The new millennium with mystifying convergence of IT has opened new challenges to LIS profession. This has resulted to continuous skill development and lifelong learning, for capacity building in consonant with contemporary changes. The LIS profession in India has created several mechanisms to organize and conduct several skills development programmes through which professionals are continuously enabled to update their professional knowledge and skills, in practice and teaching. There is a good organizational infrastructure and identified areas related to the recent developmental trends and as such LIS professionals and educators have facilities for updating their knowledge at veritable levels and intervals. The paper has surveyed programmes conducted by different organizations at different levels and highlights the aspects of the organizational infrastructure and the emergent areas of applications in LIS teaching, research and professional practices in India. The selection of areas and subjects for various skill development programmes suggest the competencies acquired by the LIS professionals from India, and the empowerment of their professional knowledge can be of immense value to its neighbouring countries. The paper highlights the knowledge and competencies of the LIS professionals in India and the broad-based facilities available here which can be a model for those countries which are seeking to utilize the LIS human resources from this part of the sub-continent. The paper in this circumstance surveyed on the institutional infrastructure for skill developmental opportunities available in India which would meet such requirements within and to the countries outside in the South Asian region seeking its collaboration in such manpower development work.
There are many factors that can cause problems in the application of the lightweight air-trapped soil in the field. Temperature is one of them. However, the effect of temperature on the characteristics of lightweight air-trapped soil has not been studied. Thus, this experimental study is conducted. This study considers three different unit weights of lightweight air-trapped soils, 6, 8, and 10 kN/$m^3$ which are mostly applied to the field. The lightweight air-trapped soil specimens are cured in the condition of different temperatures based on the characteristic of temperature of Korea. The unconfined compression tests are conducted on the prepared specimens. The settlement behavior of lightweight air-trapped soil on temperature is observed. A photograph is taken using SEM to determine the transformation of air-foams inside the lightweight air-trapped soil on curing temperature. As the results, the effect of curing temperature on the characteristics of lightweight air-trapped soil including compressive strength, settlement, and formation of air-foams is confirmed. Finally, based on this study, the allowable curing temperature of $8^{\circ}C{\sim}25^{\circ}C$ which can guarantee the quality of lightweight air-trapped soil is proposed.
Because of abnormal weather, a heavy snow on the Northern latitudes occurs frequently. This has resulted in significant damage and recovery costs. In korea, it has been declared a special disaster area due to heavy snowfall in Gangneung and Pohang 2004, 2005 and 2011, so there was a revision of action instruction for the road snow removal. Although, in our current system, snow removing methodology, regional equipment holdings, and snow responsible interval, respectively, has been classified by the National Highway, near cities and provinces support system not yet prepared. Only, if snow removing is not possible within the region itself, which contained the contents of "support and assistance to military or nearby offices requests". In this thesis, we studied the disaster scenario development according to heavy snow and the response and support system to the features of each regional. For the scenario deduction, we preferentially collected day snowfall and disaster yearbook data to regionals, classified similar pattern and plotted GIS snow map. We also classified heavy snow disaster by region and type and we deduced five-step scenario. The five-step scenario is nationwide(1st-stage), the National Capital region(2nd-stage), the Chungcheong Provinces(3rd-stage), the Kangwon province(4th-stage) and the Ch?l a provinces(5th-stage). Therefore we build near provinces support system according to five-step scenario.
BACKGROUND: As natural wetlands are decreased by increment of human demand, the importance of rice fields as an alternative habitat for waterbirds is well documented. However, the relationship between waterbirds use and management practice of rice fields has not been fully understood. The present study attempted to understand the changes in temporal abundance of waterbirds and their preference for habitat types in rice fields all year round. METHODS AND RESULTS: Waterbirds census were conducted in rice fields around Asan bay in Korea during April 2009-March 2010 and April 2011-March 2012. In the bird counts, the locations of the observed birds on a 1/2,500 map were recorded along with the local habitat type (paddy, ditch, levee, road). Thirty five species of waterbirds recorded in the rice fields during the survey period and three major groups (shorebirds, herons, and waterfowls) were characterized according to season and micro-habitat use. Shorebirds visited a flooded paddy for feeding during their spring migration season (April-May), and herons used the rice field as feeding sites during their breeding periods (April-October). Most waterfowls were observed in a dry paddy to feed a fallen rice seed and stubs during the winter season (September-March). Waterbird groups selectively used micro-habitats in rice field. Shorebirds and waterfowls mainly preferred at rice paddies, while herons were attracted to most habitat types. CONCLUSION(S): Rice fields supported various waterbirds all year round and waterbird communities using the rice fields were dramatically changed according to seasonal change of rice field condition.

