도로 종류와 도로생애주기별 탄소배출량, 에너지소모량 및 비용에 대한 거시적 분석방법 (Macro-level Methodology for Estimating Carbon Emissions, Energy Use, and Cost by Road Type and Road Life Cycle)

  • PURPOSES : The authors set out to estimate the related carbon emissions, energy use, and costs of the national freeways and highways in Korea. To achieve this goal, a macro-level methodology for estimating those amounts by road type, road structure type, and road life cycle was developed. METHODS : The carbon emissions, energy use, and costs associated with roads vary according to the road type, road structure type, and road life cycle. Therefore, in this study, the road type, road structure type, and road life cycle were classified into two or three categories based on criteria determined by the authors. The unit amounts of carbon emissions and energy use per unit road length by classification were estimated using data gathered from actual road samples. The unit amounts of cost per unit road length by classification were acquired from the standard cost values provided in the 2013 road business manual. The total carbon emissions, energy use, and cost of the national freeways and highways were calculated by multiplying the road length by the corresponding unit amounts. RESULTS: The total carbon emissions, energy use, and costs associated with the national freeways and highways in Korea were estimated by applying the estimated unit amounts and the developed method. CONCLUSIONS: The developed method can be employed in the road planning and design stage when decision makers need to consider the impact of road construction from an environmental and economic point of view.

  • Recently, Life Cycle Cost (LCC) for civil infrastructures, such as pavements, bridges, and dams, has been emphasized. However there are few cost models for road tunnel especially for maintenance phase. The road network is composed of highways, bridges, and road tunnels. Thus it is as important as for road tunnels to keep safe for traffic. The maintenance strategies for road tunnels can be achieved based on the minimization of LCC in maintenance phase. For this purpose, in this paper, cost model and cost classification for road tunnel in maintenance phase are suggested.

  • A gutter-shaped U grating is a facility that is installed at the sides of a road to provide pedestrians with a rainwater-free road. The previous studies on this facility focused mainly on the progress of the efforts that are being made to improve its performance and interception efficiency so as to prevent damages in regional areas due to the heavy rains caused by climate change. The studies on its maintenance, however, are still inadequate. Therefore, this study was conducted to analyze and compare the life cycle costs and performance evaluations of the steel and magic gratings, which are installed in apartments. The results of the study show that the replacement period and rate of gratings differ depending on where they are installed. The initial capital investment cost of a magic grating installed at a road where many vehicles pass is quite high, but in terms of its maintenance and entire-life-cycle costs, its total expenses are lower than those of a steel grating. The results of this study are expected to serve as preliminary data for the selection of an adequate grating that is suitable for particular places in the design phase of construction projects.

  • Modal Shift from road to rail has been adapted in several countries as one of effective ways of reducing $CO_2$ emissions caused by transport. Generally, effect analysis of $CO_2$ reduction toward modal shift is calculated mainly from use stage and less consideration from other stages of life cycle, even though, in some case of modal shift needs that new line construction or new vehicle manufacturing. In this study, modal shift effect analysis is performed with considering construction, manufacturing vehicle and use stage. As a result we can get total $CO_2$ reduction effect using life cycle thinking and check the necessity of including other life cycle stage not only considering use stage. In conclusion, there is no $CO_2$ reduction effect if the reduction amount of $CO_2$ in use stage is not bigger than allocated annual amount of $CO_2$ in construction and manufacturing vehicle stage. According to this fact, analysing $CO_2$ reduction effect of Modal Shift should be considered not only the use stage.

Reliability-based Life Cycle Cost Analysis for Optimal Seismic Upgrading of Bridges

  • This study is intended to propose a systematic approach for reliability-based assessment of life cycle cost (LCC) effectiveness and economic efficiency for cost-effective seismic upgrading of existing bridges. The LCC function is expressed as the sum of the upgrading cost and all the discounted life cycle damage costs, which is formulated as a function of the Park-Ang damage index and structural damage probability. The damage costs are expressed in terms of direct damage costs such as repair/replacement costs, human losses and property damage costs, and indirect damage costs such as road user costs and indirect regional economic losses. For dealing with a variety of uncertainties associated with earthquake loads and capacities, a simulation-based reliability approach is used. The SMART-DRAIN-2DX, which is a modified version of the well-known DRAIN-2DX, is extended by incor-porating LCC analysis based on the LCC function developed in the study. Economic efficiencies for optimal seismic upgradings of the continuous PC segmental bridges are assessed using the proposed LCC functions and benefit-cost ratio.

