This study suggests a safety management model for construction management (CM) suitable to domestic conditions so that inefficiency resulted from the operation of construction projects by public and private institutes according to different systems can be eliminated for the securing of systematic and efficient safety management. Based on the suggested safety management model, this study also develops a safety management information system that can efficiently and consistently manage and maintain a large quantity of information, and give necessary supports in a speedy way in the managing of construction projects.

While the use of radiation in the medical field provides diagnosis and treatment with important benefits, we cannot deny that the radiation bombing causes some hindrances. The expansion of radiation use in modem medicine is essential, so the radiation use and preparation of proper measure for safety management has risen as a pressing subject. Therefore, in order to make defensive plans for the prevention of health obstacles to general users of radiation and for the provision of basic data of the health education programs to radiation workers by grasping the knowledge, attitude and behavior towards the radiation safety management of radiation workers in each medical institution and by analyzing the factors that affect the actions of radiation safety management, in this study we conducted questionnaires from September 26 to November 5, 2001 targeting 805 radiation workers in 108 medical institutions including university hospitals, general hospitals, hospitals, clinics and public health centers etc. located in Seoul, four metropolitan cities and small and medium cities, and has obtained the following results. 1. The average point of knowledge on the radiation safety management was 10.96 out of 15. As for the general characteristics, the level of knowledge on radiation safety management was higher with older age, high education background and longer career. 2. The average point of attitude on the radiation safety management was 66.36 out of 75. The attitude point for general characteristics were higher with higher education background, longer career and in case of universities, the level of attitude on the radiation safety management was high. 3. The average of action points on the radiation safety management was 56.09 out of 75. In general characteristics, the action level of radiation safety level was higher with older age, longer career, and the reception of radiation education and in case of university hospitals. 4. It is analyzed that the relation of knowledge, attitude and behavior on the radiation safety management is higher as the levels of knowledge and attitude on the radiation safety management is higher. 5. As a result of analyzing the factors that affect the knowledge on the radiation safety management, the variables that can be explained best was in the order of ‘the behavior on the radiation safety management’, ‘work career’, ‘the attitude on the radiation safety management’, and ‘school career’. 6. As a result of analyzing the factors that affect the attitude on the radiation safety management, the variables that can be explained best was in the order of ‘the behavior on the radiation safety management’, ‘the knowledge on the radiation safety management’, and ‘school career’. 7. As a result of analyzing the factors that affect the behavior on the radiation safety management, the variables that can be explained best was in the order of ‘the attitude on the radiation safety management’, ‘the knowledge on the radiation safety management’, and ‘the frequency of radiation education

Background: This study aimed to prioritize policy measures to improve radiation safety management in medical institutions using the analytic hierarchy process. Materials and Methods: It adopted three policy options-engineering, education, and enforcement-to categorize safety management measures, the so-called Harvey's 3Es. Then, the radiation safety management measures obtained from the current system and other studies were organized into action plan categories. Using the derived model, this study surveyed 33 stakeholders of radiation safety management in medical institutions and analyzed the importance of each measure. Results and Discussion: As a result, these stakeholders generally identified enforcement as the most important factor for improving the safety management system. The study also found that radiation safety officers and medical physicists perceived different measures as important, indicating clear differences in opinions among stakeholders, especially in improving quality assurance in radiation therapy. Hence, the process of coordination and consensus is likely to be critical in improving the radiation safety management system. Conclusion: Stakeholders in the medical field consider enforcement as the most critical factor in improving their safety management systems. Specifically, the most crucial among the six specific action plans was the "reinforcement of the organization and workforce for safety management," with a relative importance of 25.7%.

The aim of this study is to develop elements for assessing safety management capability of construction clients. To this end, it is investigated theoretical concepts of the organizational safety management and successful construction management factors of construction clients. From which, the elements appropriate to assess the safety management capability of the construction clients are proposed. Questionnaire survey targeting construction safety management experts have been carried out to adjust the proposed model more eligible for field application. Finally, relative importance of each element is analyzed using analytic hierarchy process method. The developed model elements are expected to use effectively for assessment of the safety management capability of the clients.

