This study aims on the direction of rehabilitation in rural area through the case analysis and policy of Eco-Quartier in France. At this object, this study was preceded with 3 main contents. Firstly, after examined the changes and policy on the rural area in Korea, it has analysed about the problems and changes on the rural residential environment in Korea. Secondly, it has researched about the various methods relative to the rural area development project, the issue on the sustainable development strategy in rural area and the changes of rural ares in France. Lastly, regarding precedent studies, it has analysed the projects in rural area which has selected through the policy of Eco-Quartier in France. The policy and criterions for Eco-Quartier in France, which was examined by this study, has been achieved through reasonable procedure from the superior concepts to detail planning and the guidelines for the project of rural area. This is expected to use as the basic criterions for the sustainable development and planning orientation of rural area in Korea.
Although Korea joined OECD in 1996, there has still seen much unbalance in medical care and welfare standard between urban and rural area. The unbalance of medical demand between urban and rural area deepened low utilization of rural hospitals. So it caused many hospital's failure and conversion in rural area. Many rural hospitals are in difficulty managing business because of low medical demand along with the shortage of medical manpower, medical equipment and facilities. The objectives of this study were to reveal the cause of low utilization of hospitals in rural area, and to increase utilization of those hospitals. In this study the improvement methods of rural hospital's utilization were presented by examining were placed in difficult management condition, in respect of hospital's management conditions, manpower input, patient medical treatment record, financial record, and actual output. The causes of rural hospital's low utilization were as follows; 1) changes in number and structure of population 2) rural people's preference for large hospitals and hospitals which located in urban area 3) rural hospitals lacking in hospital management skill. Consequently rural hospital's operation condition got more and more deteriorated. To raise rural hospital's utilization, method for social policy, method for health policy, and intrinsic method of hospitals were presented in turn. For rural residents to utilize medical service conveniently, it is necessary for rural hospitals operated normally. So government must insist that rural hospitals solve the problems which come out from their internal management problems. And also these rural hospitals should be supported and nurtured by the government until their management is operated normally.
In the midst of growing demand for rural life of urban dwellers, this study tried to investigate the difference in behavior and recognition about urban rural exchange between Korea and Japan. For this, this study utilized 2,000 total samples of the survey conducted by MLIT in Japan, because Japan has experienced a low birth rate and aging population earlier and actively promoting urban rural exchange program than South Korea. The result of the analysis is as follows. First, the needs for rural life of urban dwellers are similar both in Japan and South Korea. However, Japanese prioritize future efforts to current efforts. Second, urban dwellers' activities in rural areas were classified into three categories; field trips and hands-on activities, cruise and circulating activities, and leisure activities. Third, similarly three types of visit or intercourse of urban dwellers into rural areas were classified; repeatedly visit the same place as 'iterative type', visit a new place as 'new pioneer type', and not yet determined as 'undefined type'. Variables such as age of household, income, number of inmate, and number of children were analyzed linked to these three types of visit or intercourse in a Discriminant analysis. As a result, only 'age of household', however, turned out to be the crucial factor which influence decisively distinguishing characteristics of these three types of visit into rural areas.
The object of this thesis is to evaluate performance of Industry Complex of Rural Areas Policy and to suggest solutions to solve problems of the policy and development plans for Industry Complex of Rural Areas in Korea. The Industry Complex of Rural Areas Policy has contributed to increase of income and growth of industries in farming areas. Since business environment has been changing rapidly and competition has been getting fierce, Korean small business in rural are as need to develop new strategies to strengthen their competitiveness. Therefore, this thesis will suggest public programs to support for development of Korean small businesses in rural areas. The suggestions are as below 1) plans to form funds to provide financial aid to small business in rural areas. Specific plans to raise funds for public programs that would be executed by National Industry Complex of Rural Areas Association are included. 2) plans to improve abilities of SBCs to develop technologies 3) plans to establish marketing channels for SBCs in rural areas. 4) plans to create systems to promote restructuring in Industry Complex of Rural Area.
This study aims to examine the determinants affecting rural women's participation in community organizations in rural Korea. The data was collected through interviews with 958 rural women among 1,870 respondents who have lived in Up and Myen as an administrative unit of a rural community, and analyzed by the SPSS/PC Win V.10 program. The statistical method utilized for this study was the hierarchy multiple regression model. The major findings of this study were as follows. First, rural women with a high income, a larger farm, or a fruit farm are more likely to participate in agricultural cooperatives. Second, rural women with a high income, a larger farm, who are engaged in full time forming, and grow fruit and special crops, are more likely to participate in cooperative firms. Third, rural women who are educated and have a larger farm, a fruit farm, and high community attachment are more likely to participate in learning organizations. Fourth, rural women who were educated and have small households are more likely to participate in religious groups. Fifth, rural women with a small farm are more likely to participate in civic organizations. Sixth, there was no significance between all of these variables and participation in political parties.
