An Empirical Study on the Influence of Industrial Safety Education to Workers in Construction Field -Focus on the Supervisor and the Worker- (산업안전교육이 건설현장에 미치는 영향에 관한 실증적 연구 - 관리감독자와 일반근로자를 중심으로 -)

  • In terms of deregulation requests from business, incidents at construction sites are rapidly increasing after reducing the regular safety training hours. Especially, to prevent incidents through safety trainings for construction site workers, who have lots of hazardous tasks than general manufacturing, is not only to protect property of both the companies and the country but also to increase their profits. That is why there are loud voices regarding that the safety training is a core mandatory to prevent industrial incidents. But, most companies, as soon as the deregulation for safety training is implemented, mitigated conducting safety trainings to prevent incidents. With this, the incidents are currently to be increased and caught in a vicious circle of many incidents at the smaller companies because of their absentmindedness regarding safety training due to their poorness as subcontractors of major companies, comparing to major companies. This study explains that the difference between managers and workers are existing about safety awareness and knowledge. And, we confirmed that the educational factor led by deficiency of safety awareness and knowledge was the major factor.

Improvement of Safety Management and Plan by Comparison Analysis of Construction Technology Promotion Act(CTPA) and Occupational Safety and Health Act(OSHA) in Construction Field (건설기술진흥법과 산업안전보건법 비교분석을 통한 건설업 안전관리 및 계획의 개선방안)

  • According to the Korean Statistical Information Service, the number of fatal occupational accidents per 100,000 workers is the highest in Korea, among all the OECD countries. The safety of construction workers is managed by the construction technology promotion act (CTPA) and the occupational safety and health act (OHSA). A review of the current safety management laws is required to improve them for the construction industry, where the numbers of accidents and deaths are constantly increasing. Accordingly, the aim of this study was to identify the problems in unclear business areas through comparison and analysis of the CTPA and OHSA guidelines and establish effective site-dependent construction safety management plans. The overlapping safety and health management terms and tasks of organizations were derived along with identifying the overlapping items of the safety management and hazard and risk prevention plans. Based on these results, several improvements for the design stage, safety cost, and safety education have been suggested in this paper. In addition, an improved model based on the integration and an optimized compromise between these two laws for safety management in areas where many accidents have occurred in recent years has been reported here.

A Study on Major Safety Problems and Improvement Measures of Personal Mobility (개인형 이동장치의 안전 주요 문제점 및 개선방안 연구)

  • Purpose: The recent increased use of Personal Mobility (PM) has been accompanied by a rise in the annual number of accidents. Accordingly, the safety requirements for PM use are being strengthened, but the laws/systems, infrastructure, and management systems remain insufficient for fostering a safe environment. Therefore, this study comprehensively searches the main problems and improvement methods through a review of previous studies that are related to PM. Then the priorities according to the importance of the improvement methods are presented through the Delphi survey. Method: The research method is mainly composed of a literature study and an expert survey (Delphi survey). Prior research and improvement cases (local governments, government departments, companies, etc.) are reviewed to derive problems and improvements, and a problem/improvement classification table is created based on keywords. Based on the classification contents, an expert survey is conducted to derive a priority improvement plan. Result: The PM-related problems were in 'non-compliance with traffic laws, lack of knowledge, inexperienced operation, and lack of safety awareness' in relation to human factors, and 'device characteristics, road-drivable space, road facilities, parking facilities' in relation to physical factors. 'Management/supervision, product management, user management, education/training' as administrative factors and legal factors are divided into 'absence/sufficiency of law, confusion/duplication, reduced effectiveness'. Improvement tasks related to this include 'PM education/public relations, parking/return, road improvement, PM registration/management, insurance, safety standards, traffic standards, PM device safety, PM supplementary facilities, enforcement/management, dedicated organization, service providers, management system, and related laws/institutional improvement', and 42 detailed tasks are derived for these 14 core tasks. The results for the importance evaluation of detailed tasks show that the tasks with a high overall average for the evaluation items of cost, time, effect, urgency, and feasibility were 'strengthening crackdown/instruction activities, education publicity/campaign, truancy PM management, and clarification of traffic rules'. Conclusion: The PM market is experiencing gradual growth based on shared services and a safe environment for PM use must be ensured along with industrial revitalization. In this respect, this study seeks out the major problems and improvement plans related to PM from a comprehensive point of view and prioritizes the necessary improvement measures. Therefore, it can serve as a basis of data for future policy establishment. In the future, in-depth data supplementation will be required for each key improvement area for practical policy application.

