The basis of modem risk-based safety management is to focus on what might happen and ensure it is designed out of the system by robust hazard identification and risk analysis. However, in the real world things go wrong and it is essential to be prepared for the worst so that the response can minimise harm and loss of property and damage to the environment. Whilst some hazard mitigation measures are aimed at preventing incidents, others are venting escalation. The results of the tests concluded that the most effective means by the control room, both with and without, local station staff assistance using directive public address announcements and CCTV surveillance.
The Convention on the international regulations for preventing collisions at sea, 1972(COLREGs) defines the collision avoidance principles and various navigation rules for the prevention of collision at sea. In particular, the initial responses to avoid risk of collision are mainly decided by navigation officer's experience and subjective judgement. However, collision accidents could be effectively prevented if the minimum criteria of quantitative initial response are suggested to the junior officers and the cadets who have insufficient sea experience and navigation competency. This study reviewed the COLREGs terms related to the initial response and the existing papers concerned with risk assessment model. A questionnaire survey is also carried out for safe passing distance, degrees of alternating course and initial response distance to avoid collision in accordance with various encounter situations. Base on these results, we propose the proper minimum safe passing distance between the vessels, the initial response distance and required turning angles for alternation in each encounter situations. The suggested criteria of initial response will contribute to the prevention of collision at sea as well as the improvement of gradual navigation technology.
The purpose of this study is to analyze and diagnose the actual state of extinction risk in rural villages by analyzing time series population characteristics and extinction risk index of rural villages(Haengjeong-ri). As a research method, a time series analysis was performed on the 'population over 65' and the 'female population aged 20 to 39' related to the local extinction index. In addition, the disappearance of Haengjeong-ri village was analyzed using the existing local extinction index. For the study, Haengjeong-ri village-level GIS spatial data was constructed, and population attribute data in 2010, 2015, and 2020 were constructed. In order to derive implications, the change of the 'high risk of extinction 'village in the 2020 local extinction index, the distribution of the population of 'high risk of extinction' villages by three years, the population analysis of 'high risk of extinction' villages continuously from 2010 to 2020, and 'high risk of extinction' An analysis of the increase and decrease of the population of the village and the change of the local extinction index of Haengjeong-ri, where the city, county, and towns are located were analyzed. As a result of the analysis of this study, it was found that the number of villages with an aging of more than 50% increased by 2 to 3 times over 10 years. As a result of the analysis of the local extinction index, in 2010, the southwestern and central regions of South Chungcheongnam-do were high-risk extinction areas, but in 2020, all cities except Cheonan and Asan were converted to high risk extinction areas. Research has shown that Chungnam is facing a serious aging and village extinction crisis, and since the disappearance of villages gradually spreads, an initial response policy is needed. This result will be the same not only in Chungcheongnam-do but also in other rural villages. Therefore, in the case of rural villages, it is necessary to analyze and diagnose the Haengjeong-ri village unit, not the Eup-Myeon unit, and a response policy through diagnosis must be prepared urgently.

Objectives: This study aimed to analyze sexual experience rates according to socio-demographic factors, health behavioral factors, and internet use time, and to identify sex experience related factors in high school students using the data from the 11th Korean Youth Health Risk Behavior Web-Based Survey. Methods: A total of 33,744 students (17,346 boys and 16,398 girls) in high schools were analyzed using the SPSS WIN version 22 program. SPSS complex samples methods were used for analyses. Socio-demographic factors, health behavioral factors, and internet use time as independents variables were included. The complex samples logistic regression analyses were used to calculate the odds ratio of the sexual experience according to the socio-demographic factors, health behavioral factors and internet use time. Unweighted frequencies and percentages were represented in result tables. Results: 3.6% of girls and 9.9% of boys in high school had sexual experiences. Daily average smoking amount and daily alcohol drinking amount were a dose-response relationship with sexual experience after considering confounding factors. Students who smoke 10-19 cigarettes had 5.74 times higher risk and 20 cigarettes or more had 7.27 times higher risk of sexual experiences, comparing with non-smoking students, relatively. Likewise, students who drink soju less than 1-2 bottles and more than 2 bottles had 3.82- and 4.35 times higher chance of sexual experiences, compared with non drinking students, respectively. Conclusions: We found that there were the dose-response relationship between health behavioral characteristics and sexual experiences. Further research is needed to identify an interaction effect between smoking and drinking alcohol on sexual experiences in high school students.