As populations inhabiting in natural ecosystem are fragmented by artificial barriers and habitats are destructed by development, extinction possibility of species is getting higher. It is necessary to design and to manage conservation areas and corridors considering animals' movement and migration for sustainable species diversity in present circumstances. 'Least-cost modeling' is one commonly employed approach in which dispersal costs are assigned to distinct habitat types and the last-costly dispersal paths among habitat patches are calculated using a geographical information system (GIS). This study aims to design ecological corridor using least-cost path method and to apply it to a regional ecological network considering movability of medium-large size mammals. This study was carried out over the metropolitan area, which has been deforested by rapid urbanization. Nevertheless there is connected with Gangwon province, Baekdudaegan mountain range and DMZ, considered where many forest species can migrate to this region. This study employs such an approach to develop least-cost path models for medium-large size mammals, have inhabited for this entire region. Considering those species, two forest areas as a source of species supply and forest areas more than 1,000ha are selected as focal forest areas. Movement and migration paths from species supply sources to focal forest areas are calculated by applying landscape permeability theory using land cover map, road density map and land slope map. Results showed least-cost paths from species supply sources to focal forest areas on two species. Wildcat and roe deer are different in some least-cost paths caused by their landscape permeability but paths show generally same specifics. The result of considering regional distribution of expected movement and migration paths to regional ecological network, low altitude mountains of western metropolitan area are evaluated important area for species connectivity. In national or regional levels ecological connectivity is essential to promote species diversity and to preserve integrated ecosystem. This study concludes that developing least-cost models from similar empirical data could significantly improve the utility of these tools.

A variety of revegetation methods are being utilized and developed. However, most of revegetation methods used on highway slopes in Korea are based on foreign-introduced plant varieties to stabilize road surfaces and to administer afforestation for surface covering at an earlier phase. Therefore. it results in various problems. such as failure to achieve harmony with the surrounding vegetation and 10 cause re-denudation of slopes as the foreign-in introduced plant varieties wane out from 2~3 years after hydro-seeding, etc. In addition, some of the revegetation plants seeded in the earlier phase grow excessively high, thus causes successional problems, such as to inhibit the invasion of the secondary vegetation from the surrounding areas, etc. Therefore, in this study, 160 slopes located in the nationwide express highways have been investigated and analyzed in order to produce basic data for restoration of ecological environment in slopes created on a long-term basis by investigating and analyzing locational characteristics of cut and filled slopes in express highways, status of revegetation methods, characteristics of soil and plant-ecological environment. 1. Investigation on cut and embanked slopes in express highways was carried out in the total of 160 locations, which include 108 cut slopes and 52 embanked slopes. As a whole, the most frequently used revegetation method was seed spray, which was found to be used in the total of 55 target slops investigated. 2. Planting method of Wistaria floribunda applied to some of the blasted rock zones was found to cause damages as Wistaria floribunda trailed up the surrounding vegetation and the secondary invaded trees. In order to prevent this, this method must be used only in the lowest parts of large-sized slopes. Also, it will be required to administer continuous management and maintenance in the areas already planted with this plants. 3. The areas of blasted rock and ripping rock slopes were applied with coir net (net + seeding) method. However, many of these areas failed in achieving ground covering. Most areas where revegetation was in progress, they were covered with Eragrostis curvula(Weeping lovegrass) only. In areas with soil, such as decomposition of granite, where afforestation is difficult. In this slopes, soil base must be improved by hrdroseeding with thin-layer vegetation base application methods in order to achieve success in afforestation with native plants. 4. Woody species, rather than herb species, are more helpful in stabilization of slope surfaces. Therefore, it is important to be able to grow and protect woody species on highway slopes. Growth of woody vegetation is most largely influenced by soil depth. Thus, when hydro-seeding woody plants, it is recommended to apply at the upper layer of the slopes, which is capable to sufficiently provide the fundamentals required in plant growth.
