유통 환(丸)제품의 중금속 함량 및 위해성 평가 (The Content of Heavy Metals in Herbal Pills Used as General Processed Food and Risk Assessment of Heavy Metal Intakes)

  • 본 연구는 시중에 유통되고 있는 환(丸)형태 일반가공식품 18종 총 52건을 microwave로 습식분해 후 ICP-MS 및 Mercury Analyzer를 이용하여 납, 카드뮴, 크롬, 구리, 수은 잔류량을 분석한 결과, 평균 0.421(0.032~1.630), 0.157(0.011~0.515), 1.033(0.112~9.933), 6.923(1.333~16.755), 0.010(0.001~0.088) mg/kg이 검출되었다. 사용된 부위별 납 검출 수준을 살펴보면 잎(Herba, 1.032 mg/kg)이 다른 부위에 비해서 유의적인 수준으로 높았으며, 열매(fructus, 0.222 mg/kg), 뿌리줄기(Rhizoma, 0.179), 씨(semen, 0.153 mg/kg) 부위의 납 함량이 유의적으로 낮았다(p<0.05). 카드뮴 또한 해조류(algae, 0.304 mg/kg), 잎(0.298 mg/kg)을 사용한 제품에서 유의적인 수준으로 높게 잔류하였다(p<0.05). 또한 카드뮴은 다시마를 원료로 한 환제품 총 4건 중 2건(0.431, 0.370 mg/kg)에서, 인진쑥환 총 7건 중 5건(0.315~0.515 mg/kg)에서, 당귀환 1건(0.338 mg/kg), 표고버섯환 1건(0.394 mg/kg)에서 한약재 기준인 0.3 mg/kg을 초과하는 수준으로 검출되었다. 따라서 환(丸)형태 일반가공식품에 대한 카드뮴의 조속한 기준설정 및 관리가 필요한 실정이다. 대부분의 중금속 잔류량이 높았던 잎(Herba)의 중금속별 평균 함량은 Cu 6.480 mg/kg> Cr 2.291 mg/kg> Pb 1.032 mg/kg> Cd 0.298 mg/kg> Hg 0.016 mg/kg 순서로 나타났다. 환(丸)형태 일반가공식품 섭취 시 중금속에 대한 안전성 평가를 위해 제품을 통한 중금속의 주간섭취량과 FAO/WHO에서 제시하는 잠정주간섭취허용량(PTWI), 1인 1일 최대섭취허용량(PMTDI)과 미국환경보호청(U.S. EPA)의 만성경구섭취 참고용량(RfD)과 비교하여 %PTWI를 구하였다. 금속별 주간 섭취량과 %PTWI는 납, 카드뮴, 크롬, 구리, 수은 각각 평균 0.280(0.018~1.272), 0.113(0.002~0.648), 0.630(0.053~4.975), 6.366(0.289~43.217), 0.011(0.000~0.210) ${\mu}g/kg$ bw/week이었으며, %PTWI는 1.112(0.072~5.088), 1.614(0.029~9.257), 3.000(0.252~23.690), 0.182(0.008~1.235), 0.220(0.000~0.420)%로 환(丸)형태 일반가공식품을 통한 중금속 섭취량은 안전한 수준으로 판단되었다.

서울에서 유통 중인 채소류의 중금속 함량에 관한 연구 (Heavy Metal Contents of Vegetables Available on the Markets in Seoul)

