The elements that determine the success of development projects on goats and the prerequisites for ensuring this are discussed in the context of the bewildering diversity of goat genetic resources, production systems, multifunctionality, and opportunities for responding to constraints for productivity enhancement. Key determinants for the success of pro-poor projects are the imperatives of realistic project design, resolution of priorities and positive impacts to increase investments and spur agricultural growth, and appropriate policy. Throughout the developing world, there exist 97% of the total world population of 921 million goats across all agroecological zones (AEZs), including 570 breeds and 64% share of the breeds. They occupy a very important biological and socioeconomic niche in farming systems making significant multifunctional contributions especially to food, nutrition and financial security, stability of farm households, and survival of the poor in the rural areas. Definitions are given of successful and failed projects. The analyses highlighted in successful projects the value of strong participatory efforts with farmers and climate change. Climate change effects on goats are inevitable and are mediated through heat stress, type of AEZ, water availability, quantity and quality of the available feed resources and type of production system. Within the prevailing production systems, improved integrated tree crops - ruminant systems are underestimated and are an important pathway to enhance C sequestration. Key development strategies and opportunities for research and development (R and D) are enormous, and include inter alia defining a policy framework, resolution of priority constraints using systems perspectives and community-based participatory activities, application of yield-enhancing technologies, intensification, scaling up, and impacts. The priority for development concerns the rainfed areas with large concentrations of ruminants in which goats, with a capacity to cope with heat tolerance, can be the entry point for development. Networks and networking are very important for the diffusion of information and can add value to R and D. Well formulated projects with clear priority setting and participatory R and D ensure success and the realisation of food security, improved livelihoods and self-reliance in the future.
India faces a formidable challenge in ensuring security of access to modern energy carriers to majority of its population. The fossil-fuel dominated centralized energy system has proved to be ineffective in creating sustainable access to energy, which suggests need for a radical and innovative approach. We present such an approach. First, the need for innovations given the implications of lack of energy access on sustainable development is assessed. Next, possible innovations with respect to technologies, policies, institutions, markets, financial instruments and business models are discussed. Finally, an economic and financial feasibility of implementing such innovations are analyzed. The results indicate that such a proposal needs an investment of US$ 26.2 billion over a period of 20 years for a GHG mitigation potential of 213Tg $CO_{2e}$. The proposition is profitable for the enterprises with IRRs in the range of 39%-66%. The households will get lifeline access to electricity and gas for cooking at an affordable monthly cost of about US$ 5.7.
Korean government has planned to increase the productivity of horticultural crops and to expand supply smart greenhouse for energy saving by modernization of horticultural facilities based on ICT in policy. However, the diversity and linkages of monitoring and control are significantly insufficient in the agricultural sector in the current situation. Therefore, development of a service system with smart-farm based on the internet of things(IoT) for intelligent systemization of all the process of agricultural production through remote control using complex algorithm for diverse monitoring and control is required. In this study, domestic and international research trend related to ICT-based horticultural facilities was briefly introduced and limits were analyzed in the domestic application of the advanced technology. Finally, future core technologies feasible to graft in agricultural field were reviewed.

Injury in agriculture is a serious public health issue with a major impact on the lives of Korean farmers. It is one of the leading causes of death and is also a major cause of longand short-term disability. In 2001, the social cost of one accident in agricultural machinery was estimated as 97.7-97.8 million won that is 4 fold of farm household income in Korea. Effective prevention and control of injuries requires a system of surveillance that monitors the incidence of injuries, their causes, treatment and outcomes. This requires an integrated system of data collection, analysis and interpretation and communication. Creating effective injury surveillance system in Korea requires to establish a framework for a national agenda. Discussions regarding the development of the framework should address, but not be limited to issues related to Data Holdings and Linkages; Capacity and Skills; Communication; Interconnection; and Surveillance Products. Ideally, an injury surveillance system would meet the information requirements across all sectors, while allowing each to have the ongoing information it needs for its policy and programming needs. This study was carried out to develop a surveillance system of agricultural injuries in Korea. Study subjects were residents who lived in a typical agricultural area (Yangpyung area in Kyung-gi province). The main data sources were reports of village headmen, compared with data of 'National Emergency Management Agency', 'National Health Insurance Corporation', 'Insurance of National Agricultural Cooperative', and 'Emergency Medical Centers'. Each data were reviewed to validate the strengths and weaknesses.

