This study is to perform empirical analysis on observational before-after studies in Naive Method, Comparison Group(CG) Method and Empirical Bayes(EB) Method, and to compare with their results and to propose ways to apply to evaluation researches. For this purpose, the evaluation of road safety audit executed on Y$\breve{o}$ng-dong freeway in 2005 and 2006 was performed. As a result, all three methods have showed improved effects due to safety treatments. The safety effectiveness of Naive method is the largest, CG Method is the second and EB method is the last. The results of Naive method are overestimated due to the trend of reducing traffic accidents and those of CG method are affected by the external casual effects of comparison group. In the EB method, as "regression to the mean" phenomenon are controlled by reference group's accident model, it's result is relatively more accurate than that of other methods. In the conduct of evaluation studies, the analysts have to understand the pros and cons of each evaluation method. And after leading the survey on accident trends of related all sites, evaluation analysis is performed to be able to minimize bias.
Traffic accidents on highways are likely to happen when there is an imbalance in the complex relationships among key elements such as road geometries, driver related factors, and mechanical performances. The Demand-Effort Model (DEM), which evaluates highway safety, can be explained by the imbalance, which occurs when the level of demand of the driver's attention to the road environment exceeds that of the response from the driver. This study suggests a new model that improves the reliability of the current DEM through the reinterpretation on the physiological signals with the help of the Neural Network Model (NNM). The data were collected from 149 subjects, who drove a test vehicle on the Yongdong, Honam, and Seohaean Expressways in Korea. Three important results could be drawn from the recursive tests as follows; (1) Only 5 out of 10 parameters on the physiological signals which are currently used were proven to be meaningful through the Normality Test, Cluster Analysis, and Mann-Whitney Analysis. (2) The revised DEM, which internally uses the NNM, showed more reliable results than existing DEM. Group 1, which is based on the new DEM showed 80.0% of accuracy in measuring the level of driver's efforts, however, that of Group 2 based on the current DEM was 74.3%. (3) Field tests on the Honam Expressway showed lower 'type II error' with the new DEM (40.5%) than the old DEM (58.8%). The DEM is designed as a quick and easy way to determine highway safety prior to the minute road safety audit (RSA) by a professional audit team. Then a new DEM, which is based on the NNM, needs to be considered since it showed higher reliability and lower error.

Line Operations Safety Audit (LOSA) is a well known preventive aviation safety program for Threat and Error management (TEM). High quality LOSA data suitable for safety management is obtained when a flight crew flies at the same level of attention as ordinary flight. Factors contributing to LOSA data quality may include flight crew's understanding on LOSA purpose, observer's career, and characteristics of the organization responsible for LOSA operations. This study explored purposes of TEM and LOSA, as well as their relationship. Previous studies mentioned quality of LOSA data can be influenced by heuristic judgment, hawthorne effect, and priming effect. This study recognized the importance of LOSA data quality to be effectively used for preventive safety management. It was confirmed that the level of understanding on LOSA concept, experience of the observer, and the characteristics of the department in charge of LOSA operation could affect the quality of LOSA data.

Purpose: The purpose of this study is to assess the operational status and level of understanding among IRB and HRPP staffs at a hospital or a research institute to the HRPP guideline set by the Ministry of Food and Drug Safety (MFDS) and to provide recommendations. Methods: Online survey was distributed among members of Korean Association of IRB (KAIRB) through each IRB office. The result was separated according to topic and descriptive statistics was used for analysis. Result: Survey notification was sent out to 176 institutions and 65 (37.1%) institutions answered the survey by online. Of 65 institutions that answered the survey; 83.1% was hospital, 12.3% was university, 3.1% was medical college, 1.5% was research institution. 23 institutions (25.4%) established independent HRPP offices and 39 institutions (60.0%) did not. 12 institutions (18.5%) had separate IRB and HRPP heads, 21 (32.3%) institutions separated business reporting procedure and person in charge, 12 institutions separated the responsibility of IRB and HRPP among staff, and 45 institutions (69.2%) had audit & non-compliance managers. When asked about the most important basic task for HRPP, 23% answered self-audit. And according to 43.52%, self-audit was also the most by both institutions that operated HRPP and institutions that did not. When basic task performance status was analyzed, on average, the institutions that operated HRPP was 14% higher than institutions that only operated IRB. 9 (13.8%) institutions were evaluated and obtained HRPP accreditation from MFDS and the most common reason for obtaining the accreditation was to be selected as Institution for the education of persons conducting clinical trial (6 institutions). The most common reason for not obtaining HRPP accreditation was because of insufficient staff and limited capacity of the institution (28%). Institutions with and without a plan to be HRPP accredited by MFDS were 20 (37.7%) each. 34 institutions (52.3%) answered HRPP evaluation method and accreditation by MFDS was appropriate while 31 institutions (47.7%) answered otherwise. 36 institutions answered that HRPP evaluation and accreditation by MFDS was credible while 29 institutions (44.5%) answered that HRPP evaluation method and accreditation by MFDS was not credible. Conclusion: 1. MFDS's HRPP accreditation program can facilitate the main objective of HRPP and MFDS's HRPP accreditation program should be encouraged to non-tertiary hospitals by taking small staff size into consideration and issuing accreditation by segregating accreditation. 2. While issuing Institution for the education of persons conducting clinical trial status as a benefit of MFDS's HRPP accreditation program, it can also hinder access to MFDS's HRPP accreditation program. It should also be considered that the non-contact culture during COVID-19 pandemic eliminated time and space limitation for education. 3. For clinical research conducted internally by an institution, internal audit is the most effective and sole method of protecting safety and right of the test subjects and integrity for research in Korea. For this reason, regardless of the size of the institution, an internal audit should be enforced. 4. It is necessary for KAIRB and MFDSto improve HRPP awareness by advocating and educating the concept and necessity of HRPP in clinical research. 5. A new HRPP accreditation system should be setup for all clinical research with human subjects, including Investigational New Drug (IND) application in near future.