  • 본 연구에서는 서울지역에서 유통되고 있는 소비량이 많은 채소류의 중금속 함량을 조사해 국외기준과 비교하여 그 안전성을 평가하였다. 전국에서 재배되어 서울에서 유통되고 있는 채소류 20종 300건을 2009년 1월부터 10월까지 구입하여 중금속 8종(수은, 납, 카드뮴, 비소, 크롬, 니켈, 구리, 아연)을 수은분석기 및 ICP-OES를 이용하여 분석하였다. 시료의 분해는 산분해법을 이용하였으며 분석 장비로 사용된 ICP-OES 및 수은 분석기의 검출한계와 정량한계는 각각 0.0002~0.0018 mg/kg 및 0.0009~0.0065 mg/kg으로 감도가 높았다. 채소류 중 중금속 함량[평균(최소~최대), mg/kg]은 수은 0.0005(N.D~0.007), 납 0.011(N.D~0.259), 카드뮴 0.012(N.D~0.188), 비소 0.002(N.D~0.142), 크롬 0.100(0.019~0.954), 니켈 0.093(0.003~1.231), 구리 1.098(0.072~36.29), 아연 3.480(0.485~21.31)이었다. 본 연구를 통해 얻어진 결과들 중 수은, 납, 카드뮴, 비소, 구리, 그리고 아연은 기존 연구들과 유사하였으며 크롬, 니켈은 낮은 수준이었다. 납과 카드뮴의 경우 채소류 중 중금속 기준을 초과한 것은 한 건도 없었다. 또한 2005년 국민영양조사 결과보고서의 1일 섭취량을 근거로 FAO/WHO의 중금속 잠정주간섭취허용량과 비교하면 Hg, Pb 및 Cd는 각각 0.44%, 1.98% 및 7.71%의 낮은 수준으로 식이를 통한 안전에는 문제가 없는 것으로 판단된다. 본 연구 결과는 아직 세부 기준이 설정되지 않은 채소류에 대한 중금속 기준을 설정하는데 있어 과학적 근거 자료로 활용될 수 있을 것으로 기대된다.

도라지(Platycodon grandiflorum A. De Candolle) 섭취에 따른 알루미늄의 노출량 평가 (Estimated Daily Intake of Aluminum from Platycodon grandiflorum A. De Candolle)

  • 2014~2015년 서울시내 대형마트, 소형마트 및 재래시장 등에서 유통 중인 천연 및 단순가공 도라지 총 93건(깐도라지 53건, 피도라지 40건)의 알루미늄 잔류량을 분석한 결과 평균 및 95th percentile 알루미늄 잔류량은 72.989(0.54~564.38) mg/kg 및 471.32 mg/kg이었다. 깐도라지 53건의 평균 및 95th percentile 알루미늄 잔류량은 121.235(0.54~564.38) mg/kg 및 545.622 mg/kg이었으며, 피도라지 40건의 평균 및 95th percentile 알루미늄 잔류량은 9.063(0.72~28.05) mg/kg 및 26.379 mg/kg이었다. 단순가공 깐도라지의 평균 알루미늄 잔류량은 천연 상태 피도라지에 비해 13.4배 높은 수준으로 유의적인 차이가 있었다(P<0.001). 도라지의 알루미늄 분석값과 제6기 1차 연도(2013년)의 국민건강영양조사 중 영양조사(조사1일 전 식품섭취내용, 24시간 회상법)의 도라지 섭취량 평균값, 최소값, 최대값 및 95th percentile 값을 이용하여 단일값 분석을 실시하여 추정식이섭취량(estimated daily intake, EDI)을 산출한 결과 영양조사 대상자 전체(시나리오I)의 도라지 섭취를 통한 평균 알루미늄 EDI는 0.001(~1.363) mg/kg bw/d 였으며, 섭취자군(시나리오II)의 평균 및 95th percentile EDI는 각각 0.033(0.000~1.309) 및 0.610 mg/kg bw/d였다. 도라지 섭취량을 연중 일상섭취량으로 가정하여 추정주간식이섭취량(estimated weekly intake, EWI)을 산출하여 잠정주간섭취허용량(provisional tolerable weekly intake, PTWI)과 비교하여 평가한 결과 섭취자군(시나리오II)의 평균 추정주간식이섭취량은 0.231 mg/kg bw/week(23.1% PTWI)였다.

유통 중인 어류의 중금속 모니터링 - 비소, 카드뮴, 구리, 납, 망간, 아연, 총수은 - (Monitoring of Heavy Metals in Fishes in Korea -As, Cd, Cu. Pb, Mn, Zn, Total Hg -)