To effectively implement the integrated water management policy outlined in the National Water Management Act, it is essential to analyze agricultural water supply and demand at both basin and water district levels. Currently, agricultural water is primarily distributed through open canal systems and controlled by floodgates, yet the utilization-to-supply ratio remains at a mere 48%. In the case of agricultural water, when analyzing water balance through existing national basin water resource models (K-WEAP, K-MODISM), distortion of supply and regression occurs due to calculation of regression rate based on the concept of net water consumption. In addition, by simplifying the complex and diverse agricultural water supply system within the basin into a single virtual reservoir, it is difficult to analyze the surplus or shortage of agricultural water for each field within the basin. There are limitations in reflecting the characteristics and actual sites of rural water areas, such as inconsistencies with river and reservoir supply priority sites. This study focuses on the development of a model aimed at improving the deficiencies of current water balance analysis methods. The developed model aims to provide standardized water balance analysis nationwide, with initial application to the Anseo standard watershed. Utilizing data from 32 facilities within the standard watershed, the study conducted water balance analysis through watershed linkage, highlighting differences and improvements compared to existing methods.

The structure of the Hanwoo (Korean Native Cattle) Industry remains very weak and vulnerable to the WTO/IMF system. Considering that the majority of cattle farmers are small sized, and that marketing systems are outdated and inefficient, rapid expansion of lower priced beef imports by WTO system and rapid increasing of production costs by IMF system would lead to the deprivation of a regular source of farm income and threaten the stability of rural life. Accordingly, the Hanwoo industry should be expanded in accordance with progress in the implementation of (1) programs for the structural adjustment and (2) measures to compensate for the loss. Efforts for lowering major production factor costs needs to continue, In order to increase the supply of calves at low cost, the programs of collective cow-calf farms should be expanded, thereby reducing the cost of calf purchase, which constitutes the largest share of Hanwoo production cost. Also, feedlot operations should be encouraged for small herd farms in order to achieve a substantial saving in beef production costs by integrated operations from calf production to cattle fattening. A substantial saving would also be made by collective purchase and distribution of various inputs through the cooperatives' channels. Extension services should be strengthened for cattle farm management, cattle care and feeding, prevention of cattle disease, etc. In order to minimize cash outlays for commercial mixed feeds, utilization of far by-products as feeds should be enhanced and production of forage crops productive of resources, such as land and rural labor, during the farm o(f-season, needs to be encouraged. Also, technological development for enhancing the nutritional value of farm by-products should be encouraged. Measures for successful segregation of the Hanwoo beef market should be implemented, thereby enhancing incentive for quality beef producers and protecting consumers willing to pay higher price for quality beef. For development of the Hanwoo industry, a considerable time frame would be required in order for (1) small livestock farmers to make a successful adjustment by staying in the enterprise and achieving increased price efficiency (2) livestock farmers to acquire know-how for producing quality Hanwoo beef, (3) the ongoing Government policy of enhancing price-quality competitiveness, and for improving the quality Hanwoo beef marketing to take root. (4) consumers to increase their ability to distinguish meat quality, and others.

