A Study on Pricing Criteria of the Laboratory Safety Inspection and Diagnosis (연구실 점검 및 진단 대가기준에 관한 연구)

  • Laboratory inspection and diagnosis is a means of investigating and assessing various hazards or the state of research equipment in a laboratory, then taking appropriate safety measures to prevent accidents and injury. In many cases, laboratory inspection and diagnosis carried out by agencies are performed in a perfunctory manner that only barely satisfies the legal requirements. The aim of the present study is to provide clearly established pricing criteria for laboratory inspection and diagnosis, so as to prevent recurrence of laboratory accidents and to establish a safe laboratory environment. In order to clarify previously unclear matters, such as the lower limit for bids submitted by laboratory inspection and diagnosis agencies, technical manpower requirements, and number of laboratories inspected and diagnosed per day, a questionnaire survey was administered to agency personnel. First, when asked what the lower limit for bids submitted by agencies should be in order to improve reliability of inspection and diagnosis results and make up for the shortcomings of the lowest-bidder-wins system, 85.5% of respondents answered that the lower limit for bids should stand at no lower than 90% of the estimated price. The level of technical expertise among the technical personnel committed to laboratory inspection and diagnosis was shown to impact the reliability of results, and questionnaire results indicated a need to vary technical expertise levels depending on the degree of hazard, substances handled, and equipment used in a given laboratory. Level of technical expertise(67.1%) and number of personnel(52.6%) were shown to have a greater impact on reliability of diagnosis than on reliability of inspection. According to the results, it is determined that three persons(specialist, advanced and intermediate) should be committed to inspections, while four persons(professional, specialist, advanced and intermediate) should be committed to diagnoses. The respondents indicated a larger number of laboratories could be inspected than diagnosed per day. This can be attributed to differences in the amount of work each task involves, and the time each task takes. Assuming a six-hour work day not counting transportation, paperwork and rest, it is thought that inspection of up to 36 laboratories will be possible if each laboratory is assigned no more than 10 minutes(34.7%), while up to 24 laboratories could be inspected and diagnosed if each laboratory is assigned 15 to 20 minutes(35.1%).

Development of an Intelligent Program for Diagnosis of Electrical Fire Causes (전기화재 원인진단을 위한 지능형 프로그램 개발)

  • This paper presents an intelligent computer system, which can easily diagnose electrical fire causes, without the help of human experts of electrical fires diagnosis. For this system, a database is built with facts and rules driven from real electrical fires, and an intellectual database system which even a beginner can diagnose fire causes has been developed, named as an Electrical Fire Causes Diagnosis System : EFCDS. The database system has adopted, as an inference engine, a mixed reasoning approach which is constituted with the rule-based reasoning and the case-based reasoning. The system for a reasoning model was implemented using Delphi 3, one of program development tools, and Paradox is used as a database building tool. To verify effectiveness and performance of this newly developed diagnosis system, several simulated fire examples were tested and the causes of fire examples were detected effectively by this system. Additional researches will be needed to decide the minimal significant level of the solution and the weighting level of important factors.

  • Air-operated valve is one of principal valves that are using to control fluid flow. A period diagnosis for safety of power plants is necessary. But there are many difficulties such as economic loss caused by intone of high cost devices and a matter hard to deal with users. In this study we developed the diagnosis system that usersofpower plants are easy to handle. The diagnosis system is composed of database module, reliability analysis module, design safety nodule and diagnosis test and evaluation module.

Application of Structure Maintenance and Management System Using GIS & GPS

  • It is very important to manage efficient data for safety and maintenance of those constructs. Estimation for structural safety can be evaluated by using data that surveys various structural durability and safety elements. so, it should be based on synthetic and efficient data that includes a variety of related safety elements obtained from a structure. It will subsequently be managed properly and economically. Accordingly, we will approach efficient maintenance management using a Geographic Information System (GIS) with data from structural-safety diagnosis and a Global Positioning System (GPS). In this study, we noted that by using the data that measures the factors (crack, incline, settlement etc.) of various structures as evaluate safety degree. And the horizontal coordinate variation/time of structure was monitored using the GPS easily.

  • This paper describes the diagnosis techniques using UV images taken in the field under energized condition of power equipments in order to figure out and analyze the abnormal states on the terminals of power equipments. To classify the features of the terminals, the counted No. of the corona generated at the terminals is defined. According to the result detected, the No. of corona detected on the power equipments installed inside a building is less than that installed outside a building, and it strongly depends on the environment and installed condition. Thus, the environmental condition needs enhanced, and stable operation by the periodic inspection under energized condition of the power equipments is required. Especially, the event counting technique using UV camera is useful for the power equipments apart more than 20 m to apply, and there can be an error due to the features of the sensing techniques when the distance between the user and the objects is close less than 15 m. Therefore, the experimental result shows that event counting technique is employed in the case of the distance more than 15 m. The electrical safety can be ensured by using the UV detection technique and the criteria.

