Analyzing Migration Decision-Making Characteristics Based on Population Change Pattern and Distribution of Basic Living Services in Rural Areas (농촌지역 인구변화 특성 및 기초생활서비스 분포 특성을 고려한 이주 의사 결정 요인 분석)

  • Rural decline due to the decrease of the local population is an inevitable phenomenon, and a vicious cycle has been formed between a lack of basic living services and a population decrease in rural areas. Therefore, the study aims to derive the migration decision-making characteristics based on basic living service infrastructure data in rural areas. To do this, the population change over the past 20 years was categorized into six types, and the relationship between the classified population change types and the number of basic living service infrastructures was analyzed using decision tree analysis. Of the total 3,501 regions, 801 regions were the continuous decline type, of which 740 were rural areas. On the other hand, among 569 regions that were the continuous increase type, 401 regions were urban areas, confirming the population imbalance between rural and urban areas. As a result of the decision tree analysis on the relationship between population change types and the distribution of basic living service infrastructure, the number of daycare centers was derived as an important variable to classify the continuous increase type. Hospitals, parks, and public transportation were also found to be major basic living services affecting the classification of population change types.

  • The purpose of this study is to investigate a causal relationship between the mode of production and change of rural society. While dominant theories of social change have stressed variation of contingencies and periodical contexts, this theoretical paper drives a new insight paralleling diverse theoretical arguments of each mode of production with rural and urban changes. Investigating the drifts of intellectual ideologies of the mode of production, we get through diverse paradigm shifts of the production accumulation and its trigger effects on rural change. More specifically, the present study investigates change of rural society by way of investigating such fluctuations of societal changes as ancient society, slavery society, feudal society, industrial society, post-industrial society, and information society. We find that transportation and communication technologies have had a key role in the changes, however, the effects of the technologies on social changes have been different between rural- and urban-society. While we take it for granted that flexible accumulation in post-industrial society and time-space compression and informatization in information society will reduce developmental gap between rural- and urban-society, we also found that there have been big differences of actual application of the technologies between theory and reality in each era of mode of production.

Planning for Adapting to the Rural Region Impacts of Climate Change - Case study in Yesan - (기후변화에 따른 농촌지역 영향 및 대응방안 연구 - 예산군을 대상으로 -)

  • Owing to increase of meteorological disasters by climate change, it needs to study of climate change which will be able to deal with adaption for basic local authorities. A case study area of Yesan have been impacted by land-use which alter natural environment demage. It has led to micro-climate change impacts in rural area, Yesan. In order to adapt to the effects, this paper estimated temperature change in productivity of fruits and conducted decline of nonpoint pollutant loadings. As the results of temperature change of effecting on growth of apple, since a rise in temperature have not increased high, therefore the apple productivity could not be influence until 2030s. While the apple productivity could be declined 14.8% in 2060s. In addition, it supposes that the productivity would be decreased 44.5% in 2090s. Furthermore, it showed that the apple maturity has become worse, because length of high temperature has dramatic increased 54.2% in 2030s, 103.2% in 2060s and 154.0% in 2060s beside 2000, respectively, compared with 2000. As results of analysing between the future rainfall characteristics and nonpoint pollutant loadings, the subject of reduction of nonpoint pollutant was efficiency when it implemented around Oga-myeon or Deoksan-myeon Dun-ri. This study classified the region more detail each Eup and Myeon after that it analysed the rural region impacts of climate change for basic local authorities. Hence, this study is able to predict adaptation of rural region impacts of climate change. Due to increase of green house gases emission, meteorological disasters could often occur in the future. Therefore, it needs follow-up studies that assess climate change of effecting on rural region.

A Study on the Change Features and Counter Measures of Rural Development Policy System in Korea (한국 농촌개발정책 체제 변화와 대응과제)

  • The objectives of this study were 1) to explore the change features of rural development policy system, and 2) to get some policy counter measures for construction of desirable rural development policy system. First, the change features of rural development policy system are 1) to expand the rural development organization of local government, 2) to strengthen the finance basis for rural development policy, 3) to attempt building the cooperation network between the various local groups. And the policy counter measures derived from this study are 1) to convert the rural development policy system to that of local leading system, 2) to expand the actual rural inhabitant participation in policy making & performance process, 3) to prepare the effective governance system in local level.

The Functional Change of Rural Society in Korea: from Food Supply to Balanced Development (한국 농촌의 기능 변화: 식량공급에서 국가균형발전으로)

  • The major purposes of this paper are (1) to explore korean rural planning as subplanning of nation planning and regional planning, (2) to explore functional change of korean rural areas, (3) and suggest appropriate policy for functional change of rural society in Korea. I divided korean rural planning into five periods according to its paradigm shift. In the first period of rural planning lay emphasis on food self-supply, antipoverty and improvement of living condition. In the second period of rural planning lay emphasis on food self-supply, green revolution and income gap mitigation between urban and rural areas. In the third period of rural planning lay emphasis on integrated rural development. In the fourth period of rural planning lay emphasis on multifunctionality of agriculture. In the fifth period of rural planning Korea government announced a new policy and lay emphasis on balanced national development. Food supply used to be most important function of rural areas, but it is weakened in recent days. The role as axis for balanced national development become another important function of rural areas.

