A study on improving the IUU Fishing Index of Korea's distant water fisheries (한국의 원양어업 IUU어업지수 개선방안 연구)

  • The IUU Fishing Index is composed of 40 indicators. These indicators were grouped by state responsibilities (flag, coastal, port, and general including market) defined in the FAO IPOA-IUU (2001) and then by type into vulnerability, prevalence, and response. A total of 152 coastal nations was surveyed. Korea's total combined IUU Fishing Index was 2.49 in 2019 and 2.91 in 2021, indicating a drop in the ranking to the third worst out of 152 countries followed by China and Russia in 2021. The indicators that increased the IUU fishing risk in 2021 compared to 2019 included seven indicators of prevalence and two indicators of response while those reducing the risk included one prevalence and one response indicator. The IUU Fishing Index revealed that many fisheries observers and monitoring, control and surveillance (MCS) practitioners active in the waters of RFMOs jurisdiction where Korean distant water vessels operate have mentioned concerns about the compliance with RFMO conservation measures or fishing practices. It suggested that strengthening management intervention in the fishing sector is needed. The primary tool for management is the MCS system. Given the logistical difficulty of oversight from land, air and at-sea, there is a need to enhance MCS strategies through logbook data, at-sea observer and electronic monitoring program. It also suggested that MSC fisheries certification and fisheries improvement projects, which are widely used for improving fishing sector performance, could contribute to the eradication of IUU fishing and the promotion of sustainable distant water fisheries.

Factors Influencing Sexual Experiences in Adolescents Using a Random Forest Model: Secondary Data Analysis of the 2019~2021 Korea Youth Risk Behavior Web-based Survey Data (랜덤 포레스트 모델을 활용한 국내 청소년 성경험 영향요인 분석 연구: 2019~2021년 청소년건강행태조사 데이터)

  • Purpose: The objective of this study was to develop a predictive model for the sexual experiences of adolescents using the random forest method and to identify the "variable importance." Methods: The study utilized data from the 2019 to 2021 Korea Youth Risk Behavior Web-based Survey, which included 86,595 man and 80,504 woman participants. The number of independent variables stood at 44. SPSS was used to conduct Rao-Scott χ2 tests and complex sample t-tests. Modeling was performed using the random forest algorithm in Python. Performance evaluation of each model included assessments of precision, recall, F1-score, receiver operating characteristics curve, and area under the curve calculations derived from the confusion matrix. Results: The prevalence of sexual experiences initially decreased during the COVID-19 pandemic, but later increased. "Variable importance" for predicting sexual experiences, ranked in the top six, included week and weekday sedentary time and internet usage time, followed by ease of cigarette purchase, age at first alcohol consumption, smoking initiation, breakfast consumption, and difficulty purchasing alcohol. Conclusion: Education and support programs for promoting adolescent sexual health, based on the top-ranking important variables, should be integrated with health behavior intervention programs addressing internet usage, smoking, and alcohol consumption. We recommend active utilization of the random forest analysis method to develop high-performance predictive models for effective disease prevention, treatment, and nursing care.

  • 최근들어 Water Security에 대한 관심이 고조되고 있지만 국내의 경우 이에 대한 체계적인 연구가 아직 진행되지 않았고 상수도관망시스템의 오염예방 및 위험관리에 대한 연구는 매우 미비한 실정이며 특히 상수도관망시스템의 위험성 및 취약성에 대한 연구는 전무한 상태이다. 이러한 상수도관망시스템의 위험도와 관련된 여러 위험요소들은 인명의 피해, 재산상의 피해, 환경적 피해, 시스템의 피해 그리고 사회적 불안등 여러 기준을 고려하여 평가되어야 한다. 이 문제는 다기준의사결정(multi-criteria decision making)문제로서 평가기준들(criteria) 간의 상충관계(trade-off)로 인하여 판단이 모호한 대안들을 PROMETHEE(Preference Ranking Organization METHod Enrichment Evaluations) 기법을 이용하여 평가하였다. PROMETHEE는 선호의 유출량(leaving flow)과 유입량(entering flow)의 개념을 이용하여 여러 대안들의 순위선호(outranking)를 산정하는 기법으로, 의사결정자(decision matter)가 비교적 쉽게 이해할 수 있으며 기존의 AHP$\cdot$ANP와는 달리 명확한 판단이 어려운 대안들에 대해서는 비교불가능한(incomparable) 대안으로 분류한다. 이와 같은 위험도 평가결과는 위기상황에 대한 대처방안을 제시할 의사결정시스템 구축의 기초 자료가 될 수 있을 것이다.

