Bioethical Approach for Nursing Research -Focused on the Use of Research Ethics Committees (간호학 연구의 윤리적 접근)

  • Purpose: This paper was written to introduce methods of using the research ethics committee (RES) from requesting the initial review to reporting the close-out for nursing researchers. Methods: General ethical principles were described by reviewing the 'Bioethics and Safety Act' and other related guidelines, and constructing some questions and answers. Results: The results were composed of three parts; definition of RES, steps in using RES, and archiving. The 7 steps for using RES were; identifying whether the study needed to be reviewed, by the RES identifying whether the study could be exempted, requesting the initial review after preparing documents, requesting the re-review, requesting an amendment review, requesting a continuing review and reporting the close-out. Conclusion: Nursing researchers need to receive RES approval before starting nursing research involving human subjects. Nursing researchers are urged to use the steps reported in this paper to receive RES approval easily and quickly.

  • HANARO is a multipurpose research reactor located at the Korea Atomic Energy Research Institute (KAERI). Since the commencement of its operation in 1995, various neutron irradiation facilities, such as rabbit irradiation facilities, fuel test loop (FTL) facilities, capsule irradiation facilities, and neutron transmutation doping (NTD) facilities, have been developed and actively utilized for various nuclear material irradiation tests requested by users from research institutes, universities, and industries. Most irradiation tests have been related to national R&D relevant to present nuclear power reactors such as the ageing management and safety evaluation of the components. Based on the accumulated experience as well as the sophisticated requirements of users, HANARO has recently supported national R&D projects relevant to new nuclear systems including the System-integrated Modular Advanced Reactor (SMART), research reactors, and future nuclear systems. This paper documents the current state and utilization of irradiation facilities in HANARO, and summarizes ongoing research efforts to deploy advanced irradiation technology.

  • Dokdo, a group of 33 small and rocky Islets, in the East Sea have been administered by Korea for years since 1953 and are currently occupied by Korean Police Unit. Located about 217Km off the eastern border of Korea and 87Km east of UIleung Island in North Gyeongsang Province. Situated in the East Sea of Korea, Dokdo itself has valuable strategic implications for Korea as well as another countries such as Russia, Japan, U.SA etc. The first historical testimonies to Dokdo were in Korean documents referring to it as a part of an independent island district known as Ulleung Island(Usanguk), which was incorporated into Silla Kingdom in 512 A.D. in '1454 Sejong Authentic History'. Historically, since at least 1881, the island has been called Dokdo by Koreans, meaning 'Rock Island' or 'Lonely Island'. Also Korea, which regained a full sovereignty and have exercised it for decades continuously, keeps a small police detachment on the Island. That is, Dokdo is under effective control of Korea until today. Therefore Dokdo, which is a problem that is related to our territory and sovereignty, is clearly a cluster of Islands of Korea.

The Identification of Emerging Technologies of Automotive Semiconductor

  • As the paradigm of future vehicles changes, the interest in automotive semiconductor, which plays a key role in realizing this, is increasing. Automotive semiconductors are the technology with very high entry barriers that require a lot of effort and time because it must secure technology readiness level and also consider safety and reliability. In this technology field, it is very important to develop new businesses and create opportunities through technology trend analysis. However, systematic analysis and application of automotive semiconductor technology trends are currently lacking. In this paper, U.S. registered patent documents related to automotive semiconductor were collected and investigated based on the patent's IPC. The main technology of automotive semiconductor was analyzed through topic modeling, and the technology path such as emerging technology was investigated through cosine similarity. We identified that those emerging technologies such as driving control for vehicle and AI service appeared. We observed that as time passed, both convergence and independence of automotive semiconductor technology proceeded simultaneously.

  • As construction project is becoming larger, construction progress and works are more various and complex according to recent Korean construction tendency. The growth of construction induces much pollution on the progress of construction and the problems due to the construction pollution are raised into social problem strongly, because it is increasing the need on the quality of lift and the desire of clean environment. This study aimed to seek far the effective solving plan of the construction popular complaints by surveying the real condition of construction popular complaints and analyzing the cause and tansaction period of popular complaints. For this study, the laws related and popular complaints were analysed focusing on the documents in low district offices of Gwangju from 2000 to 2004. As a result, the types of construction popular complaints were divided into 17 and the causes were as follows in order: crack and subsidence of ground(14.90%), infringement of private life(11.55%), noise(10.80%), infringement of a right to sunshine(10.07%) and breakdown(6.7%). Consequently, it is considered that these complaints are occurred by physical and environmental causes.

The history and analysis of research trends in Journal of Korean Academy of Dental Administration (대한치과의료관리학회지의 역사와 연구경향 분석)

  • This study aims to analyze the research trends of the Journal of Korean Academy of Dental Administration and identify the characteristics of the journal. The research was based on 10 academic journals from 2013 to 2022 and related documents. The type of paper, research method, statistical analysis, topic classification, and research subject of 65 papers were extracted and categorized. As a result, the distribution of paper types was as follows: research articles accounted for 83.2%, review articles for 12.3%. In terms of research methods, questionnaire surveys were used in 46.2% of the papers, literature reviews in 23.1%, and national data analysis in 7.7%. Research topics included dental manpower at 20.0%, infection control at 7.7%, dental information at 6.2%, patient safety at 6.2%, and oral health care quality at 6.2%. 72.3% of the papers were quantitative studies, and the majority of research subjects were dental hygienists or dental hygiene students, accounting for 26.2% of the total. The Journal of Korean Academy of Dental Administration covers topics such as dental healthcare marketing, dental healthcare organization and management, dental healthcare information, dental healthcare policy, dental healthcare insurance, dental healthcare quality management, patient safety, medical disputes, and infection control. The authors are also contributed by a variety of dental personnel, including dentists, dental hygienists, and dental technicians.