A Comparative Analysis on the Change between Spatial Structure and Social Conditions of Rural Region - Focused in Asan City - (지역공간구조와 농촌지역 인문사회적 변화의 관계 연구 - 충남 아산시를 중심으로 -)

  • The purpose of this study is to show the relation of the change between spacial structure and social conditions of rural area. The spacial structure change of Asan city was analyzed using Space Syntax, and multiple regression analysis (dependent variables: connectivity, global integration, local integration / independent variables: population, household, farm population, farm population of 65years old and over, farm household, part-time farm households, cultivated land) was accomplished. As th result, that the increase of connectivity is related to the increase of population and farm population of 65years old and over and the decrease of farm population, and the increase of local integration is related to the increase of farm population of 65years old and over was showed. However, that global integration is not related to change of social conditions was proved.

Study on the Status Change in Rural Landscape Planning and Landscape Project in the General Agriculture Fishing Village Development Project (일반농산어촌개발사업에 있어 농촌경관계획과 경관사업부문의 위상변화에 관한 연구)

  • Although the General Agricultural Fishing Village Development Project had a significant impact on the landscape formation and management in rural area, the rural landscape planning and project sectors was not stable by fluctuation variables. On the basic understanding the institutional status of rural landscape planning, some conclusions could be discussed as follows through the analysis of quantitative and qualitative changes and the background factors. The rural landscape plan lacked its own legal and institutional foundations, and the landscape project of the General Agricultural Fishing Village Development Project was mainly focused on the environment-improving H/W project for expanding the basic living infrastructures. In order to reflect the characteristics of the region and become independent rural landscape management, it is necessary to change the contents so that the S/W business such as the deepening landscape awareness and empowerment linked with improving the physical landscape. To this end, it is necessary to establish a foundation for the rural landscape planning system to have its own status, and it seems to seek to supplement with what is included S/W contents reflecting the context of higher level landscape planning. The landscape sector of the General Agricultural Fishing Village Development Project proved to be in the process of shrinking in both quantity and quality, despite the temporary expansion in the past. In addition, considering the distortion of the contents of landscape projects in rural sites, it seems that the rural landscape-related public project are now in a position to seek a new phase change beyond quantitative expansion. In particular, along with institutional improvements to secure the independent status of rural landscape planning that contributes to village community regeneration and social sustainability through the role of intermediary support organizations in landscape management activities. Through the integrated landscape plan, which is established in advance and led by the residents in the early stages, there is a need to change the direction to enhance meaning of the landscape planning goes beyond the facility design or space improvement.

A Study on the Change Process and Characteristics of the Development Policy for Rural Areas (농촌지역 개발정책의 변천과정과 특성에 관한 연구)

  • The government has made a great effort for the development of rural area. The aim of this study is to analyze the change process and characteristics of the government's rural area development policies implemented so far and present an aid as adequate material to the direction of development policy for rural areas. The rural area development policy had been focused on maintenance of physical infrastructure facilities in the rural areas, pursuing urban convenience led by the government from the 1950s to 1990s. The policy has changed to local residents-led rural area development from the late 1990s to present time. The basic direction of the policy turned into making much of environment-friendliness and promotion of regional activation. The policy was transformed to recognize our rural area and also perceive it pastoral and resting space. In addition, green tourism has emerged as an important theme since 2000. In the rural area development policy, it is the most important to connect it with various development projects, select target areas from the long-term perspective and pursue efficiency through intensified investment of financial resources.

Socio-economic Change and Health Care System in Rural Korea (한국농촌의 사회경제적(社會經濟的) 변화와 보건의료체계(保健醫療體系))

  • During the last half a century the Korean rural society have experienced drastic changes : the retreat of Japan from the colonial interference and suppression in 1945, the Korean war and disorder in the 1950s, the implementation of the first and second five-year economic development plans in the 1960s, the ambitious implementation of the new village movement called Saemaul Undong to modernize the traditionally stagnant rural village in the 1970s, and socioeconomic and political turmoil in the 1980s. In this complex process of change the rural health care system in Korea was grdually reformed. This paper reviews the socioeconomic change and the basis of the changing structure of the health care system in rural Korea, on the basis of the existing literature and secondary data. Thus this is not a research paper but a review article in its nature. After reviewing the past and present situation, the directions and strategies for the reformation of the rural health care system are suggested.
