Determination of Optimal Route Based on AIS and Planned Route Information

  • The authors have newly developed the “Port Traffic Management System (PTMS)”. The PTMS provides each ship with the detailed planned routes of all the ships entering/leaving the port. This system also has a function to predict the encounter situations between own ship and other ships in the future. Based on information of the present positions, speeds and planned routes of the own ship and other ships, it is possible to predict when and where the own ship will have dangerous encounters with other ships in the future. The software of PTMS was developed from 2001. Then onboard experiments using small training ships equipped with actual AIS were performed in June 2003. From the results of these onboard experiments, the usefulness of PTMS was clarified. In addition to these onboard experiments, the effectiveness of PTMS was confirmed by comprehensive simulator experiments. In the simulator experiments, captains/pilot maneuvered a training ship/container ship in congested waters using PTMS. [t was assumed that all ships have PTMS and send their planned routes. After the simulator experiments, captains/pilot suggested that it is very beneficial if the optimal route of own ship can be automatically calculated. In response to this suggestion, software to calculate the optimal route of own ship using Dynamic Programming was developed. This software calculates the minimum time route from the present position to the destination keeping the danger of collision against other ships under predetermined level. From the result of calculations for multi-encounter situations, it was confirmed that the developed software can provide safe and time-saving route.

  • Vessel Traffic Service (VTS) area presents a complex traffic pattern due to ships entering or leaving the port to utilize port facilities, as well as ships passing through the coastal area. To ensure safe and efficient management of maritime traffic, VTS operators continuously monitor and control vessels in real time. However, during periods of high traffic congestion, the workload of VTS operators increases, which can result in delayed or inadequate VTS services. Therefore, it would be beneficial to predict traffic congestion and congested areas to enable more efficient traffic control. Currently, such prediction relies on the experience of VTS operators. In this paper, we defined vessel traffic congestion from the perspective of a VTS operator. We proposed a method to generate traffic networks using historical navigational data and predict traffic congestion and congested areas. Experiments were performed to compare prediction results with real maritime data (Daesan port VTS) and examine whether the proposed method could support VTS operators.

A Study on the Safety Measure for Mega Container Ships Calling at Busan New Port from the Perspective of Pilotage (도선 관점에서 본 초대형 컨테이너 선박의 부산신항 내 안전대책 연구)

  • With the removal of underwater obstacles in the Busan New Port, the water depth of the pier has been secured up to 17m, and the port authority is constantly responding to the trend of container vessels becoming larger. Also, in 2020, 24,000TEU class container ships are entering to the port, and it is planned to secure the depth in the port to 23 m later in line with this trend. Mega container ships must check in advance the factors to be considered depending on the situation at the time, and for this, it is judged that information sharing among stakeholders is necessary. In this paper, to understand the effect of the corresponding route because of the mega container ships, a transit safety evaluation was conducted based on statistical data on ship entry and departure and maneuver characteristics of corresponding ships. The result showed that the transit of the mega container ships has increased up to 8.4% comparing to the risk of 4,000TEU class container ships. Additionally, safety measures such as minimum safety depth and tug operation plans were presented by gathering opinions on operational characteristics from the perspective of pilotage for safe transit in the Busan New Port area. Through this, it is considered that it will be possible to contribute to the prevention of accidents when entering and leaving the Busan New Port.

  • The author experienced of four patients with intractable pain who were treated by continuous intraventricular infusion of morphine through an implanted port system. One suffered from tongue cancer and the others from bone metastasis or distant metatasis of abdominal cancer which were ineffectively to managed through an epidural route. Our experience is that this is a safe and effective method of pain management in patients with head and neck cancer. It is useful as well in patients who have intractable pain that cannot be managed through an intrathecal or epidural route.