This study aims to understand the concept of 'ruralism' in Korea by comparing with 'rurality' which were dealt with in various fields related to rural areas in Korea. This study conducted a systematic literature review as a methodology. The process is defining key questions, searching for documents, classifying documents, extracting data, and presenting results. The key questions were set to 'How has the term 'ruralism' been used in various studies?' and 'How can the concept of rurality in Korea be organized?' according to the purpose of the study. The study retrieved literature by searching on Korean academic database, RISS and DBpia, using the five keywords '농촌성', '농촌다움', '농촌다운', 'Rurality,' and 'Ruralism.' The search yielded 1,014 documents which were thereafter screened by systematic literature review process. After sifting, only 31 publications were found suitable for inclusion in the final analysis. This study organized them into four categories: rural concept, rural landscape, rural tourism, and rural development. The literature divided into four types. Type I is a study that deals only with economy·society among studies related to rurality, Type II is a study that deals with both the economic·social and physical environment, Type III is a study that deals with the physical environment of a rural area and presents the rural planning principle as maintenance and preservation. Finally, Type IV is a study that presents ruralism as a new rural planning principle for a future rural area. In the end, the study discussed some implications on defining ruralism in Korea.
The objectives of the study were to. 1) explain the seriousness of environmental problems and the importance of environmental education in rural development , and 2) explore more effective and efficient ways of environmental education for agriculture and rural development in Korea. The world has rapidly changed and concepts such as clientele -centered, efficiency, and globalization are flowing under this change. Agriculture or rural development is not an exception. Frequent recent reports of newspapers on nit and water pollution, including nutrients and pesticides have brought attention to the seriousness of environmental problems in Korea. Environmental concerns should consider in planning and executing the rural development program. People want to get contamination-free foods, water and fresh air. They can and are willing to pay their money for high quality food, water and a better living environment, as their incomes have been increasing, Agriculture and rural communities may have competitiveness in these aspects. It is irony that environmental concerns makes the possibility of changes in agriculture and rural development in Korea. Environmental education will have an increasingly important role in agriculture and rural development. Environmental problems relate to the human behavior in various aspects. Many environmental problems are mainly rooted to people's ignorance and spending-habits, and lack of technology related to environment. These human behaviors are the focus that environmental education should teach and change. Environmental education has been carried out through various subjects in school education in Korea, but "Environment" in middle school and "Environmental Science" in high school were separated as a regular subject from 1996. Environmental education still has a lot of room for development from a theoretical frame work. Environmental education should be carried out as action-oriented, student-centered programs. Various teaching materials, programs and proper supporting budget should be developed so that environmental education fulfills its necessary role well in agriculture and rural development. A textbook about the environment alone will not guarantee a high quality environmental education.
Previous research on elderly care in rural areas has focused on inter-generational support, ignoring the possibility of elderly care among community members in the rural areas of Korea. This study attempts to explore the roles and potentials of community-based elderly care in rural areas where nearby family or formal services are unavailable. For this purpose, data was collected from the elderly in three Korean rural villages using qualitative case study methods. Each village was studied as a separate case study and in-depth interviews with the elderly in each village were conducted. All interviews were tape-recorded and transcribed verbatim for the analysis. The data was analyzed using the Reflective Qualitative Analytic Technique. Results showed that rural elderly in all three villages had lunch, talked, and played together; almost everyday in the winter. However, the nature of care among rural elderly varied depending on the characteristics of the rural community (the traditional rural, the rural mixed with the urban, and the neighboring rural with the urban). Specifically, the use of mutual aids (providing food, repairing housing, and checking personal safety by telephone or visit, etc.) was most consistent at the traditional rural village. Because both the rural village mixed with the urban and the neighboring rural village with urban have better access to many aids and programs from formal institutions, mutual aids among community members decreased compared with the traditional rural village. However, regular group activities such as sports, dancing or debate help to provide pleasure and integrate the community. These results suggest that community relationships as a substitution for social support provide by family or formal services can be utilized in rural areas.
This study has been performed with the purpose of making Rural Village Development Project Landscape Plan in which landscape characteristics in rural villages are reflected so that landscape in the medium to long term shall be established and managed. The issue that has been brought up is that procedures of Rural Landscape Plan and Rural Village Development Project Landscape Plan have been focused on facilities. The study carries out resources survey in agriculture, daily life and history and culture to make Rural Village Development Project Landscape Plan in O-chon district. Through landscape evaluation map participated by local residents, landscape management areas which they can form and manage have been established. The study also suggests Projects and guidelines appropriate to management areas. The study has a different signification from the existing Rural Village Development Project Landscape Plan which is fundamentally devoted to specific projects. The study shows Landscape Plan in the medium to long term and suggests guidelines available to be used by residents.