  • To keep an enterprise's competitiveness on the condition of the automatic manufacturing system such as FA, FMS and CIM, all the maintenance problems should be considered seriously In not only in production and maintenance but also in related industrial safety. As we analyze in the surveys the maintenance management of domestic enterprises and the causes of Industrial accident, there will be necessity of drawing up countermeasures for preventing industrial accidents and for ensuring expertise maintenance technologies. Based on these analyses, the safety information system, maintenance management information system, and the machinery condition diagnosis technique are studied by using of the knowledge-based system under the real-time computer-operating environment and using fuzzy linguistic variable. This computer system based knowledge-based diagnosis can easily provide not only the knowledge of expert system about deterioration phenomenon of industrial robots, but also the knowledge of relating safety and facility all the time. Therefore, it is expected to improve the efficiency of business processes in the production and safety when we use this system.

  • When happen the electrical facilities accident, the one's diagnosis system of fault cause was constructed by FMEA method. From the verification of system, the one's diagnosis system agreed well with result that analyzed actual stale. Thus, the system is judged to be used effectively examine for accident cause of electrical facilities.

PCA Based Fault Diagnosis for the Actuator Process

  • This paper deals with the problem of fault diagnosis for identifying a single fault when the number of assumed faults is larger than that of predictive variables. Principal component analysis (PCA) is employed to isolate and identify a single fault. PCA is a method to extract important information as reducing the number of large dimension in a process. The patterns of all assumed faults can be recognized by PCA and these can be employed whether a new fault is one of predefined faults or not. Through PCA, empirical models for analyzing patterns can be trained. When a single fault occurs, the pattern generated by PCA can be obtained and this is used to identify a fault. The performance of the proposed approach is illustrated in the actuator benchmark problem.

Problems of the Act and Subordinate Statutes Related to the Regulation of Radiation Safety for Diagnosis (진단용 방사선 안전관리 법령의 문제점에 관한 연구)

  • The use of diagnostic radiation in medical institutions is rapidly increasing. Accordingly, the collective effective dose is on the rise every year. Therefore, it is necessary to reduce the radiation exposure of the person undergoing the radiation examination as low as reasonably achievable. And we must establish a legal system to perform the safe management of radiation for diagnosis efficiently. In this way, I went over the problems of the Act and Subordinate Statutes regarding radiation safety management for diagnosis. As a result, the main contents are as follows. First, in the 「Medical Service Act」, there is no basis for the Safety Inspection Institute of Radiation and Radiation Exposure Measuring Institutes. And there are no provisions concerning delegation of administrative disposition. Therefore, it is necessary to secure legal justification by providing the basis for the Safety Inspection Institute of Radiation along with Radiation Exposure Measuring Institutes and the basis for administrative dispositions against these institutions in the 「Medical Service Act」. Second, the 「Rules on the Installation and Operation of Special Medical Equipment 」 should be integrated with the 「Rules on the Safety Management of Radiation Generators for Diagnostics」 to unify administrative procedures such as reporting for radiation special medical equipment for diagnosis. Third, in the case of violating the diagnostic radiation safety management standards in the 「Rules on the Safety Management of Radiation Generators for Diagnostics」, it is necessary to supplement the insufficient sanctions such as administrative disposition. Fourth, regulating diagnostic radiation and therapeutic radiation used in medical institutions with the dual legal system of the 「Medical Act」 and the 「Nuclear Safety Act」 is not efficient in the safety management of diagnostic radiation. Therefore, it is necessary to uniformly regulate diagnostic radiation and all medical radiation, including therapeutic radiation and nuclear medicine, in the 「Medical Service Act」 system.

  • Traffic accidents occur due to complex influences of transportation companies, drivers, and road environment. This study found that education and surroundings for transportation companies, driving habits of drivers, and road safety facilities and accessory facilities were main factors that affected strongly traffic accidents. Also, it found that driving habits of drivers could affect accidents heavily more than two other factors. Road safety and accessory facilities were analysed that they affected traffic accidents independently with transportation companies and their own drivers. Therefore, in order to achieve a traffic accident prevention as our main target, those companies need to produce atmosphere that their own drivers can have safety awareness, and related institutions for the above target should run parallel with policy assistance and strict traffic enforcement. In the end, this study suggests that transportation companies should secure manpower wholly being charged with traffic safety and financial resources investing in it.