Several powerful methods of dynamic inelastic analysis such as direct intergration methods and modal superposition methods were developed with the development of computers during the last three decades.   • The most important point when we engage on waterway dredging work is supplying safe navigational passage to the vessels underway by narrowing dredge work area and removing submerged dangers. In order to meet this end it is neccessary to use auxiliary equipment for shifting actively and mooring and adopt automation of dredging work by integrating information on real time position, dredging depth, and work information. The danger with a spud control system in this study, by the way, is able to employed on continuous dredging work with the narrowest working area allowing wide and safe passages to vessels underway, by moving the dredger to the working zone with the spud controlled automatically. Furthermore, it has been improved definitely compared with the existing dredging proccess management system such that it shows the track of spud and working depth on the electronic navigation chart of window, together with the final outcome of dredging work. The test dredging work at the entrance of Busan North Port for system evaluation showed that actual working time available was twice of the one by the existing anchor system, and that it reduced 38% of time for preparation work and one man power.

  • Many maritime accidents have been caused by human-error including such things as inadequate watch keeping and/or mistakes in ship handling. Also, new navigational equipment has been developed using IT technology to provide various information for safe navigation. Despite these efforts, the reduction of maritime accidents has not occurred to the degree expected because, navigational equipment provides too much information, and this information is not well organized, such that users feel it to be complicated rather than helpful. In this point of view, the method of representation of navigational information is more important than the quantity of that information and research is required on the representation of information to make that information more easily understood and to allow decisions to be made correctly and promptly. In this paper, we adopt Augmented Reality (AR) technologies for the representation of information. AR is a 3D computer graphics technology that blends virtual reality and the real world. Recently, this technology has been widely applied in our daily lives because it can provide information more effectively to users. Therefore, we propose a new concept, a navigational system based on AR technology; we review experimental results from a ship-handling simulator and from an open sea test to verify the efficiency of the proposed system.

A Selection of the Refuge Area in the West Sea for the National Fishery Supervision Vessel according to the Trajectories of the Extratropical Cyclone in Winter Season (겨울철 온대저기압의 이동경로에 따른 국가어업지도선의 서해 피항지 선정)

  • The environs of Korea in winter season are influenced by the distribution of atmospheric pressure, namely, the typical east-low and west-high pattern that is formed from both the Siberian continental high pressure and the Aleutian oceanic low pressure. In this reason, the violent West or North-West monsoon, the billows with the strong wind, and the tremendous heavy snowfall are encountered very frequently in the West Sea. In this study, the trajectories of the extratropical cyclone are analysed to choose the safe refuge areas of National Fishery Supervision Vessel using the surface analysis weather chart for 11 years from 1994 to 2004. The safe refuge areas according to the trajectories of the extratropical cyclone in the West Sea are decided using data that contain the topographical properties of island, the depth of water, the state of low quality, the influence of tidal current, and the distribution of fishing-net.

  • This study aims to provide divers with improved safe diving practices by analyzing reports on scuba diving casualties that recently(from 1997-2003)occurred in Korea, Japan and USA. The result of this study can contribute toward preventing the diving accident. All the data were collected through the diving accident reports of various sourse, which include KUA(Korea Underwater Association) technical committee, the accident statistical data of National Maritime Police Agency, articles of domestic and foreign scuba diving magazine, accident reports of various newspaper, annual report on decompression illness and diving fatalities by DAN(Diver Alert Network), various type of data on diving accident from local as well as national seminars, and medical treatment data of diving accident.

A Study on the Analysis of Dangerous Elements In Navigational Areas Adjacent to Mokpo port (목포인근해역 항행 위험요소에 관한 분석)

  • The navigation area approach to Mokpo port consists of narrow channels with 30mile section, and the route is crossed with many fairways. In particular, fairway routeing except Mokpogu is not assigned and there are many threatening factors against the safe operation of vessel because fishing and mining areas are designated. Therefore, this paper proposed elements for safe passage through a marine traffic environmental assessment with the analysis of surrounding environment, dangerous elements, traffic survey and marine casualty.
