Typical railway systems are composed of the various sub-systems, such as tracks, structures, electricity supplying systems, signal systems and vehicles. The roles of the sub-systems are clarified in the railway regulations in terms of their whole life cycle, as like design, operation and disposal stages. The regulations express clearly the basic specifications and requirements that need to accomplish their own performance and also state the standards and procedures for the normal operations and emergency conditions. In this paper the current railway regulation systems are analyzed and average revision periods are presented as the results of the analysis on revision history of railway safety regulations. This paper also presents the requirements for national safety standards based on Railway Safety Act and the necessity of application of system computer aided system engineering (CASE) tool for the improvement of legislation tasks. By exemplifying the cases of high speed rail system and Japanese cases that had developed softwares for supporing regulation revision management, the methodologies was studied for reconstruction of railway safety regulation system. As the results, it was presented such as the considerations for actual implementation and systematic safety regulation revision.
By 33 CFR 154.828 regulation, a liquid seal must be installed on the inlet to vapor destruction unit in vapor control system. However, install and maintenance of liquid seal are subject to many problems in ship environment. Therefore, US Coastguard, which is the governing body of the regulation, have prepared another clause in the regulation for the exemption from previous clauses. In this paper, relevent regulation is reviewed, together with the requirements for exemption from liquid seal installation. A previous example case is also studied to propose how safety assessment for the alternative safety devices replacing liquid seal should be performed.
With the changes of industrial structure, contents and types in hazardous and dangerous works have been changed considerably. However, the hazardous and dangerous works by defined "Regulation for the hazardous and dangerous work employment restriction" and "Special education for safety and health"have not been amended over twenty years. This study aimed to identify the recent trends of the works by analyzing the death accidents cases from 2004 to 2013 and to present the management methods about future hazardous and dangerous works. The results showed that amount of 1,972 cases among 11,513 death accidents were equivalent to the works presented by "Regulation for the hazardous and dangerous work employment restriction". The amount of death accidents in 'Work of using construction equipment following construction machinery management act' was biggest among the death accidents cases and that of 'Work of handling pressure vessels following high-pressure gas safety control act' didn't show up. For the works in "Special education for safety and health"amount of 1,650 death accidents cases were equivalent. The amount of death accidents in 'Work involving a crane with a capacity of 1 ton or more or work which is carried out with a crane or hoist with a capacity of less than 1 ton in a workplace having at least 5 such machines' presented by "Special education for safety and health"was biggest. Also, death accidents case didn't occurred in three works presented by "Special education for safety and health". It was analyzed that works with low death accidents cases should be needed to study thoroughly the whole disaster research involving nonfatal accidents. BACKGROUND: The present study is an exploratory research to establish national biosafety regulation systems through a survey on the recognition of safety regulation systems for the living modified organism(LMO). METHODS AND RESULTS: We have conducted a survey on an awareness of LMO safety regulation systems in scientific working groups. The data of 235 respondents were analyzed using various statistical methods. As a result, 72.8% of the respondents were male; 27.2% were female, and 43.4% of them work in the university. A total of 33.2% of the respondents majored in general biology, and their most common job position was the laboratory safety manager. The difference of an awareness on LMO law and regulatory system was not statistically significant by either work places or job positions. CONCLUSION: For the rapid settlement and the efficient implementation of LMO safety management policy, we conclude that it is required to reduce the gap between the recognition and fulfillment of safety management. Furthermore, the mutual exchanges of information among researchers are needed with the settlement of the safety management system and the harmony of policy with improvement of the absurd regulations. The ongoing and specialized training, inspections, and the strengthening of public relations are also required along with the efforts to improve the absurd regulations.
