Study on Improving Maritime English Proficiency Through the Use of a Maritime English Platform (해사영어 플랫폼을 활용한 표준해사영어 실력 향상에 관한 연구)

  • Maritime English is a specialized language system designed for ship operations, maritime safety, and external and internal communication onboard. According to the International Maritime Organization's (IMO) International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), it is imperative that navigational officers engaged in international voyages have a thorough understanding of Maritime English including the use of Standard Marine Communication Phrases (SMCP). This study measured students' proficiency in Maritime English using a learning and testing platform that includes voice recognition, translation, and word entry tasks to evaluate the resulting improvement in Maritime English exam scores. Furthermore, the study aimed to investigate the level of platform use needed for cadets to qualify as junior navigators. The experiment began by examining the correlation between students' overall English skills and their proficiency in SMCP through an initial test, followed by the evaluation of improvements in their scores and changes in exam duration during the mid-term and final exams. The initial test revealed a significant dif erence in Maritime English test scores among groups based on individual factors, such as TOEIC scores and self-assessment of English ability, and both the mid-term and final tests confirmed substantial score improvements for the group using the platform. This study confirmed the efficacy of a learning platform that could be extensively applied in maritime education and potentially expanded beyond the scope of Maritime English education in the future.

A Study on the Review and Countermeasure for 2010 Amended Convention of the STCW (2010년 STCW 개정협약의 주요 내용과 교육계의 대응)

  • The international convention on standards of training, certification and watch-keeping for seafarers, 1978(1978 STCW convention) has been established as a minimum standard and competence of seafarers, and contributed to reduce marine accidents caused by human errors. The convention has been partly amended several times according to environmental change of ship's operation and there were comprehensive revisions in so called 1995 amended STCW convention. In these years, ships are in tendency of increasing size and speed, and also adopted high technologies. These kinds of changes brought STW sub-committee up for discussions to modify the convention to cope with new environments from the year of 2006. As the result, major amendaments to STCW convention have been adopted at a diplomatic conference in Manila, Philippine in June 2010, thereby new global standards will be in force to train and certify seafarers to operate technologically advanced ships before long. This paper is to introduce major amendaments such as ship's security, ECDIS and leadership etc. in this Manila amendments and to clarify some articles to be adopted in programs for education and training of seafarers in Korea.

A Study on the Standardization of Education Modules for ARPA/Radar Simulation (ARPA/레이더 시뮬레이션 교육 모듈의 표준화 연구)

  • A mariner cadet gains the ability to identify and avoid potential collisions with other ships through ARPA/Radar simulation education. This research surveyed first domestic and overseas's rules (e.g., MOMAF's Standard, the STCW Convention, etc.) of the simulation education, upon investigation the only content and timing of this simulation-based education are specified according to these rules, and maritime education institutions issue the related certification autonomously after a student has taken the simulation because no simulation education module exists to further guide the ARPA/Radar simulation. As a result, it is difficult for students to acquire consistent maritime ability through ARPA/Radar simulation. This paper discusses standardization of these education modules to produce more consistent mariner ability, and verify the degree of improvement of education that would be achieved by enacting the proposed education module. The simulation education system used in maritime institutions in Korea was investigated, and scenarios reflecting traffic flow in actual waterways was proposed based on marine traffic surveys so teaching modules can educate/assess more effectively based on core marine abilities. Improvements in education and training were also verified using data collected over 2 years based on a standardized module. Each education institution can enact an effective, systematic education approach using standardized ARPA/Radar education modules proposed in this paper, and this can set a foundation to contribute to safer vessel navigation by improving maritime abilities.

Effective Parent-Child Key Establishment Algorithm used ZigBee Sensor Network (ZigBee 센서네트워크에서 효율적인 Parent - Child 키 연결 알고리즘)

  • Coordinator is defining so that function as most trust center that is point in security in ZigBee Alliance. Because must do height connection with coordinator in device signing to PAN newly, coordinator has shortcoming that subordinate is revealed to danger directly to Centered and cattish device. When do height connection some device, do not become problem, but if network is huge, coordinator's subordinate shall increase as traffic quantity which happen in coordinator increases. Also, in ZigBee security to link network kina of transmission and mutually certification in ZigBee Alliance standard include, but I do not provide method to deliver master key in each node safely. Because process that transmit master key passes through channel that do not secure, master key has shortcoming that is revealed directly. In this paper, I suggested Parent-Child key establishment algorithm to solve these problem. Proposed algorithm consists of two structures. Master key establishment algorithm and device that sign to PAN newly that can use one-way Hash chain and transmit master key safety are consisted of Parent-Child network key establishment algorithm that do child node and parent node key establishment as can do key establishment efficiently. Method that device proposes in case method that propose in case have master key establishment time was shown better performance $200{\sim}1300ms$ than existing method, and device does not have master key than existing method height connect time about $400{\sim}500ms$ better performance see.

Comparisons of Certification Standards for Mask and Review on Filtration Efficiency for Viruses (마스크의 인증기준 비교와 바이러스 여과효율에 대한 고찰)

  • Objectives: The aims of this study were to review the standards and key components of the standards for disposable masks in Korea, the US, EU, Japan, and China and to evaluate the appropriateness of disposable masks during a virus pandemic. Methods: We reviewed the standards in the above countries and compared their key elements for each standard. For the second purpose, systemic paper gathering using key words like 'mask', 'respirator' 'virus', and 'coronavirus' in the PubMed search engine was performed. Fifty-three papers were selected and reviewed in regard to the appropriateness of test protocols with sodium chloride(NaCl) particles for virus filtration and the effectiveness against viruses. Results: The standards for masks are largely divided into two categories: US standards and EU standards. In Korea, the Ministry of Employment and Labor adapted the EU standards for workers and the Health Masks adopted the Ministry of Employment and Labor standards by the Ministry of Food and Drug Safety. Regarding airborne viral infections, WHO emphasizes only droplet infection, while many studies have shown that small particles enter the air through coughing or sneezing, which increases the possibility of airborne infection. Compared to other particles, various factors such as airborne viability and the ability to replicate the virus in the body are further involved in the virus's airborne infection rate. Airborne infection is classified into absolute air infection, preferential air infection, and opportunistic air infection. The NaCl-certified N95 mask showed good filtration efficiency against viruses and NaCl particles were proved to be a surrogate material for viruses. From this, KF94 is also expected to be effective in blocking viruses. Conclusion: The N95 test method could be used as a surrogate test method for virus filtration. N95-class masks have been found to effectively block viral infections in the air. However, surgical or medical masks are only partially effective against airborne virus infection though they could effectively block large droplet infection. However, most studies considered in this study targeted N95 in foreign countries and studies on masks actually used in Korea are very limited, so studies on microorganisms and reuse on domestic masks should be conducted in the future.