  • Accident statistics cite the flightcrew as a primary contributor in about 70 percent of accidents involving transport category airplanes. The introduction of modem flight deck designs, which have automated many piloting tasks, has reduced or eliminated some types of flightcrew errors, but other types of errors have been introduced. To identify the impedimental factors in highly automated modem airplane cockpit systems, this study used readily available information sources and case study, From the evidence, this study identified issues that show vulnerabilities in pilot management of automation, situation awareness, communication between pilots and controllers, pilot's training and evaluation methods. The next step will require the aviation community to solve these problems for the safety improvement.

An Analysis of the importance in fire-stations' works and redesign by disaster management steps (재난관리 단계별 소방업무 중요도분석 및 업무재설계)

  • Fire-stations' works limited to the existing fire protection rescue and emergency services in rapidly changing disaster environment are not difficult to deal with the fire service demand of the people any longer. In this study, after calculating the importance of the disaster management about fire-stations' works by disaster management steps thorough a survey of experts about Fire and Disaster, firefighting tasks are to be redesigned. Experts have the higher rating in preparation step of firefighting tasks. Because securing resources and building systems in preparation step and safety training in prevention step have a high importance, it is required to improve efficiency of firefighting tasks through redesign. The most important point in redesign is to realize fire-stations' works are to expand and to develop such a policy if fire-offices excavate the civil and government cooperation works and provide such legal and institutional basis of establishment and operation. And it should be sought to maintain international cooperation for international disaster response. Ultimately, fire-offices will have further expansion in quality and simultaneously quantitatively by excavating 'collaboration (business cooperation)' or enhancing existing works in addition to existing 'fire and rescue, first aid' business.

Development for Worker Safety Management System on the EOS Blockchain (EOS 블록체인 기반의 작업자 안전관리 시스템 개발)

  • In a closed workplace, the management of the workplace is important because the environmental data at the workplace has a great influence on the safety of workers. Today's industrial sites are transformed into data-based factories that collect and analyze data through sensors in those sites, requiring a management system to ensure safety. In general, a safety management system stores and manages data on a central server associated with a database. Since such management system introduces high possibility of forgery and loss of data, workers often suspect the reliability of the information on the management system. In this paper, we present a worker safety management system based on the EOS blockchain which is considered as third-generation blockchain technology. The developed system consists of a set of smart contracts on the EOS blockchain and 3 decentralized applications associated with the blockchain. According to the roles of users, the worker and manager applications respectively perform the process of initiating or terminating tasks as blockchain transactions. The entire transaction history is distributed and stored in all nodes participating in the blockchain network, so forgery and loss of data is practically impossible. The system administrator application assigns the account rights of workers and managers appropriate for performing the functions, and specifies the safety standards of IoT data for ensuring workplace safety. The IoT data received from sensor platforms in workplaces and the information on initiation, termination or approval of tasks assigned to workers, are explicitly stored and managed in the EOS smart contracts.