Contractors' Perception towards Safety and its Consequences on Construction Workers in Cape Coast Metropolis

  • The construction environment has been declared as a hazard prone area due to high number of accident and death. The study aims to identify influential factors that contribute to poor safety practices and its consequences on construction workers in Cape Coast Metropolis. Seventy respondents were taken as the sample size for the study. Descriptive analysis was used to analyze the data obtained from the field. Findings show that poor site management, working without safety gadgets, failure to use their Personal Protective Equipment (PPE) and negligence of workers were the main causes of accidents on sites. Poor site management had the highest ranking among the seven variables. Effects of poor safety practices on building construction site and delays in work execution were due to injury of workers, extra cost due to payment of compensation to injured victims, not motivated due to injury of worker and declined reputation of firm. Management team should motivate workers for safe work done, provide adequate PPE for their workers on site and have documented health and safety policy on site. Site authorities and management team should be on site regularly to ensure proper safety practices on construction site.

Evaluation of Meymeh Aquifer vulnerability to nitrate pollution by GIS and statistical methods

  • Increasing the concentration of nitrate ions in the soil solution and then leaching it to underground aquifers increases the concentration of nitrate in the water, and can cause many health and ecological problems. This study was conducted to evaluate the vulnerability of Meymeh aquifer to nitrate pollution. In this research, sampling of 10 wells was performed according to standard sampling principles and analyzed in the laboratory by spectrophotometric method, then; the nitrate concentration zonation map was drawn by using intermediate models. In the drastic model, the effective parameters for assessing the vulnerability of groundwater aquifers, including the depth of ground water, pure feeding, aquifer environment, soil type, topography slope, non-saturated area and hydraulic conductivity. Which were prepared in the form of seven layers in the ARC GIS software, and by weighting and ranking and integrating these seven layers, the final map of groundwater vulnerability to contamination was prepared. Drastic index estimated for the region between 75-128. For verification of the model, nitrate concentration data in groundwater of the region were used, which showed a relative correlation between the concentration of nitrate and the prepared version of the model. A combination of two vulnerability map and nitrate concentration zonation was provided a qualitative aquifer classification map. According to this map, most of the study areas are within safe and low risk, and only a small portion of the Meymeh Aquifer, which has a nitrate concentration of more than 50 mg / L in groundwater, is classified in a hazardous area.

  • In recent years, Vietnam's economic growth rate has been attributed to the growth of many well-managed industries within Southeast Asia. Among them is the civil construction industry. Construction projects typically take a long time to complete and require a huge budget. Many socio-economic variables and factors affect total construction project costs due to market fluctuations. In recent years, crucial socioeconomic development indicators of construction reached a fairly high growth rate. Also, most infrastructure and construction projects have a high degree of complexity and uncertainty. This makes it challenging to predict the accurate project price. These challenges raise the need to recognize significant factors that influence the construction price index of civil buildings in Vietnam, both micro and macro. Therefore, this paper presents critical factors that affect the construction price index using the fuzzy extent analysis process in an uncertain environment. This proposed quantitative model is expected to reflect the uncertainty in the process of evaluating and ranking the influencing factors of the construction price index in Vietnam. The research results would also allow project stakeholders to be more informed of the factors affecting the construction price index in the context of Vietnam's civil construction industry. They also enable construction contractors to estimate project costs and bid rates better, enhancing their project and risk management performance.

  • Project Financing (PF) is the long-term financing of infrastructure and industrial projects based upon the projected cash flows of the project rather than the balance sheets of its sponsors. However, the financial institution, the subject of financing in the case of PF in Korea, the lack of validation system of business, rather than to assess the feasibility of the project, requested a credit reinforcement to the construction company, the fact is Construction Company on loans of the employer is the guarantor or debt argument commitments accordingly. As a result, PF contingent liabilities, which are indirect debt, are triggered in the construction company, not included in the financial statements, along with the disclosure standards established according to 2009 PF contingent liabilities, and major can be a management item. In this study, PF contingent liabilities is of Pearson of the index and the PF debt ratio showing the main financial ratios and risk by classifying the credit rating and contractors Ranking of construction companies in order to analyze the impact on the financial condition of the company was performed correlation analyzes, through the Pearson correlation coefficient analysis indicated quantitative or negative relationship to derive the explicit indication.

