The role of scholarly journals in academic world is widely know and is recognized as the most important tool to improve the quality of scholarly communication. To do this, reasonable and legitimate evaluation methods are to be designed and to be applied. However, despite a lot of criticism regarding this issue, current journal evaluation policies have not drawn attention in related disciplines. In this regard, this paper attempts to shed light on some aspects related to the Korea Research Foundation's journal evaluation policy. Potential problems are particularly highlighted. It also addresses issues in using such data and tools in evaluating scholarly performance of researchers in academic institutions.

This paper explores the opportunities for scholarly publishing as part of the educational activities of the system of extracurricular research and experimental education, UNESCO Category 2 Centre, "Junior Academy of Sciences of Ukraine" (hereinafter referred to as the JASU), using Open Journal Systems (hereinafter referred to as OJS) publishing platform. The purpose of the study was to identify and select a publishing model and substantiate the procedures for the launch of an OJS-based open-access student scholarly e-journal with a view of improving scholarly communication between gifted children from Ukraine and other countries.

This study analyzes a copyright possession of scholarly journal papers which is published from academic society. There are three ways where the author transfers the copyright to a society, the author has the copyright, and the author and society own jointly the copyright. These ways are analyzed with their strong and weak points and then presented the desirable plans.

The major concern of scholarly communication system that consists of libraries, researchers, and publishers is scholarly journals. But there is a huge chasm between the groups that have their own respects and strategies, compensations, and rights about scholarly journals. This difference makes open access movement which has two strategies: Open Access Journal(OAJ) and Open Access Archives (OAA). This paper describes the current status and analyses serious limitations of OAJ and OAA, especially, including the present address in the field of library and information science.

The overall purposes of this study are to identify actions taken to counter predatory publishing practices as well as to propose an ICT-based model to detect such practices. The need to raise quantitative performance metrics to support career goals has created immense pressure on researchers to publish in the literature as frequently as possible. This "publish or perish" syndrome appears to be fueling a rise in scholarly journals and conferences that provide quicker and easier routes to publication. However, such avenues sometimes involve questionable academic practices with important ethical ramifications. One notable example is the proliferation of predatory publishing, including predatory journals and fake conferences. The widening impact of such activities is beginning to prompt academic societies, publishers, and institutions to take measures. This paper discusses the issues on predatory publishing practices, and some of the actions taken by various stakeholders to address these practices. In order to build a transparent and sustainable scholarly publishing ecosystem, this study highlights multi-dimensional and specific solutions, including reforms to research ethics codes, research management rules, and legal protection from exploitative practices. This paper proposes an ICT-based cooperative model for monitoring of predatory publishers as a potential solution to create a sustainable and transparent infrastructure for a scholarly publication system guarding against misconduct in publishing practices.

The open access digital library is a practical, cost-effective digital collections capturing and preserving the intellectual output of academic institution including university, research institute.

Since the Web is dynamic, it is necessary to analyze scholarly Web space with both quantitative and qualitative methods for better understanding of communication characteristics. In this study, we analyzed contents of pages and links to ascertain the characteristics of Korean scholarly Web space in terms of network structure and communication behavior. The result shows that the structure of the original network with all the external links remained is not much different from that of the network with activated external links only. However, the purposes of linking vary among scholarly institutions. The centrality measures correlate more strongly with the clustering coefficient than with the constraint index implying the similar explanatory power of the two types of structural indices.

The serials pricing and licensing crises have caused the problem of limited access to scholarly information and the problem of its preservation. To cope with these crises, various types of scholarly communication models are under study now. Open Access is one of the possible solutions among these new trials. This study has investigated the history of Open Access, articulated the first considerations for the spread of Open Access, and proposed the role of librarians during the progress.

The purpose of this research was to investigate cognitive differences between the processes making hyperlinking and citing decisions as perceived by scholarly authors themselves. 15 Indiana University faculty and doctoral students who had published at least one scholarly electronic paper containing at least one external hyperlink were interviewed. Four different types of hyperlinking behaviors were emerged from the interview data. The findings of the study revealed that there are no consensually agreed-upon conventions on the use of hyperlinks in scholarly environments although the majority of the authors tend to follow the implicit norms of conventional citation practices.

Emerging ubiquitous computing and mobile communication urges changes in academic libraries' information services. This study is to explore the future scholarly information services in academic libraries, by adopting a future research method, scenarios. It identifies the key forces in the scholarly information flows, scans the range of alternatives, and describe the possible behaviors of the three groups of main actors: publishers, academic libraries, and users.