Categorization of Competencies and Description of Job Informations for Dietitians in Employee Foodservice by Wdorker-oriented Job Analysis Methodology (직영 및 위탁 사업체 급식소 영양사에 대한 작업자 지향적 직무분석(제 2 보) : 요인분석에 의한 직무수행 특성 영역 및 직무정보 기술)

  • The job characteristics and competencies of 285 dietitians in employee foodservices were investigated by worker-oriented job analysis methodology. The purposes of this study were to : a) determine the knowledge, abilities, skills and other characteristics(KASO) needed for dietitians in two types of employee foodservice groups(self-operated vs. contracted), b) categorize KASO items by factor analysis and c) provide job information and job descriptions for dietitians in employee foodservices. The job analysis questionnaire was consisted of questions concerning the 134 KASO items. The questionnaire was mailed to 250 dietitians who are members of The Korean Dietetic Association Practice Group in self-operated foodservices(group A) and 250 dietitians who are employed in contracted foodservice companies(group B). Completed questionnaires were received from 285 dietitians(121 in self-operated, 164 in contracted) ; with response rate of 57%. Statistical data analysis was completed using the SPSS/win and the SAS/win packages. The results of this study can be summarized as follows. 1) Through factor analysis, the 134 KASO items were regrouped into 6 categories :‘primary dietetic tasks concerning menu management and administrative work regarding merchants’, ‘primary dietetic tasks concerning procurement and purchasing of food and supplies and meal production and service control’, ‘primary dietetic tasks concerning facility, sanitation and safety control’, ‘secondary dietetic tasks concerning nutrition education and research’, ‘secondary dietetic tasks concerning foodservice operation management’and‘human attributes’. 2) Analysis of the total scores(average scores of degree of frequency, importance and entry requirements of KASO items within 6 categories), group A showed high priorities placed on‘human attributes’, ‘procurement and purchasing of food and supplies and meal production and service control’, ‘menu management and administrative work regarding merchants’, ‘whereas group B showed high priorities placed on’‘human attributes’, ‘foodservice operation management’. A Study on Occupational Safety and Health among Child Care Workers : An Empirical Investigation (돌봄 서비스 종사자의 안전보건 실태와 개선방안 고찰 : 어린이집 보육교사를 중심으로)

  • The purpose of this study is to investigated occupational accidents of child care worker. We surveyed 392 childcare worker to investigate their experience of occupational accidents. Fifteen percent of the respondents from occupational accdients survey for child care workers reported that they had experienced more than one occupational accident, but mostly did not claim Occupational Safety and Health Insurance. We suggested policy tasks to improve system for protecting child care workers.

  • Increasing the need of national safety management system in order to an epoch-making improvement to scientific disaster management which appears new types of disasters through the exchange of traditional disaster environment and responds actively to the rapid exchange of social environment based on u-IT. Requiring the development of systematical information sharing networking system and sharing realtime data amongst government, local authorities and related organisations under both safety management in normal times and circumstance management in disaster times, and need for the establishment of national safety strategy, which has been strengthened function such as prevention and preparation. This research provides a basic scheme and strategic tasks in order to constitute preventing scientific national disaster prevention structure at anytime and anywhere from disaster which is based on ubiquitous technology and realise the intelligent national disaster prevention system of u-safe Korea.

Vision-Based Identification of Personal Protective Equipment Wearing

  • Construction is one of the most dangerous job sectors, which reports tens of thousands of time-loss injuries and deaths every year. These disasters incur delays and additional costs to the projects. The safety management needs to be on the top primary tasks throughout the construction to avoid fatal accidents and to foster safe working environments. One of the safety regulations that are frequently violated is the wearing of personal protection equipment (PPE). In order to facilitate monitoring of the compliance of the PPE wearing regulations, this paper proposes a vision based method that automatically identifies whether workers wear hard hats and safety vests. The method involves three modules - human body detection, identification of safety vest wearing, and hard hat detection. First, human bodies are detected in the video frames captured by real-time on-site construction cameras. The detected human bodies are classified into with/without wearing safety vests based on the color features of their upper parts. Finally, hard hats are detected on the nearby regions of the detected human bodies and the locations of the detected hard hats and human bodies are correlated to reveal their corresponding matches. In this way, the proposed method provides any appearance of the workers without wearing hard hats or safety vests. The method has been tested on onsite videos and the results signify its potential to facilitate site safety monitoring.
