Performance Analysis on Income Generation Works in Comprehensive Rural Village Development Project by Their Implementation (농촌마을종합개발사업의 공동소득사업 성과분석)

  • Since 2004, Ministry for Food, Agriculture, Forestry and Fisheries(MIFAFF) has been carrying out comprehensive rural village development project as the core one of Rural Area Development Schemes in Korea. Up to now, 56 projects had been completed after having with 5-year plan implementation period, on which it is possible to try post-project evaluation works. This study aims to propose a rational income-generation works model of comprehensive rural village development project, based on fulfillment checking results of their statutory stepwise working procedures specified in the project guidelines and their interim/post project performance analysis results in 56 project areas above mentioned. In comprehensive rural village development project, income-generation works generally have both quantitative and qualitative effects to rural communities; the former is focussed on income increasement of villagers, while the latter on community revitalization through job creation and spill-over effects of other linked community activities. So, the research works of this study focussed on these two comprehensive effects above mentioned.

Development of Indicators to Evaluate the Regional Preparedness Level for Rural Aging (농촌고령화 위기 대응을 위한 지역특성 변화 분석지표 개발)

  • Korean population has been rapidly aging. Most of people regard the aging population as future crisis due to the rate of change and agree to prepare for a soft-landing on aging society in South Korea. Particularly, the aging population growth in rural areas is much faster than urban areas. Also rural areas relatively have poorer social and economic conditions so the countermeasures for population aging considering related social and economic indices are required. Moreover, each rural region has the different preparedness level for rural aging based on regional socio-economic characteristics. In this study, we analyzed correlations of the rural aging rate and local characteristics and developed an evaluation index to show the regional preparedness status for rural aging. To test the applicability of developed indicators, we applied them to 161 rural regions and assessed regional preparedness level for rural aging. This study would provide basic data for establishing policies for rural aging.

Recognition and Improvement of Rural Landscape Management System (농촌경관관리의 인식 및 농촌정관관리 발전방안)

  • Land development policy in Korea, characterized by its supply-oriented policy, has driven rapid economic development. However, it has a negative impact on the natural environment across the country. Especially, as the introduction of quashi-farmland system with the deregulation of agricultural land development in the late 1990s, numerous unfavorable landscape features such as road, motels and apartment have emerged in the rural area. As those interfered irreversible rural landscapes have been expanded, the demand for well preserved rural landscapes have been increased. The objectives of this study, thus, is to suggest the mitigations between the land development and conservation of natural landscape. As such, this study examines the recognition of current rural landscape management status through 118 students with two groups of landscape architecture majored (50 people) and non-landscape majored (68). Both group express the negative impression of current rural landscape management system in general and they pointed out the major landscape problems are caused from inappropriate land use. However, in detail those two groups respond differently, for example, the first group selected the damaged landscape is the second cause of the landscape problem, while the other group selected the poorly maintained settlements. Based on the analysis of the survey, this study suggests 3 recommendations in order to improve the sustainable rural landscape as establishing the proper rural land use planning system, building local governments' capacity to actively participate in the rural landscape management, and preparing the landscape management plans considering area distinctive characteristics.

Socio-economic Change and Health Care System in Rural Korea (한국농촌의 사회경제적(社會經濟的) 변화와 보건의료체계(保健醫療體系))

  • During the last half a century the Korean rural society have experienced drastic changes : the retreat of Japan from the colonial interference and suppression in 1945, the Korean war and disorder in the 1950s, the implementation of the first and second five-year economic development plans in the 1960s, the ambitious implementation of the new village movement called Saemaul Undong to modernize the traditionally stagnant rural village in the 1970s, and socioeconomic and political turmoil in the 1980s. In this complex process of change the rural health care system in Korea was grdually reformed. This paper reviews the socioeconomic change and the basis of the changing structure of the health care system in rural Korea, on the basis of the existing literature and secondary data. Thus this is not a research paper but a review article in its nature. After reviewing the past and present situation, the directions and strategies for the reformation of the rural health care system are suggested.

  • This is the basic study for being activated rural area through charged old folk's home as the rural facilities. In Korea, it was recognized legalistically from 1993, and 15 homes are operated at present by personal social worker and public-welfare service corporation. The first of 2000's, Korea will be changed aged society and a member of each family will be smaller than 3.5 persons. At that time, the many of aged korean have to live separately from their sons and daughters. And some of them will live only with their wives/husbands or alone in the charged old folk's home. Therefore, the importance and the demand of charged old folk's home will be increasing rapidly in Korea. And so we, all the rural architect have to develope it for aged person.

  • The regional development methods, which had carried out in the rural area had many legal and systematic problems in establishing plans for the region itself, and in finding and practicing various business. Recently, new government revised the budget system and introduced the block grants system to overcome this limitation. Due to this, plans and enforcements of subsequent rural development projects are expected be a significant change. The study suggests the 'theme cluster development' method for accomplishing the regional specialization and competitiveness and examines the procedure of application in practice through the regional development plan of Sunchang-gun, Jeonbuk province.

  • Kimchi is a traditional fermented vegetable food in Korea. There are about 187 varieties of Kimchi, depending on the ingredients and processing methods used, which are different in microbiological, nutritional, and biochemical characteristics. Much attention for Kimchi has been focused on health and life extension. Kimchi is fermented by the microorganisms which are originally present in the raw vegetable substances.(omitted)

  • Since 1990, the Korean Ministry of Agriculture and Forestry(MAF) has implemented the program for enhancing rural living environment (Jungjookunkaebal program) to stabilize rural population and community. The program has focused on providing rural areas with various social infrastructure facilities. But, because the program has been done without appropriate consideration on rural settlement system and the unevenness of rurality, people has discredit its necessity and efficacy. This paper discussed desirable strategies and tools to overcome criticism on the program.
