The Current Status of Domestic Marine Salvage Industry and Measures for its Promotion (국내 해양 구난산업의 현황과 육성방안에 관한 연구)

  • Since marine accidents cause large-scale damage to human lives and the marine environment, prompt response measures are crucial including salvage operations for ships and cargoes along with lifesaving operations. In Korea, marine salvage operations are mainly dependent on global salvage companies in case of large-scale marine accidents due to lack of national capacity for marine salvage. The purpose of this study was to suggest public measures for the promotion of the private salvage industry by identifying the current situation and problems in the domestic marine salvage industry. As a result of the study, the measures of setting up a dedicated agency to support the domestic salvage industry and the function of the dedicated agency were identified and presented. In addition, the main points of the bill of "Law on the Promotion of the Domestic Salvage Industry" were presented to support and promote the salvage industry. To prepare the draft bill of law, relevant domestic laws and international conventions were examined to define the terms and regulations. Based on the legislation enacted as a result of this study, relevant ministries should focus on the legislative process. Legislation can be pursued by competent ministries in cooperation with the private sector and academia. It is expected that this study will help in the development of the domestic marine salvage industry and enhance the national response capacity for marine accidents in Korea.

Ordering Policy for Planned Maintenance with Salvage Value

  • A spare ordering policy is considered for planned maintenance. Introducing the ordering, uptime, downtime, inventory costs and salvage value, we derive the expected cost effectiveness. The problem is to determine jointly the ordering time for a spare and the preventive replacement time for the operating unit which maximize the expected cost effectiveness. Some properties regarding the optimal policy are derived, and a numerical example is included to explain the proposed model.

  • There has been increasing the possibility of occurring the marine accident and become bigger the extent of damage with the growing number and high speed of ships. Also, there were tremendous loss of lives and properties in accidents of Hebei spirit in 2007 and Cheon Ahan war ship in 2010 with the insufficient salvage response and the lack of emergency response systems. When a ship has suffered an incident, the best way of preventing damage or pollution from its progressive deterioration would be to providing a place of refuge and to repair the damage rapidly. Therefore, it was examined the recent collision accident broken out near the Nam-Hae, and then suggested that it was necessary to be improved of the domestic salvage systems. It requires the procedures of providing a place of refuge, and the towing support system which make the damaged ship moved to the safe area, and joining of the ISU.

  • International Hull Clauses(IHC(2003)) which have replaced the old system, Institute Time Clauses, Hull(ITCH), used more than 100 years in the shipping industry that did not fit the reality of the market and customs was announced in 01/11/2003 and was intended to supplement the existing issues to reflect the terms that had been used. IHC(2003) was composed of systematical and logical phrases to minimize the conflict which happened between the insured and the insurer after the incident. But IHC(2003) is being ignored by both the insured and the insurer in the shipping industry due to the differences in both positions. In addition, the studies about IHC(2003) in local academics are very low and many companies in the shipping industry are using both systems, IHC(2003) and ITCH so the usage of IHC(2003) is not so activated. Thus, this study will examines the main features and the compositions of IHC(2003) and compare IHC(2003) with ITCH(1983) in some provisions in both systems and then derive some similarities from the both systems and finally would suggest the necessity and validity of active use of IHC(2003).

Physics-based Salvage Simulation for Wrecked Ship Considering Environmental Loads (환경 하중을 고려한 침몰 선체의 물리 기반 인양 시뮬레이션)

  • Before salvaging a wrecked ship, the physics-based simulation is needed to predict lifting force before real operation by floating crane or barge. Procedures affecting lifting force for the salvage can be divided into three stages. At the first stage, the bottom breakout force for the wrecked ship to escape from seabed sediment should be calculated. At the second step, the current force acting on the wrecked ship while lifting from the seabed to near sea surface should be considered. Finally, buoyancy change near at the sea surface when the wrecked ship start to escape from the water should be considered. In the previous studies, only the breakout force at the first stage was calculated based on simple assumption of embedment depth and contact area of the wrecked ship. Therefore, we develop a program for salvage simulation including whole stages. It is composed of four modules such as the equations of motion, time integration, force calculation, and visualization. As a result, it is applied to simulate lifting the wrecked ship according to various environmental loads including seabed sediments.