  • 본 연구는 우리나라에서 유통되고 있는 어류를 전국 10개 연안지역에서 수거된 해산어류 35종 531건과 , 전국 내륙지방 및 주요도시에서 수거된 담수어 12종 80건을 대상으로 납, 카드뮴, 비소, 구리, 망간, 아연, 총수은 함량을 분석하였다. 전처리방법(습식분해법, 변형된 microwave 분해법, microwave 분해법)에 따른 각각의 분해조건을 비교${\cdot}$검토한 결과, microwave 분해법이 회수율이 가장 우수한 것으로 확인되었다. ICP-MS를 이용하여 수은을 제외한 6 종 금속의 회수율을 측정한 결과 약 94-108%를 보였으며, mercury analyzer를 이용한 수은의 회수율은 99%를 나타냈다. 해산어류 중 중금속 평균 함량은 비소 2.523, 카드뮴 0.017, 구리 0.569, 납 0.023, 수은 0.068, 망간 0.395 및 아연 6.086 mg/kg으로 나타났다. 담수어 중 중금속 평균함량은 비소 0.370, 카드뮴 0.011, 구리 0.628, 납 0.026, 수은 0.058, 망간 1.150 및 아연 9.980 mg/kg으로 나타났다. 우리나라에서 유통 중인 어류에서 섭취되는 중금속 함량을 FAO/WHO 에서 설정된 잠정주간섭취허용량인 PTWI와 비교한 결과 카드뮴, 수은, 납이 각각 0.9, 1.6 및 0.9% 로 나타나 조사된 어류를 통한 우리나라 국민들의 중금속 섭취는 현재까지는 안전한 수준인 것으로 판단된다.

서울시 유통 다랑어류, 새치류 및 심해성 어류의 총수은 및 메틸수은 축적에 대한 고찰 (A Study on Total Mercury and Methylmercury in Commercial Tuna, Billfish, and Deep-sea Fish in Seoul Metropolitan City)

  • 서울시에서 유통 중인 다랑어류, 새치류 및 심해성 어류의 총 수은 및 메틸수은 축적량의 현황 파악과 사후 관리의 자료로써 모니터링을 실시하였다. 소비 패턴에 따라서 시장의 진입이 이루어지는 관계로 다양한 어종의 채취보다는 비교적으로 많이 판매, 소비되는 품목 즉 상어류, 다랑어류, 새치류, 비막치어 136건을 대상으로 총수은 및 메틸수은의 축적량을 조사하였다. 총수은 분석에 사용된 DMA-80에 대하여 CRM 인증값의 98.8% 회수, 검량선 결정계수($R^2$) 0.9998 이상, 0.003, $0.01{\mu}g/kg$의 검출한계와 정량한계를 파악함으로써 기기적 정확성 및 재현성을 확보하였다. GC-${\mu}ECD$를 사용한 메틸수은 분석법은 79.7%-103.1%의 양호한 회수율과 0.9997 이상의 높은 검량선 결정계수($R^2$)를 확보하였으며, 검출한계는 0.006 mg/kg, 정량한계는 0.018 mg/kg의 결과를 보였다. 네 종류의 어종은 통계적 분석에 의해 총수은 및 메틸수은 축적량에 차이가 있는 것이 확인되었으며, 각 어종의 총수은 및 메틸수은 평균량(mg/kg)은 상어류 $1.20{\pm}0.70$, $0.95{\pm}0.51$, 새치류 $0.99{\pm}0.72$, $0.51{\pm}0.40$, 다랑어류 $0.32{\pm}0.31$, $0.20{\pm}0.20$, 비막치어(메로) $0.43{\pm}0.48$, $0.20{\pm}0.17$로 분석되었으며, 과거에 비해 상어류와 새치류에서의 축적량이 많이 증가된 것을 알 수 있었다. 분석된 메틸수은 수치들과 JECFA의 PTWI값과의 비교 검토값은 상어류 0.00-0.24%, 새치류 0.075-1.813%, 다랑어류 0.025-1.338%로서, 일일섭취량이 설정되어있지 않은 비막치어를 뺀 나머지 세 종류 어종의 합계는 0.1-5.551%였다. 이 결과만을 평가해 본다면, 다랑어류, 새치류, 심해성 어류의 섭취로 인한 메틸수은에 대한 노출량은 아직 안전한 수준이라고 할 수 있다. 하지만 본 연구에서 확인한 바와 같이, 시간이 경과함에 따라 축적량이 증가하고 있는 현상을 감안하고, 또한 여러 경로로 메틸수은에 노출되는 점을 종합적으로 분석한다면 좀 더 정확한 노출과 안전성 평가가 이루어질 것이라 생각한다.