Objectives: HRA (Health Risk Assessment) is an important tool for measuring the health impacts of air pollution. HRA is already being used widely as an important reference for crafting air pollution policies. However, the absence of a domestic CRF (Concentration Response Function) standard, which is a main component for HRA, could cause confusion amongst policy-makers. The purpose of this study is to tabulate a domestic CRF standard for a PM (Particulate Matter)-related HRA. Methods: This study suggested a domestic CRF standard for HRA thorough a literature review. The literature review for meta-analysis was limited to the English language for epidemiological studies published from January 1980 to March 2016. This meta-analysis was conducted by assuming both fixed- and random-effects of CRF. In addition, studies that reported HRA of air pollution for WHO (World Health Organization), the EC (European Commission), and the EPA (Environmental Protection Agency) were reviewed to compare the CRFs of South Korea to the recommended CRFs of WHO, the EC, or the EPA. Additionally, a domestic CRF standard was supplemented by these. Results: Nineteen studies were selected for the CRF for South Korea. Fifty-three CRFs were derived for meta-analysis. CRFs with a standard for PM-related HRA were divided according to the following four criteria: air pollution, exposure characteristics, type of health impact, and age group. Finally, a domestic CRF standard was created comprised of 21 CRFs. Among these, six CRFs were derived from the results of foreign HRA studies. Conclusions: This study is important in that a domestic CRF standard is first suggested. In addition, this study suggests a further area of study for using HRA as a policy tool and a direction of epidemiological study.
study deals with the reliability assesment for the 5-year phases of a suspension bridge construction in Korea. The main objectives of this study are; (1) the evaluation of the reliability of a suspension bridge by considering an ultimate limit state for the fracture of main cable wires, (2) the determination of the critical phases among 28 construction stages for the deck erection, and (3) the evaluation of the reliability of the limit state for the erection control during construction stages. The research and the design of the suspension bridge have been focused on the state of construction mainly based on empirical data. Based on the recent survey of the distribution of accidents in Korean railways, over 80% of the accidents related to the uncertainties in human error, planning, design, materials and loads during construction have ben reported before the completion of construction. While many researches have evaluated the safety of bridges, the uncertainties in the construction phases have not been well treated in a guidelines or a specifications. An improved adaptive response surface method is used for the risk assessment in the construction phases of the target suspension bridge.

A class D fire or combustible metal fire is characterized by the presence of burning metals. Only certain metals or metal compounds are flammable, including sodium and lithium. General fire extinguishing agents, such as dry chemical powder, water-based fire extinguish agents, and carbon dioxide, cannot be used in class D fires. This is because these agents cause adverse reactions or are ineffective. In addition, the amount of usage of combustible metals is increasing due to continuous development of the semiconductor and fuel cell industries. Despite this, Korea does not have standards and laws related to combustible metal fires. This paper suggests directions of the class D fire management policies to reduce the class D fire risk and impact by analyzing the standards and laws related to class D fires and combustible metal fire cases. The factors to make laws on class D fire prevention and response systems, and management system of dry sand were determined. These results may be used to help reduce the risk of class D fires and improve the response abilities.
