  • The purpose of this study is to analyse consumer injury and to find current status of industrial consumer injury in the field of consumer product. Also the subject under analysis is to develop a design guidance for the consumer product safety. we used consulting data of Korea Consumer Protection Board, Korea Product Liability Consulting Center and referred to statistic data of Korea National Statistical Office. Consumer injury data of Korea is insufficient comparing with leading industrialized nations. Therefore, we categorized hazard factors based on current injury data in Korea instead of analysing injury data statistically. And we analyse the hazard factors using the analytic hierarchy process in this study. Through the results, we defined the Consumer Injury Index(CII) to develop a design guidance for the consumer product safety.

  • These days the construction of extra-long piles increases. It is not unusual to install piles whose length exceed 45m. In such cases, the estimated value of negative skin friction becomes larger, often larger than the design load. In order to be sure of the safety of the super structure, the magnitude of the positive skin friction and the base bearing capacity should be known. In practice dynamic pile loading tests using PDA is the only possible measure to meet this requirement. However the analysis of dynamic pile loading test for such extra-long piles requires a thorough understanding of the pile-soil behaviour. In this paper, a new method to evaluate the positive skin friction and end bearing capacity from the normally performed PDA test is proposed. The proposed method was verified by performing specially designed pilot testings.

  • The Korean government had introduced the industrial safety & hygiene consultant(ISHC) system to improve worksite health and safety level by providing specialized industrial safety & hygiene(S&H) services in 1996. Despite of initial hopeful expectation it has been said that this plan might fail to settled down and maintain its purpose. This study was designed to investigate operational issues and problems concerning the ISHC system, that would direct the way of change and future role. Questionnaire were sent to ISHC, professional engineer, agencies for occupational injury prevention, S&H specialist in the corporation nationwide and totally 256 people responded to in having 62.7% of response rate. The result of this study were as follows; 1. One hundred and forty two cases of safety assessment and 27 cases of process safety reports were the six years' results since 1996 the ISHC program had first been introduced. This results showed that injury prevention activities of ISHC had been stagnant. 2. The 78.8% of respondents had negative opinion about injury prevention activities of ISHC program. 3. The operational problems of ISHC were lack of understanding of company about ISHC, low systematization of work items, duty overlapping with agencies for occupational injury prevention, low support by government. in order. 4. It was suggested that abolition of ISHC and promotion of professional engineer system should be considered. 5. To promote professional engineer system it was suggested that the professional engineer could conduct consulting service and ISHC should be integrated with the expert system.

Analysis of Safety Assessment Methodology for Railway Signaling Systems

  • As railway signaling system is computerized, the significance on safety demonstration and assessment has been increased. Therefore, railway signaling system should reflect the needs for safety assessment technique. Various studies on safety assessment technique for railway signaling have been made in Europe and standardization of the requirements for safety acceptance has been initiated by IEC. In order to develop and establish the safety assessment techniques for railway signaling in Korea, we try to review safety assessment activities for signaling system via reviewing relevant case studies and consulting with experts. And also we propose the safety assessment activity/methodology for Korean railway signaling system.

  • Objectives: As the demand to deal with pathogens in domestic research institutions has expanded and biological accidents have increased, the need for systematic biosafety management in infectious disease laboratories has grown. According to international standards, risk assessment (RA) is required for biosafety management. However, RA criteria have not been clearly established in Korea, so to this end I have attempted to determine RA criteria meeting international levels Methods: In order to provide RA criteria for application, I analyzed the RA criteria in use in the U.S., Europe and at international organizations. In order to ensure the public nature of the RA criteria, I constructed the research model through modified management consulting methodology reflecting the model of Radnor and O'Mahoney. Results: According to the results of the study, existing laboratory biosafety regulations were comparable to domestic laboratory safety laws. Existing laboratory biosafety standards that are designed around risk factors were found to be insufficient. An RA case to be carried out in infectious disease laboratories at the National Institute of Health of KCDC was identified. Conclusion: To establish a systematic risk management system meeting international standards, it was necessary first to harmonize the systems of national and international standards. In addition, in order to provide specific biosafety management on-site, I recognized a need for methodology and planning strategies to discover biosafety management so that it can be carried out as required through the RA of individual laboratories.

  • The humidifier disinfectant disaster (HDD) was not a simple poisoning accident by biocides, but a singular disaster in history created by chemicals in household products. This disaster was a result of the failure of a system for the management of chemical and product safety. Since the management authority for chemical usage safety is different from those for chemical safety in products, many blind areas for chemical safety management in products still remain. The 'Act on the Registration and Evaluation, etc. of Chemical Substances (ARECS)' or the new 'Biocidal Product Act' must not only address the blind areas in the management system for chemical and product safety, but also prevent a second HDD. To prevent another HDD, an integrated registration, evaluation, and management system for chemicals and consumer products must be incorporated into the 'ARECS' as an essential part for chemical safety in consumer products.

A study on the system safety plan of skyscraper construction work (초고층 빌딩 건설공사의 시스템안전 방안 연구)

  • In this paper, a research was carried out to extract the more concrete and systematic method for the safety management of skyscraper construction. Here, the most risky processes in the construction of skyscrapers were extracted through the general risk evaluation for safety management processes and their characteristics and trends were analyzed for the suggestion of safety management methods and safety inspection factors in the construction of skyscrapers, as well as for the suggestion of prevention measures for major disasters. The result of this paper will be well used as a basic data in establishing the manual necessary for executing the construction of skyscrapers more safely than the present where there is no specific direction for the safe management of skyscraper construction yet.

  • This thesis provides background information on DFS carried out by the government in an effort to reduce the accident rate, cases of DFS in other advanced countries to study their risk detection, risk assessment, risk control measures, and cases in which application of DFS during the designing phase succesfully led to reduction of the accident rate. Till now, the focus has been on incident responses after the occurance of accidents, it describes the importance of considering safety during the desining process through safety results and cases.