류마토이드 관절염의 연구동향에 대한 소고(小考) -2004년 이후의 국내 학위논문 및 학회지 논문을 중심으로- (An Analysis of the Study Tendency on Rheumatoid Arthritis -Focusing on Domestic Theses for a Degree and Journal Since 2004-)

  • Objectives : To research the trend of studies related to rheumatoid arthritis and to indicate the hereafter direction for its study in oriental medicine and its treatment. Methods : I reviewed 75 domestic oriental medical journals, and 50 medical journals about rheumatoid arthritis published after 2004, and comparative analysis was made. And these theses were classified by college, year, field of study, subject. Results : The following are the results of this study. 1. Classified by oriental medical college, Dae-jeon college published the most theses, followed by Dong-guk, Kyung-hee, Se-myung and Dong-shin college. Han-yang college published the most theses among college of medicine. 2. Classified by type of thesis, experimental theses(70 pieces, 94%) showed higher rate than that of clinical theses(4 pieces, 5%) in oriental medical studies. However, in medical studies, clinical theses(34 pieces, 68%) showed higher rate than that of experimental theses(15 pieces, 30%). 3. Analyzed by subject, the most dealt subject in oriental medicine was herb medication, followed by herbal acupuncture, single herb, electroacupuncture, sasang & gene, acupuncture & moxibustion, complex accordingly. The most dealt subject in medical clinical journals was standards of diagnosis & prognosis, followed by medication, gene analysis, pathogenesis, clinical pattern, operative treatment and complication accordingly. 4. In theses related to herb medication, most of the subject was to evaluate anti-inflammatory and immunoregulatory effects of herb medication with geopungseup, jibitong, hwalhyeolgeoer function. The tendency of experimental methods was focusing on understanding anti-inflammatory and immunoregulatory mechanisms through molecular biologic methods by analyzing cytokine and gene. 5. Most of theses related to herbal acupuncture were experimental studies verifying ant-inflammatory and immnoregulatory effects through methods observing change of cytokine and immunoregulatory factors. Regarding remedies for herbal acupuncture, Ulmus davidiana Planch was most preferred, followed by bee venom. 6. In theses related to single herb, Boik-yak was most prefered, followed by Geopungseup-yak and Hwalhyeolgeoer-yak. Regarding methods of research, there were tendency of shifting from methods verifying travail, anti-inflammatory and anti-pyretic effects through a test of behavior, morphometry, serology and temperature measurement of the rectum and the skin into verifying anti-inflammatory and immunoregulatory effects through observing inflammatory cytokine in the joint and cells of spleen. 7. In theses related to electroacupuncture, ST36 and adjuvant were most preferred as acupoints and induced factor. The tendency of experimental methods was turning from verifying mechanism of travail effect to analyzing inflammation and pain inducing factors. 8. Diverse medical clinical studies were published. Subjects such as diagnosis and prognosis, medication, gene analysis, clinical pattern, operational treatment, complication and pathogenesis were published. Especially, studies about standards of early diagnosis, and research on possible parallel medications with methotrexate were actively inquired. 9. Most of theses related to medical experimental studies was about mediators and receptors related to inflammatory induction and osteoclasia mechanism. Also, it was presented blockage of them can be effective on rheumatoid arthritis. Conclusions : The oriental medicine studies have merit in its diversity of treatment, but it clinical studies is lacking compared to experimental studies. Also, more diversity of subjects is necessary. Therefore, complementary measures are needed. Hereafter, oriental medicine research about rheumatoid arthritis needs more clinical research verifying the effectiveness and safety in clinical field. Also, we require oriental medical standard of diagnosis and researches on pathological generation which would make early checkup and prognosis possible.

식이를 통한 평가방법과 공급량 평가방법을 이용한 산화방지제 일일 추정 섭취량 안전성 평가 (Safety Assessment of Estimated Daily Intakes of Antioxidants in Korean Using Dietary Survey Approach and Food Supply Survey Approach)