Safe and Simplified Salvage Technique for Exposed Implantable Cardiac Electronic Devices under Local Anesthesia

  • Background Skin erosion is a dire complication of implantable cardiac pacemakers and defibrillators. Classical treatments involve removal of the entire generator and lead systems, however, these may result in fatal complications. In this study, we present our experience with a simplified salvage technique for exposed implantable cardiac electronic devices (ICEDs) without removing the implanted device, in an attempt to reduce the risks and complication rates associated with this condition. Methods The records of 10 patients who experienced direct ICED exposure between January 2012 and December 2015 were retrospectively reviewed. The following surgical procedure was performed in all patients: removal of skin erosion and capsule, creation of a new pocket at least 1.0-1.5 cm inferior to its original position, migration of the ICED to the new pocket, and insertion of closed-suction drainage. Patients with gross local sepsis or septicemia were excluded from this study. Results Seven patients had cardiac pacemakers and the other 3 had implantable cardiac defibrillators. The time from primary ICED placement to exposure ranged from 0.3 to 151 months (mean, 29 months. Postoperative follow-up in this series ranged from 8 to 31 months (mean follow-up, 22 months). Among the 10 patients, none presented with any signs of overt infection or cutaneous lesions, except 1 patient with hematoma on postoperative day 5. The hematoma was successfully treated by surgical removal and repositioning of the closed-suction drainage. Conclusions Based on our experience, salvage of exposed ICEDs is possible without removing the device in selected patients.

A Joint Optimization of Ordering and Replacement Policy Under Minimal Repair (최소수리가 가능한 시스템의 주문 및 교체정책 통합 최적화)

  • Maintaining a complex repairable system can be achieved by repairing, replacing, or any other activities. This paper proposes a joint optimization policy that is composed with ordering and replacing under minimal repair for the complex system. For this purpose, we derive the expected cost due to the minimal repair, ordering, downtime, inventory costs, and salvage value of units that follow generally distribution. Some properties about the optimum ordering policy that are suggested for our purpose shows that the optimum ordering policy minimizing the expected cost is either one of the two typical policies : (1) the original unit is replaced as soon as the ordered spare is delivered, or (2) the delivered spare is used as inventory part until the original unit fails.

  • This paper presents an operation and planning model of integrated energy systems which consist of small scale cogeneration systems, thermal accumulator, ice storage and electrical energy storage systems. In the proposed planning model, an optimization of total cost which contains investment, operation, thermal shortage and salvage costs has carried out with the maximum principle based on the lifetime of each system component and unit price per capacity. From this model, optimal investment capacity per annum can be determined during the studied periods using the marginal costs according to the operation characteristics of each system component.

Limb Salvage Operation with Recycled Autogenous Bone Graft (자가골 재이식술을 이용한 사지 구제술)

  • Purpose: To determine the usefulness of limb salvage operation with recycled autogenous bone graft in musculoskeletal malignant tumors. Materials and Methods: Twenty nine cases, who underwent limb salvage operation with recycled autogenous bone graft for the treatment of musculoskeletal malignant tumor between February 1990 and January 2003, were included. There were 18 males and 11 females and the mean age was 33 years (range, 10 to 65 years). The mean follow-up period was 51.8 months (range, 18 to 117 months). The Enneking stage was IIA in 10 cases and IIB in 19 cases. The recycling method of autogenous bone was deep freezing in 6 cases, autoclaving in 11 cases, pasteurization in 7 cases and the composite of autoclaving and vascularized fibular graft in 5 cases. The union of junctional site was evaluated radiologically and the functional results was analyzed by the grading systems of the International Symposium On Limb Salvages (ISOLS). Results: The mean union time was 7.2 months (range, 3 to 15 months). The union took 5.8 months (range, 4 to 8 months) in deep freezing, 9.7 months (range, 6 to 15 months) in autoclaving, 5.9 months (range, 4 to 8 months) in pasteurization, and 5 months (range, 4 to 8 months) in the composite of autoclaving and vascularized fibular graft. The mean functional evaluation percentage was 76.8% (range, 40 to 90%). It was 65.8% (range, 40 to 85%) in deep freezing, 76.6% (range, 40 to 90%) in autoclaving, 81.6% (range, 70 to 90%) in pasteurization, and 83.4% (range, 75 to 90%) in the composite of autoclaving and vascularized fibular graft. There were 6 cases of complications including 1 case of local recurrence, lung metastasis, infection, fracture, respectively and 2 cases of nonunion. Conclusion: The limb salvage operation with recycled autogenous bone graft is a useful treatment method for the musculoskeletal malignant tumors. Particularly, autoclaving is the most reliable sterilization method. The vascularized fibular graft can compensate decreased osteoinductivity and mechanical strength of recycled bone. So, the composite of autoclaving and vascularized bone graft seems to be a favorable treatment method for high grade malignant musculoskeletal tumors.

A Study on the Estimation of Economic Depreciation Rate on Industrial Property Using Broad Group Procedure (BG 방법을 활용한 제조설비의 경제적 감가상각률 추정방안)

  • When the number of items of same type of industrial property is quite large, calculating depreciation for a group of such items may be more efficient than depreciating each item separately. Several different depreciation systems may be used for group depreciation. If the life of each vintage in an account are not estimated, then the BG procedure can be used; the BG procedure puts all vintages of the same type of property into a single broad group for depreciation purposes. In this case, only an estimate of the PASL and the net salvage ratio for all the property in the broad group is needed to calculate the depreciation charge.