Double Stack Train(DST) is being used variously around USA and Canada. The greatest advantage of the DST is mass transportation without extending the length of freight train and number of cars. So the DST system can be a kind of innovative train to increase the competitiveness of rail logistic business. As the domestic rail logistic increase, for enhancement of environment friendly green transportation amount, the DST needs more for efficiency. In this study, as the alternative way to introduce the DST to the Kyungbu Line, it's investigated the extensibility of rail freight with the relation of rail fare discount and examined the necessity of pilot business to the Kyungjeon Line which was expected comparatively lower cost. If the DST system is introduced to the Kyungjeon Line, the cost of mass transportation can be much lower and then the comparativeness of rail transportation will be increased, therefore logistic companies can have some margin additionally. In the result of survey to the related companies, if rail transportation fare is 37.7 % cheaper than current road transportation fare, the modal shift can be transferred by maximum 100%.
The population over 65 years old is 12.7% of total population in 2014 and Korea is going to be an aged society in the near future. The transportation vulnerable including the aged should be guaranteed in walking mobility under safe and comfortable environment for their socio-economic activities. For the era of fusion and convergence this paper investigated the characteristics of walking accidents related to the aged pedestrians and analyzed the aged-oriented walking factors with a reaction time and a walking speed at crosswalks in Yeosu. In the results, the crashes for the aged occur at 9.9% of total crashes and the fatalities of the aged are 40.3% of total fatalities in 2014. The 47.4% of the aged fatalities is also attributed to vehicle-to-pedestrian accidents. The 49.3% of all pedestrian fatalities occurs at the aged pedestrians with a very high proportion. The reaction time and walking speed for the aged were determined as the values located at the lower 15%-tile of the elderly physical ability. It is shown that the reaction time is 4.56 seconds and the walking speed is 0.76 m/s in the case of Yeosu. From two factors' standpoint, the walking environment at crosswalks in Yeosu is inappropriate for the aged.
Wild boars have expanded their habitats in Korea in recent years and caused serious social problems such as crop damage and appearance in urban areas. This study was carried out from May to October 2012 to investigate the environmental factors that affect crop damage based on actual cases reported in Geochang County of Gyeongnam Province, Korea. The analysis showed that the damages by wild boars occurred mainly between August and September, and rice was damaged most often while sweet potatoes were damaged most intensely. The results indicated that the damages were related to the wild boars' preference of crop and the seasonal availability of crops. Other factors that affected the crop damage included the slope, the topographic relief, and the distances from forest, stream, road, and residential area. There was no significant difference of environmental factor according to damage intensity, suggesting that the wild boars tended to attack the same cropland repeatedly and thus accumulating the damage. Our study suggests that reducing crop damages by wild boars will require cultivating crops less preferred by wild boars, installing electric fences, and controlling wild boar population with hunting and trapping.
This study was carried out to identify the reasons of the landslide by land creeping in South Korea in order to provide basic information for establishing the management plan for prevention. Total 29 sites of landslide areas caused by land creeping were observed in South Korea. Among them, the soil-composition of most frequent landslide areas occurred by land creeping was colluvium landslide as 75.9% (22 sites), followed by clay soil landslide as 10.3% (3 sites), bedrock landslide as 6.9% (2 sites), and weathered rock landslide as 6.9% (2 sites). According to the types of parental rocks, the investigated landslide areas were divided into 3 types: 1) metamorphic rocks including schist, phylite, migmatitic gneiss, quartz schist, pophyroblastic gneiss, leucocratic granite, mica schst, banded gneiss and granitic gneiss, 2) sedimentary rocks including limestone, sandstone or shale and mudstone, 3) igneous rocks such as granite, andesite, rhyolite and masanite. As a result, it was noticed that the landslides occurred mostly at the metamorphic rocks areas (13 sites; 44.8%), followed by sedimentary rock areas (12 sites; 41.4%), and igneous rock areas (4 sites; 13.8%). Looking at the direct causes of the landslide, the anthropological activities (71%) such as cut slopes for quarrying, construction of country house, plant, and road, farming of mountain top, and reservoir construction were the biggest causes of the landslides, followed by the land creeping landslides (22%) caused by geological or naturally occurred (22%), and cliff erosions (7%) by caving of rivers and valleys.