Study on The Regulation on Poisonous Medicinal Herbs (독성 한약재의 법적 규제에 관한 연구)

  • Objective: Poisonous Medicinal herbs can be considered as a risk factor to public health unless they are prescribed by Doctor of traditional Korean medicine. The proper method to manage them should be prepared to prevent risk factors caused by misuse and abuse of the poisonous medicinal herbs and enhance public health. Methods: In this dissertation (paper), the definition, scope, management status, data about pharmacology and toxicity and media release regarding adverse reaction were understood after organizing documents, laws and regulations concerning poisonous medicinal herbs. Also, management methods are suggested by analyzing related examples and regulations in China, Japan and Hong Kong, where the use of herbal medicine is general. Results: Methods for items for poisonous medicinal herbs, safety information management, management based on standardization of traditional processing methodology and reorganization and revision of related laws and regulations are established. Conclusion: Proper laws and regulations are not yet established to manage poisonous medicinal herbs in Korea. In this regard, it is urgent to establish laws and regulations which can apply independently. The purpose of the laws and regulations should be to enhance management of poisonous medicinal herbs and prevent incidence of addiction and death, improving the public health.

[Retracted] Novel Genotoxic Strategies for Efficiently Detect Chemicals' Carcinogenicity ([논문 철회] 노동자 건강보호를 위한 최신 유전독성학 연구전략)

  • Objectives: Effective genetic toxicology and molecular biology research techniques and strategies that are highly correlated with the carcinogenic inhalation toxicity test and related research are required. The aim of this study was to maximize the utilization of chemical substances to prevent workers' occupational diseases. Methods: We surveyed the literature, domestic and international references, and the status of relevant domestic and foreign professional organizations. Expert advisory opinions were reflected, and experts were consulted by participating in domestic and overseas academic conferences. Results: The current status of domestic and international genotoxic toxicity evaluation was examined through various documents from related organizations. Cell models for in vitro lung toxicology were investigated and summarized, and the human resources and performance results of genetic toxicity studies and pilot projects were compared and analyzed by holding an advisory meeting. We examined domestic and international genotoxicity guidelines and investigated new test methods for the development of genotoxicity and carcinogenicity. Ultimately, we described long-term future predictions, including the implementation of our researchers' recommendations and occupational genetic toxicology forecasts for future worker health protection. Conclusions: This research project aims to establish current genetic toxicology and molecular biology research techniques and strategies that can maximize the linkage with the carcinogenic inhalation toxicity test and research in the future. We expanded the study of genetic toxicity and establish a foundation forgenetic toxicity in accordance with research trends in Korea and abroad.

International trends on the Integrated Bridge System - Regulations and Recommendations of IMO and Classification Societies on the IBS (Integrated Navigation System (INS))

  • An Integrated Bridge System (IBS) is not an officially defined term, but a concept of which integrates on a consol at bridge the primary functions of stand-alone navigational aids and communication instruments or of stand-alone units which are integrated i.e. ARPA ECDIS It aims to enable officers on navigational watch to perform their duty without impairing proper lookout. IBS has been taking shape through a rapid development of navigation and communication systems in relation with bridge configuration bridge work station and one man bridge operation system. IBS related matters have been considered for years and is on the agenda of the International Maritime Organization(IMO) for its technical details and safety aspect of possible one-man watchkeeping at night. However IMO has made it clear that human element should be the key factor in considering IBS and single watchkeeping issue. In the development of IBS ergonomic element and human psychological aspect have been more emphasized than technical requirements. This paper refers to documents presented to the IMO and its progress made in various IMO technical meetings on the development of IBS which is perceived as an effective aid to proper bridge lookout and those standards adopted by classification societies on the composition of workstation at bridge in order to identify the international trend on regulating required equipment function of workstation of IBS the regulatory review process and technical recommendations related thereto.

Comparative study of the Korean Regulations, Standards and Guidelines for the Human Vibration with Other Countries

  • Objective: The aim of this study is to review the literatures on the regulation, standard and guideline for the human vibration in Korea and other countries. Background: This review can be used to prevent various diseases caused by the human vibration as a basis for the development of the policy. Results: In Korea, the general employers' duties related to human vibration are set forth the Health Measures(Article 24) in the Occupational Safety and Health Act. And then an employer shall take measures to protect the health of the workers concerned by improving other working conditions relating to working hours for the vibration prevention measures referred to in Article 24 of the Act. The European Union adopted a Directive in 2002 on minimum requirements for the health and safety of workers exposed to vibration. New Regulations on Vibration at Work will be introduced in Great Britain on 2005 to implement the Directive. In the U.S., both ANSI and ACGIH adopted the ISO standard for measurement and suggested exposure action and limit values. In Japan, the Ministry of Labor decided that the vibration syndrome among operators of rock drills and riveters etc. could be included in an occupational disease(1947). In addition, ISO standard was based on proposals and draft documents of many countries such as U.K, Japan and European, etc. Conclusion: In Korea, Occupational Safety and Health Act prevent vibration to health, but do not include exposure limits. It is therefore important to consider the new duties regarding to vibration risks added to the general duties.