Since out of a lot of traffic problems traffic accidents cause damage to life and properties of people, it stands out as one of traffic problems which needs improvement, and the loss due to traffic accident negatively affects not only the parties to the accident but also the national economy. Thus, continual concern of the government toward traffic safety is getting bigger and lately each local government is preparing a basic plan for traffic safety and vitalizing traffic safety policies. As expanding the responsibility and role of local governments for traffic safety, traffic safety measures which are based on the characteristics of each local government should be studied. Most of analytical methods in the existing traffic accidents prediction models with macroscopic vision focus on socioeconomic variables such as local population and the number of registered vehicles, and present a great deal of prediction error when they are applied in practice. In this context, this study proposed a traffic accident prediction model in respect of macroscopic level for autonomous districts (administrative districts) of Seoul City. The model development was not based on the entire city but on the type of local land usage (development density) whose relationship with traffic accident frequency was analyzed.
ICAO's Universal Safety Oversight Audit Programme (USOAP) was initially launched in January 1995, in response to widespread concerns about the adequacy of aviation safety oversight around the world. The recent reduction in aircraft accidents and effective role that is evaluated on the basis of these results, and in 2013 the existing 'snapshot approach' to 'regular monitoring system (USOAP-Continuous Monitoring Approach)' was converted to. In particular, the systematic implementation of safety management for the existing laws and regulations in the center of the safety oversight system of risk-based introduction of the concept of proactive safety management, and According to international standards ICAO aviation service providers operate their own Safety Management System was set out in Aviation Law ever. In addition, the aviation safety is at the center of the field of the safety of aircraft operations and maintenance for the promotion is promoting various safety policies. This new paradigm shift in the international aviation safety policy in line with our state in the international community with the most exemplary aviation safety system firmly established itself as a model, the Government will strengthen the competitiveness of our aviation plans to support. The International Maritime Organization (IMO) issued 2017 Guidelines on maritime cyber risk management. In accordance with IMO's maritime cyber risk management guidelines, each flag State is required to comply with the Safety Management System (SMS) of the International Safety Management Code (ISM) that the cyber risks should be integrated and managed before the first annual audit following January 1, 2021. In this paper, to identify cyber security management targets and risk factors in the maritime sector and to conduct vulnerability analysis, we catagorized the cyber security sector in management, technical and physical sector in maritime sector based on the industry guidelines and international standards proposed by IMO. In addition, the Risk Matrix was used to conduct a qualitative risk assessment according to risk factors by cyber security sector.

Process gas piping is one of the most basic components frequently used in the refinery and petrochemical plants. Many kinds of by-product gas have been used as fuel in the process plants. In some plants, natural gas is additionally introduced and mixed with the byproduct gas for upgrading the fuel. In this case, safety or design margin of the changed piping system of the plant should be re-evaluated based on a proper design code such as ASME or API codes since internal pressure, temperature and gas compositions are different from the original plant design conditions. In this study, series of piping stress analysis were conducted for a process piping used for transporting the mixed gas of the by-product gas and the natural gas from a mixing drum to a knock-out drum in a refinery plant. The analysed piping section had been actually installed in a domestic industry and needed safety audit since the design condition was changed. Pipe locations of the maximum system stress and displacement were determined, which can be candidate inspection and safety monitoring points during the upcoming operation period. For studying the effects of outside air temperature to safety the additional stress analysis were conducted for various temperatures in $0{\sim}30^{\circ}C$. Effects of the friction coefficient between the pipe and support were also investigated showing a proper choice if the friction coefficient is important. The maximum system stresses were occurred mainly at elbow, tee and support locations, which shows the thermal load contributes considerably to the system stress rather than the internal pressure or the gravity loads.

As NPPs' operating times increase, the integrity of nuclear components is continually degraded due to aging effects of systems, structures and components. In addition, for the case of continued operation beyond design life, additional aging effects occurred during the extended operating period lead to more degradation of the integrity of nuclear components. Therefore, it is very important to mange and evaluate the aging to secure the safety of NPPs. Wolsong unit 1 is approaching to its design life of 30 years in 2012. The license renewal documents for continued operation of Wolsong unit 1 Is under reviewing now. In this paper, regulatory technologies for continued operation of Wolsong unit 1 developed by KINS will be introduced. That technologies include the safety review guidelines, regulatory guides for aging management program and regulatory program for audit calculation.

In this study, the index for operation evaluation index for safety management system that can be facilitated as the assessment tool for system operation monitoring and operation outcome and the safety management system of shipping companies has been developed. By using this index, this study may provide the instruction or consultation for frequent facilitation by comprehensively recording the required knowledge for each operation stage for the companies that prepares the introduction of the safety management system and companies that already introduced the system to maintain and develop the system. In addition, when working on internal audit and assessing the system operation outcome, it may be facilitated as the assessment tool to contribute in continuous improvement and development. This index is consisted of 11 large categories, 35 items of medium categories and 447 small categories.