  • 식품 중 사용빈도가 높은 BHT, BHA, TBHQ에 대한 식이 안전성을 평가하고자, 식이를 통한 섭취량 추정 방법과 공급량 자료를 통한 섭취량 추정 방법을 적용하여 한국인의 BHT, BHA, TBHQ 일일추정 섭취량을 평가하였다. 식이를 통한 섭취량 추정을 위해 산화방지제 별로 BHT 131품목(빵 및 떡류, 과자류, 츄잉껌, 식용유지, 식사대용 곡류가공품, 견과류가공품), BHA 134품목(빵 및 떡류, 과자류, 츄잉껌, 견과류가공품, 마가린), TBHQ 104 품목(빵 및 떡류, 과자류, 츄잉껌, 어패류가공품)을 HPLCUVD 시스템을 이용하여 분석한 후 국민건강·영양조사의 식이섭취량자료를 이용하여 BHT, BHA, TBHQ의 일일추정 섭취량을 산출하였다. 공급량 자료를 이용한 섭취량 추정을 위해 식품 공급량과 첨가물 최대 허용량을 근거로 BHT, BHA, TBHQ의 일일추정 섭취량을 산출하였다. 이 결과를 JECFA의 ADI와 비교하여 안전성을 평가하였다. 식이를 통한 섭취량 추정 결과 BHT의 평균 일일추정 섭취량은 0.8 ${\mu}g$/kg body weight/day, BHA의 평균 일일추정 섭취량은 0.5 ${\mu}g$/kg body weight/day, TBHQ의 평균 일일추정 섭취량은 0.3 ${\mu}g$/kg body weight/day로 나타났고, 이는 각각 ADI 대비 0.2, 0.1, 0.04% 이었다. 상위섭취자($90^{th}$ percentile)의 BHT 평균 섭취량은 2.2 ${\mu}g$/kg body weight/day, BHA의 평균 일일추정 섭취량은 1.6 ${\mu}g$/kg body weight/day, TBHQ의 평균 일일추정 섭취량은 0.6 ${\mu}g$/kg body weight/day로 나타났고, 이는 각각 ADI 대비 0.7, 0.3, 0.1% 로 나타나, 한국인의 BHT, BHA, TBHQ 섭취량은 평균섭취자와 상위섭취자 모두에게서 안전한 수준임을 알 수 있었다. 또한 공급량 자료를 이용한 섭취량 추정 결과 BHT, BHA, TBHQ 섭취량은 각각 0.3 mg/kg body weight/day(ADI 대비 97%), 0.3 mg/kg body weight/day(ADI 대비 60%), 0.3 mg/kg body weight/day(ADI 대비 40%)로 나타나, 역시 안전한 수준인 것을 알 수 있었다. 그러나 식이를 통한 섭취량 추정결과와 공급량 자료를 이용한 섭취량 추정 결과 간에 200-480배의 섭취량 차이를 보여, 식품첨가물 섭취량은 그 추정 방법에 따라 많은 차이가 있다는 것을 알 수 있었다.

항공기(航空機) 사고조사제도(事故調査制度)에 관한 연구(硏究) (A Study on the System of Aircraft Investigation)