The regulation for industrial accident rate level assessment of construction companies was introduced to the construction industry in the Republic of Korea since 1993 and has brought positive outcome on industrial accidents reduction at construction work sites. There were considerable decrease of industrial accident ratio and enforcing of contrators' safety organizations from the beginning of the regulation for industrial accident rate level assessment. In spite of these positive outcomes, there were some negative effects such as contractors' shrinking accident reports to keep good accident ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. In addition, Comprehensive evaluation bid system, which replaces the lowest price bid system is applied to government-ordered construction projects since 2016. Comprehensive evaluation bid system includes construction company's accident rate as one of the evaluation items and carries out with the industrial accident rate level assessment of construction companies at the same time. The regulations of two systems have been called for improvement to unify these different procedures and standards which have led business stakeholders to confusion for several years. This study aims to devote on lessening shrinking accident reports and to reduce the waste of business stakeholders through changing the regulation for industrial accident rate level assessment.
The Technical Regulation in Korea Electricity Business Act, shall be obeyed for design, installation and maintenance of electric facilities to ensure public safety and reliable supply of electricity. The Technical Regulation will be a basis for securing electrical safety, and also will be a governmental criterion for judging acceptance of the electric facilities from a safety viewpoint.
The purpose of this paper is to simulate public trust on nuclear regulation policy. The first of all, public trust variables and the model were developed and analysed by system dynamic method. The model are consisted of the operator safety culture level, regulatory competence levels, the public satisfaction and public trust level. The scenario is made up three type which base scenario, the system operator's safety culture level and accident event level. First. the simulation results of standard scenario shows that rapidly declining public satisfaction and trust level of the national safety after Japan's nuclear accident in November 2011. Second, operator safety culture level and simulated divided into three levels. The results showed that a greater impact on the public satisfaction if bad than good case. Finally, the size of the accident was simulated divided into three levels levels(no accident, medium, serious accidents). the results showed a weak effect against the regulatory capacity and safety performance levels but showed a significant impact on public satisfaction and confidence level.

There have been many accidents of passenger ships on the sea and they have caused a big loss of human lives. Maritime Safety Committee(MSC) of International Maritime Organization(IMO) made evacuation analysis of Ro-Ro passenger ships mandatory in order to save as many lives as possible at the time of accident. But this is a temporary regulation and HSC/IMO ties to introduce a performance-based regulation to improve the effect of regulation. Simulation-based evacuation analysis is the basis of performance-based regulation. In this paper, we performed a simulation-based evacuation analysis on a passenger ship, which is usually used in the plying between land and islands in Korea, with EXODUS system. Through inspecting the results from this analysis in more detail, we can make a proposal to improve the safety of passenger ship. Finally we describe the features of IMEX(Intelligent Model for Extrication Simulation), a new evacuation model being developed in KRISO.
As a range of accidents happen frequently in our society due to safety insensitivity, researches on individual psychological characteristics related to safety behavior and on safety education are increasing. However, safety behavior research that targets university students as potential employees remains rare. Therefore, this research investigates individual characteristics and psychological factors that affect safety behaviors of university students. Research participants were 131 university students (80 males, 51 females) from the Gyeonggi-do and Chungnam areas. Psychological characteristics (self-regulation, cognitive failure, conscientiousness, and emotional stability) were included as variables that may predict university students' safety behaviors (habits, compliance, mistakes, and violations). The major findings of the study are as follows. Stepwise regression analysis showed conscientiousness was a major predictor explaining safety habits and safety compliance; Cognitive failure and emotional stability were main predictors explaining safety mistakes, and self-regulation was a major predictor explaining safety violations. These findings suggest that development of proper education programs focusing on individual characteristics would allow systematic improvement of safety behaviors of university students.
This study proposes a methodology to assess the traffic safety benefits of technical regulation for pedestrian leg. Traffic safety benefit is defined as the injury reduction in this study. Actual accident analysis and simulation experiments using LS-Dyna3d are conducted to establish statistical models for developing the methodology. The relationship between collision speed and parameters of the regulation is explored. An application example of the proposed methodology is also presented for more comprehensive understanding. It is believed that the proposed methodology would be greatly utilized in developing various technologies and policies to protect pedestrian.
