Study on Ship Safety Pilotage in Shanghai Harbour by Way of FSA

  • Ship Pilotage is one of the most important parts in the construction and development of Shanghai International Shipping Center as it has the fundamental function for the promotion and speed-up of the ship navigation and cargo operation. Recently, Shanghai Maritime University and Shanghai Harbour Pilotage Administration Station had carried out a research project of 'Study on Ship Safety Pilotage in the Shanghai Harbour by Way of FSA (Formal Safety Assessment)'. The aim of this project is to put out some proposes of the decision-making for the improvement of the safety pilotage in Shanghai habour through the way of the FSA. Now these proposes of the decision-making have been adopted and conducted in practice and satisfactory results have been achieved. In the paper, some detailed information, methods and ideas about this research project have been introduced and explained for improving the safety pilotage in Shanghai Harbour.

A Study on Hazards to Pilotage Safety in a Pilotage Area in the Busan Gamcheon Port (부산 감천항 도선구의 도선안전위해요소에 관한 연구)

  • Gamcheon Port, which is one of three major harbors in the Port of Busan, is being operated to load, discharge and transport a wide range of cargoes, including general cargo, fisheries, steel products, cement, etc,. The harbor, designated as a compulsory pilotage area, provides pilotage services in compliance with relevant laws and regulations for arrival and departure of vessels in the Gamcheon Port area. Some academic research on the marine traffic environment in Gamcheon Port has been conducted. However, the pilotage environment and hazards to pilotage safety in the port have yet to be studied. Therefore, in this research, the pilotage environment and hazards to pilotage safety were identified, and it was confirmed that there are hazards to pilotage safety, such as vessels installed poor facilities including damaged pilot boarding arrangements, vessels blocking pilot's view by her structures and fishing nets, vessels unable to communicate in English, vessels not following VTS's order. The hazards to pilotage safety were also stratified, and the importance of the hazards was verified in accordance with a survey based on Analytic Hierachy P rocess(AHP) for Busan Harbor pilots, and safety measures to secure pilotage safety were examined to secure the safety of vessels calling Gamcheon Port.

  • To accurately forecast the supply and demand of harbor pilots, it is necessary to derive the determinants of demand because they are directly linked to securing the safety of ships and ports. The securing of an appropriate numbers of harbor pilots can create conflicts of interest among the pilots, the Ministry of Oceans and Fisheries, and users of pilotage services as it is also a matter directly related to harbor pilots' income. Therefore, a measure is needed to ensure a suitable number of pilots can be maintained, through which high quality pilotage services can be provided. This can be achieved by deriving reasonable determinants for estimating and forecasting demand, which satisfy all stakeholders involved in pilotage service. To reveal the challenges posed by the current determinants regarding the demand for harbor pilots used by the Central Pilotage Operation Council, and arrive at solutions, this study derived three determining factors, namely the total annual average piloting time, the average working hours of pilots, and the current number of pilots. These were used to determine the demand for harbor pilots. This study used a survey and analysis of current determining factors, a questionnaire survey administered to the interested parties, a case study of selected countries, and so on, as the research methodology.

A Study on Proper Harbor Pilot Demand Estimation for ensuring Port Competitiveness in Korea (우리나라 항만경쟁력 확보를 위한 적정 도선사 수요산정에 관한 연구)

  • In order to propose a realistic demand forecast for harbor pilots, define a direction for securing a supply of pilots for the betterment of national logistic services, and ensure the competitiveness of Korean ports, this study intended first to propose a new forecasting process for harbor pilot requirements through conducting analysis of determining factors affecting harbor pilot demand. Additionally, analyzing relevant previous studies allowed us to estimate the number of pilots required in the past and asses the studies limitations. Our second purpose was to propose a more stable allocation method among different pilot areas after forecasting the demand of harbor pilots until 2027 through application of the new forecasting process. From this application, the total number of pilots required was forecasted at 270, suggesting the total demand for harbor pilots will be increased by 7.57% compared with 251 pilots in 2018.
