Safety and Management Plan of Aviation Maintenance due to Human Error (인적오류에 의한 항공정비의 안전과 관리방안에 관한 연구)

  • The proportion of airline accidents caused by human factors is steadily increasing. The aviation industry has made considerable progress in reducing the accident rate; however, since the early 1980s, the accident rate has remained constant. Due to airspace congestion, the safety margins of these existing safety promotion methods are gradually decreasing; thus, new methods to prevent accidents and quasi-accidents must be devised. Causative factors of aviation accidents include increased air traffic due to increased air demand, increased cumulative working hours due to long-distance flights, and complicated flight environments. Accidents often occur when several small errors accumulate in the normal course of operation, rather than after a single error. Accordingly, in this study, the impacts on air navigation due to human error by aviation maintenance personnel and varying international standards (i.e., KOCA vs. F.A.A vs. EASA) analyzed, and the relationship between human decision-making and behavior was investigated. The resulting safety analysis and alternatives were presented to prevent aviation maintenance accidents and cognitive ergonomics errors.

  • In the marine accidents judgment, investigation of truth of matters is one of important process to find out the reason of ship collision accidents. In this paper, reproduce system of ship collision accidents using ship manoeuvirng simulator technique will be introduced with which marine accidents can be easily reproduced in visual display at the case of marine accidents trial. In this system if the users select the type of ship and location of accidents, the process of ship collision will be provided in 2D and 3D display. The system also provides environmental visualizationdisplay such as fog whether and day-night view including various view angle that can be helpful to find out the reason of accidents.

  • Efforts are being made to prevent traffic accidents in the school zone in advance. However, traffic accidents in school zones continue to occur. If the driver can know the situation information in the child protection area in advance, accidents can be reduced. In this paper, we design a camera that eliminates blind spots in school zones and a number recognition camera system that can collect pre-traffic information. It is designed by improving the LIDAR system that recognizes vehicle speed and pedestrians. It collects and processes pedestrian and vehicle image information recognized by cameras and LIDAR, and applies artificial intelligence time series analysis and artificial intelligence algorithms. The artificial intelligence traffic accident prevention system learned by deep learning proposed in this paper provides a forced push service that delivers school zone information to the driver to the mobile device in the vehicle before entering the school zone. In addition, school zone traffic information is provided as an alarm on the LED signboard.

  • Accident rate in the construction industry of South Korea is increasing every year, and it represents the highest percentage among industries. This shows that activities performed to prevent safety accidents in the country are not efficient when it comes to reduce the accident rate. In order to resolve this issue, a model for the prediction of human accidents should be established. In addition, it is required a quantification study based on pattern of human accidents. Therefore, the objective of this study is to quantify uncertainty of human accidents risk and predict how to change in various circumstances by using Monte Carlo Simulation. To achieve the objective, first, pattern of human accidents was defined. Second, insurance claim payout and information of human accidents during 14 years in construction site were collected. Third, descriptive analysis is conducted to determine the characteristics of the accident pattern. Fourth, to quantitatively analyze the pattern of the human accidents, the population of each accident occurrence and payout were estimated. Finally, estimated populations was analyzed according to characteristics of distribution by using Monte carlo simulation. In the future, this study can be used as a reference for developing the safety management checklist in construction site and development of prediction models of human accident.

Improvement Strategy for Management of Accident Preparedness Substances Causing Chemical Accidents (화학사고 유발 사고대비물질 관리 개선 방안)

  • Chemical accidents occur by a variety of causes and aspects. Accident preparedness substances (APS) are defined by toxic chemicals highly likely to cause accidents due to their high acute toxicity, explosiveness or likely to cause severe damage where a chemical accident occurs among the chemicals. APS is designated and announced by Presidential Decree. However, chemical accidents occurred for recent 7 years were arisen mainly from non-accident preparedness substances, and only 24 species were included as chemical accident trigger among total 69 APS. In addition, APS were designated in 2014 and the list has not been updated since then although it needs to be amended in several aspects. Accordingly, this study analyzes the necessity of modification of APS management, and presents improved plans.

A Study on Certification of Officers in charge of a Navigational Watch on Tug-barges

  • Marine accidents related to the tug-barges are frequent recently, such as oil spill caused by collision between oil tankers and tug-barges. There are many causes of these accidents, but poor working condition of operators takes up a considerable part of most causes. That is, the danger of accidents caused by fatigue accumulation exists in tug-barges of less than 200 gross tonnage engaged on near-coastal voyages or short shipping, because of the long-distance navigational watch by only one master. This paper aims to deduce problems of human element part out of the plan of sqfe navigation, and to propose legal amendments for preventing marine accidents by tug-barges.

  • Using a sample of 180 managers in small and medium sized organizations in Chungcheong and Southern Gyeonggi Province, we proposed that official communication channel on safety issue will influence managers' safety climate, empathy (safety climate), and eventually occupational accidents. The results supported our hypotheses, showing managers concern about their employees' safety issue when the organization officially emphasize on safety issue. At the same time, it also tells that managers are emphatic on their employees regarding occupational accidents when it comes to safety climate.

  • Unlike conventional transmission and distribution lines, catenary system for operating electric railway vehicles are composed of multi-conductor groups (feeder line, contact wire, messenger wire, protection wire) and are used for railway employees, public or passengers in the station yards. Electric shock hazards are exposed and electric shocks such as death or serious injury are occurring in electric railway vehicles, railway high-voltage distribution lines, and catenary system. In order to analyze the types of electric shock accidents on railway by systematic approach method, we modeled 'unsafe behavior classification' method using swiss cheese model. Based on this method, we derived the type of electric shock accidents about railway accidents during the last 5 years by analyzing the frequency of occurrence of human errors and unsafe acts, laws and regulations related to violations, and so on.

  • In this paper, to prevent accidents of school vehicles used by students, which have emerged as a continuous social problem, a boarding and leaving notification system using Bluetooth beacons is proposed. The platform structure uses Bluetooth, a smartphone, and an application, and provides real-time message reception between parents and teachers. It is not simply a system with Bluetooth capability alone, but also an IcT technology that is closely related to real life using two-way communication. The purpose is to provide user-friendly ICT technology as an integrated system for more practical effects. Two-way exchange of information between parents and teachers using cloud servers is made possible. By using this Bluetooth beacon notification system, safety accidents in student vehicles are reduced, which brings confidence from traffic accidents to schoolchildren of parents and teachers. Therefore, it is expected that parents and teachers are expected to improve their mental stability and quality of life from traffic accidents.

  • Marine pilot occupational accidents during transfer to/from the ship are at the top of the agenda after several safety campaigns by IMPA and individual attemptsThere is multiple transfer method for the marine pilot, but a most common way is to use the pilot cutter. This paper aims to predict marine pilot occupational accidents before it occurs by using historical data.