Background: Treatment failure in leukemia is due to either pharmacokinetic resistance or cell resistance to drugs. Materials and Methods: Gene expression of multiple drug resistance protein (MDR-1), multidrug resistance-related protein (MRP) and low resistance protein (LRP) was assessed in 45 pediatric ALL cases and 7 healthy controls by real time PCR. The expression was scored as negative, weak, moderate and strong. Results: The male female ratio of cases was 2.75:1 and the mean age was 5.2 years. Some 26/45 (58%) were in standard risk, 17/45(38%) intermediate and 2/45 (4%) in high risk categorie, 42/45 (93%) being B-ALL and recurrent translocations being noted in 5/45 (11.0%). Rapid early response (RER) at day 14 was seen in 37/45 (82.3%) and slow early response (SER) in 8/45 (17.7%) cases. Positive expression of MDR-1, LRP and MRP was noted in 14/45 (31%), 15/45 (33%) and 27/45 (60%) cases and strong expression in 3/14 (21%), 11/27 (40.7%) and 8/15 (53.3%) cases respectively. Dual or more gene positivity was noted in 17/45 (38%) cases. 46.5 % (7/15) of LRP positive cases at day 14 were in RER as compared to 100% (30/30) of LRP negative cases (p<0.05). All 8 (100%) LRP positive cases in SER had strong LRP expression (p=<0.05). Moreover, only 53.3% of LRP positive cases were in haematological remission at day 30 as compared to 100% of LRP negative cases (p=<0.05). Conclusions: Our study indicated that increased LRP expression at diagnosis in pediatric ALL predicts poor response to early treatment and hence can be used as a prognostic marker. However, larger prospective studies with longer follow up are needed, to understand the clinical relevance of drug resistance proteins.

The emergency response modeling system CARIS has been developed at CCSM (Center for Chemical Safety Management), NIER (National Institute of Environmental Research) to track and predict dispersion of hazardous chemicals for the environmental decision support in case of accidents at chemical or petroleum companies in Korea. The main objective of CARIS is to support making decision by rapidly providing the key information on the efficient emergency response of hazardous chemical accidents for effective approaches to risk management. In particular, the integrated modeling system in CARIS consisting of a real-time numerical weather forecasting model and air pollution dispersion model is supplemented for the diffusion forecasts of hazardous chemicals, covering a wide range of scales and applications for atmospheric information. In this paper, we introduced the overview of components of CARIS and described the operational modeling system and its configurations of coupling/integration in CARIS. Some examples of the operational modeling system is presented and discussed for the real-time risk assessments of hazardous chemicals.
Background: A pressure ulcer is common in soft tissue over the greater trochanter (GT) in side-lying position, and sustained tissue deformation induced by the prolonged external force is a primary cause, which can be discussed with soft tissues' viscoelastic properties (i.e., stress relaxation, creep response). Objects: Using an automated hand-held indentation device, we measured the viscoelastic properties of soft tissue over the hip area, in order to examine how the properties are affected by site with respect to the GT. Methods: Twenty participants (15 males and 5 females) who aged from 21 to 32 were participated. An automated hand-held indentation device was used to measure the stress relaxation time and creep response. Trials were acquired for three different locations with respect to the GT (i.e., right over the GT, 6 cm anterior or posterior to the GT). For each location, five trials were acquired and averaged for data analyses. Results: Soft tissues' stress relaxation time and creep response were associated with site (F = 23.98, p < 0.005; F = 24.09, p < 0.005; respectively). The stress relaxation time was greatest at posterior gluteal region (19.22 ± 2.49 ms), and followed by anterior region (15.39 ± 2.47 ms) and right over the GT (14.40 ± 3.18 ms). Similarly, creep response was greatest at posterior gluteal region (1.16 ± 0.14), and followed by anterior region (0.95 ± 0.14) and right over the GT (0.89 ± 0.18). Conclusion: Our results showed that the stress relaxation and creep were greatest at the posterior gluteal region and least at right over the GT, indicating that the gluteal soft tissue is more protective to the prolonged external force, when compared to the trochanteric soft tissue. The results suggest that a risk of pressure ulcer over the GT may decrease with slightly posteriorly rotated side-lying position.