In order to prepare effective safety management program, the evaluation of safety management level must be implemented. But research efforts on the safety management in Korea are limited to evaluate large construction companies. This study is initiated with the purpose of understanding safety management system in medium- and small-sized construction companies. The study performed questionnaire survey with 54 large companies, 46 medium- and small-sized ones. Employing 'Management Safety Health Index' of Maekyung Economic Institute, 34 questionnaire items were chosen by 9 associated experts. Based on the questionnaire survey, analyses were performed to compare safety management level between large companies as well as medium- and small-sized ones.

The purpose of this research is to understand the role of safety climate in the safety management system. Based on the 121 responses from facilities got Occupational Health & Safety Assessment Series (OHSAS) 18000 certification, the results of statistic analysis show that there is significant relationship between safety climate, work attitudes and Organizational Citizenship Behaviors (OCB). The most important finding is the relationship between safety climate and organizational commitment will mediate the relationship.

In these days, large construction companies computerize safety management function and use softwares but small and medium ones do not have any or little in Korea, although it is much mote necessary for the latter having high accident ratios than for the former to make efforts to develop computerized safety management tools. That is, a reason why no safety management program has been developed and construction accident are required to be reduced outstandingly, computerized safety management systems are much needed to be developed. Thus, safety management software named SAFETY PLUS has been developed in this research that has 4 management scopes classified by the size of construction project. The utilization of SAFETY PLUS will be able to increase both effectiveness and efficiency of safety management efforts and result in drastic decrease of construction accidents.

This study was conducted to identity the characteristics of occupational health and safety management systems around the world, to survey the implementation of OHSMS in Korean companies, to find problems and corrective measures, and to understand the opinions of top management about OHSMS. Questionnaires on the operation of occupational health and safety management systems in Korean manufacturing companies were carried out. Occupational health and safety management systems around the world, including OHSAS 18001, BS8800, KOSHA 18001, VPP, J-OHSMS, were reviewed. In order to implement an occupational health and safety management system successfully, it was found that the management should consider occupational health and safety as important, provide employees with necessary training, and have a strong commitment to occupational health and safety.

An industrial injury prevention has a basis on fundamental spirit of human respect rather than only injury prevention in company. The employer should recognize employee as a core part of an industrial management and use as a starting point of safety and health management rather than means of production. There are many reason for unsafety action without safety operation. The reason is no standard safety operation in company or the workers never get a enough education. Standard safety operation is prepared by paper for accurate directions and orders and operators must read the paper to prevent an error of action. Also an essential particular is safety of equipment and machine must be assumed to establish standard safety operation then safety of operations will be possible.

연구목적: 우리나라는 1990년대 이후 중대 산업사고 예방을 위해 유해 위험방지계획서 시행, 공정 안전관리 제도 시행 등 여러모로 노력해 오고 있으나 최근의 일련의 중대 산업사고는 그 한계를 보여주고 있다. 그래서 본 연구는 PSM 대상사업장의 안전관리 개선을 위한 대책을 제시하고자 한다. 연구방법: 산업재해 현황, 선행연구조사, PSM 대상사업장 재해 현황과 사고 발생 현황, PSM 대상사업장 안전관리 개선에 관한 선행연구와 사례를 조사하여 기존의 안전관리를 기반으로 PSM 대상사업장 안전관리에 대한 개선방안을 수립하였다. 연구결과: PSM대상사업장의 안전관리 개선을 위한 조직문화구축, 재난발생시 대응시스템, 체계적 안전관리, 노후설비교체 및 점검강화, 안전에 대한 경영자의 확고한 의지등의 대책을 제시하였다. 결론: 본 연구를 통하여 소중한 생명과 피해를 줄이기위한 안전확보 체계화방안을 제시한 것으로 의미를 가지며 각 사업장별로 PSM개선방향을 고찰하는데 활용성을 가질것으로 기대한다.