The comprehensive master plan in November 2010 on Saemangeum internal development has been released, and there is a need for complementary measures related to in-situ monitoring methods in order to acquire water temperature (T) and salinity (S) data. Thus, these data are monitored and analyzed by Korea Rural Community Corporation continuously. The purposes of current study are to evaluate the distributions of seasonal T and S, sigma-t, and stratification parameter and to compare annual stratification system in 2011 and 2012. To achieve these objectives, monthly vertical changes of T, S, and sigma-t, which are reproduced by a kriging technique, have been analyzed. In summer, the temperature difference between surface and bottom layers varies from 2 to $3^{\circ}C$, and the stratification of T is considerably weak. The stratification of S occurs abruptly within depth of EL. (-)5 to EL. (-)10 m. Therefore, stratification is induced by sudden increasing of water inflow amount due to a localized downpour during the rainy season, and these stratification processes are strongly influenced by inflowing a fresh water from watersheds in estuary environment.

Due to the increasing needs of land supply, green space has been continuously encroached and resulted considerable naturality deterioration in Korea. In order to overcome the problem, it is necessary to introduce a integrated system for managing the quantitative and qualitative aspects of green space. With this regard, this study is to derive the feasibility for the adoption of the 'no net loss of green' policy to Korea from German and Japanese experiences. In Germany, natural resources are protected and inevitable damages were compensated through the adoption of 'interference regulation'. In Japanese case, future green space and artificial green foundation should be specified on the green basic plan which pursuit the improvement of naturality. In order to introduce the 'no net loss of green' policy to Korea, not only awareness raising on integrated green management system but also amendment of related regulations are needed. In detail, restoration and recovery on the damaged nature should be clearly elucidated and indicators to evaluate the current naturality and calculation methods for the restoration should be developed. Should this integrated green management system introduced, deterioration of naturality by development activities could be minimized thorough the adoption of land development permission criteria and green space management methodologies.

The purpose of the present study is to improve the effectiveness of Korea's ODA projects on agricultural technology transfer to Africa. This study investigates agricultural extension system of African countries and provides a direction of the systematic strategies of the Korean ODAs on agricultural technology. This study pays particular attention on Africanization of agricultural technology transfer of the Korean ODA strategies. Unlike the previous studies focusing mainly on micro level investigation on the ODA strategy development, the present study incorporates the agricultural technology dissemination system of Ethiopia and Uganda in a macro perspective to develop a desirable form of the ODA strategy. The findings illustrate that the technology dissemination systems of the case countries have different characteristics depending on the function and organization of extension agency. And their functional capability and role segmentation by the extension agency are differently configured, too. In case of Ethiopia, top-down structure for the agricultural extension system has been built. Farmers' group and field agent of the information delivery system has expanded their participation into the system. However, we also find that the system of Ethiopia still lacks effective use of its existing technology, since it puts more emphasis on management aspects than improvement of agricultural productivity for farmers. On the other hand, even though Uganda has established participatory extension system that encompasses the entire agencies of the extension system, government efforts to enhance the extension system are still concentrated on expanding research functions rather than technical dissemination. The results imply that promoting and strengthening localization of the ODA strategy has to be developed to make localization policy of the Korean ODA. The present study concludes with some specific policy implications for necessary conditions of the agricultural development in African countries.

Malawi's agricultural extension system has been subjected to a number of criticisms in recent times for failing to contribute significantly to agricultural development and for not responding to the needs of the smallholder farmers. Despite this, extension is still seen as key to improving poverty and rural livelihoods.There is a number of challenges facing extension that require a response from the public sector and other stakeholders. A clear and positive response to these challenges will help shape the future of agricultural extension in Malawi for the benefit of all farmers and the attainment of the broad policy objectives of government: democratization, market liberalization, decentralization, HIV/AIDS crisis, shrinking public sector resources, public sector reform, and co-ordination, etc. The mission is to provide pluralistic demand driven extensions services and promote equalisation and co-ordination in service provision in order to achieve food security at household level, there-by reducing poverty. On the other hand the vision is that 'All farmers' demand and access high quality extension services from those best able to provide them'. DAES implements its extension policy through the District Agricultural Extension Services System (DAESS), based on Model Village Approach.
