The purpose of this study is to analyze the characteristics for the needs of rural residents and return farmer on rural rental housing. Through these rural rental housing as it wants to improve the living environment of rural areas. Housing problems of rural areas is one of the important factors that determine the quality of life in rural areas. Despite many rural development program it has been deteriorating housing conditions in rural areas. The purpose of this study aims to find the required characteristics of the rural residents and return farmer for rental housing system introduced in rural areas. As research methods, the survey it was required to rent the properties rural residents and expectant return farmer. The main analysis results are summarized as follows. First, expectant return farmer than rural residents are more flavors of rental Residential high. Second, rural residents prefer ratio was higher this apartment, expectant return farmer appeared to prefer the house. Finally, rural residents may prefer concrete homes, expectant return farmer appeared to favor the wooden houses. The results of this study can be a basis for effective strategies for future rural rental housing. More sustainable in the future, including the analysis of various parameters in progress by being linked to policy measures that will be provided. This study aims to be the foundation of sustainability in rural rental housing policy.
This study aims to establish the indicator system of the quality of life of rural residents and to estimate the weights among criteria or sub-criteria that constitute the indicator system of the quality of life using AHP(Analytic Hierarchy Process) method. Indicator system consists of four criteria, that is, health care, eduction & culture, living environment, and income and jobs. Each criterion include three sub-criteria that make up corresponding criterion. The results show that income and jobs was most highly evaluated among the four criteria. It was followed by health care, living environment, and eduction & culture. Among the total 12 sub-criteria, annual income was most highly evaluated, followed by medical service level, job satisfaction, and public transportation environment in terms of global weight which was deduced from expert questionnaire survey. This study implies that rural development policy needs to focus on increasing rural residents' income by creating good quality occupations and increasing the level of medical services, and expanding public transportation services in rural areas. This study has failed to collect local residents' opinions regarding their quality of life in spite of the efforts to reflect the opinions from various expert groups, which is the limitation of this study.
농림축산식품부는 2012년부터 국가중요농업유산을 지정하여, 농촌지역에 보전가치가 있는 농업유산을 보전하고 있다. 이러한 노력으로 국가중요농업유산 7개를 지정하였고, 세계중요농업유산 2개를 등재시키는 성과를 거두었다. 농업유산제도가 도입된 초기와 현재의 정책 환경은 많은 변화가 일어났다. 이에 농업유산 정책 현황을 살피고, 농업유산 정책의 환경 변화를 분석하였다. 그 결과 농업유산 자원 발굴의 미흡, 농업유산 모니터링 관심 증가, 농업유산 활용을 통한 농촌 활성화 기대, 농업유산 보전 관리 예산 부족이라는 정책 환경 변화를 도출하였다. 이렇게 도출된 변화를 반영한 농업유산 보전 관리 정책으로 농업유산 보전 관리체계 확립, 국가중요농업유산 지정기준 완화, 농업유산 모니터링 의무화, 농업유산 브랜드 강화, 농업유산 보전관리를 위한 예산 확대를 제안하였다. 이렇게 제안된 정책을 통해 농업유산 자원의 폭넓은 발굴과 지정이 가능할 것으로 기대된다. 또한 보전 관리 및 활용을 통해 농민은 농업유산을 이용한 농업활동을 유지할 수 있을 것이며, 가치 있는 농업유산이 후대에 계승될 수 있을 것이다.
The objective of this paper is to formulate strategies and action programs for developing sustainable agriculture in Korea. There is increasing evidence that agriculture has been preoccupied with increasing productivity much to the detriment of environmental degradation. The issue of increasing agricultural productivity so as not to undermine the environment is a difficult task. In reality, there are many definitions of sustainable agriculture and sustainable agricultural development. In this paper, sustainable agriculture is defined by its ability to ensure future supplies of agricultural products at acceptable economic and environmental costs to the society. Sustainable agriculture development refers to the optimal level of interaction among the three dimensions - the environmental, the economic and the social - through dynamic and adaptive processes of trade-off. In order to formulate the strategies for developing sustainable agriculture, three stage approaches such as strategic analysis, strategic choice, and strategic implementation are employed. The basic framework for strategies of sustainable agriculture development consists of five steps such as vision, targets, principles, action plan and policy instruments. The major action plans for activating formulated strategies are suggested as integrating agricultural and environmental policy measures, establishing the system of optimal agri-environmental resources management practices, establishing safe and high quality product system and its effective marketing system, increasing the R&D investment for developing sustainable agro-technology, developing indicators for measuring sustainable agricultural development, and taking a share in related roles for all parties including farmers, consumers, policy makers, researchers and NGOs.
In responding to climate change in the agricultural sector, Climate Smart Agriculture (CSA) is an approach to establish a sustainable agricultural system through comprehensive management of technology, policy, and investment. The international community is continually expanding CSA implementation, and it became more important to understand the status of the domestic agriculture system and practices that are relevant to CSA. This study explored the available CSA in domestic agricultural systems and presented the order of relative importance of CSA technology. AHP analysis is employed for the evaluation with the following criteria: productivity, marketability, adaptability, and mitigation. The relative importance is evaluated with six agricultural technologies (soil, crop management, water, energy efficiency, alternative energy, and precision agriculture) in 28 agricultural technology sectors. The results of the AHP analysis showed that 'alternative energy' was found to be a top priority among the agricultural technology sectors, and 'shallow depth drain in rice paddy' was a top priority for agricultural technology. Also, the 'marketability' in soil and water sectors, 'mitigation' in crop management, and 'adaptability' in energy efficiency and alternative energy were given higher priority. The results of this study can be used as a good source for strategic CSA preparation and application.