The Effects of Slab Size on Pavement Life Cycle Cost

  • The purpose of this study was to determine the effect of expansion joint spacing (slab size) on the life cycle costs of owning Portland Cement Concrete (PCC) airfield pavements. Previous research has shown that slab size has a statistically significant impact on pavement performance. A probabilistic life cycle cost analysis was performed to determine if the effect of slab size on pavement performance would affect the total cost of ownership of PCC pavements. Data from 48 Pavement Condition Index (PCI) inspections of military and civilian airfields were used to develop probability-of-distress-by-condition curves, which were then used to develop probabilistic cost-of-repair-by-condition curves. A present worth life cycle cost analysis was then performed for various slab sizes, using construction costs, rehabilitation costs, and maintenance costs. Maintenance costs were determined by assuming a condition deterioration rate appropriate for each slab size and applying the cost-by-condition curves. The probabilistic cost-of-repair-by-condition curves indicated that smaller slabs are more expensive to repair on a unit cost basis. Life cycle cost analysis showed that larger slabs have a higher total cost of ownership than smaller slabs due to a faster rate of deterioration.

  • 도로관리는 도로의 건설과 동시에 반 영구적으로 지속하여야 하는 행위로써, 막대한 예산이 소요됨은 물론 국가 경제 및 국민의 이동과 안전에 영향을 미치는 중요한 요소이다. 이와 관련된 전략은 당연히 객관적인 정보 하에 수립되어야 하며, 그를 뒷받침 하는 의사결정시스템은 도로투자 효과에 대한 사회적 편익을 보다 현실적이고 다양한 측면에서 고려하여 개발될 필요가 있다. 이에 본 연구에서는 관리자비용은 물론 도로포장 상태를 함수로 하여 도로이용자 및 사회환경비용을 예측할 수 있는 한국형 생애주기비용모형을 개발하고자 하였다. 제시된 모형은 우리나라 국도 실정에 맞추어 개발되었으며, 결과의 공신력을 확보하기 위해 정부(국토교통부)가 제시하는 투자평가지침을 가능한 참조 하되 포장관리분야의 실정에 맞지 않거나 개선의 여지가 있는 사항들에 대해서는 추가, 대체, 부분수정을 통해 개발되었다. 이러한 자기화 된 시스템을 개발하고자하는 시도는 그간 상용화된 분석프로그램에 의존하던 소극적 도로자산관리를 탈피함은 물론, 도로관리로 인한 사회적 편익에 대한 인식개선에 중요한 첫걸음이 될 것이다.

  • 최근의 국제사회는 경제성장에 따른 기상이변을 방지하고자 이산화탄소, 온실가스 등의 환경 오염물질 배출 저감을 요구하고 있다. 이러한 요구사항에 따라 에너지 다소비 산업 가운데 도로건설에 대한 효율적인 환경오염물질 배출 저감 방안이 요구된다. 본 논문에서는 전과정 영향평가의 절차에 적합한 도로건설공사 환경영향평가 프로세스를 제시하고, 이를 바탕으로 다수의 도로건설공사에 대하여 주요 건설자재의 환경부하량을 분석한 후, 1km 도로건설공사에서 발생하는 평균 환경부하량을 제시하고 있다. 주요자재수량에 대해서는 환경부하량에 대한 민감도 분석을 실시하였으며, 이러한 분석결과는 도로건설공사의 공법 및 자재별 수량 변화에 따른 전과정 환경영향평가에 유용하게 활용될 수 있을 것으로 판단된다.

  • In this paper, a PMS(Pavement Management System) application is presented to control the LCC(Life Cycle Cost) of road pavement. The aim of this paper is to provide the decision makers with the planning information regarding maintenance strategies for efficient road pavement management. The validity of PMS application presented in this paper is investigated through case studies for conducted for 22 national highway road sections in Korea.

  • This study is intended to propose a systematic and practical life cycle cost(LCC) model for the development of the reliability-based seismic safety and cost-effective performance criteria for design and upgrading of long-span PC bridges. The LCC models consist of five cost functions such as initial cost, repair/replacement cost, human losses, road user cost, and indirect losses of regional economy. The proposed model Is successfully expressed in temrs of Park-Ang damage indices and life cycle damage probability obtained from SMART-DRAIN-2DX which is an existing algorithm for nonlinear time history analysis. The proposed LCC model is successfully applied to a viaduct constructed by PSM, in Seoul. Based on the observations, the proposed systematic procedure for the formulation of LCC model may be useful for the development of the reliability-based seismic safety and cost-effective performance criteria for design and upgrading of long-span PC bridges.