  • The main purpose of the investigation of an accident caused by aircraft is to be prevented the sudden and casual accidents caused by wilful misconduct and fault from pilots, air traffic controllers, hijack, trouble of engine and machinery of aircraft, turbulence during the bad weather, collision between birds and aircraft, near miss flight by aircrafts etc. It is not the purpose of this activity to apportion blame or liability for offender of aircraft accidents. Accidents to aircraft, especially those involving the general public and their property, are a matter of great concern to the aviation community. The system of international regulation exists to improve safety and minimize, as far as possible, the risk of accidents but when they do occur there is a web of systems and procedures to investigate and respond to them. I would like to trace the general line of regulation from an international source in the Chicago Convention of 1944. Article 26 of the Convention lays down the basic principle for the investigation of the aircraft accident. Where there has been an accident to an aircraft of a contracting state which occurs in the territory of another contracting state and which involves death or serious injury or indicates serious technical defect in the aircraft or air navigation facilities, the state in which the accident occurs must institute an inquiry into the circumstances of the accident. That inquiry will be in accordance, in so far as its law permits, with the procedure which may be recommended from time to time by the International Civil Aviation Organization ICAO). There are very general provisions but they state two essential principles: first, in certain circumstances there must be an investigation, and second, who is to be responsible for undertaking that investigation. The latter is an important point to establish otherwise there could be at least two states claiming jurisdiction on the inquiry. The Chicago Convention also provides that the state where the aircraft is registered is to be given the opportunity to appoint observers to be present at the inquiry and the state holding the inquiry must communicate the report and findings in the matter to that other state. It is worth noting that the Chicago Convention (Article 25) also makes provision for assisting aircraft in distress. Each contracting state undertakes to provide such measures of assistance to aircraft in distress in its territory as it may find practicable and to permit (subject to control by its own authorities) the owner of the aircraft or authorities of the state in which the aircraft is registered, to provide such measures of assistance as may be necessitated by circumstances. Significantly, the undertaking can only be given by contracting state but the duty to provide assistance is not limited to aircraft registered in another contracting state, but presumably any aircraft in distress in the territory of the contracting state. Finally, the Convention envisages further regulations (normally to be produced under the auspices of ICAO). In this case the Convention provides that each contracting state, when undertaking a search for missing aircraft, will collaborate in co-ordinated measures which may be recommended from time to time pursuant to the Convention. Since 1944 further international regulations relating to safety and investigation of accidents have been made, both pursuant to Chicago Convention and, in particular, through the vehicle of the ICAO which has, for example, set up an accident and reporting system. By requiring the reporting of certain accidents and incidents it is building up an information service for the benefit of member states. However, Chicago Convention provides that each contracting state undertakes collaborate in securing the highest practicable degree of uniformity in regulations, standards, procedures and organization in relation to aircraft, personnel, airways and auxiliary services in all matters in which such uniformity will facilitate and improve air navigation. To this end, ICAO is to adopt and amend from time to time, as may be necessary, international standards and recommended practices and procedures dealing with, among other things, aircraft in distress and investigation of accidents. Standards and Recommended Practices for Aircraft Accident Injuries were first adopted by the ICAO Council on 11 April 1951 pursuant to Article 37 of the Chicago Convention on International Civil Aviation and were designated as Annex 13 to the Convention. The Standards Recommended Practices were based on Recommendations of the Accident Investigation Division at its first Session in February 1946 which were further developed at the Second Session of the Division in February 1947. The 2nd Edition (1966), 3rd Edition, (1973), 4th Edition (1976), 5th Edition (1979), 6th Edition (1981), 7th Edition (1988), 8th Edition (1992) of the Annex 13 (Aircraft Accident and Incident Investigation) of the Chicago Convention was amended eight times by the ICAO Council since 1966. Annex 13 sets out in detail the international standards and recommended practices to be adopted by contracting states in dealing with a serious accident to an aircraft of a contracting state occurring in the territory of another contracting state, known as the state of occurrence. It provides, principally, that the state in which the aircraft is registered is to be given the opportunity to appoint an accredited representative to be present at the inquiry conducted by the state in which the serious aircraft accident occurs. Article 26 of the Chicago Convention does not indicate what the accredited representative is to do but Annex 13 amplifies his rights and duties. In particular, the accredited representative participates in the inquiry by visiting the scene of the accident, examining the wreckage, questioning witnesses, having full access to all relevant evidence, receiving copies of all pertinent documents and making submissions in respect of the various elements of the inquiry. The main shortcomings of the present system for aircraft accident investigation are that some contracting sates are not applying Annex 13 within its express terms, although they are contracting states. Further, and much more important in practice, there are many countries which apply the letter of Annex 13 in such a way as to sterilise its spirit. This appears to be due to a number of causes often found in combination. Firstly, the requirements of the local law and of the local procedures are interpreted and applied so as preclude a more efficient investigation under Annex 13 in favour of a legalistic and sterile interpretation of its terms. Sometimes this results from a distrust of the motives of persons and bodies wishing to participate or from commercial or related to matters of liability and bodies. These may be political, commercial or related to matters of liability and insurance. Secondly, there is said to be a conscious desire to conduct the investigation in some contracting states in such a way as to absolve from any possibility of blame the authorities or nationals, whether manufacturers, operators or air traffic controllers, of the country in which the inquiry is held. The EEC has also had an input into accidents and investigations. In particular, a directive was issued in December 1980 encouraging the uniformity of standards within the EEC by means of joint co-operation of accident investigation. The sharing of and assisting with technical facilities and information was considered an important means of achieving these goals. It has since been proposed that a European accident investigation committee should be set up by the EEC (Council Directive 80/1266 of 1 December 1980). After I would like to introduce the summary of the legislation examples and system for aircraft accidents investigation of the United States, the United Kingdom, Canada, Germany, The Netherlands, Sweden, Swiss, New Zealand and Japan, and I am going to mention the present system, regulations and aviation act for the aircraft accident investigation in Korea. Furthermore I would like to point out the shortcomings of the present system and regulations and aviation act for the aircraft accident investigation and then I will suggest my personal opinion on the new and dramatic innovation on the system for aircraft accident investigation in Korea. I propose that it is necessary and desirable for us to make a new legislation or to revise the existing aviation act in order to establish the standing and independent Committee of Aircraft Accident Investigation under the Korean Government.