The purpose of this study is to analyze the trends of basic income guarantee of which the discussion has been spreading in recent years and to explore the feasibility of this system in the rural areas of Chungchengnam-do. Basic Income Guarantee means a system in which all members of society could take regular incomes which is at a minimum necessary for their life without any conditions, and it is already introduced or being currently discussed in several countries and regions such as USA, Switzerland, Namibia. In Korea, it is currently claimed that breakthrough policy such as basic income guarantee for farmers should be introduced for farmers or rural residents who are facing the challenges of the double, namely the reduction of farm incomes and rural population due to the expansion of global free trade such as WTO and FTA since 1990s. Therefore, the policy considerations and suggestions for implementing the basic income guarantee for farmers in Chungcheongnam-do is explained in this paper.
The purpose of the present study is to seek measures to increase the quality of farmers lives by considering the results of a survey on the welfare demand for them when setting up policy. The results are as follows: First, though many concerns and policies to control the rural exodus have been exerted in terms of maintaining agricultural communities, which is one of critical components for the development of Korean agriculture and farming villages, the rural exodus became more and more serious. It is urgently required, therefore, for the Korean administration to correspond actively to the reasons why farmers depart their villages, such as bad prospects, low incomes or problems with their children's education. Second, as the number of females who take part in farming has increased, it is necessary to reform the rural educational environment. In addition, as the agricultural community develops, and other industries flow in, the greater the worries about crime, and consequently, it is necessary to equip a local safety system, share information on job opportunities, and provide educational opportunities. Third, since rural districts nay have financial difficulties because of old-aged and small-sized farmhouse, it is necessary to mainly support the welfare of the aged and lower-income farmers, considering the characteristics of each group and area. Fourth, over half of the farmers responded that they cannot bear to pay the national pension and health insurance premiums, and therefore it should be considered to reduce the pension and premium, or to readjust the insurance value appropriate to the level of the farmer's income. Fifth, despite a number of agricultural policies now in place, farmers desire a policy which can promise a prosperous vision for Korean agriculture and the facilities needed for education and health. It is necessary for the administration to set up policies that are characterized by locality with the view that farmers are not mere recipients, but participants in the policies.
The agricultural sector's economic structure in Korea is regarded to encounter major barriers on the way toward revitalizing its economic prosperity. DSM options are also evaluated to be fruitful even in the short term. Both the public and civil arenas must galvanise each side's effort in order to promote these policy options and community potentials.
Korean societies have been experiencing the wholesale structural changes in the rapid currents of recent openness, globalization and democratization, which effect much more heavily in rural areas than in urban areas, so rural recomposition works being an important national concern. In order to systematically reconstruct the rural structure, the decision makers, with a four step hierarchy of rural resident-residents group-community-region, should be endowed with the objective judgement on basic elements of resource potentialities under their control. In this process. rational resource evaluation works would be firstly necessiated from expert groups. Based on the view mentioned above, this study principally aimed at developing a rational evaluation framework for rural resources. For that objective, the first step of the study pigeonholed the total resources items identifiable in rural areas from the existing study results, spatial planning and field surveying data. After then, using the formalized classification criteria of resources items, a tentative goal system for rural resources evaluation was proposed and the final one determined through expert-group checking. The results obtained during the study are summarized as follows ; 1. Using the existing examples of resources identification/classification and the basic data list for county-level development planning as the principal reference ones, total rural resources elements were classified into 3 constituent units : land, natural environment and human resources, which correspond to places to work, to play and to live, respectively, as 3 constituent ones of life-supporting space. 2. Three characteristic areal types were adopted to represent the total rural areas : lowland, upland and seashore areas, and also 3 practical use types to represent the objectives of resources evaluation systems : for land use planning, natural conservation policy and village improvement planning. Thus 9 different types of goal system for resources evaluation were developed(each system by 3 areal typesX3 practical use types) 3. Each goal system has 3-tier classification steps from the higher, middle and lower one. The higher and middle steps should contain equally applicable components to all the rural areas, of which allowable number being around 3 and 4 respectively. However the lower step would contain detailed sub-components changeable to areal characteristics of which allowable number being around 7.
During the last 10 year period, OECD member countries were in a trend of 'less government' from 'more government', thus resulted in restructuring and reducing staffs in government agricultural institutions including the Agricultural Knowledge System. In recognizing the crisis of 'less government', member countries were in a trend of paradigm shift to the 'better government;. In producing and transferring agricultural information, member countries are more concerned about consumers as well as producers as the target of good quality services of the 'better government'. The general consensus of member countries identified the importance of food safety and environmental protection as new agendas for the 21st century. Agricultural Knowledge Systems (AKS) in OECD member countries were in a trend of reorganization in addressing food safety, and agriculture / environmental issues. The approaches, functions and responsibilities were diversified to multi-governmental institutions from the ministry of agriculture. Thus the importance of institutional cooperation and coordination were emphasized more in the newly changed AKS paradigms. The objectives, functions and approaches of AKS in OECD member countries as well as in Korea will be directed to emphasize the importance of environment, sustainable agriculture, food safety, and rural development. They will also focus on establishing mutual cooperative systems among policy makers, consumes, non-governmental organizations, and agri-related organizations as necessary for sustainable development in the future.