Relationship of Thickness of Carotid Artery according to Smoking and Drinking in University Students (대학생들의 흡연 및 음주에 따른 목동맥 두께의 상관성)

  • This study examined the associations of smoking, alcohol drinking habits and both with the carotid intima-media thickness (CIMT) in university students. This study was performed using a CAGE (test for alcohol: cutting down, annoyance by criticism, guilty feeling, and eye-openers) questionnaire, FTND (the Fagerstrom test for nicotine dependence) questionnaire, and CIMT of university students. No statistically significant differences were observed among the CIMT results according to each CAGE level classified into 3 groups. The results of CIMT according to the FTND smoking categorization showed that the smoking group was higher than nonsmoking group (P<0.01). A statistically significant difference was observed between the left and right CIMT regarding smoking and drinking (P<0.01). In the only drink risk group, the left CIMT (19.84 rank) showed a low-ranking. The CIMT on the left (42.38 rank) and right (42.81 rank) showed high scores in the group with only the risk of smoking (P<0.01). These results suggested that there are distinct differences in CIMT and relevant risk factors between smokers and drinkers, particularly among those with a high smoking status. This study had several limitations: the study population was small; the relatively young age of the study subjects; and limited of focus on smoking, drinking and CIMT. In conclusion, cigarette smoking significantly exacerbates the adverse effects and higher CIMT on the subclinical atherosclerosis risk in young adults, which underscores the importance of prevention and cessation of cigarette smoking in young adults.

Acute Toxicity of Heavy Metal (Cd, Cu, Zn) on the Hatching Rates of Fertilized Eggs in the Olive Flounder (Paralichthys olivaceus) (넙치(Paralichthys olivaceus) 수정란 부화율에 대한 중금속(Cd, Cu, Zn)의 급성독성)

  • Acute toxicity test of heavy metal (Cd, Cu, Zn) were examined using the hatching rates of fertilized eggs in the oliver flounder, Paralichthys olivaceus. Eggs were exposed to Cd, Cu, Zn (0, 10, 100, 500, 1000, 2500, 5000 ppb) and then normal hatching rates were investigated after 48 h. The normal hatching rates in the control condition (not including Cd, Cu and Zn) were greater than 80%, but suddenly decreased with increasing of heavy metal concentrations. Cd, Cu and Zn reduced the normal hatching rates in concentration-dependent way and a significant reduction occurred at concentration grater than 1000, 100, 100 ppb, respectively. The ranking of heavy metal toxicity was Zn>Cu>Cd, with $EC_{50}$ values of 584, 1015 and 1282 ppb, respectively. The no-observed-effect-concentration (NOEC) and the lowest-observed-effect-concentration (LOEC) showed each 100 and 500 ppb of normal hatching rates in exposed to Cu and Zn. The NOEC and LOEC of normal hatching rates in Cd were 500 ppb and 1000 ppb, respectively. From these results, the normal hatching rates of P. olivaceus have toxic effect at greater than the 100 ppb concentrations in Cu, Zn and the 500 ppb concentrations in Cd in natural ecosystems. These results suggest that biological assay using the normal hatching rates of P. olivaceus are very useful test method for the acute toxicity assessment of a toxic substance as heavy metal in marine ecosystems.

The Survey of Cold Storage Temperature and Determine of Appropriate Statistics Probability Distribution Model (국내 식품냉장창고 온도분포 분석 및 적정 확률분포모델 설정)

  • This study was to present the proper probability distribution models that based on the data for surveys of food cold storage temperatures as the input variables to the further MRA (Microbial risk assessment). The temperature was measured by directly visiting 7 food plants. The overall mean temperature for food cold storages in the survey was $2.55{\pm}3.55^{\circ}C$, with 2.5% of above $10^{\circ}C$, $-3.2^{\circ}C$ and $14.9^{\circ}C$ as a minimum and maximum. Temperature distributions by space-locations was $0.80{\pm}1.69^{\circ}C$, $0.59{\pm}1.68^{\circ}C$, and $0.65{\pm}1.46^{\circ}C$ as an upper (2.4~4 m), middle (1.5~2.4 m), and lower (0.7~1.5 m), respectively. Probability distributions were also created using @RISK program based on the measured temperature data. Statistical ranking was determined by the goodness of fit (GOF) to determine the proper probability distribution model. This result showed that the LogLogistic (-4.189, 5.9098, 3.2565) distribution models was found to be the most appropriate for relative MRA conduction.
